Evaluation on Food Policy classified by period on Korean (우리나라 식생활 개선 정책의 시대적 변화에 대한 고찰)

  • The change in the police concerning food and dietary life were analyzed in order to provide bases of establishing policy of food and dietary life properly. The last half one century was divided into six periods as follows ; The period since liberlation from Japanese rule(1945-1949) the 1950's (1950-1959) 1960's (1960-1969) 1970's (1970-1979) 1980's (1980-1989) 1990's (1990-1992). Dietary life by 1960's were a life of distress and policies coducted by government took on an relief supply of food at this period. Movement about 'intake of mixed rice with barley and foods from flour' to supress rice consumption were encouraged by government. And Korean recommended dietary allowance was made and the national nutritional survey was practived in the first place by the Ministry of Health and Social Affairs. Dietary life of the country begin to improve sharply along with rice self-sufficiency since 1975 With the growth of food and eating out industry intake of instant food processed food and fast food has increased at the 1980's To ministry of Health and Social Affairs drove campaign of 'Joo-Moon Sik Dahn Je' for dietary life improvement at 1981 The Ministry of Education made and announced a 'School Feeding Law' at 1981 The government that is the Office of Permier and the Ministry of Health and Social Affairs developed compaign for improvement of dietary life and drove 'Jo Eun Sik Dahan Je' with Association of restaurant jointly. Policy on food and dietary life conducted by government up to data were planned mainly dependent on food production supply and demand of food. Infectious diseases continue to decrease with increasing of degenerative diseases which will be required proper management of dietary life. In the future more aggressive intergrated food policy are needed to maintain the public health. Aoso dietary improvement movement should be drived actively.

Social Exclusion, Family Resources, and Resilience of Low-Income Families: A Structural Equation Model (저소득가정의 사회적 배제, 가정자원 및 탄력성의 구조방정식 모형)

  • The purpose of this study was to examine the effects of family resources on social exclusion and the resilience of low-income families. To be more specific, this study categorized the level of social exclusion into five dimensions: work, housing, health, education, and social participation. Further, family resources were categorized into the two dimensions of "internal resources of the family" and "external resources of the family" in order to evaluate the effects of the two differentiated dimensions on social exclusion and the resilience of low-income families. The data of low-income families for the period of August 23 to September 28, 2012, were collected from community welfare centers that manage individual development accounts and local self-sufficiency centers; 302 cases were considered. The main results of this study were as follows: firstly, the model analysis proved that family resources as a parameter was significant, not only statistically but also theoretically and practically. Secondly, while a negative relationship was found between social exclusion and family resources, a positive relationship was found between family resources and resilience. This implied that the alleviation of a low-income family's social exclusion level could become an important intervention for the improvement of the family's functioning and strengths. Further, it implied that the qualitative improvement of the family's resources that affected the promotion of the resilience could be a basis for another practical intervention. These results suggested crucial implications for the development of comprehensive policies for addressing poverty issues.

  • This study is a design study related to the application of 3D printer technology for garment printing. Knitting, which used to be a home industry in the early days, originally comes from hand-knitting. This evolved with various personal devices as a small job for the self-sufficiency of early European housewives. In addition, since the Industrial Revolution, mechanical production entered the mass production mass supply system, and various apparel products were provided to consumers in accordance with mass standardized dimensions. This is similar to the development process in Korea. In addition, it has formed a considerable market with the situation that it can produce and supply apparel products at low labor costs of first-generation Namdaemun and Dongdaemun merchants. As the production shifted to the Southeast Asian region due to the increase in labor costs in the domestically developed social situation, the production of garment products in Korea is now almost 5%. As a result, apparel-related production facilities and related companies are constantly moving to other countries to move production facilities sensitively due to rising labor costs. Recently, smart factory automation has been planned to explore new possibilities. In addition, in recent years, with the evolved appearance of consumers, the appropriate supply of the right amount of production has appeared, and the 3D printer applied to personal garment output has attracted considerable interest in the customized market. Therefore, in order to become a new hope and a small addition to various clothing workers, this study conducted related research on the following 3D printers for clothing output and attempted to proceed with a new design.

Vision and Developmental Tasks for Korea Agricultural Extension Services for the 21 st Century (21 세기 한국 농촌지도사업의 비전과 발전과제)

  • Agricultural Extension Services in Korea have accomplished a significant role in self- sufficiency of rice, a national staple food, through green revolution in 1970's; supplying green vegetables even during the winter season through white revolution in 1980's; and establishing technical agriculture by organizing rural leaders and 4-H members. In 1990s changes were made in international situations under the Uruguay Round multilateral trade negotiations and inauguration of the World Trade Organization. This was followed by localization of the extension staffs and the functions of extension services in Korea changed dramatically from national government to local governments. Thus, a weakened national function resulted in loosening of the linkages of research and extension in central government and local extension offices. Difficulties were reported in diffusion of new agricultural technology and efficient management of extension personnel. Developmental tasks for better extension services for the 21st century in Korea would include recovering national functions of agricultural extension, and developing a new paradigm for extension service. This should include the following measures; 1) Cooperative extension service should be adapted to involve national as well as local governments and non-government organization. 2) The target groups for extension services should be expanded to include farmers, noel residents as well as urban consumers. 3) The role of the extension service should cover agricultural technological diffusion of innovations as well as managerial skills and leadership development for rural organizations. 4) Extension services should be introduced to small farmers as well as consultation services for advanced farms. Diversified approaches should be employed for mama effective services. 5) Pre-service as well as in-service education should be offered to secure better extension educators equipped with knowledge, understanding and abilities on agricultural technology, information, agricultural philosophy, instructional methods and communication skills.

A Study on Economic Impacts of Drainage Projects (배수개선사업(排水改善事業)의 경제적효과분석(經濟的效果分析))

  • This study is aimed at identifying the economic effects of drainage improvement projects. The total area of poor drainage is equivalent to 170,000ha, 13% of the total area of paddy field in Korea. The development of poor drained paddy is an urgent problem considering the low rate of self-sufficiency of food grain and the limitation of farmer's income increase. Rapid development of Korean economy has brought labor shoriage in rural farming sector. Accordingly farm mechanization is an important agricultural policy to hike labor productivity and to save production costs of rice farming. The expected economic benefits of the drainage improvement project are derived from increasing land productivity, expanding double cropped area and farming the farm mechanization base in paddy fields. The economic and financial rate of return of the project are considered very important decision making criteria for project implementation by resource allocation. Therefore this study covered benefit and cost analysis of the sampled area, the estimated financial rate of returns in $Buy{\check{o}}$ and Jinsung are represented 15% and 51% respectively and the economic rate of returns in both project area are also showing 1% and 26% respectively. The rate of return of the projects has showed an outstanding variance according to the locational and natural characteristics of the project area. As showing the above economic rate of return, $Buy{\check{o}}$ is very low Jinsung is very high. But the financial rate of return of both projects are considered comparatively high. Cosequently, the drainage improvement projects should be promoted from the view point of farm income increase to make narrow the income gap between rural and urban incomes and farm mechanization to solve labor shortage in the rural area.

Study on the Chinese cabbage producers' using patterns about a new variety of seed (배추 생산자들의 신종자 이용 행태에 관한 연구)

  • Chinese cabbage is a staple food to Korean, which has the high degree of self-sufficiency and worldwide breeding technique in the aspect of seed. However, the producers' competitiveness has been decreasing after the agricultural product market was open. In order to cope with this problem, the government introduced some policies for promoting seed industry in 2007 to reflect producer's needs for high quality seeds of Chinese cabbage. These policies will be a good opportunity for producers to secure and promote the producers' competitiveness against low-price importing Chinese cabbage. In this aspect it is very important to know how well these policies are established and what Chinese cabbage farmers want in regard to a new variety of Chinese cabbage seed. This study was carried out to look over the Chinese cabbage producers' using pattern about a new variety of seed and show some directions for efficient way of diffusion of a new variety of seed to producers using a survey research. The main results are as follows. The producers thought the characteristics of a new variety of seed most important factor compared to other factors such as the seed price, and easiness of cabbage sales when they choose a seed. Also, the 65% of respondents were willing to accept a new variety of seed and thought the government support for an exhibition field and diffusing public information about a new variety of Chinese cabbage seed are important in accepting a new variety of seed.

Growth characteristics of halophytes and forage crops under salt concentrations

  • South Korea is largely dependent on imports of forage crops. In order to raise the self-sufficiency rate of forage crops, it is necessary to cultivate forage crops in 135,100 ha reclaimed land of South Korea. This study was conducted to investigate the growth of halophytes and forage crops in order to search for stable plants on reclaimed land. The plants were cultured in Hoagland solution and grown at 0%, 0.5%, 1.0% and 2.0% of salt concentrations. Plants with good growth at 0.5% of salt concentration were halophytes such as Suaeda asparagoides and Salsola komarovii. Salicornia herbacea and Suaeda maritima showed good growth at 2.0% salinity, and Suaeda maritima showed stable growth at all of salt concentrations. In conclusion, Suaeda asparagoides showed the best growth at 0.5% of salt concentration and was considered the most biomass at reclaimed land in Korea with less than 0.5% of salt concentration.

Prospect of new variety breeding of Italian ryegrass in South Korea

  • The objective of this study was to know prospect and present state of new variety breeding of Forage and Grassland in South Korea. The industry of forage in Korea is going up to expend through utilization of good quality forage, Italian ryegrass, forage corn and oat rather than rice straw. Especially, since 2007, Italian ryegrass(IRG) had been very important major winter forage crop in South Korea and developed 13 varieties including very early maturity variety (three varieties), early maturity variety (three varieties), medium maturity variety (one variety) and late maturity variety (six varieties). But the disadvantage of Italian ryegrass was weak winter hardness and drought but has good advantage of forage nutritive value, high-yielding and high sugar content, and like livestock as like hanwoo, dairy cattle, goat so on. The Ko-variety (Korea developed variety) of Italian ryegrass has high cold-tolerant and adaptability more than any other country developed variety, and expend to cultivation area from southern area (below Daejeon) to middle-northern area (upper Han river). Although the cultivation area of Italian ryegrass of South Korea was 21,700 ha in 2007, right now, that of Italian ryegrass is about 123,600ha due to expend cultivation area and know famer to good forage crop and have a various maturity varieties (very early, early, medium, late) according to local situation (before-crop harvesting stage or double cropping system). The seed market of Italian ryegrass in South Korea becoming extended to around 100 million Korean won and seed export get nearer to foreign country. We are going to develop of new variety for stress tolerant and high yield and quality forage variety, good adaptability to the Korean environmental conditions including reclaimed area, make self-sufficiency system for forage seed (Italian ryegrass), export our seed to foreign countries.

  • On the threshold of year 2000, the elderly account for more than 7% of the whole population in Korea, which means that the nation is greeting welcoming an aging society. Accordingly, it is expected that silver businesses and services targeted at the silver generation will prosper with "silver advertising design" becoming active. Under such circumstances, this study was aimed at reviewing the recent silver marketing advertisements in terms of their cultural and moral implications, and thereby, redefining and reestablishing the status of silver consumers to help them find their identity, aware of marketing activities and therewith, establish their "consumer sovereignty". This study consists in large of 5 chapters. The introduction parr describes background, purpose, method and scope of the study. The first chapter reviews the silver marketing theories. The second chapter classifies the silver marketing advertisement positioning of four style - upper classes style, effloresce progress style, self- sufficiency style, dependent style - and reviews the expression strategy of each positioning. The third chapter examines the domestic conditions of silver marketing advertisements for each positioning type classified. The fourth chapter designs the ′creative′of silver marketing advertisements and suggests the methods thereof. The analysis of ′creative′was tested in terms of graphic gestaltung, and how the sliver marketing advertisement positioning should be discerned depending on silver generation consumer′s characteristics was discussed. The fifth chapter puts forwards the suggestions for the ′creative′ strategies to enhance the effects of the silver marketing advertisements, based on the preceding discussions. In addition, the Perspective into the keyword of 21 st century or "silver design" is discussed, together with the limitations of this study. It is hoped that this stuffy will be conducive to our efforts to face the upcoming′age\ulcorner society′more effectively. To this end, this study discusses the "silver advertising design" in light of ′societal concepts′and ′customer-oriented value′, and thus, explores some creative presentation strategies whereby individual companies interests and social or public interests can be compromised through ′creative activities′ and ′equal-value consumerism′ for an ultimately effective management strategies for silver businesses and services.

Driving Projects of Urban Agriculture for the Energy Independence (에너지 자립을 위한 도시농업 활성화 추진정책 방안)

  • This study compared and analyzed existing studies and released papers to identify the "definition and scope of urban agriculture" which correspond to the circumstances of Korea based on the fact that urban agriculture was selected as one of the measures to pursue green growth by the Presidential Committee on Green Growth (PCGG) and the discussions and deliberations among PCGG, government, academia, civic organizations, and experts. It also aims to present the ways of policy to facilitate the development of urban agriculture based on the mentioned identification. This research proposes the definition of urban agriculture as 'all agricultural activities that incorporates multi-functional public benefits of agriculture performed within the administrative district of a city. However, the scope of urban agriculture should exclude the agricultural sites, the methods, and the activities that are against the multi-functional public benefits of agriculture, which will be determined depending on the spaces, methods, and purposes of planting food crops. In order to facilitate the development of urban agriculture, the government should implement the policy measures as following: (1) to analyze spaces for farming, and provide the spaces to the citizens; (2) to prepare legislation and institution that will allow citizens to use the farming spaces continuously; (3) to develop Korean-style urban agriculture model that fully reflects the features of Korean cities; (4) to develop a system where the urban citizens can easily learn and experience the urban agriculture; and, (5) to provide incentives that will attract active participation of urban citizens such as carbon mileage. (6) to analyze effect of urban agriculture to save energy and food self-sufficiency.
