Impact of ITSM Military Service Quality and Value on Service Trust

  • As the IT service environment grows, it is critical in terms of IT service quality to minimize the occurrence of failures due to changes in applications and to diagnose and recover in a short period of time how failure will affect the business. Thus, the Defense Acquisition Program Administration (DAPA) has been building and operating ITSMs to implement IT service management in a leading manner. Information Technology Service Management (ITSM) is divided into events, obstacles, changes, versions and setup management to ensure flexibility and stability in service delivery. It is also operated separately from service level, availability, capacity, financial and IT service continuity management to ensure service quality and cost efficiency. Based on ITSM military service history, this study looks at the impact of quality of service on value, satisfaction, and trust. The results of the analysis are highly valuable for future ITSM implementation and operation.

  • This research suggests a monitoring method to support QoS of mobile multimedia services effectively based on information gathering. It means a method in which a subscriber's terminal collects information about its current condition and its surrounding base stations, and a base station, through the data collected by monitoring inner or adjacent base station, shares related data and converges, controlling QoS on its own. In other words, as context information of mobile terminal and base station changes, set-up of related functions and QoS mapping is adapted; each function fits into the change, exchanges the process of reorganization, and interacts; these actions go toward to satisfy service continuity.

Design of Network-adaptive Transmission Architecture for Guaranteeing the Quality of Virtualization Service (가상화 서비스의 QoS 보장을 위한 네트워크 적응적인 전송 구조 설계)

  • Virtualization service processes all operation including the data creation, storing, and disposal in a server and transmits processed data as the streaming media form. Therefore, client can use the same environment as the traditional desktop environment without considering the type of device. Virtualization service should consider not only the video quality but also the delay bounds and continuity of video playback for improving the user perceived Quality of Service(QoS) of streaming service. In this paper, we propose a network-adaptive transmission architecture that focuses on guaranteeing QoS requirements for virtualization service. In order to provide those, the proposed architecture have the transmission rate adaptation function based on available bandwidth and the content bit-rate control function based on sender buffer state. Through each function, proposed architecture guarantee the delay bounds and continuity of virtualization contents playback. The simulation results show that proposed network-adaptive transmission architecture provides a improve performance of throughput and transmission delay.

Trend and Implication of OECD Hospital Performance Project (OECD 병원 성과 프로젝트의 동향과 국내 시사점)

  • The Organization for Economic Cooperation and Development, which has continuously evaluated the performance of healthcare systems, has recently invested much effort into hospital performance measurement. The purpose of this paper is to introduce the hospital performance measurement programs operated by international organizations or at the national level based on the OECD's hospital performance project. Health Insurance Review & Assessment service (HIRA)'s quality assessment was analyzed based on the analytical framework of the OECD's hospital performance project. The hospital performance measurement programs of WHO, Canada, Australia, United States and United Kingdom are briefly explored, in view of the conceptual framework, key performance dimensions and indicators that are currently in use. The OECD suggested seven key dimensions of hospital performance: timeliness, efficiency, continuity, effectiveness and appropriateness, staff orientation, patient orientation and safety. The analysis of the quality assessment program of HIRA, which operates 36 diseases and procedures and 347 indicators, shows that the numbers of indicators are relatively small in the areas of safety, patient centeredness and efficiency. Continuity of care and staff orientation are not fully developed also, but the situations are similar in other countries. In conclusion, hospital performance measurement using stable and comprehensive data should be developed to improve overall system performance, and discussions on a conceptual framework that can lay out directions and key performance domains need to take into place.

Adaptive Rate Control for Guaranteeing the Delay Bounds of Streaming Service (스트리밍 서비스의 지연한계 보장을 위한 적응적 전송률 제어기법)

  • Due to the prevalence of various mobile devices and wireless broadband networks, there has been a significant increase in interest and demand for multimedia streaming services. Moreover, the user can service the participatory video broadcasting service in the mobile device and it can be used to deliver the real-time news and more variety information in the user side. Live multimedia service of user participation should consider not only the video quality but also the delay bounds and continuity of video playback for improving the user perceived QoS (Quality of Service) of streaming service. In this paper, we propose an adaptive rate control scheme, called DeBuG (Delay Bounds Guaranteed), to guarantee the delay bounds and continuity of video playback for the real-time streaming in mobile devices. In order to provide those, the proposed scheme has a quality adaptation function based on the transmission buffer status and network status awareness. It also has a selective frame dropper, which is based on the media priority, before the transmission video frames. The simulation results demonstrate the effectiveness of our proposed scheme.

Exploring the Meaning of Self-directed Service experienced by Preservice Teachers -Focused on the Service of Daycare Programs for Lower Grades of Elementary- (예비유아교사가 경험한 자기 주도적 봉사의 의미 탐색 -초등학교 저학년 돌봄 교실 봉사를 중심으로-)

  • Six preservice teachers who participated in the "2016 service of summer vacation daycare programs by university and college students" focused on the programs for the formation of art, music and physical education and recreation culture were selected as research participants. The meaning of the experience they had through the service process was qualitatively analyzed. The subjects accepted the purpose of the self-directed service in which they should themselves solve a series of the entire process, from planning a volunteer program through drawing up the budget and purchasing materials to practice, evaluation and expressed the intention of participation. A volunteer program was conducted including visiting a daycare program for lower graders of elementary school (1st and 2nd grades) with more than 40 class hours during vacation. As research materials, research participants' journals, transcripts of individual interviews and group interviews, transcripts of phone calls, e-mail messages, and self-evaluation records of each class hour were collected. To increase the reliability and validity of the study, triangulation, member check, advice and review of the experts were conducted. In the study results, the volunteering experience-related significance for the preservice teachers who participated in the self-directed service were broadly categorized into 'Becoming a capable professional teacher', that consists of 'Increasing the power of thinking', 'Realizing the importance of communication', 'Doing together itself is important' and 'Ability to apply information and resources is needed'. 'Increase the continuity between preschool and elementary education' was subdivided into 'Get to know the necessity of the continuity between preschool and elementary education' and 'Want to learn the continuity between preschool and elementary education.'

  • In the current business environment where dependence on IT has increased rapidly, the risk from disasters or cyber-attacks is also increasing. Business continuity, the ability to continue to provide service in the event of a business disruption caused by a disaster, is essential. In other words, you need to have a plan in place to keep your core business functions uninterrupted with rapid recovery within a predetermined Recovery Time Objective (RTO) and Recovery Point Objective (RPO) time frame. In this paper, we propose a disaster recovery system construction method that can minimize RTO and RPO to ensure business continuity. The system configuration adopts Tier 7 disaster recovery model, synchronous storage replication, hot disaster recovery site, and operation management automation solution. This ensures continuity of core business with virtually no data loss and minimal RTO and RPO.

Pre-service Teachers' Conceptions of the Nature of Science

  • We have studied 73 pre-service science teachers' conceptions about the nature of science (NOS) using 120 true-false test items based on AAAS Benchmarks statements. We have found that participants have inadequate understanding of the NOS, especially in understanding of five categories of conceptions; change and continuity in science, bias in scientific investigations, hypothesis in scientific investigations, things common in science, and science ethics. The result also indicates that there is a difference between primary pre-service teachers and secondary pre-service teachers. From the analysis of consistency, we also found that this inadequate understanding comes from confusion rather than misconception. All the results support that there is a need of intense pre-service teacher education concerning thenature of science.

  • In this study, it suggests the High Availability (HA) implementation plan of building a continuous service infrastructure as a strategy ensuring availability, as the importance of availability securing corporate business continuity emerges in the knowledge and information society. However, if the reliability of the criticality assessment of information asset is not ensured, it requires assessment measures for availability that can be managed by mapping with service maintenance assessment items, which are availability criteria based on the asset criticality evaluated through the asset value matrix because it is difficult to maintain security in conjunction with the value of real assets. Therefore, this study suggests the assessment measures for availability of information assets.
