With regard to problems related to qualification of Private Security, this study is qualitatively to develop education & training program from the viewpoint of education for the purpose of checking professionalism of Security guard. Offering the solutions for improvement by analyzing problems of articles related to training for Private Security guard prescribed in existing 'Law of Guarding', I made studies of development of practical affairs-centered education & training program for Private Security guard on the basis of Private Security guard' duties. Education & training program for Private Security guard must be made up of practical affairs-centered one related to concrete duties. Also because it needs to be made on the basis of a model planned for the program with combined method, this study gave example of model and contests of education & training program based on duties of Facilities Security. Main duties of cPrivate Security guard can be divided into four duties; duties on their own posts, patrolling, control of going in and out, dealing with accidents and so on. Private Security guard are given main duties by each post, and after adjusting conditions according to personnel organization, they perform their own duties. As education & training program based on Private Security guard' duties, common education & training program for the new-appointed, practical affairs-centered education & training program, education & training program for superintendents, service education & training program and so on are provided.

오늘날 행정, 금융 등의 일상 업무가 정보시스템 기반으로 운영되고, 국가‧공공‧민간기관 등을 대상으로 다양한 사이버 침해가 발생됨에 따라 기술적인 보안 대책뿐만 아니라 정보보호 전문 인력에 대한 사회적 수요가 증가하고 있다. 이에 교육부에서는 정보보호 우수 인재를 조기에 발굴하여 정보보호 전문성과 윤리의식을 겸비한 전문 인력을 양성하고자 2014년에 전국 4개 대학에 정보보호영재교육원을 설치하였다. 그러나 이미 오랫동안 운영되어 많은 연구가 이루어진 수학영재나 과학영재교육원에 비해 초기 운영단계인 정보보호영재교육원은 아직까지 체계적인 분석이나 연구가 미비한 실정이다. 본 논문에서는 전국 4권역 정보보호영재교육원의 현황을 운영, 선발, 교육 3분야로 나눠 분석하여 현재 운영체계의 부족한 부분을 도출하고 이를 토대로 향후 정보보호영재교육원이 효과적인 운영 및 인력양성을 위한 실질적인 프로그램을 구축할 수 있도록 개선방안을 제안한다.

Computerization of educational administration following educational informatization of government has been steadily improved for the purpose of teachers' offload and job efficiency, finally resulting that NEIS(National Education Information System) has been completed. The NEIS consists of Nationwide service of NEIS, Business portal system of NEIS, Authentication management system and so on. Students, parents and civil petitioners handle civil affairs through Nationwide service of NEIS and teachers and persons of task conduct theirs business by accessing the Business portal system of NEIS. At this time, users have to obtain their certification from Authentication management system. Previous Studies were mainly focused on the evaluation about its performance according to the introduction of NEIS. But from now on there is a growing interest in security assessment and an efficient method for security improvement to check if NEIS works properly. Therefore, in this thesis, we'll propose an analytic framework in which security assessment is carried out after comprehending the fault structures through performing Fault Fishbone Analysis based on the Fault Tree Analysis. As a result of the system applied, the system had the highest rate of improvement to 47.7 percent.

Technology development of modern society reduces times, costs and labor costs but demands work forces requiring expert knowledge on technology. Consequently knowledge worker becomes important. Not changing into a specialist acquired expert knowledge, people can't survive in competitive society. Therefore, the purpose of this study is to grasp the actual condition of private security industry and to examine problems. The final goal is to find the way to improve the professionalism of workers in private security industry. First. Now we must make up for the subject for examination actually and be in a triangular position and complement a professional materials for teaching. At the same time it must strengthen the education using advanced instruments seek to Total Security System. Moreover it is demanded 'institutional supplement of security guard instructors' which means job training for security guard instructor Second. On the job training which can deal with a state of emergency through 'security guard training' with a theory and an actual training must be strengthen. Also, most security guards have low understandings and interests because their ages are from 50's to 60's. Accordingly proper education must be offered to security guard. Third. Certification system of the private security guards are needed to fix the problems on an indiscreet issue and an abuse of license through deliberation on the security license. Fourth. Universities must find a new market to minimize the squandering of human resources because of oversupply and reduce the personnel. Also with enhancing the employment rate through specialized education, universities must offer an education which keeps pace with the times for not an entrance strategy but a long-term development. Effort for education of specialist will produce an improvement in business quality and improved services produce a customer satisfaction. A customer satisfaction will produce a fame of a successful company and positive images in market area. Finally the private industry will be developed by productivity improvement.

현대사회는 급격한 경제사회의 변화와 향락적 풍조, 가치관의 혼란 등 정신적 변화와 도덕성이 결여된 과학기술의 발달로 각종 사회병리현상과 우리생활의 안전을 위협하는 범죄는 갈수록 증가하고 있다. 또한, 공공경찰이 치안서비스를 효과적으로 공급하는데 있어서 한계에 직면하고 있는 상태에서 수익자 부담 원칙에 의한 민간경비제도를 도입하여 개인 및 집단의 안전과 보호를 위해 노력해왔으며, 각종 국제행사를 치르면서 민간경비산업은 첨단장비 및 기술을 활용한 복합적인 형태로 발전하였다. 그러나 우리나라 민간경비산업은 사회의 팽창과 더불어 국가의 공공분야 서비스 영역이 점차 확대됨에 따라 민간경비의 영역도 빠르게 확대되어가고 있으나 질적 향상은 이를 따르지 못하고 있는 것이 현실이며, 질적 향상의 근간이라고 할 수 있는 민간경비의 신임 교육에 대한 연구는 공공의 치안을 담당하고 있는 경찰, 군인 등의 교육연구에 비하여 미비한 실정이다. 따라서 본 연구에서는 민간경비원 중 비중이 가장 높은 기계경비와 시설경비 종사자의 신임 교육을 중심으로 업무현장에서 필요한 교과목과 필요성이 떨어지는 교과목 및 조사대상자의 특성에 따른 각 교과목의 활용성 차이를 분석하여 민간경비원의 신임 교육 발전에 기여하고자 한다.

The first, Improvement of education training condition Education training is influenced by facilities, environment around. according to questionnaire, it is very poor, we should set up a training institute as soon as possible. The second, Improvement of education training contents In working as special guard, they do not feel the need of curriculums like bayonet fencing, criminal law, and so on. accordingly we should adjust the contents of educaton training. The third, Improvement of education training course People were satisfied with the contents of lectures and educator more than half to some degree, but there was a question of time, communication, contents. we should try to remedy things like this. The fourth, Adjustment of education training time The 60% people of all were not satisfied with the time of education training about new duty. we need to intensify and oversee a duty training and the restructure of training time. The fifth, Fairness of valuation reward and punishment in education training The 80% people of all had the bad feeling against reward and punishment, so we tried to let fairness of valuation, reward and punishment completed by educational institution. The sixth, Establishment of the institution for special guard special guard have to be raised by special institution, but lacking of educational program, educational facility, educational Environment, university took the place of government as institution in raising special guard, education still leave much to be desired. so to develop the industry of a civil security, government or a guard association will set up the school of training, education, system about civil security as a whole. The seventh, Improvement of education training form People have to be taught for 80 hours in education training. according to questionnaire, over 75%people wanted to lodge at education accommodation, so in doing education training, we need to improve a system and form. The eighth, Operation of education training suitable for a characteristic in jobs In the education of 80 hours, common courses will need to be carried out together, depending on class, the object of national facility, inspection and practice will need to be done. maybe this can be the improvement of growing up education training. In the result of the study, we need to build up the satisfaction of education training through a lot of opinion like program, system, circumstances. Keep in mind that the paper was a few of problems because of the limit of the survey of 132 peoples, accordingly we try to collect a survey related with this around country. especially this will need to be asked for harmony between the law and the background of system. in the future, to develop the special guard service, increase the demand of this service, have to raised the expert and the special guard service has to enlarge.

4차 산업혁명 시대를 당면하며 다양한 정보통신기술이 일상생활에 자리를 차지하고 있으나, 초, 중등 교육과정에서의 정보보안에 관련된 내용은 개인정보보호와 관련된 내용이 주를 이루며, 급변하는 보안위협에 대한 내용과 대응방안에 대해서는 교과서에서 다루고 있는 비중이 낮으며, 변화에 많이 뒤쳐져있다. 본 논문에서는 이를 개선하기 위해 초등학교 실과 및 중학교 정보 교과서에 정보보안과 관련된 교육 콘텐츠 수록하고, 사물인터넷 시대, 비대면 수업 등으로 발생할 수 있는 급변하는 보안위협을 대응하기 위해 무선 네트워크, PC보안과 관련된 교육 콘텐츠를 수록하며, 사례 중심형 정보 윤리교육을 구성하여 해킹에 대한 호기심을 근절할 수 있도록 제안한다. 본 논문을 통해 정보화 시대에서 기본적인 보안 대책을 스스로 세우고 보안 인식을 강화하여 정보보안 사고를 예방하는 데 도움이 될 것이다.

최근 사이버공격 등을 방어하기 위한 보안 전문인력 양성에 대학 정보보안 학과의 역할의 중요성이 나날이 높아지고 있다. 현재 대학 보안 교육과정은 이론 교육에 비중이 높고 실무 교육의 전문성이 비교적 떨어진다는 문제점이 존재한다. 본 연구는 보안학과의 실무 능력 개선을 목적으로 최근 국/내외 외부 보안 교육기관의 교육 프로그램을 분석하였고, 핵심 특성화 과정에 적절한 수업 모델을 설계하고 방향성을 제시한다. 제안 모델은 기존 문제점인 기초수업 연계 및 보안 실무 교육과정 로드맵을 개선하고, 핵심 5가지 특성화 과목의 실습 프로그램을 추가 설명한다. 본 연구는 각 대학 보안학과 수업 과정의 질과 교육 모델의 개선에 이바지하고자 한다.

본 연구는 국회의사당의 시설을 이용하는 인원을 대상으로 설문조사를 실시하고, 그 결과를 분석하여 국회의사당의 시설보안 향상방안을 제시하였다. 국회의사당 시설을 이용하는 많은 대상자들은 본인의 보안의식수준이 보통이상인 것으로 인식하고 있고, 국회의사당이 국가중요시설 가급이라는 사실은 알고 있지만 국가중요시설 가급이 어떤 시설인지에 대해 모르는 경우가 많은 것으로 나타났다. 국회의사당의 시설보안설계가 부족하고 현재보다 더 강화된 출입통제 조치가 필요하다고 인식하고 있으며, 스피드게이트 설치 및 장애물 보강이 필요한 것으로 인식하고 있다. 출입통제강화 조치로 인한 불편함을 감수하겠다는 의견은 출입통제장치 설치에 긍정적으로 작용할 수 있을 것이다. 보안교육의 필요성에 대한 인식이 비교적 높지만 현재 적절한 보안교육이 이루어지지 않고 있어 현실적이고 적절한 보안교육방법을 찾고 이를 실행하는 것이 필요하며, 실질적인 교육을 위해 국회시설별 이용자의 보안인식을 고려하고, 교육여건을 감안하여 보안교육역량을 높이는 것이 필요하다.

The potential risks of Korean public security has been increasing by economic stagnation. As a result of this, a feeling of unrest about our society causes expansion of private security industry as well as necessity of professional education. It has been 15years to produce security expert in colleges which is professional education institute, and academic efforts and contributions to society are shown remarkable results for the period. A private security industry had got public interest as a potential favorable job, because of increasing dependence of public to take care of unrest facts. Many colleges have introduced courses about public security because of facing necessity of professional education system. Then total 59 institutes including 22 universities and 37 colleges introduce courses of public security. Although name of courses are diverse depends on institution, purpose of course or members of course, the ultimate purpose of these courses is preventing public from crimes and managing public security. A fixed and out of date education system of universities in Korea can not produce talent person who people, companies and government want. The institutions have been recruiting many student so far, and it shows growth of the industry in quantity aspects. However quality aspect of the industry has been failed because it is hard to get a job for graduated students. Consequently, to improve quality of the industry people need cooperation of institution, professors and students.
