The successful operation of a product In service depends upon the effective provision of logistic support in order to achieve and maintain the required levels of performance and customer satisfaction. Logistic support encompasses the activities and facilities required to maintain a product (hardware and software) in service. Logistic support covers maintenance, manpower and personnel, training, spares, technical documentation and packaging handling, storage and transportation and support facilities.The cost of logistic support is often a major contributor to the Life Cycle Cost (LCC) of a product and increasingly customers are making purchase decisions based on lifecycle cost rather than initial purchase price alone. Logistic support considerations can therefore have a major impact on product sales by ensuring that the product can be easily maintained at a reasonable cost and that all the necessary facilities have been provided to fully support the product in the field so that it meets the required availability. Quantification of support costs allows the manufacturer to estimate the support cost elements and evaluate possible warranty costs. This reduces risk and allows support costs to be set at competitive rates.Integrated Logistic Support (ILS) is a management method by which all the logistic support services required by a customer can be brought together in a structured way and In harmony with a product. In essence the application of ILS:- causes logistic support considerations to be integrated into product design;- develops logistic support arrangements that are consistently related to the design and to each other;- provides the necessary logistic support at the beginning and during customer use at optimum cost.The method by which ILS achieves much of the above is through the application of Logistic Support Analysis (LSA). This is a series of support analysis tasks that are performed throughout the design process in order to ensure that the product can be supported efficiently In accordance with the requirements of the customer.The successful application of ILS will result in a number of customer and supplier benefits. These should include some or all of the following:- greater product uptime;- fewer product modifications due to supportability deficiencies and hence less supplier rework;- better adherence to production schedules in process plants through reduced maintenance, better support;- lower supplier product costs;- Bower customer support costs;- better visibility of support costs;- reduced product LCC;- a better and more saleable product;- Improved safety;- increased overall customer satisfaction;- increased product purchases;- potential for purchase or upgrade of the product sooner through customer savings on support of current product.ILS should be an integral part of the total management process with an on-going improvement activity using monitoring of achieved performance to tailor existing support and influence future design activities. For many years, ILS was predominantly applied to military procurement, primarily using standards generated by the US Government Department of Defense (DoD). The military standards refer to specialized government infrastructures and are too complex for commercial application. The methods and benefits of ILS, however, have potential for much wider application in commercial and civilian use. The concept of ILS is simple and depends on a structured procedure that assures that logistic aspects are fully considered throughout the design and development phases of a product, in close cooperation with the designers. The ability to effectively support the product is given equal weight to performance and is fully considered in relation to its cost.The application of ILS provides improvements in availability, maintenance support and longterm 3ogistic cost savings. Logistic costs are significant through the life of a system and can often amount to many times the initial purchase cost of the system.This study provides guidance on the minimum activities necessary to Implement effective ILS for a wide range of commercial suppliers. The guide supplements IEC60106-4, Guide on maintainability of equipment Part 4: Section Eight maintenance and maintenance support planning, which emphasizes the maintenance aspects of the support requirements and refers to other existing standards where appropriate. The use of Reliability and Maintainability studies is also mentioned in this study, as R&M is an important interface area to ILS.
In this paper, we have studied the improvement of operational control for the enhancement of business continuity of information system becoming more important with the development of information technology such as big data, Iot, and artificial intelligence. The operational management and audit guidance of the current information system, which is coming in the fourth industrial age, where various services, data and industries are converged, is based on the existing general information system pattern and needs to be improved. The provision of services at fixed times is linked to the survival of enterprises and countries and serves as a key element. Therefore, it is necessary to study the application of optimized check items of the operation audits to minimize the service interruption damage of the information system and to provide the stable service in terms of business continuity management. To accomplish this, the check items presented in the operational control of the information system were derived by combining the PDCA step contents and 8 resource requirements provided in ISO 22301. From the point of view of increasing the business continuity according to the derivation criteria of the inspection items, the operational inspection check items were derived by exemplifying the improved check items and review items of the information system operation audit and the products to be checked during the operational audit. The check items were divided into management audit improvement check items for service continuity management, and operational audit improvement check items for performance and availability management. The average score of the IT professionals' survey on the suitability of the proposed checklist was 4.63, which was concluded to be appropriate.
New generation of tall and complex buildings systems are now introduced that are reflective of the latest development in materials, design, sustainability, construction, and IT technologies. While the complexity in design is being overcome by the availability and advances in structural analysis tools and readily advanced software, the design of these buildings are still reliant on minimum code requirements that yet to be validated in full scale. The involvement of the author in the design and construction planning of Burj Khalifa since its inception until its completion prompted the author to conceptually develop an extensive survey and real-time structural health monitoring program to validate all the fundamental assumptions mad for the design and construction planning of the tower. The Burj Khalifa Project is the tallest structure ever built by man; the tower is 828 meters tall and comprises of 162 floors above grade and 3 basement levels. Early integration of aerodynamic shaping and wind engineering played a major role in the architectural massing and design of this multi-use tower, where mitigating and taming the dynamic wind effects was one of the most important design criteria established at the onset of the project design. Understanding the structural and foundation system behaviors of the tower are the key fundamental drivers for the development and execution of a state-of-the-art survey and structural health monitoring (SHM) programs. Therefore, the focus of this paper is to discuss the execution of the survey and real-time structural health monitoring programs to confirm the structural behavioral response of the tower during construction stage and during its service life; the monitoring programs included 1) monitoring the tower's foundation system, 2) monitoring the foundation settlement, 3) measuring the strains of the tower vertical elements, 4) measuring the wall and column vertical shortening due to elastic, shrinkage and creep effects, 5) measuring the lateral displacement of the tower under its own gravity loads (including asymmetrical effects) resulting from immediate elastic and long term creep effects, 6) measuring the building lateral movements and dynamic characteristic in real time during construction, 7) measuring the building displacements, accelerations, dynamic characteristics, and structural behavior in real time under building permanent conditions, 8) and monitoring the Pinnacle dynamic behavior and fatigue characteristics. This extensive SHM program has resulted in extensive insight into the structural response of the tower, allowed control the construction process, allowed for the evaluation of the structural response in effective and immediate manner and it allowed for immediate correlation between the measured and the predicted behavior. The survey and SHM programs developed for Burj Khalifa will with no doubt pioneer the use of new survey techniques and the execution of new SHM program concepts as part of the fundamental design of building structures. Moreover, this survey and SHM programs will be benchmarked as a model for the development of future generation of SHM programs for all critical and essential facilities, however, but with much improved devices and technologies, which are now being considered by the author for another tall and complex building development, that is presently under construction.
The purpose of this study is to examine how two factors among various affecting factors of technological innovation, i.e. sectoral system of innovation and R&D support service, were actually applied in the case of NUC Electronics. This company has achieved high level of innovation performance through change of injection port and improvement of extracting rate. This was possible because each component of sectoral system of innovation system was matched with the innovation activity. The improvement of the performance in NUC Electronics was attributable to its own innovation efforts and R&D support service of government research institute. In the process of technological innovation, the company could receive high-level services in areas such as product design and virtual experiments that companies can not solve themselves. It can be said that the role of government and public institutions to support the shortage of SMEs was important. In terms of each component of sectoral system of innovation, we found that there were many opportunities of new technology; sustainability was low; imitation was easy; appropriability was low but it has dualily; accumulation of technology was relatively high, availability of external knowledge was high. At the same time, both of the company and the network played an important role, and market conditions were very favorable. In terms of R&D support services, it is a direct effect that a great deal of time and cost savings have been achieved through virtual experiments on the material and shape of the screw. As an indirect effect, the core competence of the company has been greatly strengthened by utilizing the momentum of technology development through external support, hence the company could establish the structure of virtuous circle of innovation.

Any development plan of a Korean space-based navigational system has been neither designed nor introduced yet. However, the demand for the development of a domestic regional satellite navigation system can be originated from the outside of market. The growing dependency on satellite navigational systems in Korea eventually requires the retainment and the operation of a domestic navigational satellite system. There is not many choices on the orbit designs and the system design concepts of a regional augmented navigation satellite system or a regional navigation satellite system for the service on the vicinity of the Korean peninsular. Space situational awareness (SSA) has been a rising issue for both national security and more realistic space business in Korea. Also SSA related technologies in Korea is a newly inaugurated area and is necessary to generate a navigation messages and maintain a future Korean navigation satellite system. In this study, the availability of Japanese Quasi Zenith Satellite System (QZSS) expected to be deployed definitely sooner than Korean counter-part is analyzed. The availability of the similar configured system over Korea is investigated with assumed QZSS type orbit. Also, feasible configuration of orbits for domestic navigation satellite system is suggested. And the observability of a ground-based optical tracking system as a secondary tracking capability is analyzed.

This paper is basically to achieve the high-availability and high-reliability of the control system from the implementation of the fault-tolerant system using the hot-standby sparing technique. To meet the objective, we design and implement a board with fault tolerance I/O bus to detect the fault. Warm-standby sparing technique is the fault tolerance technique usually used for switching control system in present. This technique can be easily implemented, but can not detect the fault quickly and can malfunction because of the hardware fault. The hot-standby sparing fault tolerant technique implemented in this paper is consists of dual processor modules and a I/O processor using fault tolerant I/O bus. The proposed method can find the faults as soon as possible, so it can prevent from wrong operation. Also it is possible to normal re-service due to the short recovering time. To implement the fault-tolerant dual system with fault detection be, two daughter, called FTMA and FTIA, boards designed and implemented are applied to the system. And we also simulated the proposed method to verify the high-availability and high-reliability of the control system using Markov process.

Use of ICT in Government has ability to improve service delivery to its citizens, and yet many developing countries have lagged behind in the implementation of e-Government. Many e-Government initiatives also failed to achieve their objectives in developing countries. This paper therefore aims to identify critical failure or success factors in Kenya, using Heeks' Factor Model. A survey questionnaire was developed and data were collected and analyzed from officials and interested citizens. The analysis results enabled to highlight seven specific success and failure factors, and their constituent elements in Kenya. The Kenyan overall e-Government implementation score belongs to the Zone of Improvement (3.52 of total 5.0), which means partial success or failure. The enablers of e-Government projects are good strategy formulation, and internal and external drive, whereas main failures of e-Government are weak ICT infrastructure. The areas for improvement are project management, design, competencies and funding. Data analysis highlights both strengths and weaknesses for each factor or variable. In particular, Kenyan government excels at the drive for change by top to bottom government officers as well as external stakeholders, while the government officers who are using e-Government are satisfied with the availability of vision, strategy and plan of e-Government implementation. Both technologies and e-transactions laws were the worst of all the variables in e-Government implementation. Two areas should be improved using immediate corrective action. In-depth study reveals that government officers and citizens can't fully use their laptop and mobile devices due to the lack of both ICT network and its operating technology, and legal system associated with the transaction of business information. Finally, the study ends up with recommendations for policy makers to shape the future of e-Government system in both developing and developed countries.

With the increasing availability of medical sensors and Internet of Things(IoT) devices for personal use, considering the interaction with users, it is planned to add intelligent function design to the fashionable jewelry, and develop composite multi-function intelligent jewelry through sensors identification. By means of IoT technology, while possessing communication function of intelligent jewelry, the function of intelligent jewelry can be expanded to the linkage network. In order to rapidly manage the mass data produced by intelligent jewelry sensors based on IoT, an intelligent jewelry system for health management is designed and an ontology model of intelligent jewelry system based on IoT is worked out. After the state of the services through the smart phone application is shown. The application provides a personalized service to the user and to determine the risk to show the guide lines according to the disease.

Presidential archives have higher historical value than other public documentaries. It is a reliable documentary reflecting aspects of contemporary life and has high value and availability in the education field. This study suggests how to intensify the role as an intelligence service of presidential archives and how to develop the utilized-Presidential Archives mobile education contents in G-learning environments to lead the positive awareness on Presidential archives. After suggesting the 7 levels methods about the development of mobile education contents using presidential archives in G-learning environments, This study shows the case of the applied educational contents on the subject of $5^{th}$ grade at the elementary school. 7 levels methods include pre-planning, pre-design, selecting presidential records, presidential records story-telling, making the storyboard, implementing a game, sharing and assess.

We propose an improved M-ISMS(Military-ISMS) model which is based on common ISMS model for regarding military's unique characteristics. Our model focuses on 'Internal Security Audit' and 'Management of external activity' as military circumstances. So, we added the six control new items as internal security audits. Because the confidentiality is more important than availability in military service as compared with private sectors. In addition, we propose some control suggestions for establishing security management standards and keeping level maintenance when it will becomes to lose a value as confidential. The M-ISMS model in this paper has effectiveness which prevents security incidents in advance rapidly throughout a variety of common ISMS's advantages and security incidents of private sectors in consideration of military characteristics.
