  • The comprehensive review of the STCW 1978, as amended in 1995 and associated Code was carried out from 2006 to 2010. These amendments will have a certain degree of impact on Maritime Education and Training(MET) institutes in terms of education and training of seafarer worldwide. Particularly, the Far East region countries are effected more than other regions since they covered about 30% of officers and 37% ratings in the world. In view of these facts this dissertation conceived to analyze the problems in the Far East main seafarer supply countries faced the implementation of "STCW Manila Amendments" To analyze these problems, this dissertation carried out questionnaire research to 7 targeted main MET of major Far East seafarer supply countries. After research this dissertation suggests the possible solutions such as, Joint On-Board Training Center; Joint Asia Maritime E-learning Systems; methods to reducing work-load, ship inspection burden and determine mandatory minimum safety manning standards in a safe way; technical cooperation fund to installation of training equipment; and clarify vague terminology of STCW Manila Amendments, to solve problems identified through the questionnaires.

  • This study suggests improvements for the effective operation of refresher courses by reviewing the target groups for each refresher course, the contents of these courses, the estimated number of delegates for each refresher course and the operation methods of training institutes overseas. Approximately 37,000 people need to complete the maritime safety refresher courses every 5 years. For the convenience of seafarers, it is necessary to reduce the land training by activating and standardizing on-board training recognized by the STCW Convention and promote investment in the training sector to continuously improve the seafarer safety training. It is also necessary to examine ways to improve the difference between the curriculums of the domestic refresher courses and the one of the STCW Convention. In addition, investments in the development of safety training facilities and virtual reality training programs are required in order to provide an environment where seafarers can take safety refresher courses in a timely manner.

  • COVID-19 is threatening the safety of ships and seafarers by delaying seafarer rotation. Shipping companies and governments have a blindspot in case of the onboard environment of seafarers. An effective, alternative plan should be devised to eliminate the possibility of human accidents in an emergency that threatens the safety of seafarers. According to the survey of former and current seafarers, the most important factor in boarding life was safety, and the most necessary thing during emergencies was to secure smooth seafarer rotation rather than improve wages and welfare. By analyzing the major routes of national shipping companies by continent, ports with a large number of calls and a high Air Connectivity Index were selected as the base port. In addition, the route was designed for effective, domestic seafarer rotation during international shipping. Other countries must be consulted to establish a travel route linking ships, ports, and airports for the safe return of sailors to their home countries during an emergency. In addition, it is necessary to work together for the seafarers who are in trouble of seafarer rotation through cooperation with the International Maritime Organization(IMO). Starting with this, the government should have a monitoring system for the return and non-return routes as well as the number of seafarers on board. If such a system is established, it will be able to determine the response direction of our country's policy in case of an emergency. Along with the shipping company's ef orts to improve the treatment of seafarers, national and social attention will be needed to review domestic laws and improve awareness about seafarers.

  • This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

The specific purposes of the study are as follows. 1) To find how much the fisheries high school students are satisfied with the school. 2) To find out the factors which would influence the fisheries high school students in their career decision making. 3) To find out the person who plays the most important role in the career decision making of the students 4) To find out the patterns of behavior taken by the fisheries high school students in their career decision making. 2. Hypotheses: The following hypotheses were tested for this study. 1) There would be significant differences in the extent of school-satisfaction, depending on the class level and major. 2) There would be significant differences in the value criterion with which the fisheries high school students make decisions on their careers, depending on the grades, majors, and the levels of school-satisfaction. 3) There would be significant differences in the human factors which affect their decision-making on their career, depending on the class levels, majors, and the levels of school satisfaction. 4) There would be significant differences in the patterns of behavior they take when they make decisions on their careers depending on the grades, majors and the levels of school satisfaction. 3. Methods of the study: For the verification of the above hypotheses, a questionaire was developed by the researcher, and the questionaire was answered by the total 440 students from three fisheries high schools, located in the rural and urban areas, out of 8 fisheries high schools in Korea. The questionaire was composed of two major parts: school-satisfaction (10 items) and career decision making patterns (39 items). The career decision-making patterns include 16 value criterion items, 10 human category items, and 13 behavior category items. 4. Results of the study: 1) School satisfaction; There was no significant difference in school satisfaction depending on the class level and major. 2) Value criteria; a) Almost of the fisheries high school students think that the potential for advancement, job security, and salary are important factors for their job. b) The seafarer-students rated the salary, prestige of the occupation and leadership to be important than the nonseafarer-students. The nonseafarer-students rated the stabilization of their livelihood and opportunity to use their creative ideas than the seafarer-students. c) The students unsatisfied with their school emphasize the working environment, variety of work duties and leisure more than the satisfied ones. 3) Human factors: a) The fisheries high school students are affected most by their homeroom teachers, major teachers and their parents, but they are less influenced by their counselor. b) The seniors are more affected by their friends or classmates than the freshmen, and especially seafarer-students are more affected by major teachers. c) The persons, who are working in the occupation they are interested in, exert more influence on unsatisfied students than class-teachers do. 4) Behavior patterns; a) Most of them want test their abilities. b) The nonseafarer-students and seniors tend to depend on their own intuitions. c) The seafarer-students, the freshmen, and the satisfied with their school tend to discuss with other persons, and the unsatisfied tend to be influenced by the information that they collect for themselves.

  • Recently, with the worldwide development of the fourth industry, the development of technologies for smart and eco-friendly ships is accelerating. With the emergence of autonomous vessels with complete unmanned or minimum personnel on board and eco-friendly fuel (methane, ammonia, electricity, etc.), the role of existing seafarers on board is expected to change significantly. To improve the competitiveness of seafarers in the future, predicting future seafarer occupation groups, improving the educational curriculum, and creating an educational system are necessary. In this study, eight occupational groups that seafarers may have in the future were derived through a review of earlier studies and brainstorming of maritime university students, incumbent seafarers and expert groups. A survey was conducted on the eight occupational groups using the Likert scale, and based on the results, a leading occupational group related to future seafarer was derived. The most likely occupational groups with high scores were remote control centre operators and cargo remote manager. In addition, essential educational elements to be educated first for these occupational groups were derived and presented.
