A STUDY ON THE SAFETY INFORMATION SYSTEM TO PREVENT HAZARD OF BUILDING CONSTRUCTION

  • In Korean cases, the occupation of building construction is below 10% of the total industry workers but from a accident rate point of view, it is a risk serious industry and it's hazard is very considerable which accident rate is up to 30% of the total industry workers. The reason of high accident rate of the building construction is its own characteristic, hazard of the work in which is implicated and the shortage of safety counter plan and information, so it is most required to the building construction that educating, training, short and long period approaching to prevent the hazard. The safety information of building construction which is related to safety accident is divided into human and material such as hazard, work situation, cause and counter plan. The existing hazard cases imply all of the information about the work type and work progress of the building construction, so if the research of the every fact is well accomplished, we can obtain the useful information and prevent the hazard of building construction. From this point of view, the emphasis of this study is based on analyzing the cause of hazard first, suggesting the safety information each part of work type and work progress second, and finally making the all existing hazard cases to the Data Base and developing the safety information system.

미국의 LEED와 한국의 친환경건축물 인증기준의 비교 연구 -학교시설 사례분석을 통한- (A Study on Comparison between Korea Green Building Certification Criteria and LEED by School Cases)

  • The purpose of this study is to verify the validity of items and to obtain basic information for spread of Korea Green Building Certification Criteria(KGBCC) by comparing items and school cases of KGBCC with those of LEED 2.1. LEED 2.1 is concentrating on 'Energy' and 'Indoor Air Quality' and KGBCC is relatively showing even distribution. And LEED 2.1 is not evaluate 'Ecology' that is important to us. And school cases of KGBCC and LEED 2.1 obtained similar scores by field or those of KGBCC obtained more scores. Domestic buildings need to ontain certification by KGBCC considering domestic situation. Also we need to lead activating of KGBCC through incentive programs.

초등학교의 시설물 관련 안전사고 실태분석 및 실내바닥의 거주안전성에 관한 실험적 연구 (A Study on Accidents Occurred in Primary Schools and on the Experimental Test of the Safety of Building Floors)

  • The purpose of this study is to examine the improvement of the slipperiness of building floors and to test the safety in accidental collision in the primary schools. To perform this purpose effectively, the actual 20,202 cases of accident on the year 2000-2009 which had been dealt by Seoul School Safety and Insurance Association were analysed in several aspects. And to test the current slipperiness and hardness of building floors, 3 primary schools whose construction year differed were examined. This study found that among the indoor accidents of 2,646 cases on the year 2000-2002, 70.7% accidents of them were caused by slipperiness. It was also found that the building floors of the primary schools could not be safe from the result of examining the slipperiness and hardness of the building floors. As the result of this study, it showed that the desirable efficient criterion of slipperiness would be more than C.S.R 0.4, and that of safety in accidental collision would be less than Gs 100G for the safety of primary school students.

학교시설유지관리의 민간위탁에 관한 연구 (A Study on the Privatization of School Facilities Maintenance)

  • School facilities maintenance is concerned about providing clean and safe environments for children. It is also about creating a physical setting that is appropriate and adequate for learning. But many of the school buildings in Korea have been maintained and operated by each school manger or pubic officers in the Educational Department. This system could not extend the life of building components, keep equipment functioning as designed or sustain a sage and healthful environment because of its non-professionality and the dual fiscal system. In order to improve such problems, it is proposed to privatize the maintenance of school building. It is sure that the new way to outsource services reduce costs and provide high quality services. Competitive contracting with the private sector can provide schools with expertise, flexibility and cost efficiencies as well as help school administrators focusing on educating the children. This study explores the maintaining status of existing schools, analyses the cases about BTL schools and the foreign country's policies and surveys the outsourcing cases of Kyungki-do schools. Finally it proposes more appropriate plans for privatizing the maintenance way of school building in Korea.

사무소건물의 규모 및 배치유형에 따른 하기 옥외 복사열환경 평가 (Evaluation of the Outdoor Radiant Thermal Environment by Building Scale and Block Type of Office Building in Summer)

  • The purpose of this study is to evaluate of the outdoor thermal environment by building scale and block type as variable factors. In this study, 18 cases of office in central business district that have different condition are compared about their surface temperature, HIP(Heat Island Potential), and MRT(Mean Radiant Temperature). They are simulated with 3-dimension numerical simulation software named Hoyano-model. The output results contain visualized distribution chart and numerical data. The results of evaluation are as follows. (1)The surface temperature of the building becomes higher as building coverage ratio is higher but floor area ratio is lower. In same conditions, unified block type is maximum $3.2^{\circ}C$ higher than divided block type. (2)HIP shows different daily pattern as block type. During daytime, divided block type is much higher than unified block type but after sunset, it is changed. (3)MRT shows different distribution pattern as sunlight moves expecially at noon. (4)As the results of this study, cases that have high floor area ratio condition show lower surface temperature by tendency to stay low indoor temperature in office building and big rate of windows on building surface.

Scenario Planning and Risk Failure Mode Effect and Analysis (RFMEA) based Management

  • This paper elaborates the significance of scenario planning in risk management, and presents an integrated approach which takes into account the 'Risk Events' derived from scenario planning for risk prioritisation. This research integrates scenario planning with Risk Failure Mode and Effect Analysis (RFMEA) through examples from construction litigations of project schedule and cost overrun cases as a simplified approach to project risk management. The proposed methodology incorporates scenarios developed from realistic events of dispute and arbitration cases from construction projects, and thereby increasing potential to foresee risks and their effects well in advance. The results from this methodology shall be validated against outcome of survey study conducted by KPMG-PMI (2013) on project schedule and cost overruns that was based on Ministry of Statistics and Programme Implementation (MoSPI) Project Monitoring data for 2012-13.

  • Many studies have been conducted on extracting buildings from ALS(Airborne Laser Scanning) data. After segmentation or classification of building points, additional steps such as generalization is required to get straight boundary lines that better approximate the real ones. In much research, orthogonal constraints are used to improve accuracies and qualities. All the lines of the building boundaries are assumed to be either parallel or perpendicular mutually. However, this assumption is not valid in many cases and more complex shapes of buildings have been increased. A new algorithm is presented that is applicable to various complex buildings. It consists of three steps of boundary tracing, grouping, and regularization. The performance of our approach was evaluated by applying the algorithm to some buildings and the results showed that our proposed method has good potential for extracting building boundaries of various shapes.

중등학교 복합화시설 계획방향 연구 (A Direction of Planning Mixed-use Facilities of Secondary School)

  • The opportunity, provided for a direction planning mixed-use facilities for secondary schoo, is the purpose of this paper. Mixed-use facilities are an important issue in school building as it seeks to revive the facilities for local residents in school zone. The latest works of mixed-use facilities in secondary school, however, which are evaluated as well reflected the patterns of education and local community, are still deficient in that communicational elements in secondary school are inadequate. The cases of this paper, which are grown up as an educational building with mixed-use facilities opened to the local residents, are suitable to offer the design method for the future secondary school with mixed-use facilities. This paper reviews an assessment of its success in mixed-use facilities for secondary school as a public building for both of local residents and students and concludes with the establishment of design method for the future school; extraction of the factors contributing to development of mixed-use facilities in school area and proposal of design method; implementation of renewal of mixed-use facilities including educational program and spaces for the creation of identity.

학교건축의 유니버설디자인 적용에 관한 연구 (A Study on Application of Universal Design in School Building)

  • Purpose: The concept of the Barrier-Free Design has steadily expanded into a basic principle of design, which can provide safe and convenient lives not only limited to the disables, elders, and pregnant women, but also to all members of the society. This is what we now know as the Universal Design. In other words, Barrier-Free Design for all is Architectural Approach of Universal Design. Thus, as a future-oriented alternative to school facilities according to social change, this study suggests basic direction of school building planning and concept of universal design considering school facilities characteristics. Methods: The characteristics of school facilities are understood from the perspective of Universal Design. In addition, a survey is conducted to identify the current state of school facilities. Result: Findings from this study are as follows. First, Universal Design of School Building is an integrated characteristic. Integration is intended to create and manage an integrated environment instead of an individual and one-time approach to installation and maintenance of convenience facilities. Second, It is a flexible characteristic to be sustainable. In other words, they aim to be selectable to respond to change. Third, It is a characteristic of accumulation of outstanding cases. This means that not only individual schools but also entire school spaces will be applied to Universal Design to form a virtuous circle of environment improvement. Implications: The results of this study may serve as a basic concept in the design of school buildings.
