A Study on the Analysis, and Improvement of Fire Investigation Related to Product Liability Law (제조물 책임법에 따른 화재조사의 실태분석 및 개선방안에 관한 연구)

  • In this research paper, the analysis, and improvement, of conditions of fire investigation related to products were derived. The results of the research showed that the main entity that plays the role of coordinator on the scene of fire investigation is unclear, systematic devices to protect the rights and interests of fire victims are inadequate, there are limitations in deriving the cause of fire due to the lack of fire appraisal organizations in fire departments, and the product companies are passive in their initial actions. As for improvement measures, it was found that the adoption of the system in which fire departments can play the role of mediator on the scene of fire investigation, the establishment and operation of fire appraisal organizations and research institutes in fire departments, and the establishment of network between fire departments and product companies are needed.

  • The recent changes in the judicial system in South Korea, including the stronger trial-centrism and legal market opening, have made fire investigations seek more scientific evidence and structure. The collection of physical evidence is very important to prove the substantial truth of a fire at the court. Without the appropriate physical proof, the credibility of a fire investigation is lost as evidence in a court. Therefore, the fire investigation team needs to carefully handle the fire site and fire initiation evidence because evidence of a fire incident can be destroyed easily by chemical and physical damage. In addition, the fire investigation team also needs to carefully record the collections of any evidence including pictures and their analysis. This study proposed the needs of the procedure manual and guidelines that can provide a step-by-step process of fire investigations in South Korea. This study also helps fire investigation agencies to secure fire-scene evidence to distinctly investigate the facts of fire. The guidelines and manual can eventually improve the ways for the fire investigation processes in South Korea.

Possibility of Are Tracking at the Circuit Breaker After Starting Fire (화재발생 이후 분전반 차단기에서의 트래킹현상 진행 가능성)

  • In this paper, the possibility of arc tracking, caused by combustion at the circuit breaker, was discussed. The arc tracking, occurred at the source terminals of all the circuit breakers, when we burned electric leakage circuit breakers with 220V applied. We had a same results of the experiment to simulate fire scene, in the circumstance of fire, all of the circuit breakers had arc tracking caused by combustion. Therefore we confirmed that the arc tracking at the source terminal of circuit breaker could be occurred by just combustion in the fire scene, and it was impossible to decide the cause of fire for reason of discriminating arc tracking at the terminals of circuit breaker.

  • Fire is a disaster that causes irreversible damage to many people due to personal injury and property damage. Various fire detection equipments are installed around us to detect and cope with it quickly. However, due to various problems such as artificial, environmental, and aging, fire detection equipment is activated even though it is not a actual fire, and there are many problems such as delaying the support to the necessary fire scene. In this paper, we analyze the non-fire alarm of the fire detection equipment and propose a system that enables the field staff to check the scene situation through the video as a way to prevent the mobilization due to the misinformation by checking the fire. The purpose of the present invention is to stably cope with a disaster by suggesting a customized automatic guidance system which induces a rapid evacuation by sending an evacuation guidance notification to a range of a fire occurrence neighboring area, and supports a rapid and accurate processing by a rapid dispatch of a firefighter, rather than a wide range of guidance such as an existing emergency disaster guidance letter when it is determined to be an actual fire through the confirmation procedure.

  • There are numbers of unpredictable risk factors in the disaster scenes such as fire, explosion and fail to early life-saving or holding the flames which can lead to massive damage. In particular, fire-fighters who arrive on the scene within 5 minutes after dispatching, have a limitation to get aware to the situation of scene fully, because of immediate deploy to disaster scene with limited information. This situation may lead to disturbance that fire-fighters perform effective fire-fighting activities, to put fire-fighter's life at risk by misjudge the situation. Previous domestic and International studies focused vulnerability for spatial area or features which can damage to life and property in the event of anticipated. In this study, we have been developed fire-fighting vulnerable zone model that can analyze comprehensively hindrance factors for fire-fighting activities targeting whole life cycle of fire-fighting activities from dispatch to fire suppression or life-saving. In addition, we have been given shape to finality and applicability for our model by defining the new concept of fire-fighting vulnerable zone which can be distinguished from the concept of fire vulnerable area in previous studies. The results of this study can be used to analysis fire-fighting vulnerable zone type analysis, establish fire-fighting policies and improve the performance of decision-making process.

  • The burned patterns of fire are changed very diversely according to the direction of wind, conditions of combustibles, shape of buildings and so on in the fire scenes. And careful attentions are required on the determining of ignition point and fire causes. In this study, we examined that the burned pattern of fuel controlled fires and ventilation controled fires that impose a heavy burden on fire investigators, carbonized marks of floor, formed by flammable liquids, and combustion marks of falling firing materials through the fire cases. We suggest a proper fire investigation method.

  • The purpose of this study is to identify the fire danger of the electric radiant heating system and check the way how to use it and the problems that could be possible through a actual case. We carry out an experiment to identify the possibility of the fire in the similar condition of the actual fire case. The results of this study are as follows. It is a possible condition to fire if the air blast of the electric radiant heating system is blocked by some combustible materials such as plastic bags continuously. A temperature sensor and a residual current device are necessary to disconnect the power source. It is also necessary to attach a notice in front of the electric radiant hearing system that shows users the fire danger to forbid the possible fire. Fires could be happened by internal defects of the electronic products. However, we can also find many external reasons to happen fires. Therefore, we need to check all reasons to make fires in the scene of a fire.

  • When a fire breaks out, it is difficult to find out the causes of the fire, because combustible things around fire scene are usually burnt away. Among many causes of fires are electronic wires, this thesis deal with the destroyed sheath of electronic wires caused by fire. It was studied with the use of measurement devices focusing on the distinctions of wires and conductors. This study especially emphasized the process of deterioration, burning pattern, and composition of electronic wire conductor. It also has a phenomenological approach to the distinctive cause of fire by some partial force. The fire prevention methods have been suggested through the analysing results of fire patterns. This study is expected to be a useful material for analyzing various electrical fires.
