철도신호시스템에서의 향상된 안전성확보방안에 대한 연구

  • This paper discuss advanced safety in the railway signaling system. The specified methods and HAZOP about Hazard identification and analysis of railway signalling system were studied, and loss analysis and ALARP model in order to calculate safety as a standard capacity were proposed. It was also resulted from Hazard identification, analysis and evaluation by applying advanced safety to the railway signalling system.

낙하시험에 의한 폴리에틸렌 보트의 구조 안전성 평가 (Evaluation of Structural Safety of Polyethylene Boats by Drop Test Method)

  • 강선이나 강화플라스틱선 등의 선박 재료는 선박안전법에 규정된 규격재료를 사용하는 경우로서 판두께 측정시험이나 종굽힘강도시험을 통하여 제작 선체의 구조 안전성을 쉽게 확인할 수 있다. 한편, 염가의 폴리에틸렌 등과 같은 비규격재료를 선체 전장이 짧은 플레저 보트의 선체로 사용하는 경우 역학적 특성을 파악하기 쉬워 선체 설계를 수행하기에 매우 유리하고, 대량 생산 시스템을 갖추는 경우 제작 비용이 낮아 해당 제품의 가격 경쟁력을 가질 수 있다. 그러나 폴리에틸렌 선체의 경우 비규격재료를 사용함에 따라 기존의 소형선체에 대한 종굽힘강도시험을 이용하여 선체의 구조 안전성을 평가할 수 없다. 이러한 문제점을 해결하기 위하여 본 연구에서는 플레저 보트의 낙하시험 표준절차인 플레저 보트 검사 기준과 ISO 12215-5를 기초로 폴리에틸렌 선체에 대한 낙하시험을 수행한 후 이것을 기초로 정적구조해석을 수행하여 비규격재료로 개발된 선체의 구조 안전성을 확인함으로서 플레저 보트 검사 기준과 ISO 12215-5의 낙하시험방법이 선체 구조설계에 이용될 수 있음을 보였다.

화학물질 취급시설의 안전관리 합리화 방안 연구: 건축물 내화기준 중심 (A study on the Rationalization of Safety Management in Chemical Facilities: Focused on Architecture Fire Resistance Standards)

  • 국내 화학물질 안전관리는 환경부의 화학물질관리법이 기본이 되어 관리되고 있다. 그 중에서도 취급시설의 설치 및 관리기준을 강화하여 관리하고 있는데, 타 법과의 상충, 시설 규모 및 물질 특성 미반영 등으로 인한 문제점들이 노출되었다. 본 연구에서는 이러한 취급시설 기준 중 건축물 내화기준에 대해 보다 현실적이면서 합리적인 개선 방안을 마련하고자 하였다. 이를 위해 국내 유사 화학물질 취급시설 안전관리 법령의 건축물 내화기준을 비교하였으며, 환경부 화학물질안전원 국민신문고를 통해 접수된 취급시설 기준 관련 민원 2220건 중 대표 민원 사례를 통해 주요 문제점을 파악하였다. 마지막으로 화학물질관리법상 취급시설의 규모와 물질의 종류를 구체화하여 건축물 내화기준을 적용하는 개선 방안을 제시하였다. 향후, 본 연구 결과는 환경 유해성을 고려한 화학물질관리법의 기본 취지에 부합하고, 산업계에도 현실적으로 적용될 수 있는 합리적인 기준마련에 기여할 수 있을 것으로 기대된다.

시스템안전의 상호수용에 대한 요구사항 도출 연구 (Study on Development of Inter-acceptability Requirements of System Safety)

  • System safety is defined as the state where the hazard risks due to internal system, interface, operation and maintenance are controlled as acceptable levels. It is represented and evaluated either with the risk level of each risk factor with the consideration of operation environments or with Safety Integrity Level (SIL) which is the system functional safety without considering application environments. The assessment results are issued in forms of certificates and they are reused in many cases. However, the conditions and restrictions for different application environments vary in each case, therefore, additional evaluation on the preconditions of assessment in comparison with the actual application environment must be carried out. For the area of train control, TR 50506-1 has been established based on the IEC 62425 (international standard for safety of train control system by RSSB) and EN 50129 (Europe standard) for the further assessment. In this paper, the analysis on TR 5056-1 has been conducted in depth. The purpose of the study is to determine the requirements for inter-acceptability including scope, procedures, principles, examination and suitability. The results can be utilized for the system safety maintenance when new devices or components are introduced in conventional systems.

A Study on the control system for the Unintended Car Movement Protection Means to meet the International Standards of lifts

  • As the number of tall buildings is increasing, the high-speed lift is necessary in the modern world. Therefore, the further considerations for associated safety devices of lifts were required by the International Standards. In order to stop the moving of cage and keep it, the lifts have to be provided with means that can detect the unintended car movement. Therefore, the International Standard Safety Rules for the construction and installation of lifts had been revised. This paper describes the operation principles of the Rope Brake to fit the Unintended Car Movement Protection (UCMP) means required by the International Standards. This paper confirmed that the performance of these devices was suitable in the scope of the safety standards. This paper also analyzed that the shocks on working of these devices in a car would be dangerous to each passenger differently. Thus, this paper proposes a new design that the circuit diagram of the Unintended Car Movement Protection systems should be improved from the existing design to solve these internal shock problems. So, it is expected to protect passengers from the internal shocks by working of Rope Brake due to irrelevant factors.

원자력발전소 안전등급 계통 적용을 위한 디지털 상용기기 품질검증 (Commercial Grade Item Dedication of Digital Devices for Safety-related System in Nuclear Power Plant)

  • In the past, the analog protection relays have been widely used for the safety-related systems in the nuclear power plants due to their stability and reliability. Meanwhile, as the high performance digital system has been developed, the digital systems have been adopted in the non-safety systems. However, since the digital systems currently used in the non-safety systems were not developed according to Q-class standard, Commercial Grade Item Dedication (CGID) procedure should be performed in order to apply them to the safety-related system. The purpose of this paper is to describe the CGID procedure including the analysis of the hardware architecture as well as the software embedded in protective relay to apply to the emergency diesel generator in the nuclear power plant. The entire CGID procedure was performed strictly according to the international standard and regulations.

인천항 항만하역 재해분석 및 예방대책에 관한 연구 (A Study on Analysis and Prevention for Cargo Handling Accidents in Incheon Port)

  • The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.
