Preventive Measures to Eliminate Asbestos-Related Diseases in Singapore

  • The incidence of asbestos-related diseases (ARD) has increased in the last four decades. In view of the historical use of asbestos in Singapore since the country started banning it in phases in 1989 and the long latency of the disease, the incidence of ARD can be expected to increase further. As occupational exposure to asbestos still occurs, preventive measures to eliminate ARD continue to be required to protect the health of both workers and the public from asbestos exposure. The majority of occupational exposures to asbestos at present occur during the removal of old buildings. Preventive measures have been utilized by different government ministries and agencies in eliminating ARD in Singapore over the past 40 years. These measures have included the enforcement of legislation, substitution with safer materials, and engineering controls during asbestos removal as well as improvements in personal hygiene and the use of personal protective equipment. The existing Workman's Compensation System for ARD should be further refined, given that is currently stipulates that claims for asbestosis and malignant mesothelioma be made within 36 and 12 months after ceasing employment.

Categorizing accident sequences in the external radiotherapy for risk analysis

  • Purpose: This study identifies accident sequences from the past accidents in order to help the risk analysis application to the external radiotherapy. Materials and Methods: This study reviews 59 accidental cases in two retrospective safety analyses that have collected the incidents in the external radiotherapy extensively. Two accident analysis reports that accumulated past incidents are investigated to identify accident sequences including initiating events, failure of safety measures, and consequences. This study classifies the accidents by the treatments stages and sources of errors for initiating events, types of failures in the safety measures, and types of undesirable consequences and the number of affected patients. Then, the accident sequences are grouped into several categories on the basis of similarity of progression. As a result, these cases can be categorized into 14 groups of accident sequence. Results: The result indicates that risk analysis needs to pay attention to not only the planning stage, but also the calibration stage that is committed prior to the main treatment process. It also shows that human error is the largest contributor to initiating events as well as to the failure of safety measures. This study also illustrates an event tree analysis for an accident sequence initiated in the calibration. Conclusion: This study is expected to provide sights into the accident sequences for the prospective risk analysis through the review of experiences.

안전교육에 대한 초등학교 교과서 내용 분석 (Contents Analysis of Textbook Related to Safety Education in Elementary School)

  • Purpose: The purpose of this study was to provide basic data to develop safety education programs in elementary school. Method: Analysis is made based on textbooks for $1st-{\sim}6th-grade$ elementary school students published by Korea Ministry of Education & Human Resources Development. Results: 1) Among the textbooks. only , . , and courses dealt with safety education. 2) The contents of safety education included traffic safety, water safety, indoor and outdoor safety, fire, emergency measures, misuse and abuse of drug, smoking, toy safety, sports safety, leasure safety and disasters. However, the contents were theoretical, fragmentary, local and limited. Conclusion: These results suggest that the consents of safety education must be strengthened, and more practical and more behavior-oriented in consideration of activities.

  • Background: Despite the lack of official COVID-19 statistics, various workplaces and occupations have been at the center of COVID-19 outbreaks. We aimed to compare legal measures and governance established for managing COVID-19 infection risks at workplaces in nine Asia and Pacific countries and to recommend key administrative measures. Methods: We collected information on legal measures and governance from both general citizens and workers regarding infection risks such as COVID-19 from industrial hygiene professionals in nine countries (Indonesia, India, Japan, Malaysia, New Zealand, Republic of the Philippines, Republic of Korea, Taiwan, and Thailand) using a structured questionnaire. Results: A governmental body overseeing public health and welfare was in charge of containing the spread and occurrence of infectious diseases under an infectious disease control and prevention act or another special act, although the name of the pertinent organizations and legislation vary among countries. Unlike in the case of other traditional hazards, there have been no specific articles or clauses describing the means of mitigating virus risk in the workplace that are legally required of employers, making it difficult to define the responsibilities of the employer. Each country maintains own legal systems regarding access to the duration, administration, and financing of paid sick leave. Many workers may not have access to paid sick leave even if it is legally guaranteed.

  • The purpose of this study collected and analyzed their opinions to found solutions for reducing safety accidents since it is important to educate the students to recognize the importance of safety. We surveyed 350 students from mechanical and metal engineering departments of an engineering high school located in Seoul, and divided them in two categories and asked them about prevention of safety accidents in laboratories. Educational factors found that further directions and educations are needed for the students as to emergency measures in case of safety accidents. Safety education before laboratory classes in crucial, helpful and effective for prevention of safety accidents. Facility factors that further education is needed for students who don't experiments in orderly manner.

Exploring the Triangular Relationship: Occupational Diseases, Work-Related Illness, and Accidents in the Construction Sector

  • This research delves into the evolving interplay between occupational diseases, work-related illnesses, and accidents in the construction industry, focusing on the past twenty years. One significant discovery is the 19-fold escalation in reported occupational diseases, prompting an examination of their root causes and connections to workplace environments. Frequently encountered work-related ailments include physically strenuous tasks, low back pain, and cerebrovascular issues, highlighting the need for robust prevention and management approaches. Predominantly, noise-induced hearing loss and pneumoconiosis are the most common occupational diseases. The study unveils notable correlations between specific work-related illnesses and accidents, indicating the necessity for bespoke safety measures. Additionally, a pronounced association between work-related illnesses and occupational diseases offers insights into underlying risk factors. Remarkably, the findings propose a bidirectional link between occupational diseases and accidents, challenging traditional beliefs about causality. These insights are pivotal for enhancing safety protocols, focusing on preventive measures, and foreseeing occupational diseases that may arise following accidents in the construction industry.

자연재해저감종합계획 비구조적 대책의 안전취약계층도 작성방안에 관한 연구 (A Study on the Method of Creating a Safety Vulnerable Class Distribution Diagram for Non-Structural Countermeasures in the Comprehensive Natural Disaster Reduction Plan)

  • 방재분야의 최상위 계획인 자연재해저감종합계획은 지방자치단체별 시행하여 현재 2차계획이 수립중이며, 인명 및 재산피해를 최소화 하고자 9개 재해유형별 구조적 대책과 비구조적 대책을 수립하여 10년간 시행하는 계획이다. 구조적대책은 공학적근거와 정략적 분석기법으로 저감대책의 판단기준이 명확한 반면, 비구조적 대책의 판단기준은 미비된 실정이며, 재난 및 안전관리 기본법에서는 2018년 안전취약계층을 포함하였고, 자연재해저감종합계획 세부수립기준의 안전취약계층은 어린이, 노인, 장애인을 포함하여 수립 중이나 지자체의 자료확보 및 DB구축의 미비등 저감대책 수립을 위한 위치도 작성에 어려움을 초래하고 있다. 따라서, 본 연구에서는 안전취약계층의 오픈API 자료를 수집하여 통계지리정보서비스의 통계정보와 GIS를 활용하여 시범지역인 강원도 삼척시의 안전취약계층의 위치도를 작성하였고, 삼척시 근덕면의 집계구 단위 위치도를 작성하였다.

외부화재시 LPG 소형저장탱크의 안전성에 관한 연구 (A Study on the Safety of Small LPG Storage Tanks at External Fires)

  • The purpose of this study is to study the safety of a small LPG storage tank with a capacity less than 3 ton when it is exposed to an external fire. First, simulation studies were carried out using ASPEN Plus and PHAST to demonstrate that overpressurization in the tank can be relieved by discharging the LPG through an adequately sized safety valve, but the release may lead to the secondary risk of fire and explosion around the tank. Next, the temporal variations of the temperatures of the lading and tank wall were obtained using AFFTAC, which showed that the tank wall adjacent to the vapor space could be overheated in about 11 min to such a point that the weakened strength might cause a rupture of the tank and subsequent BLEVE. The consequences of the BLEVE were estimated using PHAST. Finally, several practical measures for preventing the hazards of overheating were suggested, including an anti-explosion device, sprinkling system, insulation, heat-proof coating, and enhanced safety factor for tank fabrication. The effectiveness of these measures were examined by simulations using AFFTAC and ASPEN Plus.

야영장 화재 안전대책에 관한 연구 (A Study on the Safety Measures of Camping Ground Fire)

  • The leisure life pattern of people is changing to a familial and enthusiastic way that eventually develops the camping culture. Thus, the number of campers and the size of camping market have been dramatically increased due to significant expansion of camping people. However, many camp grounds and facilities are operating without a proper registration by government rules and regulations. In addition, many of electronic and gas equipment and tools are not used in a safe way and in a safety regulatory boundary. Therefore, campers at the camping ground is situated in a fire and safety hazard. In addition, there is limitation in rules and regulations associated with camping ground safety and fire. This study analyzed the fire and hazard guidelines and rules regulations of developed countries of campground and compared them to the current situation in South Korea. Therefore, this study is to develop a safety and fire hazard guidelines and rules and regulations related to camp ground operation, gas and electronic equipment operation and management. The study will eventually reduce the future fire and safety incidents in a campground in South Korea.
