본 연구는 러시아 및 중국과의 기술협력을 효율적으로 지원하기 위한 과학기술정보관리정책을 제시하고자 하는데 가장 큰 목적을 두고, 우리나라의 이들 국가 관련 과학기술정보관리기구들의 기술협력과 관련된 정보관리 실태와 문제점을 조사분석하였다. 그 결과를 토대로 과학기술정보관리정책의 수립 및 예산의 확보, 과학기술정보관리 활동의 강화, 국가차원의 과학기술정보관련 정책기구 및 수행기구의 육성방안등을 제시하고자 하는데 세부적인 목적을 두었다.

과학데이터는 사실, 관찰, 이미지, 컴퓨터프로그램결과, 기록, 측량 또는 경험(논거, 이론, 테스트 또는 가설 또는 기타 연구물에 기초한)의 형태에서 생성되는 데이터를 의미한다. 연구패러다임이 데이터 중심의 연계 융합연구로 전환되면서 이러한 과학데이터에 대한 중요성과 그 가치는 매우 높아지고 있다. 과학데이터가 창의적인 연구개발을 위해 효율적으로 재사용될 수 있기 위해서는 공유와 활용을 위한 관리체계의 구축이 필수적이다. 과학데이터의 공유와 활용을 위한 관리체제의 구축은 국가적 차원에서 이루어져야 하지만, 우리나라의 경우 관리체제의 수준은 호주, 미국, 중국 또는 유럽에 비해서 연계성으로나 효율성으로나 내실을 기하지 못하고 있다. 호주, 미국, 중국 등은 국가차원에서 관련 기관을 통해 과학데이터를 수집, 관리 및 유지하는 등 데이터 활용을 적극적으로 추진하기 위하여 중장기적인 정책수립, 법제도 정비, 기반시설에 대한 투자를 지속적으로 확대하고 있다. 본 연구는 효율적이고 공정한 과학데이터의 공유 및 활용을 위한 국가적인 관리체계구축 및 이를 뒷받침할 수 있는 법제도를 정비함에 있어서 해외 관련 입법례 및 정책동향에 관하여 살펴보고, 향후 우리나라의 대응방안을 제시하였다.

In this paper, we introduce the watershed management (WSM) in Changjiang river. The Changjiang river and Changjiang Water Resources Commission (CWRC) are introduced. Then the acheivements and problems of Changjiang river watershed management are discussed. Lastly, the challenge and task are prospected.

The government should establish internationally harmonious regulations for effective import and export of necessary resources to other countries. However, the use and the number of pesticides used for the same purpose on same crops are depending on the soil and the climate where the crops are grown. Therefore, if internationally harmonized standards are difficult to establish, it is mandatory to conduct a risk assessment based on scientific data to reflect the domestic situation in order to avoid trade friction or conflict between countries. The government is preparing the implementation of a more regulated PLS (positive list systme) than the existing pesticide management system for safer pesticide management reflecting the recent increasing imported food, changing dietary habits, and changing climate. In order for effectively safe and scientific management of pesticides, the government should strive to communicate with consumers properly and the perception of pesticides by consumers should also be changed.

The scientific management of the university libraries is stressed prior to the library automation. Several tools and techniques for scientific management are introduced. And, to evaluated the library effectiveness, divided the library operations into 5 categories, each categories are summarized and analyzed in terms of how much the users succeed or fail in accession to the information they seek.
