Analysis of Safety Management Condition & Accident Type in Domestic and Foreign Laboratory

  • Objective: The aim of this study is to identify the domestic and foreign laboratory safety management system and to suggest domestic laboratory safety management policy priority. Background: Various types of accidents are occurred in research laboratories according to a variety of laboratory safety risks. However, there are only lists of incidents without any precise accident analysis. Method: We analyzed statistically the survey on current status of laboratory safety management of universities, research institutes, and industrial research institutions carried out by Ministry of Science, ICT and Future Planning in Korea. We also investigated laboratory safety management systems and safety organization carried out mainly in overseas countries such as USA, Japan, Switzerland and France. In addition, we analyze the UCLA College laboratory explosion occurred in the US in 2010. Results: More than 75 percent of 2015 domestic laboratory accidents were occurred in the field of operation management and chemistry research. Also, approximately 55% of accidents took place due to careless use mechanical instruments & dangerous chemicals. In addition, common difficulties of lab safety act applicable organizations are overlapping and comprehensive application of legal requirements. Conclusion: There is a need for laboratory safety professional organizations. Also, the high frequency of use of hazardous substances in the high-risk, such as the chemical field must be strengthened the laboratory safety management. In addition, it is needed to minimize the problems of the research organizations through close cooperation between related ministries and government support policy such as professional development program. Application: The result of this analysis might help to present a differentiated safety management policy and advanced safety management system in laboratory.

System Dynamic Model Study of Public Trust on Nuclear Regulation Policy (원자력 규제정책에 대한 국민신뢰도 평가 SD모델 연구)

  • The purpose of this paper is to simulate public trust on nuclear regulation policy. The first of all, public trust variables and the model were developed and analysed by system dynamic method. The model are consisted of the operator safety culture level, regulatory competence levels, the public satisfaction and public trust level. The scenario is made up three type which base scenario, the system operator's safety culture level and accident event level. First. the simulation results of standard scenario shows that rapidly declining public satisfaction and trust level of the national safety after Japan's nuclear accident in November 2011. Second, operator safety culture level and simulated divided into three levels. The results showed that a greater impact on the public satisfaction if bad than good case. Finally, the size of the accident was simulated divided into three levels levels(no accident, medium, serious accidents). the results showed a weak effect against the regulatory capacity and safety performance levels but showed a significant impact on public satisfaction and confidence level.

A Hierarchical Solution Approach for Occupational Health and Safety Inspectors' Task Assignment Problem

  • Background: Occupational health and safety (OHS) is a significant interest of all governments to prevent workplace hazards. Although appropriate legislation and regulations are essentials for the protection of workers, they are solely not enough. Application of them in practice should be secured by an efficient inspection system. Fundamental components of an inspection system are inspectors and their audit tasks. Maintaining the fair balanced task assignment among inspectors strictly enhances the efficiency of the overall system. Methods: This study proposes a two-phased goal programming approach for OHS inspectors' task assignments and presents a case study. Results: The solution approach gives the balanced assignment of inspectors to the workplaces in different cities of the country in the planning period. The obtained schedule takes into account the distances covered by the work places and the number of the workplaces' employees to be audited and pays attention to the human factors by considering the preferences of the inspectors. The comparisons between the obtained optimal schedule and the implemented one that is produced manually show that the approach not only maintains the technical requirements of the problem, but also provides social and physical balance to the task assignment. Conclusion: Both the approach and the application study are expected to offer fruitful inspirations in the area of safety management and policy and they provide a good guide for social policy and organizational aspects in the field of OHS inspectors' task assignment.

Macro-Level Accident Prediction Model using Mobile Phone Data (이동통신 자료를 활용한 거시적 교통사고 예측 모형 개발)

  • Macroscopic accident analyses have been conducted to incorporate transportation safety into long-term transportation planning. In macro-level accident prediction model, exposure variable(e.g. a settled population) have been used as fundamental explanatory variable under the concept that each trip will be subjected to a probable risk of accident. However, a settled population may be embedded error by exclusion of active population concept. The objective of this research study is to develop macro-level accident prediction model using floating population variable(concept of including a settled population and active population) collected from mobile phone data. The concept of accident prediction models is introduced utilizing exposure variable as explanatory variable in a generalized linear regression with assumption of a negative binomial error structure. The goodness of fit of model using floating population variable is compared with that of the each models using population and the number of household variables. Also, log transformation models are additionally developed to improve the goodness of fit. The results show that the log transformation model using floating population variable is useful for capturing the relationships between accident and exposure variable and generally perform better than the models using other existing exposure variables. The developed model using floating population variable can be used to guide transportation safety policy decision makers to allocate resources more efficiently for the regions(or zones) with higher risk and improve urban transportation safety in transportation planning step.

Application Case of Safety Stock Policy based on Demand Forecast Data Analysis (수요예측 데이터 분석에 기반한 안전재고 방법론의 현장 적용 및 효과)

  • The fourth industrial revolution encourages manufacturing industry to pursue a new paradigm shift to meet customers' diverse demands by managing the production process efficiently. However, it is not easy to manage efficiently a variety of tasks of all the processes including materials management, production management, process control, sales management, and inventory management. Especially, to set up an efficient production schedule and maintain appropriate inventory is crucial for tailored response to customers' needs. This paper deals with the optimized inventory policy in a steel company that produces granule products under supply contracts of three targeted on-time delivery rates. For efficient inventory management, products are classified into three groups A, B and C, and three differentiated production cycles and safety factors are assumed for the targeted on-time delivery rates of the groups. To derive the optimized inventory policy, we experimented eight cases of combined safety stock and data analysis methods in terms of key performance metrics such as mean inventory level and sold-out rate. Through simulation experiments based on real data we find that the proposed optimized inventory policy reduces inventory level by about 9%, and increases surplus production capacity rate, which is usually used for the production of products in Group C, from 43.4% to 46.3%, compared with the existing inventory policy.

Economic Validation of Maritime Safety Center in Case of Yeong-Nam Province

  • After the Ferry Sewol accident, public interest in marine safety has increased. However, as the marine leisure tourism population increases, the number of casualties caused by marine accidents is increasing, so marine safety education is urgently needed. Since facilities related to marine safety education in Korea are geographically biased to the west, regional imbalances in education are significant. Therefore, this study suggested solutions to the problems of developing educational contents and securing budgets and professionals by using idle facilities of the Korea Institute of Maritime and Fisheries Technology(KIMFT) located in Busan as a maritime safety education center. In addition, as a result of estimating demand using the gravity model, it was estimated that the demand would range from 150,000 to 130,000 per year. This study sufficiently proved social policy validity for policy suggestions using existing idle sites as maritime safety education centers based on objective verification methods and is expected to contribute substantially to policy promotion in the future.

Application of GIS Technology for Developing Emergency Management System on High-Speed Lines

  • Due to almost all tracks of new Kyoungbu high-speed lines(HSL) consisting of bridges and tunnels, HSR operational safety management is very important factor for passenger safety and preventing catastrophic event. Especially, it is important to approach the scene of the accident and assist in saving lives as soon as possible under emergency conditions. Therefore it is essential to prepare access methods and available resources in advance in order to support emergency correspodances promptly and effectively. This paper persents an application of geographical information system(GIS) for developing emergency management system as well as batabase system on tracks and facilities, electric/communication equipment and safety equipment required to support emergencies. The on-site information on the proximity of HSL is expressed on the numerical map, which can be helpful to call external supports such as medical service, local authorities, police offices, fire brigades, and etc. for the emergency situations.
