Analysis of Spatical Distribution of Surface Runoff in Seoul City using L-THIA: Case Study on Event at July 27, 2011 (L-THIA를 이용한 서울특별시 유출량 공간적 분석: 2011년 7월 27일 강우를 중심으로)

  • Temporal and spatical surface runoff by heavy rainfall during 25~28 July, 2011 causing urban flooding at Seoul were analyzed using Long-Term Hydrologic Impact Assessment (L-THIA). L-THIA was calibrated for 1988~1997 and validated for 1998~2007 using monthly observed data at Hangangseoul watershed which covers 90 % of Seoul city. As a results of calibration and validation of L-THIA at Hangangseoul watershed, Nash-Sutcliffe coefficients were 0.99 for calibration and 0.99 for validation. The simulated values were good agreement with observed data and both calibrated and validated levels were "very good" based on calibration criteria. The calibrated curve number (CN) values of residential and other urban area represented 87 % and 93 % of impervious area, respectively, which were maximum percentage of impervious area. As a result of L-THIA application at Seoul city during 25~28 July, 2011, most of rainfall (54 %, 287.49 mm) and surface runoff (65 %, 247.32) were generated at 27 July, 2011 and a significant amount of rainfall and surface runoff were occurred at southeastern Seoul city. As a result of bi-hourly spatial and temporal analysis during 27 July, 2011, surface runoff during 2:00~4:00 and 8:00~10:00 were much higher than those during other times and surface runoff located at Seocho-gu during 6:00~8:00 represented maximum value with maximum rainfall intensity which caused landslide from Umyun mountain.

  • This study is a fundamental research to propose the preservation and management technique of urban skylines in case of Seoul City, and to find landscape resources that based on investigation of characteristics of urban landscape. The question are is designed for citizens' perception of urban landscaped. The results of this study is summarized as follows.; 1) The representative landscapes in Seoul City are chiefly Mt.Nam, Hand River, 63 Bldg, Kyungbokgung, Namdaemum, etc. The difference of the reasons of reasons of chosing for representative landscapes is that there must be a certain difference in direction of preservation and management of the landscape. 2) The ward which don't have obvious representative landscapes requires process survey and designation for representative landscapes, and technique for strenghtening them. 3) The major places of viewing the impressive or beautiful landscape are classfied into places of viewing whole Seoul City(ex;Mt.Nam, 63 Bldg, Seoul Toewr, MT.Kwanak, etc) and places of viewing Han River(ex;Youido Square, Olympic Road, Riverside parks of Han River etc). 4) For conservation and management of urban landscapes, it is requisitive for harmony of preservation and management technique between Seoul City and each ward.

A Convergence Exploration to Restrict Extension of OOH Advertising as Materialization of Borrowed City Phenomenon in Korea (한국의 빌린도시 현상의 유물화로서 옥외광고 확장을 제한하는 융복합적 탐색)

  • To derive a check list of a borrowed city phenomenon, this discussion, through two cities subway OOH advertising in door, compared for convergence by segment analysis. First, discussions considered to be close to the topic of this discussion were arranged and summarized. Seoul and London were selected, and both sides of subway train doors in two cities selected, their states pictured and the images analyzed. As a result of comparison, in case of Seoul subway, the boundary between public information and commercial information(outdoor advertising) was very vague, so the borrowed city phenomenon was very generally analyzed. However, In case of London subway, its result was very contrary to that of Seoul. Eventually, Subway train doors of Seoul city as a borrowed city extracted check points of height, size, color, interval, space and permanency. Therefore in order to study serious discussion this contribution is necessity to limit thoughtless OOH advertising by these checklists in Korean cities.

A Comparative Analysis on the Economic Effects of the City Gas Industry Between Korea and Japan (한·일 도시가스산업의 경제적 파급효과 비교분석)

  • Due to the Paris Agreement, city gas is drawing attention as an alternative energy source to reduce greenhouse gases. This study conducts a comparative analysis on the economic effects of city gas between Korea and Japan, using input-output(I-O) tables from the Bank of Korea and from Japan's Ministry of Economy, Trade and Industry. The results show that production-inducing, value-added-inducing and employment-inducing effects of Korea's city gas were greater than those in Japan. But supply-shortage and price-pervasive effects of Korea's city gas were also greater than those in Japan. According to these results, production-inducing, value-added-inducing and employment-inducing effects should be sustained, and the policies vitalizing stabilizing supply-shortage and price-change effects, on the other hand, are recommended.

  • This paper intends to raise some of urban policy issues of managing and planning Seoul for the twenty first century. As one of the world's most dynamic megacities, Seoul is faced with at least two trends: one is globalization of the economy, and the other is humanization of urban development in relation to people's quality of life. Given this context, there are emerging issues in a time of transition as the following; pedestrianization, decline of city master plan, micro land use control, citizen involvement, metro-wide management, infrastructure provisions and maintenance, sustainable development, urban information sustaniable development, urban information system, and public-private partnership.

  • As the cremation usage in ehaneul funeral information system through online reservation service is showed to increase 50.7% that with use the case of from the 37,784corpse in 2011 to 56,945 corpse in 2017. With these increasing, Seoul Metropolitan City should implement the following policies in order to improve the operation of public cremation facilities. First, additional cremators should be built through smooth negotiations with local residents who live around the planned locations. Second, Seoul Metropolitan City should implement cooperative projects of building joint public cremation facilities with local governments of Gyeonggi-do that are adjacent to Seoul Metropolitan City. Third, decentralize demand of cremation through the establishment of cremation facilities exclusively for open tomb in Seoul Municipal Cemetery. Lastly, should take measures to control cremation demand by expanding differentiated operation of public cremation facilities' use hours for people who live in other regions except residents of Seoul Metropolitan City and by increasing cremation charges.

  • Recently, the smart city market based on the 4th industrial revolution is rapidly expanding worldwide and is being promoted in various ways. Korea has promoted various smart city public and private partnership projects, but there were limits to the activation of smart city public and private partnership projects due to insufficient enactment and revision of laws, public-oriented ordering method, and lack of private execution capacity. Therefore, this study intends to suggest key success factors for each stage of smart city public and private partnership projects through the analysis of the order status of the smart city national pilot city and the analysis of previous research. Through this, it is expected that it will be possible to eliminate various types of risks that may occur in the domestic smart city public and private partnership projects and contribute to revitalizing the smart city public and private partnership projects.

  • Recently, ASEAN is not only a new production base but also a consumer market for Korea, and interest in the utilization of production networks in each region is increasing. In particular, urbanization in ASEAN countries is progressing at a relatively fast pace. Each country is promoting smart city projects combined with ICT to improve outdated basic infrastructure facilities such as housing, transportation, logistics, crime prevention, and disaster prevention. The purpose of this study is to develop a web-based smart city export HUB platform so that companies with excellent domestic smart city solutions can participate in smart city construction through networks with ASEAN countries. These platforms can secure the demand for smart city construction in ASEAN countries, and through the establishment of the Korea-ASEAN public-private network, smart cities planned in ASEAN countries can be promoted more innovative. In addition, it is expected to be positioned as a Global smart city platform model by applying to real cities through collaboration with excellent domestic companies.

  • The expansion of smart cities drives the growth of data generated from sensor devices, benefitting citizens with enhanced governance, intelligent decision-making, optimized and sustainable management of available resources. The exposure of user data during its collection from sensors, storage in databases, and processing by artificial intelligence-based solutions presents significant security and privacy challenges. In this paper, we investigate the various threats and attacks affecting the growth of future smart cities and discuss the available countermeasures using artificial intelligence and blockchain-based solutions. Open challenges in existing literature due to the lack of countermeasures against quantum-inspired attacks are discussed, focusing on postquantum security solutions for resource-constrained sensor devices. Additionally, we discuss future research and challenges for the growing smart city environment and suggest possible solutions.
