A Safety Assessment Methodology for a Digital Reactor Protection System

  • The main function of a reactor protection system is to maintain the reactor core integrity and the reactor coolant system pressure boundary. Generally, the reactor protection system adopts the 2-out-of-m redundant architecture to assure a reliable operation. This paper describes the safety assessment of a digital reactor protection system using the fault tree analysis technique. The fault tree technique can be expressed in terms of combinations of the basic event failures such as the random hardware failures, common cause failures, operator errors, and the fault tolerance mechanisms implemented in the reactor protection system. In this paper, a prediction method of the hardware failure rate is suggested for a digital reactor protection system, and applied to the reactor protection system being developed in Korea to identify design weak points from a safety point of view.

  • Digital reactor protection system which consists of many identical modules, is fault- tolerant to provide high safety. The modules themselves including DSP(digital signal processing) card are also fault-tolerant in nature. This paper assesses the safety for being-designed digital reactor protection system of 2-out-of-4 G structure with lockout. Some interesting design alternatives are compared. Fault tree analysis for assessing system safety is performed by Relex software. The selected reactor protection system fully satisfies EPRIURD stipulation of mean failure time of 50 years.

  • For managing fire safety system in building by ubiquitous management system, the index system to express the performance level of fire protection system is demanded. If some component formed fire protection system such as sprinkler water supply system is breakdown, that will fall down the performance of fire protection capacity. Consequently, it will affects the level of fire safety of building management and energy response. Consequently, Building fire protection system could give performance level of fire protection condition and the level of fire safety in building. It will also contribute to the development of wide area fire safety management. This development of index system has been developed as a part of the development project of Ubiquitous building fire management system.

  • This paper presents the configuration and characteristic analysis of the protection system to improve the safety of the building integrated photovoltaic(BIPV) system. BIPV is a solar power system installed in buildings. Since the BIPV system is installed in buildings, there is a high risk of electric shock and fire accidents. Therefore, in order to improve the safety of BIPV, a protective system is required to block or quickly detect risk factors. In this paper, as a protection system to improve the safety of the BIPV system, it is composed of a rapid shutdown (RSD) that can quickly separate the PV system to prevent fire and electric shock accidents and a system to detect Arc faults that cause PV system fires. RSD and Arc Fault Detector analyzed the operating characteristics according to each condition and confirmed that the safety of the BIPV system can be improved through this.

  • This paper describes the design and fabrication of high frequency ground impedance measuring system for assessment of grounding system for Lightning protection. The ground impedance measuring system has been designed and fabricated which makes it possible to assess the ground impedance by frequency ranges from 100 Hz to 1 MHz. The effective grounding systems having a very low impedance to electromagnetic disturbance such as lightning surges and noises in microelectronics and high-technology branches are strongly required. In order to analyze the dynamic characteristic of grounding system impedances in lightning and surge protection grounding systems, it is highly desirable to assess the ground impedances as a measure of performance of grounding system in which lightning and switching surge currents with fast rise time and high frequency flow. The measuring system is based on the variable frequency power supply and consists of signal circuit part, main control part, data acquisition and processing unit, and voltage and current probe system. The ground impedance measuring system can be used to assess grounding system during occurrence of lightning.

  • The installation of lightning protection system has recently been increasing, but the amount of damage has still been increasing. In this study, survey (interview) and field conditions were conducted to identify the installation and safety standards of the lightning protection system. it was analyzed that the safety management system is non-existent at the stage of the design, manufacturing and construction of the site lightning protection system, and that the safety inspection of the lightning protection facility is not properly managed. It has been shown that lightning protection systems, that can solve these problems, need to be re-established according to the reality so that safety inspection can be carried out in accordance with safety standards such as management of safety certification products, operation of survey institutions, design, manufacturing, and construction of safety standards at a national level.

  • Regulations for the safe transport of radioactive material published by IAEA Safety Standard Series ST-l is reviewed and summarized. Safety Series No.115(International standard of radiation protection and safety for ionizing radiation and radiation sources), which reflected the new recommendation of ICRP60 published in 1991, has been a important encouragement for IAEA to revise their safety series related to the transportation of radioactive materials. IAEA Safety, Standard Series No. ST-l is summarized by comparing IAEA Safety Series No.6 regarding radiation protection system and its implementation, technical standards of packages, concept of Q system and exemption of regulation. The IAEA regulations of transportation of radioactive materials is summarized from the viewpoint of radiation protection and safety assessment. Research on transportation system of radioactive waste is suggested as a further study.

  • This paper is a technical review of the research and development results of the Korea Nuclear Instrumentation and Control System (KNICS) project and Nu-Tech 2012 program. In these projects man-machine interface system architecture, two digital platforms, and several control and protection systems were developed. One platform is a Programmable Logic Controller (PLC) for a digital safety system and another platform is a Distributed Control System (DCS) for a non-safety control system. With the safety-grade platform PLC, a reactor protection system, an engineered safety feature-component control system, and reactor core protection system were developed. A power control system was developed based on the DCS. A logic alarm cause tracking system was developed as a man-machine interface for APR1400. Also, Integrated Performance Validation Facility (IPVF) was developed for the evaluation of the function and performance of developed I&C systems. The safety-grade platform PLC and the digital safety system obtained approval for the topical report from the Korean regulatory body in February of 2009. A utility and vendor company will determine the suitability of the KNICS and Nu- Tech 2012 products to apply them to the planned nuclear power plants.

The System of Radiation Dose Assessment and Dose Conversion Coefficients in the ICRP and FGR

  • Background: The International Commission on Radiological Protection (ICRP) recommendations and the Federal Guidance Report (FGR) published by the U.S. Environmental Protection Agency (EPA) have been widely applied worldwide in the fields of radiation protection and dose assessment. The dose conversion coefficients of the ICRP and FGR are widely used for assessing exposure doses. However, before the coefficients are used, the user must thoroughly understand the derivation process of the coefficients to ensure that they are used appropriately in the evaluation. Materials and Methods: The ICRP provides recommendations to regulatory and advisory agencies, mainly in the form of guidance on the fundamental principles on which appropriate radiological protection can be based. The FGR provides federal and state agencies with technical information to assist their implementation of radiation protection programs for the U.S. population. The system of radiation dose assessment and dose conversion coefficients in the ICRP and FGR is reviewed in this study. Results and Discussion: A thorough understanding of their background is essential for the proper use of dose conversion coefficients. The FGR dose assessment system was strongly influenced by the ICRP and the U.S. National Council on Radiation Protection and Measurements (NCRP), and is hence consistent with those recommendations. Moreover, the ICRP and FGR both used the scientific data reported by Biological Effects of Ionizing Radiation (BEIR) and United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) as their primary source of information. The difference between the ICRP and FGR lies in the fact that the ICRP utilized information regarding a population of diverse races, whereas the FGR utilized data on the American population, as its goal was to provide guidelines for radiological protection in the US. Conclusion: The contents of this study are expected to be utilized as basic research material in the areas of radiation protection and dose assessment.

Structural Safety Analysis of Newly Developed Roof-Typed Falling Rock Protection System (루프형 낙석방지안전시설의 구조적 안전성 검토 연구)

  • Road is typically constructed along ridge area of mountain because of topographical and economic reasons. Therefore, road may face lots of open cut slope which can easily cause rock falling. This study evaluates the structural safety of newly developed falling rock protection system which has a roof deck plate. The structural performance under self-weight, snow load and load from failing rock was investigated using a finite element numerical analysis method. From the analysis results, the H-beam space was limited not to exceed 2.2m. The deck plate was also safe under the examined loading condition. A hinge and connection in the system were investigated through detailed modelling and analysis. The results showed that the hinge was safe enough and that the connection should strengthened with appropriate stiffeners.
