The study performs a risk analysis on container ship accidents using accident data collected over the six years from 2006 to 2011, presents the resulting risk level, and suggests three risk mitigation measures to reduce the overall risk, for the safer operation of container ships. More specifically, starting from the initial accident of collision, we developed 13 different accident scenarios using event tree analysis based on which the overall risk level was obtained and presented as a FN curve. Since diverse human factors are the main cause of most of the ship accidents, our study focuses on the effect of reducing human causes on the resulting risk level. For the research we considered the injuries for the calculation of fatality with the help of MAIS. The results show that collision was the main type of accident, accounting for 62 % of all accidents, and the measures employed were proven to be effective in the sense that the risk level was much lowered and the average number of fatalities was also reduced. With more data accumulated, more precise risk level will be calculated with which the practical risk mitigating measures will be also developed. For future study, economic loss and environmental damage as consequences need to be considered.
Many countries of the world is driving forward development of large-scale hub port. They are now pushing ahead with setting up of effective marketing strategies to survive in keen competitions of the 21st century port industry. The port is of ever increasing importance for the bridge connecting sea and road transportation in handling international cargoes. The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.
본 연구는 제주해협의 통항문제를 유엔해양법협약을 기초로 검토하여 제주해협의 국제법상 지위 및 이에 상응하는 통항제도를 구체적으로 제시하고자 한다. 이를 위하여 제주해협의 지리적 특성, 유엔해양법협약상의 통항제도, 제주해협의 통항문제 및 북한상선의 제주해협문제 등을 고찰한다.
Brightness temperature (BT) difference between sea fog and sea surface is small, because the top height of fog is low. Therefore, it is very difficult to detect sea fog with infrared (IR) channels in the nighttime. To overcome this difficulty, we have developed a new algorithm for detection of sea fog that consists in three tests. Firstly, both stratus and sea fog were discriminated from the other clouds by using the difference between BTs $3.7{\mu}m$ and $11{\mu}m$. Secondly, stratus occurring at a level higher than sea fog was removed when the difference between cloud top temperature and sea surface temperature (SST) is smaller than 3 K. In this process, we used daily SST data from AMSR-E microwave measurements that is available even in the presence of cloud. Then, the SST was converted to $11{\mu}m$ BT based on the regressed relationship between AMSR-E SST and MTSAT-1R $11{\mu}m$ BT at 1733 UTC over clear sky regions. Finally, stratus was further removed by using the homogeneity test based on the difference in cloud top texture between sea fog and stratus. Comparison between the retrievals from our algorithm and that from Korea Meteorological Administration (KMA) algorithm, shows that the KMA algorithm often misconceived sea fog as stratus, resulting in underestimating the occurrence of sea fog. Monthly distribution of sea fog over northeast Asia in 2008 was derived from the proposed algorithm. The frequency of sea fog is lowest in winter, and highest in summer especially in June. The seasonality of the sea fog occurrence between East and West Sea was comparable, while it is not clearly identified over South Sea. These results would serve to prevent the possible occurrence of marine accidents associated with sea fog.

A sea dike construction has been increased in Korea because of the actively deployed reclamation project in basis of efficient application in land. The degree of completion in sea dike construction is affected by final closing construction, which has a lot of uncertainty that often results in higher accidents rate. Therefore, this research identified risk factors of final closing construction and classified them. This research examines the likelihood and its impact for each risk factor and calculates the risk degree as to the risk matrix. Based on this, the impact and the environmental conditions that affect to risk factors are investigated and further responsive methods are established for each risk factor. Ultimately, this research attempts to provide the risk retrenchment method for inspectors by proposing risk estimation model, responsive action list, and risk management process.
미래 해상 환경 변화에 맞춰 해상 항로표지가 다양한 분야에 걸쳐 활용되며 쓰임이 증대되고 있다. 해상 항로표지는 항행하는 선박의 위치, 방향 및 장애물의 위치를 알려주는 항행보조시설로, 현재는 단순히 선박의 안전 항해를 도울 뿐 아니라, 여러 센서와 카메라를 탑재하여 해양 기상환경을 파악하고 기록하는 수단으로 변모하고 있다. 하지만 주로 선박과의 충돌로 인해 소실되며 특히 해무로 인한 관측 시야 저하로 안전사고가 발생한다. 해무 유입은 항만, 해상교통 등에 위험을 초래하고 시간과 지역에 따라 발생 가능성의 차이가 커 예측이 쉽지 않다. 또한, 전 해역에 분포되어있는 항로표지의 특성상 개별 관리가 어렵다. 이를 해결하고자 본 논문에서는 항로표지에 설치된 카메라에서 촬영한 영상으로 해무 강도를 측정하는 방안을 통하여 해양 기상환경을 파악해 보완하고 날씨로 인한 항로표지 안전사고를 해결하는 것을 목적으로 한다. 설치가 어렵고 높은 비용이 드는 광학 및 온도 센서 대신 항로표지에 설치된 카메라의 일반 영상을 사용하여 해무 강도를 측정한다. 덧붙여 다양한 해역에서의 실시간 해무 파악을 위한 선행 연구로, 안개 모델(Haze Model), Dark Channel Prior(DCP)를 이용해 해무 강도 측정 기준을 제시한다. DCP를 적용한 영상에서 특정 픽셀값의 문턱값(Threshold value)을 설정하고, 이를 기준으로 전체 영상에서 해무가 존재하지 않는 픽셀의 수를 통해 해무 강도를 추정한다. 합성 해무 데이터셋과 실제 해무 동영상을 캡처해 만든 실제 해무 데이터셋으로 해무 강도 측정 여부를 검증했다.
Marine organisms such as fish (Sebastes schlegeli) and mussels were cultured in sea water tanks placed at Dukpo area which was contaminated by the two oil spill accidents. Results showed that PAHs concentrations in flesh tissue were higher than in fish fiver. This was explained by the cytochrome P45O 1A induction in fish limier after PAHs exposure. Other studies showed that higher PAHs levels were detected in mussels cultures in oil contaminated area than in control site. From these results, we concluded that Dukpo area is still polluted by oil including PAHs and it takes a long time to recover of oil contamination after the oil spill accidents.
With the rapid development of oil and chemical industry in the late 20C, massive transportation of oil by oil tanker vessel has grown and it caused the big oil pollution accidents. When oil spill from the oil tanker, damages reach into the astronomical figures in economically and damages affect wide area and many people with break the balance of ecosystem. Recently in Korea, the oil pollution accidents has occurred frequently as growing of oil consumption and it caused large-scale damages to the victim. Oil pollution in Korea offshore takes not only Korean fisherman from their life ground and break the ecosystem but it takes too much time and money to recover. To minimize oil pollution damages, it is necessary to make pre-caution effort as a ship owner and relevant government bodies should endeavor to prevent from more damages. But once oil pollution accidents occurs in territorial sea, compensation for victim is very important. But it is true that compensation is not paid to victim smoothly. So this study aims at the problems of oil pollution compensation to the Korean victim and find the best way to get reasonable compensation.
Accidents at level crossing have large portion on train accidents, and causes economical loss by train delay and operational interruption. Various safety equipments are employed to reduce the accident at level crossing, but existing warning device, and crossing barrier are simple train-oriented protection equipments. In this paper, intelligent railway level crossing system is proposed to prevent and reduce accidents. For train driver's prompt action, image of level crossing and obstacle warning message are continuously provided to train driver through wireless communication in level crossing control zone. Obstacle warning messages, which are extracted by computer vision processing of captured image at level crossing, are recognized by train driver through message color, flickering and warning sound. It helps train driver to decide how to take an action. Meanwhile, for vehicle driver's attention, location and speed of approaching train are given to roadside equipments. We identified the effect of proposed system through test installation at Sea train and Airport level crossing of Yeong-dong line.
동해에서 주로 겨울철에 발생하며 파고가 크고 주기가 긴 너울성 고파의 주요 특성 중 하나는 잔잔한 상태에서 갑자기 파가 커지는 돌발성이다. 본 연구에서는 이러한 돌발성을 나타내기 위하여 돌연고파라는 용어를 도입하였다. 돌연고파의 기준을 제안하기 위하여 강릉과 왕돌초에서 2005년부터 8년간 관측된 파랑자료와 같은 기간동안 강원도와 경상북도 연안에서 발생했던 해상 사고 기록을 비교하였다. 그 결과 ${\Delta}(H^2L)/{\Delta}t$가 상위 20% 값인 $88.6m^3/hr$ 이상일 때 대부분의 사고 기록과 일치하는 것으로 나타나 이를 돌연고파의 기준으로 제안하였다. 사용된 변수는 한 파장당 파랑 에너지의 단위시간당 증가율을 나타내며, 고파의 파고 및 주기뿐만 아니라 돌발성도 포함한다.
