A Study on the Functional Safety Analysis of PES-based Electronic Interlocking Unit according to IEC 61508 (IEC 61508 기준 PES 기반 전자연동장치의 기능 안전도 분석에 관한 연구)

  • The Electronic Interlocking unit in railway signalling system is safety-related facilities to determine route and speed for train running. In particular, the SSI(Solid State Interlocking) is Electronic Interlocking unit for high-speed railway, and it performs safety-critical function by MPM(Micro-Processor Module). Meanwhile, MPM is composed of the PES(Programmable Electronic System)-based system, and the PES-based system in railway safety-related facilities should be implemented by complying with the safety requirements defined in IEC 62425 and IEC 61508. In this paper, we performed modeling of failure rate and reliability for MPM implemented by fault tolerance methods and analyzed functional safety for MPM. Moreover, we determined SIL(Safety Integrity Level) for MPM according to the safety requirements defined in IEC 61508 based on an analyzed functional safety.

  • There exists required safety integrity level (SIL) to assure safety in accordance with international standards for every electrical / electronics / control equipment or systems with safety related functions. The SIL is allocated from lowest level (level 0) to highest level (level 4). In order to guarantee certain safety level that is internationally acceptable, application of methodology for SIL allocation and demonstration based on related international standards is required. However, the theoretical and practical study for safety integrity level is barely under way in the domestic railway industry. This research studied not only the global process of SIL allocation to guarantee safety in accordance with international standards for safety related equipment and system, but the quantitative methodology based on international standard and the semi-quantitative methodology as alternative way for SIL allocation. Specifically, the systematic SIL allocation for platform screen door system of railway is studied applying the semi-quantitative methodology in order to save much time and effort compared to quantitative method.

  • There exists required safety integrity level (SIL) to assure safety in accordance with international standards for every electrical / electronics / control equipment or systems with safety related functions. The SIL is allocated from lowest level (level 0) to highest level (level 4). However, application standard differs from every industry in domestic or international for application on mythology for allocation and demonstration of SIL. Application or assessment is not easy since absence on clear criteria or common definition. This research studied not only fundamental concept of SIL required to guarantee safety in accordance with international standards for safety related equipment and system, but different types of methodologies for SIL allocation. Specifically, SIL allocation for Platform Screen Door system of railway is studied applying methodology of severity of accidents and risk graph among different methodologies for SIL allocation.

  • Aviation safety is increasingly important to secure the safety of the Republic of Korea Air Force (ROKAF). A critical activity for enhancing aviation safety is to analyze an accident throughly and to identify causes that can explain it reasonably. The results of such a systematic accident investigation can be effectively used for improving information displays, task procedures, and training systems as well as for reorganizing team structure and communication control system. However, the current practice of analyzing aviation accidents in ROKAF is too superficial and simple to diagnose them systematically. Additionally, the current practice does not give a full consideration to human factors that have been identified as main causes of most of the aviation accidents. With this issue in mind, this study aims to suggest a new approach to analyzing aviation accidents related to human factors.The proposed method is developed on the basis of several models and frameworks about system safety, human error, and human-system interaction. Its application to forty-two human factors-related accidents, which have occurred in ROKAF during the last ten years, showed that the proposed method could be a useful tool for analyzing aviation accidents caused by human factors.

  • This paper is about the study on the failure mode identification of railway signaling embedded system thru which quantitative reliability and safety can be compared reciprocally. Frequency of each failure mode makes possible to compare the reliability of each system and frequency of dangerous failure is used as the measurement standards for system safety. Therefore, this paper provides both reliability-related failure mode and safety-related failure mode by modeling the railway signaling embedded system.

  • The purpose of this study was to provide the basis for establishing policies and recommendations to the legal system to ensure children's safety related to playground equipment and toys. The present legal system, including national inspections and safety requirements were reviewed both in Korea and other advanced countries. Several issues were found related to accident prevention and improvement of playground and toy safety in Korea. Recommendations were made for the development of educational safety programs for children, parents, teachers, consumers, industry, administrators, and policy makers.

  • Today, it is a time when self-help efforts are being made to increase the demand for international certification by domestic and foreign railway orderers and develop excellent railway systems for railway system and railway construction projects. Since 2011, cases of obtaining international certification related to the domestic railway system/products have been collected and analyzed through literature and Internet data and based on the analysis results, evaluation results on the acquisition of international certification in Korea are presented. Through these results, the government, research institutes, and industries will be practical reference materials for international certification-related work.

  • Korea's road traffic has been the important role of social and economic development, and it'll be a much more important in the future. But we require a far more efficient road traffic system to solve the problem of vehicle increases. So this paper is analyzed and researched both road traffic systems and road traffic safety, and hypothesized a solution to the problem by using small town's road traffic system demands as a good example. The road traffic system should harmonize around the structure of the town, and be related to the safety, By analyzing road traffic system, we can understand how importantly the traffic system is related with safety, efficiency and overall benefits for our community.

An Optimal Design Procedure based on the Safety Integrity Level for Safety-related Systems

  • Safety-related systems (SRSs) has widely used in shipbuilding and power generation to prevent fatal accidents and to protect life and property. Thus, SRS performance is a high priority. The safety integrity level (SIL) is the relative performance level of an SRS with regard to its ability to operate reliably in a safe manner. In this article, we proposed an optimal design procedure to achieve the targeted SIL of SRSs. In addition, a more efficient failure mode and effects diagnostic analysis (FMEDA) process and optimization model were developed to improve cost efficiency. Based on previous IEC 61508 diagnostic analyses that revealed unnecessary costs associated with excessive reliability, the new approach consists of two phases: (i) SIL evaluation by FMEDA, and (ii) solution optimization for achieving the target SIL with minimal cost using integer-programming models. The proposed procedure meets the required safety level and minimizes system costs. A case study involving a gas-detection SRS was conducted to demonstrate the effectiveness of the new procedure.

  • Recently, retrieval of various video data has become an important issue as more and more multimedia content services are being provided. To effectively deal with video data, a semantic-based retrieval scheme that allows for processing diverse user queries and saving them on the database is required. In this regard, this paper proposes a semantic-based video retrieval system that allows the user to search diverse meanings of video data for electrical safety-related educational purposes by means of automatic annotation processing. If the user inputs a keyword to search video data for electrical safety-related educational purposes, the mobile agent of the proposed system extracts the features of the video data that are afterwards learned in a continuous manner, and detailed information on electrical safety education is saved on the database. The proposed system is designed to enhance video data retrieval efficiency for electrical safety-related educational purposes.
