기존 철근콘크리트 건물 내진진단법의 강도지표 (Strength Index in Seismic Performance Evaluation Method of Existing Reinforced Concrete Buildings)

  • In Korea, countermeasures against earthquake disasters such as the seismic performance evaluation and/or retrofit scheme of buildings have not been fully performed since Korea had not been experienced many destructive earthquakes in the past. However, due to more than four hundred earthquakes with slight/medium intensity occurred in the off-coastal and inland of Korea during the past 20 years, and due to the great earthquakes occurred recently in neighboring countries, such as the 1995 Hyogoken-Nambu Earthquake with more than 6,500 fatalities in Japan and the 1999 Ji-Ji Earthquake with more than 2,500 fatalities in Taiwan, the importance of the future earthquake preparedness measures in Korea is highly recognized. The main objective of this paper is to provide the basic data for development of a methodology for the future earthquake preparedness in Korea by investigating the concept and applicabilities of the Japanese Standard for Evaluation of Seismic Performance of Existing RC Buildings developed in Japan among the methodologies of all over the world. In this paper, a seismic performance evaluation method of the existing reinforced concrete buildings is proposed based on experimental data of columns and walls carried out in Korea by referring the Japanese Standard, especially focusing on the Strength Index(C) among the indices in the seismic capacity index(IS) equations. Also, the seismic capacities of two existing reinforced concrete buildings in Korea are evaluated based on the proposed methodology and the Japanese Standard, and the correlations between the seismic capacities by the proposed methodology and the Japanese Standard are discussed.

  • The different result and response of the earthquakes, occurred consecutively at China and Japan in May and June. respectively, is suggestive of the importance of preparedness against earthquake disaster. We learned lesson, although indirect, that the earthquake early warning. earthquake-resistant design, and people's concepts on earthquake can greatly reduce the earthquake hazards. The more preparedness we have in present, the less hazards we will experience for future.

서울지역 주요 문화재 하부 지반에 대한 일차원 지진응답해석 (One Dimensional Seismic Response Analysis on Sub-ground of Architectural Heritage in Seoul, Korea)

  • 대도시 인근의 지진 취약성이 지적되고 있는 가운데 서울에서도 지진의 발생 가능성에 대한 인식이 늘고 있다. 특히 건축문화재의 경우에는 이설이나 해체가 어려워 지진에 대한 대비가 다른 구조물에 비해 어렵다. 더욱이 지진 발생 시에 지반이 어떠한 증폭된 지진파를 주요 문화재에 전파하게 되는지를 알아보는 일은 매우 중요하다. 이러한 배경으로 본 연구에서는 서울 시내에 위치한 15개소의 문화재 지반에 대한 표면파 탐사를 통한 현장조사를 실시하여 지반 분포 및 기반암의 위치를 파악하였다. 현장조사 결과를 바탕으로 전단파 속도 분포를 위주로 입력데이터를 설정하고 일차원 지진응답해석을 실시하여 붕괴방지수준을 기준으로 지진재현주기에 따른 최고 지표가속도와 지반증폭비, 지반의 고유주기 등을 파악하였다.

대한민국 의료시설의 내진성능 향상을 위한 연구 (Toward Seismic Enhancement of Medical Facilities in Korea)

  • Over a past century, the continuity in post-earthquake serviceability of medical facilities has been demonstrated to be essential for sustaining a society and/or a nation stable. However, not many countries including Korea have paid appropriate attention to such a lesson learned from the previous experiences of the countries located in high seismicity for various reasons, one of which may be the lack of social consensus in allocating a portion of the resources to the earthquake preparedness. As a result, an earthquake-related policy might have been pushed away out of the list of priority in the government agenda. Therefore, the present paper attempts to persuade the public general, experts and government officials together to seek a way to upgrade the seismic safety of the country a step forward by enhancing the seismic performance of medical facilities. For this the framework of seismic design codes and standards for medical facilities, and Californian experience in managing the seismic performance enhancement program and U.S.-Italian collaborative study to improve the seismic safety of Italian hospitals are reviewed. Finally, a list of further researches and practices to perform for seismic enhancement of medical facilities in Korea are suggested.

적층 석탑의 내진성능 평가요소 (Assessment Factors for Seismic Performance of Multi-block Stone Pagodas)

  • Recent earthquakes in Korea caused some damages to stone pagodas and thereby awakened the importance of earthquake preparedness. Korean stone pagodas which have been built with very creative style of material use and construction method are worthy of world heritage. Each stone pagoda consists of three parts: top; body; and base. However each tower is uniquely defined by its own features, which makes it more difficult to generalize the seismic assessment method for stone pagodas. This study has focused on qualitative preliminary evaluation of stone pagodas that enables us to compare the relative seismic performance across major aspects among many various Korean pagodas. Specifically an analytical model for multi-block stone pagodas is to be proposed upon the investigation of structural characteristics of stone pagoda and their dynamic behavior. A strategy for seismic evaluation of heritage stone pagodas is to be established and major evaluation factors appropriate for the qualitative evaluation are identified. The evaluation factors for overall seismic resisting behavior of stone pagodas are selected based on the dynamic motions of a rigid block and its limit state. Numerical simulation analysis using discrete element method is performed to analyze the sensitivity of each factor to earthquake and discuss some effects on seismic performance.

일본의 기존 철근콘트리트건물의 내진성능 및 지진피해율의 평가 (Estimation of Seismic Performance and Earthquake Damage Ratio of Existing Reinforced Concrete Buildings in Japan)

  • 본 연구는 해외각국의 RC건물의 내진화기술 가운데, 일본의 기존 RC건물에 대한 내진성능의 평가수법인 내진진단규준의 현황을 소개함과 동시에 그 적용사례 및 지진대책에의 활용가능성을 분석·검토하여, 향후 한국실정에 맞는 RC건물의 내진화기술의 개발에 기초적인 자료로서 활용하고자 하는 것이 주목적이다. 이를 위해 본 연구에서는 일본의 동경도에서 최근 실시되어진 지진경험이 없는 RC건물의 내진성능을 내진진단규준에 의한 진단결과인 구조내 진지표(Is)치를 중심으로 통계학적으로 분석하여, 이미 조사되어진 타 지역의 내진성능과 비교·검토하였고, 또한 확률론에 입각하여 대상지역의 Is치의 분포특성과 이미 지진 피해를 받은 지역 건물의 Is치 분포특성을 비교·검토하여 지진피해율을 추정하였다. 본 연구의 결과는 지진에 대한 보강건물의 효율적인 선정 등, 지진대책에 기본적인 자료로서 활용이 가능하며, 또한 일본의 내진성능 평가방법, 통계학적인 분석방법, 확률론에 입각한 지진피해율 평가방법 등의 방법론은 향후 한국의 RC건물에 대한 내진화기술의 개발에 활용이 가능하다고 사료된다.

Managing the Vulnerability of Megacities in North America and Europe to Seismic Hazards

  • The science and technology of seismic hazard mitigation are increasingly being shared among scientists and policy makers around the world. Administrative expertise is also being shared. While there is still tremendous unevenness in technical and administrative capacities and resources, a global community of emergency managers is developing and there is a globalization of expertise. Hazards are better understood, tools for risk assessment are improving, techniques for hazard mitigation are being perfected, and communities and states are implementing more comprehensive disaster preparedness, response, and recovery programs. Priorities are also emerging and hazard mitigation has emerged as the priority of choice in North America and Europe. An increasingly important component of hazard mitigation is resilience, in terms of increased capacities for disaster mitigation and recovery at the community and even individual levels. Each year, more is known about the locations and natures of seismic hazards, although there are still unknown and poorly understood fault lines and limited understanding of related disasters such as tsunamis and landslides. More is known about the impact of earthquakes on the built environment, although nature still provides surprises to confound man's best extorts to reduce risk. More is known about human nature and how people respond to uncertain risk and when confronted by certain catastrophe. However, despite the increased understanding of seismic phenomena and how to protect people and property, there is much that needs to be done to reduce the risk, particularly in major metropolitan areas.

Seismic Risk Assessment of Existing Low-rise Reinforced Concrete Buildings in Korea

  • Countermeasures against earthquake disasters such as the seismic capacity evaluation and/or retrofit schemes of buildings, especially existing low-rise reinforced concrete buildings, have not been fully performed since Korea had not experienced many destructive earthquakes in the past. However, due to more than 1200 earthquakes with low or moderate intensity in the off-coastal and inland of Korea during the past 20 years, and due to the recent moderate earthquakes in Korea, such as the 2016 Gyeongju Earthquake with M=5.8 and the 2017 Pohang Earthquake with M=5.4, the importance of the future earthquake preparedness measures is highly recognized in Korea. The main objective of this study is to provide the basic information regarding seismic capacities of existing low-rise reinforced concrete buildings in Korea. In this paper, seismic capacities of 14 existing low-rise reinforced concrete public buildings in Korea are evaluated based on the Japanese Standard for Evaluation of Seismic Capacity of Existing Reinforced Concrete Buildings. Seismic capacities between existing buildings in Korea and those in Japan is compared, and the relationship of seismic vulnerability of Korean buildings and Japanese buildings damaged due to severe earthquakes are also discussed. Results indicated that Korean existing low-rise reinforced concrete buildings have a narrow distribution of seismic capacities and they are relatively lower than Japanese buildings, and are also expected to have severe damage under the earthquake intensity level experienced in Japan. It should be noted from the research results that the high ductility in Korean existing low-rise buildings obtained from the Japanese Standard may be overestimated, because most buildings investigated herein have the hoop spacing wider than 30 cm. In the future, the modification of strength and ductility indices in the Japanese Standard to propose the seismic capacity evaluation method of Korean buildings is most needed.

  • the devastating earthquake which occurred in Turkey on August 187, 1999, reminds again us the necessity of the preparedness for the earthquake hazard. the level of earthquake engineering in Koran is still low due to the short period of the research and development in this field. Therefore the most efficient way of promoting our technology in this field is considered to collect the information on the state of the art and practice developed in the advanced countries in earthquake engineering and to analyze the advantages and disadvantages and then reflect these to the new seismic codes. for this purpose this study reviews the concept and main characteristics of Eurocode 8 and the findings of many researches that have been performed for the improvement of EC8. Finally the seismic performance evaluation of the building structures designed according to EC8. and the relevant recommendations are summarized.

Seismic vulnerbility analysis of Bankstown's West Terrace railway bridge

  • This paper highlights a case study that investigates the behaviour of existing bridge, West Terrace Bridge, induced by horizontal seismic loading. Unfortunately the lack of past information related to seismic activity within the NSW region has made it difficult to understand better the capacity of the structure if Earthquake occurs. The research was conducted through the University of Western Sydney in conjunction with Railcorp Australia, as part of disaster reduction preparedness program. The focus of seismic analyses was on the assessment of stress behaviour, induced by cyclic horizontal/vertical displacements, within the concrete slab and steel truss of the bridge under various Earthquake Year Return Intervals (YRI) of 1-100, 1-200, 1-250, 1-500, 1-800, 1-1000, 1-1500, 1-2000 and 1-2500. Furthermore the stresses and displacements were rigorously analysed through a parametric study conducted using different boundary conditions. The numerical analysis of the concrete slab and steel truss were performed through the finite element software, ABAQUS. The field measurements and observation had been used to validate the results drawn from the finite element simulation. It was illustrated that under a YRI of 1/1000 the bottom chord of the steel truss failed as the stress induced surpassed the ultimate stress capacity and the horizontal displacement exceeded the allowable displacement measured in the field observations whereas the vertical displacement remained within the previously observed limitations. Furthermore the parametric studies in this paper demonstrate that a change in boundary conditions alleviated the stress distribution throughout the structure allowing it to withstand a greater load induced by the earthquake YRI but ultimately failed when the maximum earthquake loading was applied. Therefore it was recommended to provide a gap of 50mm on the end of the concrete slab to allow the structure to displace without increasing the stress in the structure. Finally, this study has proposed a design chart to showcase the failure mode of the bridge when subjected to seismic loading.
