A Study on the Optimal Tax of Gasoline in Korea (외부성을 고려한 최적 휘발유세에 대한 연구)

  • The purpose of this study is to estimate the optimal tax rate for gasoline in Korea, by utilizing both the parameters for the estimation of the optimal fuel taxes and the theoretical model considering externalities proposed by Parry and Small (2005). The result of simulation shows that the optimum fuel taxes in Korea is calculated in 382 korean won per liter, which is lower than fuel tax rate(529 korean won per liter) currently being imposed. The fuel tax is composed of two types of tax. First is Pigouvian tax caused by negative externality such as traffic congestion and accidents etc. And second is Ramsey tax for optimal commodity sales taxes. We find that Pigouvian tax in Korea is higher than one of U.S. and U.K and Ramsey tax is very small due to the inelastic labor supply comparing to consumption elasticity of fuel. When adjusting the elasticity of labor supply to the UK level, the optimal fuel tax in Korea is very close to the current level of 480 korean won per liter. This paper contributes to suggest the reasonable estimation and discussion in the social optimum fuel tax rates by utilizing the theory and simulation and improve the possibility of the derivation of optimum fuel taxes through both securing the exact parameters and modifying the theoretical model suitable for Korea.

  • Insurance has been preferential treatment than other financial products for risk ensure as a original function in tax law. However, the recent insurance products is being released in a variety of ways combined with investment and savings, as well as risk ensure. In addition, as the insurer's sales approach including to tax avoidance, tax saving strategies, tax policy associated with the tax-free savings-type insurance has been criticized. The government amended Article 25 of the Enforcement Decree of the Income Tax Act 2013 in order to prevent tax avoidance and equity among other financial instruments, but there are still many problems exist. this study looks for the validity of the tax policies of savings-type insurance In terms of the Enforcement Decree of the Income Tax Act as amended in 2013, and derived for ways to improve.

A Study on the Effectiveness of the Oil Supply Policy for Korean Fisheries Industry in the Era of Subsidy Prohibition (수산보조금 금지 시대의 유류 공급 정책에 대한 연구)

  • In the fisheries industry, the cost of oil Is the greatest factor, contributing 25% 40% of the cost of production. In order to support fisheries, the government has supplied large amounts of money for oil to the fisheries industry. However, the elimination and restriction against the subsidy of fisheries has been actively discussed throughout international organizations Including the WTO. The purpose of this thesis is to study the existing issue of subsidies on the fisheries Industry, which is currently disputed in international organizations, and predict a future policy about the oil supply that considers the most important factors on fisheries. In chapter 2, the paper begins by outlining the tendencies of discussion in relation to the subsidy on fisheries among international organizations, and categorizes them on the basis of their types. Chapter 3 defines the current conditions and characteristics of the Korean subsidy on fisheries and analyzes which portions of the subsidy on fisheries should be eliminated first when it is prohibited. In chapter 4, procedures and problems for producing tax-free oil are discussed, because tax-free oil has a higher possibility of being ruled out. Chapter 5 proposes a reasonable plan concerning oil supply policies for maintenance or enrichment of the fishing industries, post the elimination of subsidies. Conclusions were drawn in eight areas as a result of this study: 1) securing the large storage of oil, 2) extending customers of oil to include non-fishermen, 3) coordinating the segmentation of marketing area, 4) diversification of the sales goods, 5) producing oil sales experts, 6) developing original brands, 7) expanding the purchasing area to buy oil in the international market, and 8) operating funds to stabilize oil price. It would not be appropriate to wait until international organizations decide to ban the subsidy of fisheries. Corresponding plans ( such as securing the large storage of oil) tend to be large scale and long-term projects because they take a number of years, from designing the oil storage tank to selecting the proper region and initiating the construction. Therefore, it is strongly suggested that any extensive and time consuming projects including preparation for the tax-free oil should be completed in new actions before the ban by the international organizations.

Fiscal Convergence and Total Factor Productivity: Firm-Level Evidence from Pakistan

  • This study examines the impact of corporate tax, a fiscal measure along with trade liberalization and research and development on total factor productivity for a panel of 153 industrial firms listed on the Pakistan Stock Exchange over the period 1997-2017. For empirical analysis, we employ the system generalized method of moment estimator. In the first step, we estimate industrial production function and the results reveal that raw material, industrial labour force and energy play vital role in enhancing industrial production. Whereas, industrial capital exerts negative impact on industrial output. We also measured total factor productivity using the production elasticities. In the second step, we examine the impact of corporate tax, trade liberalization and research and development on total factor productivity. The results indicate that higher level of corporate tax exerts negative impact on total factor productivity. The findings reveal that higher corporate taxation discourages industrial firms to undertake research and development thereby exerting adverse impact on total factor productivity of firms. The impact of trade liberalization proxied by average tariff is positive while customs duty and sales tax negatively impact firm-level total factor productivity. These findings provide useful insights for managers, investors and policy makers in Pakistan.

The Estimation of Under-reported Business Income Tax (사업소득세(事業所得稅) 과소보고규모(過小報告規模)의 추계(推計))

  • The purpose of this paper is to estimate the ratio of under-reported business income and related tax to that which is actually reported. The business income and tax are vulnerable to being under-reported. Information about the business income and thus income tax is private information. Without information costs, the tax agency cannot collect all the information about the business income and income tax. In Korea there are more than 600,000 proprietors. Therefore, the costs to investigate the accuracy of the taxpayes' reports are substantial. The tax agency sets a level over which proprietors should report income ratio to total sales, which induces the under-report. To estimate the ratio of under-reported tax, the expenditure method is employed. By this method, the under-reported income can be easily presumed based on expenditures since expenditures are closely related to income. First, the consumption function is estimated by using cross-section data of 1986-89. Generally, the estimation results show the expected sign of the coefficients of the explanatory variables such as income, wealth, and family size. Second, the extent of under-reported business income and related tax is estimated by using the estimation results. The estimated ratios of under-reported tax and income to the actual tax and income fall in the range of 13~39% and 8~25% respectively. This estimation confirms the increasing tendency of the tax detection ratio in previous studies. However, it should be noted that this study is not based on data of the tax report but those of the urban household survey. Therefore, there still remains the possibility that the ratio of under-reported tax could be underestimated.

Analysis on Investment Effect in Hospitals : PEFR and Tangible Assets (병원산업의 투자효과 실증적 분석 : 외부자금조달액비율과 유형고정자산 중심)

  • This study tried to analyze about the investment effects on the spent capital and possessed tangible assets of some hospitals during their hospital management. For this analysis purpose, this study used the financial data of 100 hospitals which presented their financial statements to an finance-information company from 2004 to 2006. The analysis was done with PEFR(Percentage of External Funds Required) and Tangible Asset. The FEPR considered the retained interior fund relating to the investment types in the hospital industry. And the Tangible Asset was related to the possession condition of facilities and equipment. The EBIT rate(Earnings before interest and tax to sales) meaning the management performance and tangible asset turnover were used as the measured variables of investment effect. As the result of data analysis, it was identified that the tangible asset like the hospitals's facilities and equipment was not an agent significantly to influence on the management performance(EBIT rate), the eventual goal of hospital management. But, it was identified that there was some differences tangible asset turnover according to each hospital's main characteristics. And at targeting the all sample hospitals, it was found that the management performance(EBIT rate) had some significant effect on the retained earnings rate, a part of source of PEFR.

The Determinants of Fisheries Firms' Capital Structure : Comparative Analysis of Financing Behavior in Pre and Post the Asian Financial Crisis (수산기업의 자본구조 결정 요인에 대한 실증분석: 외환위기 전후의 자본조달 행태 비교)

  • We try to find the determinants of fisheries firms' capital structure during the years from 1992 to 2007 in this paper. We also have a comparative analysis of capital raising behavior in pre and post-IMF financial crisis. Regression analysis is used for this empirical study. Dependent variable is leverage ratio and independent variables are firm size, operating risk, proportion of tangible asset, non-debt tax shield effect, sales growth ratio, profitability and dummy variable. We compared the characteristics of fisheries industry with that of manufacturing industy. The determinants of fisheries firms' capital structure and correlation between pre and post-IMF financial crisis are roughly same as the hypothses except a little difference. As a peculiar difference, corrlation between fisheries firms' operating risk and leverage ratio is (+) in the pre-IMF financial crisis, but (-) in the post-IMF financial crisis. Proportion of tangible asset has a (+) correlation with leverage ratio in pre and post-IMF financial crisis, but in case of manufacturing industy, (-) correlation shows in the pre-IMF financial crisis. Because, in the pre-IMF financial crisis, high proportion of tangible asset doesn't play a role of a collateral, but only increase the bankruptcy probability. Non-debt tax shield effect and leverage ratio have (-) correlation in all industry and all period, but only (+) correlation in case of fisheries industry in the pre-IMF financial crisis. Sales growth ratio has no significant relationship with leverage ratio in fisheries industry, and this is not coincide with our hypothsis. We have a limitation of the sample size of fisheries firms and sample period in this study. Further study is required to classify the fisheries industry with in-shore fisheries, deep sea fisheries and cold storage industry.

Analysis of Short-Term Impact of Tax Policy on Housing Purchase Price in Small and Medium-sized Cities in Korea (세금정책이 중소도시의 공동주택 매매가격에 미치는 단기 영향분석)

  • With apartment purchase prices rising, small and medium-sized cities have been highlighted as areas in which real estate speculation is overheated, and thus designated as target districts for adjustment. In addition, tax policy is constantly being adjusted in an attempt to stabilize real estate prices. The purpose of this study is to analyze the basic effect of tax policy on the purchase price of apartments in small and medium-sized cities. This study selected apartments in the Daejeon area that were constructed between 1990 and 2015. In addition, tax policy was divided into regulatory policy and easing policy based on tax increase and tax cut. This study analyzes the short-term difference of one year before and after the change in the purchase price of apartment houses. In addition, this study set the time when real estate policy was implemented and the actual transaction price of apartments in Daejeon as the analysis targets, and analyzed the correlation between tax policy and apartment sales prices through the NPV technique and T-test results. Through the study, it was found that most tax policies changed apartment purchase prices in the short term.

Questionnaire Survey on the Proposed Amendments to the Corporate Tax Law in Alignment with the Full Adoption of the International Financial Reporting Standards in Korea (국제회계기준 도입에 따른 법인세법 개정방향 -재정부 발표 개정안에 대한 세무사 대상 설문조사-)

  • This study aims at investigating the possible effects on the tax accounting practices stemming from adopting the IFRS in financial reporting process. It also seeks for policy implications to help alleviate practical conflicts likely to arise from the inconsistencies between the existing tax law and the tax related IFRS provisions. The results of the survey analysis are summarized as follows: firstly, majority opinion is opposed to the fair value based revaluation of property assets as well as the application of immediate recognition of foreign currency translation gains/losses. It favors the existing provision on asset securitization which adopts sales transaction view. Secondly, most of the respondents oppose the proposed amendments which allows dual classification of lease contracts on the ground. Third, functional currency appears acceptable on a conceptual level, even though a deep concern is expressed regarding the practical feasibility of computing taxable income using financial statements translated on the basis of functional currency on a practical viewpoint. Fourth, many respondents support the existing convention of recognizing depreciation expenses for taxation purposes and are in favor of the separation of accounting and tax books on a long-term basis. Fifth, the majority opinion approves the maintenance of existing tax reconciliation system and the recognition of expenses related with the doubtful accounts on reporting basis. Finally, a concern is raised with regard to the added burden of practical job loads needed to comply with the proposed amendments.

An exploratory study on the impacts of International Digital Tax Agreement on Korean Industry (디지털세 국제 합의가 국내 산업에 미치는 영향에 대한 탐색적 연구)

  • The digital tax, recently referred to as the Google tax was finally agreed at the 31st General Assembly of the OECD (October 8, 2021) with full support by 136 countries and will take effect from 2023. The purpose of this study is to analyze the digital tax prepared by the OECD for global MNEs, and to suggest the impacts on the Korean industry and to present the Korean governmental countermeasures. As the first study, we analyzed the international agreement on digital tax. In results, we found that even if global MNEs do not set up a business operation in overseas countries, if sales and profits are generated, 25% of the excess profit is borne as tax (pillar 1), and when MNEs do business in all the countries, they are liable to at least a 15% tax (pillar 2). We think that countries around the world have prepared a minimum countermeasure to protect their companies in anticipation that global MNEs will easily encroach on their markets in the future. As the second study, in order to discover the reason why the MNEs are so strong, we investigated the trends of Google and B2B SaaS companies in details. In results, we discovered that the global MNEs establishes a digital platform partnership ecosystem that enables them to enter foreign markets easily and expand rapidly. In conclusion, as a countermeasure for the Republic of Korea, governmental policies were proposed at the corporate (startup nurturing), industry, and national level respectively.
