A Delphi Study on National Public Vaccine Research and Development Policy in Korea (델파이기법을 활용한 국가 공공(公共)백신 연구개발 정책수립 기초조사)

  • Vaccination is the most powerful and useful preparation against infectious diseases. However, developing vaccines costs a lot and requires extensive long-term efforts. Therefore, the government should research and develop vaccines with a national-level policy. To greatly enhance the success rate of vaccine development, the policy should be set up considering priorities such as the current status of domestic research, the importance for public health, the urgency of research. The Delphi technique was utilized to draft this survey, through a brainstorming stage, then two inquiries, and finally the final panel meeting where unresolved items were discussed, to draw the conclusion. Among the results, firstly, the highest ranked item on centralized fields for vaccine development by the Ministry of Health was 'self-sufficiency of vaccines.' Secondly, 'emerging infectious disease' was most highly ranked in prioritized fields of vaccine development and research. Thirdly, for the vaccine that needs to be improved and developed further by the government to improve its efficacy and safety, BCG (Bacille de Calmette) for tuberculosis was ranked the highest on both types (intradermal and subcutaneous injection) from National Immunization Programme (NIP) and non-NIP. As for the high risk pathogens, 'anthrax' and 'smallpox' were first and second, consecutively. Lastly, 'development and control of vaccine candidates' was ranked the highest for the area in need for technique development in order to improve domestic vaccine's research level. The results of this study will be put to good use as basic data for the national vaccine research and development (R&D) policy of the country. This study was first step and more studies should be carried out for the final decision of the national vaccine R&D priority.

Diffusion of New Technology on Rice Farming and Linkages between Agricultural Education and Extension (벼농사 신기술 전파와 농업교육 및 농촌지도의 연계)

  • The purposes of the study were to; 1) examine the diffusion and adoption of new agricultural technology in rice farming, 2) survey the status of agricultural education institutions on technology transfer, and 3) explore the linkages between agricultural education and extension for more effective reinforcement strategies to further the diffusion and adoption of new agricultural technology in Korea. Literature review, field survey and panel discussions were employed to strengthen the linkages among agricultural education, research and extension in Korea. As the results of analysis of the diffusion and adoption of new agricultural technology in rice farming following recommendations were offered; 1. Extension services have helped Korean farmers in achieving self-sufficiency in rice and year-round supply of green vegetables as well as upbringing rural youth, however, government changed the status of extension educators from central government staff to county/city government staff since 1997. This brought about various problems such as: decreased morale and number of extension educators, thus weakening the extension education function, weakened linkages between national and local extension offices, less opportunity for in-service education of extension educators, and weakened linkages between agricultural research and extension, etc. 2. In order to insure that extension educators are high caliber professional individuals, it is crucial to establish a system that nationally recognizes these individuals as such, and that provides a professional development path. It is important to restore the morale of extension educators to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers. 3. Because of the critical importance of diffusing innovations to agricultural producers in order to ensure quality and steady food supply, it is crucial that these issues be addressed before the extension service further deteriorates. Further research activities on agricultural extension should be conducted for more effective agricultural extension system in Korea to achieve a greater rural, national and regional development. 4. Research and implementation activities should be emphasized and encouraged to improve the cooperation and collaboration among agricultural education research and extension to better serve farmers' educational and information needs. National level research activities should be encouraged to improve the effectiveness of agricultural technology transfer including internet education programs for farmers in Korea.

A Sustainability Study Based on Farm Management Value-Chain Structure (농업경영의 가치사슬 구조에 근거한 지속가능성 연구)

  • This study aimed at finding directions for Korean agriculture to establish a new paradigm of sustainable development. Various problematic issues and concerns in the environment necessitate the transformation of Korea's development paradigm from unconditional growth to "Green Growth" through new policies on green value and review of various advanced researches. In this research, the environment-friendly agriculture's problems, particularly in agribusiness were analyzed. Drawing from Michael Porter's Value Chain Analysis, this research developed a value chain model in agriculture that reflects the environment and the present situations. Future directions in the agriculture sector were also discussed. Korea realized food self-sufficiency through the green revolution in the early 1970s. However, a lot of problems have also occurred, including ground and water pollution and the destruction of ecosystems as a result of the overuse of pesticides and chemical fertilizers. In the late 1970s, the growing interest on environment-friendly agriculture led to the introduction of sustainable methods and techniques. Unfortunately however, these were not innovative enough to foster environment-friendly agriculture. Thereafter, the consumers' distrust on agricultural products has worsened and concerns about health have increased. In view of this, the Ministry of Food, Agriculture, Forestry and Fisheries introduced in December 1993 a system of Quality-Certified Products for organic and pesticide-free agri-foods. Although a fundamental step toward the sustainability of the global environment, this system was not enough to promote environment-friendly agriculture. In 2008, Korea's vision is for "Low Carbon Green Growth" to move forward while also coping with climate change. But primary sectors in a typical value chain do not consider the green value of their operations nor look at production from an environmental perspective. In order to attain sustainable development, there is a need to use less resources and energy than what is presently used in Korean agricultural and value production. The typical value chain should be transformed into a "closed-loop" such that the beginning and the end of the chain are linked together. Such structure allows the flow of materials, products and even wastes among participants in the chain in a sustained cycle. This may result in a zero-waste sustainable production without destroying the ecosystem.

A Study on Job Creation and Spatial Mismatch in Jeollabuk-do: An Evaluation of Korean Regional Employment Survey Micro-data (전라북도 14개 시군의 일자리 창출과 직주불일치에 관한 연구 -지역별고용조사 자료를 중심으로-)

  • This study aims to examine that Jeollabuk-do 14 cities and counties's job creation policy would lead to a virtuous circle of the local economy through measuring the ratio of spatial mismatch. We suppose that the higher proportion of spatial mismatch in a city or county is, the lower multiplier effect contributes the local economy, especially in the income of residents and the influx of population. For the analysis, this study uses Korean Regional Employment Survey Micro-data and calculates the labor demand self-sufficiency(LDSS) rate of every local labor market for measuring the degree of spatial mismatch. Also we calculate the LDSS rate of employment status, industry, job classification and wage for testing the independency of local labor market. After analyzing, just Jeonju, Gunsan, Iksan, and Namwon could be regarded as independent local labor market where LDSS rates are above 75% in most criteria. But other local labor markets depend on outer labor supplies. For the development of regional economy, it is necessary to consider the creation of 'good jobs' that can induce the labor in parallel with the quantitative increase of employment.

Bread Property and Sensory Quality of Differently Processed Rice Flour Compounded Bread (가공 방법이 다른 쌀가루 혼합 빵의 제빵성과 관능적 품질 특성)

  • The purpose of this study was to replace the highly imported wheat consumption with rice in order to improve the rate of food self-sufficiency. Also, the study focused on the possibility of compounded bread making with rice flour, its taste for the Korean who have westernized eating styles, and the development of rice flour compounded bread as an alternative for wheat allergic people. Therefore, the researcher produced the soaked-rice flour, toasted-rice flour, and Extrusion-Expansion of Rice (E-ER) flour by different processing methods to bake rice wheat bread with the 10~50% mixing proportion. The volume and structure of bread were observed with Scanning Electron Microscope (SEM), and the sensory quality and the baking property were analyzed with a seven-point Likert type scale of Quantitative Descriptive Analysis (QDA). The sensory quality consisted of seven qualities such as color, size and distribution of air cell, flavor, softness, chewing, and overall quality that were evaluated as higher rating showed the better quality. The results of this study are: 1. The volume of the three types of rice wheat bread was almost same or bigger than wheat bread with the 20% of mixed proportion. 2. The size and distribution of air cell of E-ER wheat bread observed by SEM were more evenly distributed that toasted-rice wheat bread. The E-ER wheat bread had soft structure and was relatively similar to wheat flour bread. However, the structure of soaked-rice wheat bread was significantly different to other types of rice wheat bread. The structure of 10% mixed all three types of rice wheat bread was similar and evenly distributed to wheat bread but was bigger and coarser as higher mixing proportion of rice flour. 3. The dark brown color of rice wheat bread showed low sensory quality. 4. Both soaking-rice flour and E-ER flour were able to be mixed with wheat flour up to the 50%, and the seven sensory quality of these wheat bread were better than those of wheat bread. Among the three types of rice flour, toasted-rice wheat bread showed low bread property and sensory quality compared to soaked-rice or E-ER wheat bread. Consequently, this study showed that rice wheat bread that contains 20~30% of rice flour was better than wheat bread in the appropriate volume, seven sensory qualities and bread property.

A Structural Analysis between Overseas Opening of Geospatial Information and the Promotion of Geospatial Information Industry Using the Systems Thinking (시스템 사고를 통한 지도데이터 국외개방과 공간정보 산업 활성화간 인과구조 분석)

  • South Korea has been reluctant to open its geospatial information overseas to ensure security as a divided country. However, this cannot continue as the domestic and international environments related to geospatial information and the industrial ecosystem of information and communication technologies have been changing dramatically. Within this context, this study aims to analyze the causal relations among relevant variables and how they change and interact with time using a systems thinking process. First, causal maps were created for the domains of national security, map-based convergence service, and corporate competition. Then, the causal maps for each domain were integrated, based on which the points for policy intervention and dominant feedback loops were identified. The analysis results showed that securing the self-sufficiency of domestic geospatial businesses is a key element to determine the whole causal map, and the variable that changes the dominant feedback loop from a vicious circle to a virtuous one is the decision to open geospatial information overseas. In this study, I found the policy leverage that is a policy intervention point that can produce a great effect with little input by building a causal map of the interactions between major variables. This study is significant in that it identified and analyzed the dominant feedback loop as to which causal structure would dominate the system in the long term. The results of this study can be used to discuss not only the impacts of map data overseas opening on the national security and geospatial information industry, but also the interactions in the future when Google or other global companies request to release the geospatial information.

Establish of Evaluation level in Public Management System using Policy Evaluation Framework in Urban Renewal Project (정책평가 틀을 이용한 도시정비사업 내 공공관리자제도의 평가기준 수립에 관한 연구)

  • This study targets to recognize needs of adopting public management system in Urban Renewal Project. and to establish evaluation level of public management system using policy evaluation framework for establishing perspective and systemic level. Also, this study constructed basic principles as expanded concept like Public, expertise, participation, rationality, and sustainability based on previous studies and expert opinion. AHP analysis results are following. In case of upper level, post management and continuity are important factors. Also in case of under level, making stable economic system, honest operating system, reducing development costs, local development with self-sufficiency were important factors. through empirical results, the implications are following. First, public management system needs to develop a consistent principle from planning step to post management. Second, it is essential point that continuous retraining between involved people and drawing residents participate in progress activity. Third, when evaluating public management system, it is need that emphasize non-physical factor like conflict issue between stakeholder.

The Changes in the Dietary Pattern and Health and Nutritional status of Korean During the last one Century (지난 일세기 동안의 한국인 식습관의 변화와 보건영양상태의 추이 분석)

  • The changes in the dietary pattern of Koreans during the last one century and its consequences are summarized as follows; 1. Until the beginning of 20th century, Koreans used variety of cereals, vegetables and fruits for their staple food, but the variety has been largely reduced by the agricultural development and urbanized life style. 2. The well balanced traditional dietary pattern of Korean had been deeply deteriorated by the food shortage during the Japanese occupation and Korean war. 3. The deteriorated nutritional condition of Korean was not remedied by the restoration of traditional dietary pattern, but attempted to overcome it by the adoption of Western food habit. 4. The people were trained to eat milk and flour-meals during the starvation of Korean war, and it was continued after Korean war through the animal husbandry promotion policy. 5. The importation of food and feed cereals has been increased rapidly during the economic growth in 1970's and the food self-sufficiency droped below 50%. 6. In 1970's, the food supply pattern of Korean was restored to the level of early 1900, but the consumption of lipid increased extraordinarily. 7. The overconsumption of animal food and lipid continues in 1980's, and it coincides with the rapid increase in the occurence of food related degenerative deseases. 8. The establishment of Korean dietary goal which is based on the traditional dietary pattern is needed.

Economic Evaluation of Unused Space PV System Using the RETScreen Model - A Case Study of Busan, Gangseo-gu - (RETScreen 기반 유휴공간 태양광 발전 시스템의 경제성 평가 연구 - 부산시 강서구 사례를 중심으로 -)

  • Recently, There has been much discussed about unused space. This space can be used in a variety of ways. Utilizing it as a facility, craft shop, and utilizing renewable energy generation facilities. Especially, in terms of climate change should be supplied renewable energy. Renewable energy needs to be developed in terms of responding to climate change, and the recent Paris agreement is also emphasizing the importance of renewable energy. In particular, renewable energy needs to be widely disseminated. And renewable energy is limited space. In this regard, idle land can provide opportunities for securing new renewable energy generation facilities. The introduction of new and renewable energy facilities in idle space can enhance the self-sufficiency rate of the local community, which is significant in terms of responding to climate. In this study, to investigate the possibility of utilizing a unused space for a photovoltaic power generation facility, we investigated the amount of electricity which could be generated through photovoltaic power generation, and the economic effects, using a RETScreen model. The results showed that 9,738 MWh of power can be generated and that $4,540tCO_2eqcan$ be saved. Regarding the economic effect, the net present value of the facility was shown to be 2,247,389,020 KRW. As the net present value was shown to be positive, we believe that the installation of a photovoltaic power generation facility in an unused space would have a positive economic effect. We found the net present value following the fluctuation of the SMP price to be positive, though there was some variation. However, as the economic efficiency was shown to be low because the net present value in relation to the maintenance costs was negative, we believe that maintenance costs must be taken fully into account when evaluating economic efficiency. In particular, as subsidies can be used to cover maintenance costs which must be factored into photovoltaic power generation, we believe that photovoltaic power generation can have an economic effect. Because spaces not currently in use can have a positive economic effect as renewable energy power generation facilities, and can also contribute to the reduction of greenhouse gas emissions, unused spaces are thought to greatly help local governments to cope with climate change as well as reinforcing their related capabilities. We believe our study will help local governments with decisions relating to unused real estate utilization in the future.

What is Mind? -A Definition of Mind in Relation to Mind Humanities ('마음'의 한 정의, -마음인문학과의 관계에서)

  • In this paper I undertake to define what is mind, as a partial project of the philosophical foundation of the Mind Humanities. To this end I ask myself, where can be found the field, to which the various or whole psychological concepts and discourses generally relate, and then I identify the correct field to be the field of existential activities of human beings as being-in-the-world. When human beings as being-in-the-world live their lives, her life is built up out of the internal biological activities, the worlds of space and time, and actions. While the various scenes of individual life of man produced by a dynamic coordination of those worldly components, the basis of the mechanism of that coordination is explained by a biological model of self-sufficiency system that I developed here. On the basis of this model, I show step by step, how and through which (logical) way organisms configures their living, as it is. With respect to those steps of the life-construction of the organism, or in light of each step corresponding to each configuration, I construct different types of mind, i.e. impulsive mind, manipulative mind, meta-mind, collective consciousness/mind and finally personality, while every mind is further subdivided. Finally, I define mind, in light of its function in human life and with respect to the generalized sense of the whole processes as outlined above, as an organ which weaves (above mentioned) worldly components to Dasein, and sublimates and expands it to a better living.
