An Application of fuzzy TOPSIS in evaluating IT proposals (IT 제안서의 기술평가에서의 퍼지 TOPSIS 응용)

  • In recent years, it is natural that the development and the maintenance of information systems are strongly dependent on outside service providers for economic reasons, especially in public sector. There has been an unexpected growth in the number of selection activities for outsourcing related works. At this time, selection of the contractor generally considers the proposals received based on the RFP(requested for proposal) and determines the ranking by experts committee. However, it is difficult even for expert giving a specific numeric score in weighting criteria or rating alternatives. In this context, an extended fuzzy TOPSIS method is applied for selection problem of IT proposals. A numerical illustration is also provided to demonstrate the applicability of the approach. This approach is very practical to help decision makers in assessing proposals during the selection phase under uncertainties.

  • Feature selection is one of the most challenging problems of pattern recognition and data mining. In this paper, a feature selection algorithm based on an improved version of binary differential evolution is proposed. The method simultaneously optimizes two feature selection criteria, namely, set approximation accuracy of rough set theory and relational algebra based derived score, in order to select the most relevant feature subset from an entire feature set. Superiority of the proposed method over other state-of-the-art methods is confirmed by experimental results, which is conducted over seven publicly available benchmark datasets of different characteristics such as a low number of objects with a high number of features, and a high number of objects with a low number of features.

  • The purpose of this study is to investigate and analyze the selection process of the Science Citation Index(SCI). SCI has been the benchmarking medium of scientific journals for over 40 years by reviewing thousands of journals published each year. The discipline of Traditional Oriental Medicine has been gaining global interest in recent years, yet the number of related journals indexed by SCI has been minimal. Korean Medicine has been producing number of quality journals for decades, but lack of journals in the English language and other problems has hindered consideration for registering with SCI. This paper will focus on the journal selection process at ISI and recommend the criteria needed for a journal to be considered for SCI selection.

  • The purpose of this research, based on the Media Selection Theory, the Technology Acceptance Model, and the Social Influence Theory, is to investigate the influential factors that affect media selection in banking transactions. Analyses showed that for location sensitive bank windows and ATMs(automatic teller machines), defined as offline-based transaction channels, convenience was the variable affecting media selection. However, in the case of online media not related to location, (phone banking, internet banking, and mobile banking) reliability was the significant variable influencing use. The findings show that banking organizations may benefit from identifying traits of media affecting use, and should differentiate customer services for competitive advantage.

A Study on an Authorized Stockage List Selection Model (목표계획법을 이용한 사단급 ASL 선정 모형에 관한 연구)

  • The selection criteria of an Authorized Stockage List (ASL) in the Army is based on Army Regulation(AR)409. However, the current selection method of ASL is not considered in cost, weight and volume of repair parts. This paper is focused on developing for a new selection model taking account of cost, weight and volume of repair parts. Goal programming is utilized in order to consider weighted priorities. Different units of cost, and volume are normalized for using weighing value. Real data of a field division are applied to the model. Results of the new selection model are more reduced in cost, weight and volume than those of the previous method.

Generalization of Road Network using Logistic Regression

  • In automatic map generalization, the formalization of cartographic principles is important. This study proposes and evaluates the selection method for road network generalization that analyzes existing maps using reverse engineering and formalizes the selection rules for the road network. Existing maps with a 1:5,000 scale and a 1:25,000 scale are compared, and the criteria for selection of the road network data and the relative importance of each network object are determined and analyzed using $T{\ddot{o}}pfer^{\prime}s$ Radical Law as well as the logistic regression model. The selection model derived from the analysis result is applied to the test data, and road network data for the 1:25,000 scale map are generated from the digital topographic map on a 1:5,000 scale. The selected road network is compared with the existing road network data on the 1:25,000 scale for a qualitative and quantitative evaluation. The result indicates that more than 80% of road objects are matched to existing data.

ELCIC: An R package for model selection using the empirical-likelihood based information criterion

  • This article introduces the R package ELCIC (https://cran.r-project.org/web/packages/ELCIC/index.html), which provides an empirical likelihood-based information criterion (ELCIC) for model selection that includes, but is not limited to, variable selection. The empirical likelihood is a semi-parametric approach to draw statistical inference that does not require distribution assumptions for data generation. Therefore, ELCIC is more robust and versatile in the context of model selection compared to the currently existing information criteria. This paper illustrates several applications of ELCIC, including its use in generalized linear models, generalized estimating equations (GEE) for longitudinal data, and weighted GEE (WGEE) for missing longitudinal data under the mechanisms of missing at random and dropout.

  • Considerations of partition coefficients, selectivity, biocompatibility, and waste generation are important in selection of appropriate solvents to be used for extractive recovery of products from fermentation broths. Several selection criteria can be used based upon the nature of different species present in the broth. These criteria, along with examples of specific case studies, were presented. These serve not only in screening of useful solvents, but also in pointing to the specific modes of operation of recovery-coupled bioprocesses.

  • Recently companies are aggressively Pushing ahead with integrating the systematical applications of internal and external information systems such as Data level, Application level, Process level in the company, Process level between companies. The EAI solution is generally considered as the necessary tool to integrate companies, but the appraisal standard for the EAI solution has not Vet settled in Korea, so the companies have difficulty in deciding whether to adopt the EAI solution or not. Through this report, we first introduce the KRA Project as the best practice in making an application of the settled standard to evaluate and adopt the EAI solution, and then suggest that it can be adapted to companies considering applying to the EAI solution.

A Study on the Development Selection Criteria of Hilly/Mountainous and Less-Favored Areas (중산간지 조건불리지역 선정기준 설정 및 유형화)

  • The purpose of this study is to define the concept of Hilly/Mountainous and Less-Favored Areas from the viewpoint of agricultural infrastructure, and to establish selection criteria and categorize of that areas. Using three type guidelines which were the rates of forest(above 50%), farmhouse population(above 50%) and infrastructure improvement(below 50%), the regions of 605 Eup Myon were selected to Hilly/Mountainous and Less-Favored Area. And for applying to regional development planning, the legions of eup myon were classified 4 types using average of the rate of forest and aged farmhouse population(75%, 17.5%). To conserve the farmland in Hilly/Mountainous and Less-Favored Areas, it requires continuous research on systematic approach method. Especially, it is necessary to investigate a development formula according to farmland scale and desolated degree through analysis of the actual condition of farmland.
