신라 시대 항해술에 관한 연구 (A Study on the Art of Navigation in the Era of Silla)

  • In this study the writer would like to study the art of navigation in the Era of Silla. For the purpose of this study, the writer studied ship's log book of Ennin's Diary, the ancient ship's structures of Korean, Chinese, Japanese, winds and ocean currents around Korean Peninsular which effect the navigation of sailing ship, and ancient reference books and materials. The result of this study. in the ship's structure in the Era of Silla. bottom structure is considered flat and V-Shaped type, and sailing ship had anchor, sail, considerable deckhouse, transverse bulkhead. And the ship's main materials of sailing ship was wood. partially used irons in the panting structures. In the art of navigation, navigators used winds, ocean current, anchor, sail, depth and color of sea water, lights, ballast. Especially navigators used astrologers and geomancers for astronomical observation, weather forecast, natural phenomena.

  • The hull form of $\boxDr$Tamna Sullyokto$\boxUl$ ancient envoy ship for shipping and foreign trade in Choson period were transformed and developed in accordance with their voyage and regional routes. It is not easy to presume the hull form and the structural form of Envoy ship of choson period. This paper aims to present material concerning the ancient ship of $\boxDr$Tamna Sullyokto$\boxUl$ by analysing ancient voyage sea route and war ship history of Chosun period of the $\boxDr$Tamna Sullyokto$\boxUl$ ancient ship.

  • In recent years emissions of pollutants from ship sources, especially NOx and SOx, is controlled by IMO(International Maritime Organization). The emissions of pollutants from ship sources in Pusan is considerably large, because the number of ship's coming and going in Pusan port is larger than that of other ports in Korea. Since Pusan is under the strong influence of land-sea breezes, pollutants emitted from ship sources will be transported into the inland. Control of emissions from ship sources is required to devise effectively the policy of air quality management in Pusan. Therefore this paper considered the present condition of total pollutant sources and emission characteristics including in coastal urban area.

The Effect of Roll and Pitch Motion on Ship Magnetic Signature

  • The roll- and pitch-induced eddy currents create a magnetic field that contributes to the total magnetic signature of naval vessels. The magnetic signature is of concern, as it exposes the ship to the threat of modern influence mines. It is estimated that the eddy current is the second most important source contributing to a ship's underwater magnetic field following the ferromagnetic effect. In the present paper, the finite element (FE) method is used to predict the eddy current signature of a real ship. The FE model is validated using the measurements of the Canadian research vessel CFAV QUEST at the Earth's Field Simulator (EFS) in Schirnau, Germany. Modeling and validation of the eddy current magnetic signature for a real ship represents a novelty in the field. It is shown that the characteristics of this signature depend on frequency. Based on these results, a ship's degaussing system could be improved to cancel both the ferromagnetic and the eddy current contribution to the magnetic signature simultaneously, reducing the susceptibility to sea mines.

  • 20세기 초부터 비상업용 정부선박의 법적 지위에 대한 검토와 법제화가 이루어졌다. 특히 전통적 국제법상의 절대적 주권면제이론에 대한 비판이 발생하고, 이에 대한 대체 이론으로 제한적 주권면제이론이 등장하면서 주권면제이론은 더욱 구체화 되었다. 국제관습법 및 국제해양법에서는 군함과 함께 비상업용 정부선박에 대한 주권면제를 규정하고 있다. 이러한 주권면제와 관련하여 고려되어야 하는 것이 우리나라 국립대학의 실습선이다. 우리나라 국립대학은 고급해기사 양성 및 어업 실습 등의 교육목적으로 실습선 및 조사선을 건조하여 운용하고 있다. 이러한 실습선은 국내 관할수역 뿐만 아니라 타국의 관할수역 및 공해까지를 활동범위로 하고 있을 뿐만 아니라 타국의 항구에도 입항하고 있다. 따라서 국제법상 국립대학 실습선의 법적지위를 명확하게 하는 것은 국제 항행에 있어 중요한 요소 중에 하나라고 할 수 있을 것이다. 그러나 실습선이 어떠한 법적 지위를 누리느냐에 대해서는 단순히 답할 수 없는 요소들이 다수 존재한다. 이에 본 논문은 국제법상 비상업용 정부선박의 개념 및 의의에 대해 살펴보고, 국립대학 실습선이 이와 일치하는지에 대해 검토하였다. 또한 전통 국제법상의 주권면제 범위와 현행 국제협약상의 주권면제에 대한 규정을 살펴봄으로써 우리나라 국립대학 실습선이 해양에서 누릴 수 있는 주권면제의 범위에 대해 살펴보았다.

휴리스틱 회귀모델을 이용한 특정항만 조건하에서의 선형별 적정 항차배분에 관한 연구 - 포항제철(주) 전용항만 사례를 중심으로- (A Heuristic Model for Appropriation of Voyage Allocation under Specific Port Condition Using Regression Analyses - With a Case Analysis on POSCO-owned Port -)

  • 본 논문은 포항제철이 제품생산에 필요한 석탄 및 철광석 등 원료를 해외로부터 수입하기 위한 전용부두를 조성하여 사용하는 과정에서 발생되는 총물류비용, 즉 해상수송비용, 항만 선석 대기비용, 그리고 원료를 야드에 적재보관 하는 데 따른 재고비용 등의 발생이 서로 상충됨에 따라 각 비용발생 행태를 함수식으로 추정하여 그 비용의 합이 최소화 될 수 있는 적정 선형별 연간 배정 항차수 의사결정을 휴리스틱적 접근법으로 시도한 내용을 보여준다. 예를 들면, 해상 수송비용은 단위당 운송비를 낮추기 위해 선형을 대형화시키려는 유인이 있게 된다. 하지만 이러한 결정은 항만내 선석 제약으로 인해 대기비용이 지수적으로 급격히 증가하게 되어 이에 대한 절충점을 찾아야 만 총 물류비용을 최소화 시킬 수 있게 된다. 선형별 연간 배정 항차수를 독립변수로 하고 발생 비용들을 종속변수로 하여 휴리스틱적 회귀분석을 시도한 결과 15만톤급 선형, 10만톤급 선형, 5만톤급 선형의 연간 항차배정 비율이 $1.78(X_1)$ : $4.25(X_2)$ : $1(X_3)$ 로 될 때 총물류비용 최소화 목표를 달성할 수 있는 것으로 분석되었다. 이를 백분비로 보면, 대형선 비중을 약 25%, 중형선 비중을 약 61%, 그리고 소형선 비중을 약 14% 정도로 연간항차배정을 하는 것이 적정한 것으로 판단된다. 그밖에 만약 물동량의 증가로 항만확장이 불가피한 경우 추가항만 건설투자비와 그로 인한 해상수송비 절감 및 선석 대기비용 절감 등을 현재가치화 한 값과 비교하여 전자가 큰 경우는 투자안을 기각하고 후자가 큰 경우는 투자안을 수용하는 항만투자 의사결정이 필요함을 보여주었다.

해도의 사용실태 조사와 개선방안에 관한 연구 (A Study on the Present Status and Improving Measure of Sea Charts)

  • The ships over the certain navigation area or her length are required to carry charts under the relevant laws. Charts are indispensible to the ships and fishing vessel, because their crew should know the water depth and location of obstacle in order to avoid danger in the navigation and fishing area. But it was found that many ships do not carry proper charts onboard according to the research marine accidents files of marine accident inquiry agency, and questionnaire survey. Consequently, many ships run aground on the coast and port. This study examined the present status of the coastal ship and the fishing vessels, and explained some problems in the aspect of the covering area, the place, the number of the selling agent and adjoining chart, as well as the geographical and traffic density, the crew on board the ship's characteristics, and so on. In this study we propose the way to solve the problem. firstly, the category of the fishing vessel which should carry the chart on bard under the related laws are required to be lowered to 10 gross tons. Besides a ship inspector should examine if the charts covering the area where to navigate even when the temporary inspection is done are carried on board property. Secondly, the inspection body or the controlling office of ship's entry and departure should check throughly whether the ships concerned carry the chart on board. Thirdly the fishing vessels should used the fishing charts, and the body concerned should train the offices about how to use chart, especiany the difference between Tokyo datum and WGS-84 datum. Fourthly the customized chart such as an atlas like a map, a calenda-type chart, a small chart, as a coated chart needs to be publish for the safety of small ship and fishing vessel. Fifthly, it is advisable to draw a recommended course in the route where the coastal navigate mainly and in the narrow channel, The adjoining area should be improved, as well as the qualify of the chart paper. Sixthly, publication of additional new chart in the southern part of East Sea, the eastern part of South Sea, the western part of South Sea and middle part of Yellow Sea near Incheon port should be thought over. Seventhly, the number of chart selling agent should be increased for the sake of purchaser in proportion to the number of port, and small correction of charts in selling agent must be carried out completely.

선박충돌사고의 원인분석(경계를 중심으로) (Analysis for the causes of sea collisions, with particular emphasis on the lookout)

  • For traffic proceeding in random directions on a plane surface the frequency of collision, if no avoiding action in taken ,is approximately proportional to the square of the traffic density and directly proportional to the size and speed of the ship, Avoiding is normally taken and the rte of collisions is therefore also governed by additional factors such as the visibility, the effectiveness of the collisionavoidance rules, the competence of personnel or watchkeeping attitude, the maneuverability of the ship and the efficiency of radar and other equipments. From the viewpoint of watchkeeper who is responsible for maneuvering, watchkeeping attitude such as lookout and action to avoid collision is the most controllable factor among those mentioned above. In practice, according to the investigation of the institution of marine courts, about 50% co collisions occurred is caused by disorbedience to steering and sailing rules of international regulations for preventing collision at sea including lookout. So we classify the process of collisions with first sight of another ship , assessment of risk of collisions and action to avoid collisions and make a factural survey about lookout and action to avoid collisions from the point on "time" and " distance", namely relationship among ship's size, speed, first sight time of another ship, action to avoid collisions ,and distance from sight of another ship to collision occurred. According to the results of the actual survey , we come to conclude that most of collisions occurred are due to improper lookout and ineffective action to avoid collision which means time lag from first sight of another ship to time of action taken to avoid collision is relatively long. is relatively long.
