Can job training be considered a social right? Who must bear the costs of individual job training? This paper studies these two issues by examining the Korean Individual Learning Accounts (ILA) revised in 2020 and proposes future policy directions. Although there is no explicit legal provision stipulating job training as a lawful right in Korea, such absence does not negate the government's role of providing vulnerable people, etc with necessary training. Korean ILA heavily depends on the Skills Development Scheme under the Employment Insurance System which succeeded the past mandatory training levy system and it becomes harder to maintain principle of insurance because of sizable volume of atypical workers who are not insured. For future policy directions, it is desirable to increase the burden of general budget and self-financing as they are below 30% combined and the coverage of the ILA needs to be steadily expanded to all economically active people. Also, labor-management should step up joint efforts to stimulate the use of already existing policies such as paid training leave and request for reduction of working hours.
This study would like to know the relationship among interpersonal competency based self-understanding and acceptance of others, self leadership, stress-coping and military adjustment. For this, 1289 military trainee in the army training station were surveyed. In results, The first, the acceptance of others did not have a significant effect on the perform-will, but had a significant effect on the job satisfaction and self leadership. The self-understanding had a significant effect on perform-will, job satisfaction and self leadership. The second, self leadership mediated between interpersonal competency and military adjustment. The third, in case of the perform-will, the moderating effect was showed in self leadership when the stress coping level was high. But in case of the job satisfaction, it was showed in both high group and low. Implications of this study is that the interpersonal competency based self-understanding and acceptance of others, self leadership and stress coping can be the positive potential variables on the military adjustment.

In recent years, international cooperation has become important not only at the humanitarian level but also at the socio-economic level. As a result, major foreign countries are increasing capital-intensive international cooperation. In this environment, Korea needs to look for differentiated international cooperation plans centered on sustainable talent cultivation and move away from capital-based international cooperation. In this study, we analyzed the case of HRD (Human Resource Development) center in Cambodia as an international cooperation model between industry-academia-college for training software (SW) workforce. The HRD Center in Cambodia is an educational institution that fosters SW talent and can be viewed as an international cooperation model that can influence the ICT industry in Cambodia as an educational platform. In fact, 190 people who have been hired so far have entered various fields. 97% of graduates have been satisfied with HRD center and 90% of them are willing to recommend the center. In particular, as highlighted in the case study, the HRD Center has had a positive effect on not only cultivating self-initiated learning-based SW talent, but also formulating positive image of Korea and Korean companies thereby facilitating entry into the global market. The HRD Center in Cambodia has developed a virtuous cycle of fostering human resources, providing education, advancing industry and building a cooperative network. Korea has transformed into a platform for international cooperation and human resource development and education by providing active support and aid. This case study will be utilized as a new model of international cooperation with SW expert training platform for Korea.
This study examined the current status of foodservice management in elderly welfare facilities and evaluated food service workers' food safety practices and knowledge. For this, the directors of 20 elderly welfare facilities (each with fewer than 50 residents) located in Seoul were interviewed and a survey of 40 foodservice workers was conducted to determine their food safety knowledge and practices. The facilities accommodated an average of 28 residents. All the facilities were self-operated and approximately 62% were dependent on payments by residents. Only 15% had a dietitian in charge of menu planning, food purchasing, and food safety management. Approximately 50% had their facility managers take responsibilities for menu planning and food safety management. Most of the facilities provided food safety training within their own facility and sanitized their utensils, cutting boards, and dishcloths on a daily basis. A limited number of foodservice workers, insufficient training programs, and budget constraints were some of the major barriers to food safety management. Their average score on food safety practices was 1.62, and that on food safety knowledge was 17.6 out of 19 points. These results indicate that the foodservice workers had good food safety knowledge and appropriate food safety practices. There was a significant correlation only between food safety practices related to receiving and storing food products and knowledge of personal hygiene.
Background : Little work has been carried out regarding quality assessment research in a primary care setting, comparing with that of hospitals. This study aims to evaluate the process of diagnosis and management of hypertension by public health doctors on the basis of pre-established clinical guideline, and to identify several modifying factors associated with them. Methods : Hypertension was selected as the target disease, because it is a chronic disease which is of great public health importance. Self-administered questionnaires were mailed to public health doctors practicing at health centers and health subcenters across the nation. The response rate was 20.9%. The questionnaire included the diagnosis and management process such as measuring blood pressure, history taking, physical examinations, and treatment approches and potentially modifying factors such as level of training, duration of practice as a public health doctor, and education on management of hypertension. Results : Public health doctors pay little attention in measuring BP, hypertension related history taking, performing physical examination and laboratory examination. But they devoted much effort in diagnosing hypertension exactly and giving nonpharmacological treatment. Among various antihypertensive drugs, calcium-channel blockers were the most preferred agent(50.9%). Level of training, duration of practice ad a public health doctor, and education on management of hypertension made no difference on quality of care(p>0.05). Conclusion : These public health doctors showed poor compliance with the pre-established clinical guidelines, which leaves much to be desired in diagnosing and managing hypertensive patients by public health doctors. This study might be able to contribute to develop some strategies, such as educational programs, which would be able to improve the process of care in hypertensives.
The objective of this study is to examine relevant factors of the service level of aged care facilities. The sample used in this study consisted of 357 aged care facilities in Korea. Data were collected with self-administered questionnaire and 140 returned questionnaire were analyzed by SPSS Version 12.0. The major findings of the study are as follows: First, there was no significant mean difference in the service level by the facility characteristics, except the length of operation. Second, it was found that both administrative characteristics and employer characteristics were positively associated with the level of nursing and supportive services. Third, the study results revealed that the following three variables of employee education and training, community networks, and employer's philosophy and management principles had significant positive effects on the level of nursing services. Meanwhile, the following two variables of employee education and training, and community networks had significant positive effects on the level of supportive services. In conclusion, in order to improve their service level, the managers of aged care facilities in Korea should make efforts to provide more employee education and training, establish networks with the community stakeholders, for example, local clinics and hospitals. It is also recommended for the government to make a policy inducing more qualified private investors to enter the aged care market, as well as to strengthen the qualification of the managers of the public aged care facilities.

Cycling that transform human energy into mechanical energy is one of the man-machine systems out of sports fields. Benchmarking means " improving ourselves by learning from others ", therefore benchmarking toward dominant cyclist is necessary on field. the goals of this study were to provide important factors on multi-disciplines (kinematics, physiology, power, psychology) for a tailored-training program that is suitable to individual characteristics. Two cyclist participated in this study and gave consent to the experimental procedure. one was dominant cyclist (years:21 yrs, height:177 cm, mass:70 kg), and the other was non-dominant cyclist(years:21, height:176, mass:70). Kinematic data were recorded using six infrared cameras (240Hz) and QTM (software). Physiological data (VO2max, AT) were acquired according to graded exercising test with cycle ergometer and power with Wingate test used by Bar-Or et. al ( 1977) and to evaluate muscle function with Cybex. Psychological data were collected with competitive state anxiety inventory (CSAI-2) that were devised by Martens et. al (1990) and with athletes' self-management questionnaire (ASMQ) of Huh (2003). It appears that the dominant's CV(coefficient of variability) was higher than non-dominant's CV in Sports Biomechanics domain, that the dominant's values for all factors ware higher than non-dominant's values in physical, and physiological domain, and their values between cognitive anxiety and somatic anxiety were contrary to each other in psychology. Further research on multi-disciplines may lead to the development of tailored-optimal training programs applicable with key factors to enhance athletic performance by means of research including athlete, coach and parents.
Background: Disabling fatigue is common in the working age population. It is essential that occupational health (OH) professionals are up-to-date with the management of fatigue in order to reduce the impact of fatigue on workplace productivity. Our aim was to evaluate the impact of one-day workshops on OH professionals' knowledge of fatigue and chronic fatigue syndrome (CFS), and their confidence in diagnosing and managing these in a working population. Methods: Five interactive problem-based workshops were held in the United Kingdom. These workshops were developed and delivered by experts in the field. Questionnaires were self-administered immediately prior to, immediately after, and 4 months following each workshop. Questionnaires included measures of satisfaction, knowledge of fatigue and CFS, and confidence in diagnosing and managing fatigue. Open-ended questions were used to elicit feedback about the workshops. Results: General knowledge of fatigue increased significantly after training (with a 25% increase in the median score). Participants showed significantly higher levels of confidence in diagnosing and managing CFS (with a 62.5% increase in the median score), and high scores were maintained 4 months after the workshops. OH physicians scored higher on knowledge and confidence than nurses. Similarly, thematic analysis revealed that participants had increased knowledge and confidence after attending the workshops. Conclusion: Fatigue can lead to severe functional impairment with adverse workplace outcomes. One-day workshops can be effective in training OH professionals in how to diagnose and manage fatigue and CFS. Training may increase general knowledge of fatigue and confidence in fatigue management in an OH setting.

Objective: This study aims to understand the motorcycle accident characteristics of food delivery workers and to present basic guidelines on accident prevention through accident. Background: It is known that food delivery workers have a high ratio of self-employed and youth workers, and occupations with frequent disasters. Therefore the occupation is known to really be in need of accident prevention policy. Method: This study analyzed the data of motorcycle crashes of 1,310 food delivery workers that have been approved as on-duty industrial crashes since 2015. The accident characteristics were examined by dividing them into driver related factors and accident related factors. Results: Among the motorcycle crashes of food delivery workers, 99.2% of the victims were males, 82.6% had less than six months of work experience. 76.2% of the victims were employed by the companies with less than five workers. In addition, there was a difference in accident characteristics according to age, type of cuisine, accident time of the day, injured organs and injured body part. Conclusion: The results of this study can be used as baseline data to devise systematic measures to prevent motorcycle crashes of food delivery workers. Application: Preventative measures for novice young part time workers including safety education/training need to be established.
Vocational education has been constantly blamed for training skills that are not suitable for the field. This study was sought for finding out the necessary skills for the hotel entry-level cooks by conducting in-depth interviews, questionnaires, and case studies in terms of NCS's basic competencies and competencies required at work environment. The results of this study are as follows: First, in the field, job performance ability is more important than skills and knowledge. Second, among the NCS's basic competencies, communication skills, interpersonal skills, self-development skills, information skills, and professional ethics are prioritized competencies for hotel-entry level cooks. Third, in terms of competency factors at work, it is necessary to learn the adaptability of the field. Fourth, in case of overseas culinary institutes, the core of their culinary education was the system to learn how to operate the site rather than the education about cooking skills or knowledge. Fifth, in holistic approach, the result showed that four elements which are skills, knowledge, field practice, and simulation training are required for Culinary Arts curriculum.
