Study on the Development of Qualification for Fire Identification and Estimation (화재감식평가 자격개발에 관한 연구)

  • Currently, there are various institutions performing fire investigation and identification, such as fire stations and police stations as well as institutes related to fire safety, etc. And the manpower working at the institutions reaches a large number of persons. But there is no objective index on the expertise of the persons. In this paper, we suggested the examination criteria through job analysis and the enforcement method of the exam system. And we developed suitable exam subjects and exam content specifications for qualification of fire identification and estimation that investigate a fire cause, combustion, escape circumstances and fire facilities at the scene of a fire, survey the fire damage and analysis fire cause, etc. It will increase the public trust to develop national technical qualification items of the fire identification and estimation engineer.

  • For last several decades with the achievement of fast economic development, the electrical fires occupies over 30 percent of total fire incidents almost every year in Korea and not decreased in spite of much times and efforts. Electrical fire cause diagnostics are to confirm a cause for the fire by examination of fire scene. Cause diagnosis methods haven't been systematized yet, because of limits for available information, investigator's biased knowledge, etc. Therefore, in order to assist the investigators and to find out the exact causes of electrical fires, required is research for an electrical fire cause diagnosis system using DB, computer programming and some mathematical tools. The electrical fire cause diagnosis system has two functions of DB and electrical fire cause diagnosis. The cause diagnosis is conducted by a case-based reasoning on a case base and rule-based reasoning on a rule base. For the diagnosis with high reliability, a mixed reasoning approach of a case-based reasoning and fuzzy rule-based reasoning has been adopted. The electrical fire cause diagnosis system proposes the electrical fire causes inferred from the diagnosis processes, and possibility of the causes as well.

The Study on the Countermeasure Plans about Leakage, Explosion and Fire Accidents of Atmospheric Storage Tank (옥외저장탱크 누출, 폭발 및 화재사고 대응방안에 관한 고찰)

  • A crude oil leakage from a large atmospheric storage tank occurred on 4 April 2014 at 14:50 in Ulsan City, while storing the crude oil in the tank. Emergency Rescue Control Group was deployed in the scene. The company, Fire Service Headquarters and associated agencies got together in Command Post (CP) for discussing an effective corresponding strategy. Many solution plans were drafted in the debate such as power down, stopping the facilities, checking the density of inflammable gas, suppressing oil evaporation, moving the leaked crude oil to a nearby tank and a processing plant and avoiding marine pollution. All the solutions were carried out in cooperation with several agencies and partners. The oil leakage accident was successfully settled up within the process of responding, The Fire Service Headquarters and the company thought that the most important thing was the suppression of oil evaporation and the elimination of ignition source. With Fire Service Headquarters and several agencies' every effort, an explosion and a fire didn't occurred in the scene. This study suggest the improvement of the operating system in Emergency Rescue Control Group in case of petroleum leakage, explosion and fire accidents of atmospheric storage tank, different from a ordinary disaster. Assuming that petroleum leakage in atmospheric storage tank develop the explosion and fire accidents, the spreading speed of the flame and the burning time was experimented and compared with each other. Furthermore, this study concentrates on the effective field response plan prepared for the afterward explosion and fire accidents from petroleum leak in a storage tank, with the database experimented and analyzed in accordance with the angle of radiation in the foam nozzle and the pressure of pumping in a fire engine.

Integrated Fire Monitoring System Based on Wireless Multi-Hop Sensor Network and Mobile Robot (무선 멀티 홉 센서 네트워크와 이동로봇을 이용한 통합 화재 감시 시스템)

  • Network technology has been developed rapidly for digital service in these days. ZigBee, one of the IEEE 802.15.4 protocols, supporting local communication has become the core technology in the wireless network area. In this paper we designed an integrated fire monitoring system using a mobile robot and the ZigBee sensor nodes which are deployed to monitor fires. When a fire breaks out, the image information of the scene of a fire is transmitted by an autonomous mobile robot and we also monitor the current position of the robot. Furthermore, the data around the place where the fire breaks out and the positions of the sensor nodes can be transmitted to a server via the multi-hop communication in the real time.

The study on performance evaluation of heat resistance and smoke control system using air-curtain system in tunnel (터널용 에어커튼 시스템의 내열 및 제연 성능 평가 연구)

  • Tunnel is a semi-closed structure similar to underground space where the smoke generated from fire fills the space fast while escaping from the space slow. Because of such characteristics, when the fire breaks out by traffic accident, the vehicles are jammed making it difficult for the people to evacuate from the scene as well as for the fire engine to gain access to the scene. For such reasons, tunnels are globally categorized into some disaster classes for differentiated facilities and operation approaches. In Korea, less than a 1 km-long tunnel accounts for 80.0% and such a short tunnel which is categorized into Class III is not required to have smoke control system. In this study, a full-scale fire test was conducted in a bid to apply air curtain system using heat-resistant sirocco fan to a less than 1 km-long tunnel. To that end, heat resistance test to verify the normal operation at $250^{\circ}C$ for 60 minutes was conducted. Consequently, despite of rapid rising-temperature and increasing-carbon dioxide inside the air curtain (direction of fire in tunnel), initial condition was found to have been sustained outside the air curtain (opposite direction of fire in tunnel).

  • In the various disaster scene effective protective equipment and suppression measures of crisis response cases that is closed all in Korea. Due to asbestos exposure by wearing protective equipment, as well as thoroughly strengthen firefighting, recognize the seriousness of the hazard factors in the fire activity, and established legal system for disease compensation and supplemented by institutional for diseases not yet recognized by officially recognized disaster, fire officials to improve morale and working conditions can be expected to improve major public service.

  • Korea has more than 2,000 fires and more than 2,000 casualties every year. This study takes measures to facilitate the incorporation of 119 fire trucks by judging vehicles or standing signs using real-time image reading YOLO5 before the fire trucks arrive at the fire site. It is possible to shorten the time to extinguish a fire by photographing a fire site, transmitting the situation of the site, and analyzing the components of smoke to determine the type of fire. As a result, it is expected that it will be able to minimize casualties by keeping the golden time.

  • This study is intended to provide basic data for health management of firefighters in the future by empirically looking into health hazard factors of firefighters in Busan City. It was revealed that firstly, the danger of harmful chemicals in a fire was perceived the most by firefighters, who extinguish a fire in person on the scene of a fire, and it was followed by the danger of falling while putting out a fire. This study is intended to provide basic data for health management of firefighters in the future by empirically looking into health hazard factors of firefighters in Busan City. It was revealed that firstly, the danger of harmful chemicals in a fire was perceived the most by firefighters, who extinguish a fire in person on the scene of a fire, and it was followed by the danger of falling while putting out a fire. Moreover, the danger of shift work was perceived the most by paramedics. This corresponds to the existing studies arguing that shift work is harmful to health. Next, the overload of patient transport was recognized as the second biggest hazard factor. This demonstrates they are worried about various second accidents that may happen due to a lot of patient transport works. In addition, the possibility of causing a traffic accident was perceived as a hazard factor too, since they must drive ambulance cars quickly to transport patients. Lastly, rescue workers regarded these hazard factors to be most dangerous. This is associated with their occupational characteristics, because rescue workers are the closest to diverse risks including a fire.

  • In this study, We analyzed that organization of fire service agencies, personnel management and firefighting activities. As a results, Many problems were found out, about ratio of administrative to firefighting personnel, retirement age, promotion, employment, Etc. T herefore, In order to carry out there mission faithful in disasters scene, We proposed that reduction of the number of administrative firefighter, abolition of the employment system candidates for fire executive positions, reducing of the retirement age and changing of the promotion system.

  • 소방방재로봇이 2009년 9월부터 대구시 산하 소방서에 배치되어 시범적으로 운용되고 있다. 운용자인 소방관을 대상으로 심층면담과 설문 등을 통해 각종 문제점들과 기능 개선사항을 분석함으로써 현장 적응성, 실효성 있는 로봇의 개발방향을 제시하고자 했다. 소방관 보조로봇은 조종 편의성을 높이고, 장애물 통과 및 이동성이 용이하도록 바퀴 성능을 우선적으로 개선하여야 하며, 소방 필드로봇은 조종 편의성을 높이고, 무게의 경량화와 아울러 제어 통신선 꼬임을 방지하기 위한 무선통신방식을 안정화할 필요가 있는 것으로 분석되었다. 현재 운용중인 로봇에 대한 기능 만족도는 전반적으로 낮으며, 보조로봇에 대해서는 현장 투입의사가 8.4% 수준으로 미미하였다. 이에 소방방재로봇의 조기 상용화를 이루기 위해서는 현장에서의 사용 활성화가 우선되어야 하며 이를 통해 국내 로봇산업의 성장과 경쟁력을 높일 수 있을 것이다.
