The Role of FENDT - Prospect and Retrospect -

  • Being latecomers to the industrialization, Pacific rim countries except the U.S.A. are doing very little in developing the universal certification system. One should note that Asian Pacific region enjoys the highest economic growth rate, and there is a good possibility that it will be the center of economic activities of the world in the next century. It appears that ISO and CEN share similar specifications in numerous areas. ASNT is being changed to cope with the trend with the introduction of ACCP. Although we may have to adopt the new system someday, we should pay attention and make concerted effort to include our own practice in the global standards. We are the countries in the Far East Region with similar culture and tradition, which are quite different from those of western countries. We hope that Japan should play an important role in this matter, who has been chaired the ISO TC135 since 1993. In the beginning of this decade, there has been a trivial but troublesome matter that who is representing the NDT Society or member countries in Asia-Pacific Conference on NDT. The problem appears to be solved since the establishment of FENDT For the next decade, actually next centry, FENDT will have to accomplish another important role for countries in the Far East Region to form a strong coalition for its survival in the western dominant world. Immediate issue is to establish Far East Working Group for Harmonization and Mutual Recognition of Qualification and Certification of NDT Personnel. To realize this Japan must play a leading role with the cooperation of expanded FENDT member countries including China and Russia. As the continued prosperity expected in this region, FENDT should continue its role for the next centry. We, the FENDT countries, must move forward for internationalization(國際化). However' we must realize that it all start from SELF IDENTI-FICATION. We can identify ourselves by actively participating in FENDT. I would like remind you the concluding remark that I have made in the congratulatory speech at JSNDI 40th Anniversary Conference and FENDT'92. JSNDI is too precious to be Japan's sole possession Staling from the Far East, JSNDI shall become one of the loaders of the world. I sincerely hope that JSNDI take initiatives and leaderships in the future activities. of FENDT countries. I would like to close my talk with "We must hang together, or We shall be hang seperately."   • Students from the Maritime universities enrolled themselves into one year navigational training, according to The International Convention on Standards of Training, Certification and Watchkeeping for Seafarer(STCW). The purpose of this paper is to analyze if the students demonstrate improvements and accomplishments while they participate in their practical training. The subjects are third year students of the Korea Maritime and Ocean University who were onboard the Training Ship of the University. The purpose of this paper is to cover the degree of improvement by training, based on the core competency of officers. We also present the basic data for the efficiency in the curriculum of the practical training course for the school. As a result of the research, most of the students showed high improvements in their core competency subjects at the end of their one-year training. However, subjects such as cargo management and protection of the maritime environment resulted in below average results. These were some of the areas that needed improvement.

A Case Study on the Validity of Dental Communication Curriculum of a Dental Hygiene Department (일개 대학 치위생학과의 치과의료커뮤니케이션 교육 과정 타당성에 관한 사례연구)

  • The purpose of this study was to examine the validity of the content of an educational curriculum by understanding the opinions of experts in the development of weekly educational content for dental communication or communication-related subjects. It was composed of educational content on how to communicate with patients by cultivating a professional attitude through basic contents and a self-understanding of communication. Three experts were asked to evaluate the feasibility of educational contents and their appropriateness in order to evaluate the criteria for certification as a dental hygienist. The validity of the weekly educational contents and the period of education were awarded 4 points out of a maximum of 5 points; overall, the curriculum was evaluated to be valid and to be acceptable for use as criteria for certification evaluation. On the other hand, it was confirmed that not only should the contents be made appropriate for the grade level, but it should be complemented so that theoretical and practical learning can be achieved in a gradual and interrelated manner rather than as a one-time curriculum. Therefore, the result of this study can be considered for use as background data for curriculum development, and for standardization of the communication course in the dental hygiene department.

Development and Validation of College Students' Core Competency Assessment: Based on the Case of S University (대학생 핵심역량 진단도구 개발 및 타당화 연구 -S대학 사례를 중심으로-)

  • This study was conducted with the aim of developing inspection tools to select and measure human resource figures and appropriate core competency of the educational goals pursued by S universities. Therefore, key competency factors were defined consistent with concept of talented figures and educational objectives of S universities, inspection tools were developed to measure core competences, and directions are presented for future education policies and curriculum compilation and securing data for rational operation. Based on key competency indicators, questions were developed in a self-reporting form that measures the consent level of the respondents by comprising seven areas of competence, 16 small areas (sub-capacity), and 46 questions. The main Test conducted an analysis of the questionnaires based on the survey results of 2,486 people to ensure the validity of the inspection by conducting a positive factor analysis and reliability analysis. The core competency diagnostic tool of S university is meaningful in this study which verifies the effectiveness of the curriculum and programs conducted at S university and as the first step for the rational operation of the core competency certification system to improve the competency appropriate for students.

A Study on Developing Qualification Criteria in the Private Security Industry (민간경비 자격검정 개선방안에 관한 연구)

  • As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.

  • Since B2C(Business to Customer) from which e-commerce had originated was replaced by B2B, e-Business has shown fast growth so fa., Recently, e-Procurement by l:n concept is on the development as self-purchase system associated with their own ERP In many conglomerates in the Korean market. However, in order to vitalize e-Biz in the plant industry, we need to set up e-marketplaces where many sellers and buyers can meet each other at the same time, which has become the essential part for success as an expanded business model. In this paper, we expect that the foundation for e-transformation in the plant industry is set up by developing Purchase Process System and related modules as the prerequisite for e-Biz in the plant industry, and this report will provide an exemplary model for e-commerce. The Purchase Process System consists of 1) e-Purchasing Module that manages bidding and contract information based on quotation inquiry, 2) e-Expediting Module that manages information to guarantee the on-time delivery, 3) e-Certification Module that controls user authentification, 4) e-Basic Module that manages the bulletin boards, Q&A, etc.

Approved Exporter Status in Korea (한국의 인증수출자 제도에 관한 법적 고찰)

  • Certificates of Origin(C/O) are necessary to gain benefits from preferential tariff treatment under the Free Trade Agreement(FTA). The C/O can be issued by issuing authorities or by exporters themselves. Recently, due to signed FTA such as Korean-EU FTA, issuance of self-declared C/O by exporters is increasing. In order to be qualified to issue self -declared C/O, exporters are required to acquire Approved Exporter status. An Approved Exporter is only required to present an invoice to substitute the certificate. The invoice contains an Approved Exporter number and a declaration that states the goods comply with the origin requirements. Either certification or notarization is not necessary. In result, the exporters are responsible for application of a preferential tariff under the self-declared C/O which issued incorrectly, even if it is not intentional. Therefore, in this paper, we studied authorization for Approved Exporter status and the practical use of its status. If companies obtain more Approved Exporter status, the effects of FTA would be maximized due to application of a preferential tariff under the C/O.

  • In the current rapidly changing environment, each country continues to make efforts to create jobs and strengthen technological competitiveness. In particular, support and revitalization policies for venture companies and start-ups are known to play a role in increasing national competitiveness. Companies should make appropriate replacements amid growing uncertainties in the environment in which business life is shortened and customer needs are diversified due to intensifying competition. First of all, it is important for companies to make efforts to strengthen their internal capabilities on their own. However, venture companies lack internal resources and capabilities, so support from the external environment is important enough to lead to the survival of the company(Timmons, 1994). Financial support and certification systems are being operated at the national level to strengthen the competitiveness of companies. However, financial support can lower a company's self-sustainability depending on the situation, so non-financial support such as R&D support and start-up education is considered to be helpful in the long term for venture growth(Aghion et al., 2012; Jeon & Ko, 2021). Non-financial support is divided into commercialization, facilities, space, childcare, manpower, and certification systems, and this study confirmed the benefits of the venture company confirmation system, which is a certification system. To this end, the 2021 venture company precision survey data and venture company sales data were used, and analyzed using the SPSS 26.0 package and SPSS PROCESS MACRO. As a result of the analysis, it was confirmed that the level of the management environment of venture companies has a positive effect on the benefits of the venture confirmation system or increasing the level of venture company capabilities, but it is difficult to lead to actual management performance. In addition, it was confirmed that the level of venture company competency mediates the relationship between the level of the venture company's business environment and management performance. As a result, even if the level of the venture company's business environment is positive or venture-friendly, it can be said that companies with internal capabilities to digest support from the external environment increase management performance.

  • Mobile Ad Hoc Networks (MANETs) are self-organized networks that do not rely in their operation on wired infrastructure. As in any networking technology, security is an essential element in MANET as well, for proliferation of this type of networks. But supporting secure communication in MANETs proved to be a significant challenge, mainly due to the fact that the set of nodes in the network can change frequently and rapidly and due to the lack of access to the wired infrastructure. In particular, the trust model and the authentication protocols, which were developed for wired and infrastructure-based networks, cannot be used in MANETs. In [1], we addressed the problem of efficient authentication of distributed mobile users in geographically large networks and proposed a new authentication scheme for this case of MANETs. The proposed scheme exploits randomized groups to efficiently share authentication information among nodes that together implement the function of a distributive Certification Authority(CA). In this paper, we analyze numerically the performance of authentication method using randomized groups and compare with the simulation result.

Influence of School Food Service Employees' Nutrition Education on Nutrition Knowledge (고등학교 급식 조리종사원의 영양지식과 영양교육 경험과의 관계 연구)

  • This study was designed to investigate the relationships between nutrition education, nutrition awareness and nutrition knowledge of school food service employees. We analyzed 288 self-administered questionnaires. Most of the employees (89.8%) were with contract-managed food services, 45.1% were $41{\sim}50$ years old, and 45.4% had chef certification. Two-thirds of the employees received nutrition education on 'nutritionally balanced diet' and 'sources of calcium', whereas less than 50% received education on 'problems with carbohydrates', 'functions of iron', 'deficiency and sources of iron'. The degree of nutrition awareness was generally higher than the level of nutrition education experience. The mean nutrition knowledge score was 11.7 out of 20 possible points, The majority of employees correctly identified 'sources of calcium (91.8%)', 'functions of carbohydrates (91.4%)', 'sources of cholesterol (91.0%)', and 'problems with lipids (90.4%)'; less than 50% correctly answered 'sources of proteins (18.9%)', 'functions of iron (27.9%)', 'recommended dietary allowances (32.0%)', 'functions of lipids (40.2%)', and 'sources of vitamins (44.3%)'. A chi-square analysis revealed that the employees' actual knowledge did not differ significantly by nutrition education - with the exception of three topics; 'recommended dietary allowances', 'changes in vitamins during cooking', 'functions of water' - or by their nutrition awareness. Nutrition knowledge scores did not differ by sex, decreased with age, increased with academic background, and increased in careers of >10 years or that were contract managed. There were significant correlations between nutrition education scores and nutrition awareness scores (p<0.001); nutrition knowledge scores and nutrition education scores (p<0.001); nutrition knowledge scores and nutrition awareness scores (p<0.001).
