  • 2010년 천리안위성의 성공적인 발사에 따라 인공위성의 활용에 대한 기대가 커지고 있다. 천리안 해양관측위성(GOCI)이외에 아리랑 2호가 현재 운용중인 우리나라 위성들이다. 가까운 시기에 아리랑 5호(2011년 말), 아리랑 3호(2012년), 아리랑 3A호(2013년)가 발사될 예정이다. 즉, 해양적용을 위한 위성환경은 이제부터 준비되고 있다고 볼 수 있다. 대외적으로 보면, 인공위성 자원은 아주 많다. 문제는 이와 같은 자원을 어떻게 활용할 것인가 인데 이의 활용 기술 개발적 측면에서는 많이 소홀한 것이 사실이다. 전세계적으로 이 시스템 개발을 위한 치열한 경쟁이 진행 중에 있다. 이미 소말리아 주변 감시체계는 많은 부분을 위성에 의지하고 있다. 우리나라에서 최초로 위성활용 가능성을 보여준 사건이 허베이스피리트호 원유유출 사고이다. 이 사고는 2007년 12월7일 아침 7시6분경 서해안 만리포 북서쪽 10km 해상에서 크레인을 적재한 1만1800t급 바지선이 정박 중인 홍콩 선적 유조선 허베이 스피리트호(14만6000t급)와 부딪치면서 발생했다. 이와 같은 기름 유출 사고의 경우, 유출 범위를 정확하게 이해하는 것이 중요하다. 거의 준비된 상태가 아님에도 불구하고 12월 8일 아침 최초로 유출된 기름을 모습을 보여주는 위성이미지(광학위성)가 얻어졌다. 하지만 이와 같은 자료가 관련 전문가가 이용할 수 있기까지 많은 시간이 소용되었고, 이 정보를 전달할 수 있는 방법도 없었다. 사실 단순한 이미지가 아니라 지리정보체계를 가진 오염정보를 제공할 방법도 준비도 되어 있지 못한 상황이었다. 본 발표를 통하여, 허베이스피리트호 사고뿐만 아니라, 2011년 6월부터 수개월간 지속된 발해만 오염사고 적용 등 다양한 사례 소개를 하고, 이를 기반으로 해양경찰청에서 업무활용을 위한 방안을 제시한다. 먼저, 해경청의 주요 임무인, 경비, 수색구조, 오염대응 분야별로 현황 분석을 수행하였다. 또한 국외사례에 대한 조사를 한 후, 최종 인공위성 원격탐사기술의 해경청 도입방안에 대한 설계를 실시하였다. 국제적으로 인공위성을 이용한 해양 경비, 수색구조, 오염 모니터링기술 개발이 이루어지고 있으며, 유럽 국가는 시범도입을 진행 중에 있다. 유럽해사안전국(EMSA)은 해양경비 및 수색구조를 위한 선박통항 및 보고 서비스와 오염대비대응(Pollution Preparedness and Response, PPR) 위성 서비스를 회원국에 제공하고 있다. 해양경찰청 임무 수행뿐만 아니라, 해양영토 관리적 측면에서 첨단 위성장비 활용, 선진국형 해상경비 패러다임의 전환 필요성이 크다고 할 수 있다.

Enhancement of Classification Accuracy and Environmental Information Extraction Ability for KOMPSAT-1 EOC using Image Fusion (영상합성을 통한 KOMPSAT-1 EOC의 분류정확도 및 환경정보 추출능력 향상)

  • Classification of the land cover characteristics is a major application of remote sensing. The goal of this study is to propose an optimal classification process for electro-optical camera(EOC) of Korea Multi-Purpose Satellite(KOMPSAT). The study was carried out on Landsat TM, high spectral resolution image and KOMPSAT EOC, high spatial resolution image of Miho river basin, Korea. The study was conducted in two stages: one was image fusion of TM and EOC to gain high spectral and spatial resolution image, the other was land cover classification on fused image. Four fusion techniques were applied and compared for its topographic interpretation such as IHS, HPF, CN and wavelet transform. The fused images were classified by radial basis function neural network(RBF-NN) and artificial neural network(ANN) classification model. The proposed RBF-NN was validated for the study area and the optimal model structure and parameter were respectively identified for different input band combinations. The results of the study propose an optimal classification process of KOMPSAT EOC to improve the thematic mapping and extraction of environmental information.

Response of Water Temperature in Korean Waters Caused by the Passage of Typhoons (태풍 이동 경로에 따른 한반도 연근해 수온의 반응)

  • In this study, variations in water temperature after the passage of typhoons in Korean waters from 2009-2015 were analyzed. Sea surface temperature (SST) images derived from satellite remote sensing data were used, and water temperature information came from real-time mooring buoys at Yangyang, Gangneung, Samcheok and Yeoungdeok, while wind data was supplied by the Korea Meteorological Administration. Differences in SST observed before and after the passage of a typhoon using the SST images were found to be affected by wind direction as well as hot and cool seasonal tendencies. Coastal water temperatures of the eastern part of the Korean peninsula, located to the right of a typhoon, as in the case of typhoons Muifa, Chanhom, Nakri and Tembin, were lowered by a coastal upwelling system from southerly winds across the water's surface at depths of 15m and 25m. In particular, typhoons Chanhom and Tembin decreased water temperatures by about $8-11^{\circ}C$ and $16^{\circ}C$, respectively. However, temperatures to the left of the typhoons were increased by a downwelling of offshore seawater with a high temperature through the mid and lower seawater layers. After the passage of the typhoons, further mixing of seawater at a higher or lower temperature due to southerly or northerly winds, according to the context, lasted for 1-2 or 4 days, respectively.

Extraction and Accuracy Assessment of Deforestation Area using GIS and Remotely Sensed Data (GIS와 원격탐사자료를 이용한 산림전용지 추출 및 정확도 평가)

  • This study purposed to extract and assess the accuracy of assessment for deforestation area in Wonju city using medium resolution satellite image. The total size of deforestation area during the last nine years (2000-2008) was about 467 ha, and it was occurred annually about 52 ha. The most frequent form of deforestation was settlements (72%). Ninety percent of the size of deforestation was less than 2 ha in size. In addition, 79 percent of deforestation area was found within 500 m from the road network and within 100 m of the Forest/Non-forest boundary. This study compared the deforestation based on the administrative information (GIS deforestationI) with the deforestation (RS deforestation) extracted from the satellite imagery by vegetation indices (NDVI, NBR, NDWI). Extraction accuracy, mean-standard deviation${\times}1.5$ applied 3 by 3 filtering, showed reliable accuracy 35.47% k-value 0.20. However, error could be occurred because of the difference of land-use change and land-cover change. The actual rate of land-cover change deforestation area was 32% on administrative information. The 7.52% of forest management activities area was misjudged as deforestation by RS deforestation. Finally, the comparison of land-cover change deforestation (GIS deforestationII) with the RS deforestation accuracy, as a result NDVI mean-standard deviation${\times}2$ applied 3 by 3 filtering, showed improved accuracy 61.23%, k-value 0.23.

Effect of Land Use on Urban Thermal Environments in Incheon, Korea (인천시에서 토지이용이 도시 열 환경에 미치는 영향)

  • To identify the relationship between land use and thermal environment in an urban area, the air temperature was measured at different places of land use, and the changes of land use and air temperature were traced for 40 years in Incheon City. The relationship between land use and temperature was also investigated using satellite image data. The results of temperature measurements on a forest, a cropland (rice paddy), a bareland (school ground), and an urban area (asphalt road) from 19 to 21 August 2014 showed that air temperature was the highest on a pavement road. The temperature increased by about $1.4^{\circ}C$ ($0.035^{\circ}C/year$) for 40 years from 1975 to 2014 in Incheon. The changes in land use patterns of Incheon for the past 40 years showed that urban dry land, bareland and grassland have increased and cultivated land, wetland and forest land have decreased gradually. The land surface temperature (LST) was correlated with the normalized difference vegetation index (NDVI) and normalized difference built-up index (NDBI) extracted from Landsat satellite image. The land surface temperature was lower at higher NDVI, and higher at higher NDBI. Therefore, it is important to conserve and restore the land use of greenery, wetlands, and agricultural land in order to mitigate the heat island effect and improve the thermal environment in an urban area.

Analysis of Urban Heat Island Effect Using Time Series of Landsat Images and Annual Temperature Cycle Model (시계열 Landsat TM 영상과 연간 지표온도순환 모델을 이용한 열섬효과 분석)

  • Remote sensing technology using a multi-spectral satellite imagery can be utilized for the analysis of urban heat island effect in large area. However, weather condition of Korea mostly has a lot of clouds and it makes periodical observation using time-series of satellite images difficult. For this reason, we proposed the analysis of urban heat island effect using time-series of Landsat TM images and ATC model. To analyze vegetation condition and urbanization, NDVI and NDBI were calculated from Landsat images. In addition, land surface temperature was calculated from thermal infrared images to estimate the parameters of ATC model. Furthermore, the parameters of ATC model were compared based on the land cover map created by Korean Ministry of Environment to analyze urban heat island effect relating to the pattern of land use and land cover. As a result of a correlation analysis between calculated spectral indices and parameters of ATC model, MAST had high correlation with NDVI and NDBI (-0.76 and 0.69, respectively) and YAST also had correlation with NDVI and NDBI (-0.53 and 0.42, respectively). By comparing the parameters of ATC model based on land cover map, urban area had higher MAST and YAST than agricultural land and grassland. In particular, residential areas, industrial areas, commercial areas and transportation facilities showed higher MAST than cultural facilities and public facilities. Moreover, residential areas, industrial areas and commercial areas had higher YAST than the other urban areas.

Automatic Detection Approach of Ship using RADARSAT-1 Synthetic Aperture Radar

  • Ship detection from satellite remote sensing is a crucial application for global monitoring for the purpose of protecting the marine environment and ensuring marine security. It permits to monitor sea traffic including fisheries, and to associate ships with oil discharge. An automatic ship detection approach for RADARSAT Fine Synthetic Aperture Radar (SAR) image is described and assessed using in situ ship validation information collected during field experiments conducted on August 6, 2004. Ship detection algorithms developed here consist of five stages: calibration, land masking, prescreening, point positioning, and discrimination. The fine image was acquired of Ulsan Port, located in southeast Korea, and during the acquisition, wind speeds between 0 m/s and 0.4 m/s were reported. The detection approach is applied to anchoring ships in the anchorage area of the port and its results are compared with validation data based on Vessel Traffic Service (VTS) radar. Our analysis for anchoring ships, above 68 m in length (LOA), indicates a 100% ship detection rate for the RADARSAT single beam mode. It is shown that the ship detection performance of SAR for smaller ships like barge could be higher than the land-based radar. The proposed method is also applied to estimate the ship's dimensions of length and breadth from SAR radar cross section(RCS), but those values were comparatively higher than the actual sizes because of layover and shadow effects of SAR.

Research for Calibration and Correction of Multi-Spectral Aerial Photographing System(PKNU 3) (다중분광 항공촬영 시스템(PKNU 3) 검정 및 보정에 관한 연구)

  • The researchers, who seek geological and environmental information, depend on the remote sensing and aerial photographic datum from various commercial satellites and aircraft. However, the adverse weather conditions and the expensive equipment can restrict that the researcher can collect their data anywhere and any time. To allow for better flexibility, we have developed a compact, a multi-spectral automatic Aerial photographic system(PKNU 2). This system's Multi-spectral camera can catch the visible(RGB) and infrared(NIR) bands($3032{\times}2008$ pixels) image. Visible and infrared bands images were obtained from each camera respectively and produced Color-infrared composite images to be analyzed in the purpose of the environment monitor but that was not very good data. Moreover, it has a demerit that the stereoscopic overlap area is not satisfied with 60% due to the 12s storage time of each data, while it was possible that PKNU 2 system photographed photos of great capacity. Therefore, we have been developing the advanced PKNU 2(PKNU 3) that consists of color-infrared spectral camera can photograph the visible and near infrared bands data using one sensor at once, thermal infrared camera, two of 40 G computers to store images, and MPEG board to compress and transfer data to the computer at the real time and can attach and detach itself to a helicopter. Verification and calibration of each sensor(REDLAKE MS 4000, Raytheon IRPro) were conducted before we took the aerial photographs for obtaining more valuable data. Corrections for the spectral characteristics and radial lens distortions of sensor were carried out.

Signal Treatement for Topex/Poseidon Satellite Altimetric Data and Its Application near the Korean Seas (Topex/Poseidon위성 고도계 자료에 대한 신호처리 및 한반도 주변해역에 대한 그 적용)

  • Topex/Poseidon satellite altimetric data are used to estimate characteristics on the oceanic and atmospheric correction factors, and the mean sea level and its variations in the Yellow Sea, the East China Sea and the East Sea from September 1992 through August 1994(70cycles). For the atmospheric correction factors, the variations of dry troposphere, humid troposphere, ionosphere and inverted barometer were very small as a few centimeters, but the variations of electromagnetic bias were higher than other factors. For the oceanic correction factors, the variations of ocean tide(35cm in track 127 and 60cm in track 214) showed high ranges compared to elastic tide(5cm in track 127 and 1cm in track 214) and loading tide(1.8cm in track 127 and 1cm in track 214). It should be understood that the variations of ocean free surface is mainly under the influence of, firstly, ocean tide and, secondly, electromagnetic bias. Mean sea level in the Yellow Sea are higher than in the rest of Seas. Then its range generally comprised between -60cm and 210cm with mean value of about 100cm. Also its variations showed high values in the Yellow Sea and East China Sea, especially 5.689cm in Youngampo. This result is mainly due to the effects of local topography and tidal current.

Estimation of soil moisture based on sentinel-1 SAR data: focusing on cropland and grassland area (Sentienl-1 SAR 토양수분 산정 연구: 농지와 초지지역을 중심으로)

  • Recently, SAR (Synthetic Aperture Radar) is being highlighted as a solution to the coarse spatial resolution of remote sensing data in water resources research field. Spatial resolution up to 10 m of SAR backscattering coefficient has facilitated more elaborate analyses of the spatial distribution of soil moisture, compared to existing satellite-based coarse resolution (>10 km) soil moisture data. It is essential, however, to multilaterally analyze how various hydrological and environmental factors affect the backscattering coefficient, to utilize the data. In this study, soil moisture estimated by WCM (Water Cloud Model) and linear regression is compared with in-situ soil moisture data at 5 soil moisture observatories in the Korean peninsula. WCM shows suitable estimates for observing instant changes in soil moisture. However, it needs to be adjusted in terms of errors. Soil moisture estimated from linear regression shows a stable error range, but it cannot capture instant changes. The result also shows that the effect of soil moisture on backscattering coefficients differs greatly by land cover, distribution of vegetation, and water content of vegetation, hence that there're still limitations to apply preexisting models directly. Therefore, it is crucial to analyze variable effects from different environments and establish suitable soil moisture model, to apply SAR to water resources fields in Korea.
