차세대 정지궤도 지구관측 위성시스템 개발 사업관리 개선 방안에 관한 연구 (A Study on a Project Management Improvement Method for the Development of Next Generation Geostationary Earth Observation Satellite System)

  • 오늘날 위성핵심기술은 동보성, 광역성, 고 정밀성, 항 재난성 등을 고려하여 다양한 정보를 제공할 수 있는 방향으로 개발되고 있다. 또한 분야별로 우주발사체, 위성 버스, 위성 탑재체, 지상국시스템 이외에 측위, 영상 등의 기술이 융합되는 방향으로 진화되고 있다. 특히 우주기술 기반 지구관측 정보서비스를 위해서는 막대한 초기 투자비용이 요구된다. 우주개발 분야와 연계되는 특성에 따라 세계 주요국은 우주개발프로그램을 통해 위성기술을 확보하고 있다. 이러한 위성기술동향 및 변화에 따라 우리나라는 차세대 정지궤도 지구관측위성 국내 자립 개발에 대한 필요성을 인정하고 효율적인 사업 추진을 위한 제반 세부추진 계획 등의 기반사항을 마련하고 있다. 우리나라에서도 위성 선진국들처럼 정지궤도 지구관측위성 개발과 관련한 개발목표의 효율적인 추진, 기술 감리 및 품질보증체계의 확립, 우주기술의기획, 평가 및 관리를 통해 위성 개발 프로그램의 추진계획, 진행과정 및 결과가 투명하게 수행되어야 한다. 이를 위해 체계적이고 지속적으로 정지궤도 지구관측위성 개발 사업을 일원화하여 관리할 수 있는 부처별 전문 조직 체계의 운영이 필요하다. 따라서 본 논문에서는 국내 외 정지궤도 위성 개발 사업의 관리체계를 기반으로 우리나라 차세대 정지궤도 지구관측위성 개발 사업관리 개선 방안을 제시한다.

  • Recently, in Korea, recognizing the importance of satellite imagery and a national project, the development of satellite providing satellite imagery information of 1m high resolution has been carried out. As the application of satellite. imagery information is expanded to the national land, the environment and geographical information, etc, the necessity of integrated management of satellite imagery information increases. Unfortunately, in case of Korea, currently, the results that institutes for satellite imagery processing produce with satellite imagery have been individually managed. Integrated Management of Satellite Imagery Information project which is being promoted by ETRI (Electronics and Telecommunication Research Institute) in Korea will provide the solutions for the above mentioned problems. In this research work, we designed standard metadata for integrated management of satellite imagery information in consideration of international and national standard.

  • The high prices and lack of information for satellite images prevent researchers from studying remote sensing and most non-professional people can't have the simple and easy solutions for the manipulation of satellite images. 'Satellite Imagery Information Management Center'(SIMC) project which is promoted by ETRI (Electronics and Telecommunications Research Institute) from 2002 to 2005 in Korea have the purpose to provide the satellite images freely to the public domain and the solutions for the above mentioned problems. Our project have the following five systems; Data Acquisition System, Data Preservation System, Integrated Solution System, Technology Development System, Operation Plan System. Data Acquisition System collects the satellite images such as LANDSAT, IKONOS, etc. Data Preservation System consists of database which registers the diverse satellite images. Integrated Solution System gives the user of public domain for the web service which search, order and transfer the satellite images. Technology Development System has the many processing technologies for the satellite images. Finally, the Operation Plan system has the role to plan the future of our SIMC project. In this paper, we will give the result of SIMC Project for each five systems during the fast four years from 2002 to 2005.

  • This paper describes the system development for the Ground Control Point collection and management through the major coastline region in KOREA, which will collect and manage the ground control point based on high resolution satellite image database. The module of this system is following 1) GCP/Coarstline research plan module 2) GCP/Coarstline ground collection module 3) GCP/Coarstline post processing module Our team developed the core components of ‘High Resolution Satellite Image Processing Technique’ project, and this system, among applications of our project, is constructed to apply to practical use.   • This paper demonstrates the in-house development of the subsystem C&DH in a D-SAT satellite project of Astronautic Technology (M) Sdn. Bhd. (ATSB). D-SAT is a non-imaging satellite. It will carry a dosimeter as the payload for scientific objectives. Since one of the D-SAT project establishment intended objectives is to demonstrate the research and development skill of the ATSB engineers on the satellite system building, most of the subsystems of the D-SAT are developed in-house including the C&DH subsystem. C&DH subsystem plays an important role for managing data handling tasks and general operation of the satellite system. The C&DH development includes the research and study on the hardware and software design, the design of both the hardware and software, the development of the software system, the integration between the software and the hardware system and the implementation of the subsystem into the satellite system. This program allows ATSB to accomplish the engineers with expertise not only in the C&DH subsystem but other subsystems too besides developing knowledge in the management of a space project that covers not only on the technical issues but issues relating to the economic, political and legal issues.

  • Several environmental problems have occurred and extremely affected throughout the East Asia region. Satellite imageries and spatial information have been used in the applications of environmental and natural hazard management for years. Sharing these data and resources in the community is considered as one of the optimal solution. It would consequently bring cost saving to all participated countries and eventually be beneficial to mankind as a whole. Encouraged by these factors, ASEAN+3 Satellite Image Archive for Environmental Study project was submitted by Thailand in the 3rd Senior Official Meeting between ASEAN, China, Japan and Korea (SEOM+3 Meeting) and approved by the SEOM+3. The main objectives of this project are to share satellite images, information related to natural resources and environmental issues, and to provide data information services to all ASEAN+3 countries. The proposed system is basically embedded by distributed system. The network of data users, data providers, and the center will be established using the Internet. User can access, navigate, display, and even download some archived contents. Its service site can be generally categorized into two parts, which are environmental related data archive and the Integrated satellite image catalogue. The extension of web based GIS is also planned for future development so that GIS users can conduct some preliminary analysis directly on line. This presentation will indicate scope of work, system, working scenario, and work plan of the project.

MONITORING OF MOUNTAINOUS AREAS USING SIMULATED IMAGES TO KOMPSAT-II

  • More than 70 percent of terrestrial territory of Korea is mountainous areas where degradation becomes serious year by year due to illegal tombs, expanding golf courses and stone mine development. We elaborate the potential usage of high resolution image for the monitoring of the phenomena. We made the classification of tombs and the statistical radiometric characteristics of graves were identified from this project. The graves could be classified to 4 groups from the field survey. As compared with grouping data after clustering and discriminant analysis, the two results coincided with each other. Object-oriented classification algorithm for feature extraction was theoretically researched in this project. And we did a pilot project, which was performed with mixed methods. That is, the conventional methods such as unsupervised and supervised classification were mixed up with the new method for feature extraction, object-oriented classification method. This methodology showed about $60\%$ classification accuracy for extracting tombs from satellite imagery. The extraction of tombs' geographical coordinates and graves themselves from satellite image was performed in this project. The stone mines and golf courses are extracted by NDVI and GVI. The accuracy of classification was around 89 percent. The location accuracy showed extraction of tombs from one-meter resolution image is cheaper and quicker way than GPS method. Finally we interviewed local government officers and made analyses on the current situation of mountainous area management and potential usage of KOMPSAT-II images. Based on the requirement analysis, we developed software, which is to management and monitoring system for mountainous area for local government.

  • Developing an interactive satellite multi­media system, such as a digital video broadcasting (DVB) return channel via satellite (RCS) system, is gaining popularity over the world To accommodate the increasing traffic demand we are motivated to investigate an alternative for improving return channel utilization We develop an efficient method for optimal packet scheduling in an interactive satellite multimedia system using hybrid CDMA/TDMA channels. We formulate the timeslot-code assignment problem as a binary integer programming (BIP) problem, where the throughput maximization is the objective, and decompose this BIP problem into two sub-problems for the purpose of solution efficiency. With this decomposition, we promote the computational efficiency in finding the optimal solution of the original BIP problem Since 2001, ETRI has been involved in a development project where we have successfully completed an initial system integration test on broadband mobile Internet access via Ku-band channels using the proposed resource allocation algorithm.

  • 5G AgiLe and fLexible integration of SaTellite And cellulaR (5G-ALLSTAR) is a Korea-Europe (KR-EU) collaborative project for developing multi-connectivity (MC) technologies that integrate cellular and satellite networks to provide seamless, reliable, and ubiquitous broadband communication services and improve service continuity for 5G and beyond. The main scope of this project entails the prototype development of a millimeter-wave 5G New Radio (NR)-based cellular system, an investigation of the feasibility of an NR-based satellite system and its integration with cellular systems, and a study of spectrum sharing and interference management techniques for MC. This article reviews recent research activities and presents preliminary results and a plan for the proof of concept (PoC) of three representative use cases (UCs) and one joint KR-EU UC. The feasibility of each UC and superiority of the developed technologies will be validated with key performance indicators using corresponding PoC platforms. The final achievements of the project are expected to eventually contribute to the technical evolution of 5G, which will pave the road for next-generation communications.
