An Evaluation of Interior Design Elements Supporting the Visually Impaired Persons in the Public Facilities (공공건물 및 공중이용 시설에서 시각장애인을 위한 편의시설 설치실태 평가)

  • The objective of this study is to evaluate the interior elements supporting the safety, mobility and accessibility for the visually impaired persons in the public, government, and other facilities. Ten facilities were analyzed with a checklist based on the architectural codes and the users needs. Also theses facilities were reviewed with mandatory items of the Ministry of Health and Welfare. It appeared that the arrangement of elements such as stair, elevator and restroom, the plan of circulation path and the signage of way-finding had more problems than the details of each element. In addition, institutional facilities for the blinds and trainstation provided easy accessibility, adaptability and mobility compared to the hospital and bus terminal. Suggestions were provided to solve the problem which were found.

A Study on Development of Forecasting Model for Traffic Accident in Chung-Chong Region (충청권의 교통사고 예측모형 개발에 관한 연구)

  • This paper deals with the forecasting model for traffic accident. Its objective is to develop the appropriate model to project the accident of Chung-Chong Region. Two types of models between motorization (M) and personal hazard (P) are tested : One is inverted-U (bell type) curve and the other is increasing (or decreasing) curve. The statiscal and sensitivity analyses show that exponential model (type III) and multiplicative model (type II) are well fit to the given cross-sectional and time-series accident data. The model projects that the fatality per 100, 000 persons of Chung-Chong region, when the motorization level (M) is 0.2, would be in the range between 18 and 77 persons. The paper concludes that the accident level is the function of motorization and the result of implementing the safety policy of a region.

Vibration performance of composite steel-bar truss slab with steel girder

  • In this study, on-site testing was carried out to investigate the vibration performance of a composite steel-bar truss slab with steel girder system. Ambient vibration was performed to capture the primary vibration parameters (natural frequencies, damping ratios, and mode shapes). The composite floor possesses low frequency (< 10 Hz) and damping (< 2%). Based on experimental, theoretical, and numerical analyses on natural frequencies and mode shapes, the boundary condition of SCSC (i.e., two opposite edges simply-supported and the other two edges clamped) is deemed more reasonable for the composite floor. Walking excitations by one person (single excitation), two persons (dual excitation), and three persons (triple excitation) were considered to evaluate the vibration serviceability of the composite floor. The measured acceleration results show a satisfactory vibration perceptibility. For design convenience and safety, a crest factor ${\beta}_{rp}$ describing the ratio of peak acceleration to root-mean-square acceleration induced from the walking excitations is proposed. The comparisons of the modal parameters determined by ambient vibration and walking tests reveal the interaction effect between the human excitation and the composite floor.

  • Learning for educating creative thinking and problem solving abilities and for future-oriented method should have appropriate laboratory, experimental equipments and appliances. Technology laboratory model pertinent to experiment or activity for educating creative persons is suggested in the following : (1) It is considered that many problems of current education result from an overcrowded classes. The number of students per laboratory should be $30{\sim}40$ persons. (2) There should be sufficient activity spaces for students. Unlike normal classrooms laboratory should have various tools and materials, information, facility and equipment. (3) Flexible activity spaces for various activities should be provided for groups and individuals. (4) Safety facilities should be provided sufficiently. (5) Learning experiences of collection, analysis and utilization of information should be given. (6) Laboratories should be designed to be a place for self-propelled learning. They should be designed to be able to learn by individuals and small groups after taking into consideration the individual differences as students differ in interest, curiosity and ability.

The Increased Use of Radiation Requires Enhanced Activities Regarding Radiation Safety Control (방사성 물질 등의 이용 증가에 따른 안전 관리 문제점 고찰)

  • More recently, companies that have obtained permission to use radioactive materials or radiation device and registered radiation workers have increased by 10% and 4% respectively. The increased use of radiation could have an effect on radiation safety control. However, there is not nearly enough manpower and budget compared to the number of workers and facilities. This paper will suggest a counteroffer thought analyzing pending issues. The results of this paper indicate that there are 47 and 31.3 workers per radiation protection officer in educational and research institutes, respectively. There are 20.1 persons per RPO in hospitals, even though there are 2 RPOs appointed. Those with a special license as a radioisotope handler were ruled out as possible managers because medical doctors who have a special license for radioisotope handling normally have no experience with radiation safety. The number of staff members and budget have been insufficient for safety control at most educational and research institutes. It is necessary to build an optimized safety control system for effective Radiation Safety Control. This will reduce the risk factor of safety, and a few RPOs can be supplied for efficiency and convenience.

Analysis of Relative Importance of Key Performance Indicators for Center for Child-Care Foodservice Management through Analytic Hierarchy Process (AHP) (계층적 분석법(AHP)을 이용한 어린이급식관리지원센터 핵심성과지표(KPI)의 상대적 중요도 분석)

  • The objectives of this study were to assign reasonability to importance of weight selection issue in key performance indicator for performance evaluation of Centers for Child-care Foodservice Management (CCFSM) developed by using Balanced Scorecard (BSC), to draw key performance indicator (KPI) by perspective and to analyze differences in recognition on importance. From September 25 to October 9, 2012, we conducted a questionnaire-based study via e-mail, targeting chiefs and team leaders of nationwide 21 CCFSMs (43 persons), officials of local governments where CCFSM was established (21 persons), officials of Korea Food and Drug Administration (2 persons) and foodservice management experts (27 persons) in order to estimate the relative importance on 4 perspectives and 14 KPIs and analyzed its results by using 61 collected data. The results showed that relative importance of perspectives was estimated in order of importance as follows: business performance (0.3519), customer (0.3393), resource (0.1557), learning and growth (0.1531). Relative importance of KPIs was in order of importance as follows: Evaluation of sanitary management level in child-care foodservice facilities (0.1327), Level of customer recognition and behavior improvement (0.1153), performances of round visiting inspection on foodservice, sanitary, safety management, and foodservice consulting (0.0913). Our results showed that the recognition differences exist on the relative importance of perspectives and KPIs between officials of CCFSM, KFDA, local government and foodservice management experts. These observations will form the basis for developing evaluation systems, and it is considered that performance indicators developed on this basis will suggest direction of operation which CCFSM will have to perform.

The Field Investigation of Optical Shop Entrance Facilities for the Mobility Impairment from the Universal Design - Focused on Seoul Metropolitan City (유니버설디자인 관점에서 이동약자를 위한 안경원 출입구 편의시설 실태조사 - 서울특별시를 중심으로)

  • Purpose: Mobility impairment persons are all people who experience mobility difficulties in their daily lives, which makes up about 30% of the population in Seoul Metropolitan City; this number is expected to increase with population aging. As the number of mobility impairment persons in need of vision correction increases, it is necessary to create the Universal Design guidelines and to provide the foundation to access convenience facilities at the entrance of optical shops, a health and medical institution. Methods: Of the 2,282 optical shops located in Seoul, 252 optical shops were chosen for data collection of actual photos, from April 10, 2022 to September 4, 2022. Based on the photographs, the height difference between the entrance and the sidewalk, safety handles, and opening and closing methods of entrances were investigated, as these factors correspond to the accessibility and the mobility of the mobility impairment persons. Results: Of the 252 optical shops surveyed, 114 (45.2%) have resolved the problems of height difference through improving horizontal accessibility (61) or using ramps (53). 36 (14.3%) optical shops chose automatic doors for opening and closing methods of the entrance. Implications: The rate of installation of access convenience facilities for the entrance of optical shops is slightly lower than the rate of installation of ramps, surveyed by the Ministry of Health and Welfare. It is necessary to apply the Universal Design to access convenience facilities for the entrance of optical shops for not only the mobility impairment persons but all people, regardless of age or ability, to conveniently access healthcare services.

A Study on Improving Private Investigation Work Efficiency to Missing Cases (탐정의 실종사건 조사업무 효율성 제고방안에 관한 연구)

  • In investigating missing persons cases, the focus is on strengthening the efficiency of detectives' work in investigating missing persons cases. Disappearance cases are seen as a problem that directly affects social safety and individual well-being. The research has the following structure. The introduction presents the necessity, scope, and methodology of the study. Next, we analyze the definition, causes, types and actual conditions of disappearance cases. In terms of problems in the process of handling missing persons cases, the initial response process, problems in the response of related agencies after reporting, problems due to the prolongation of the case, and problems due to legal restrictions are analyzed. In the plan to improve the work efficiency of detectives for disappearance cases, the revitalization of public interest investigation networks, strengthening of capacity related to disappearance case investigation, professional public interest detective certification system, and establishment of exception provisions for detective activities are discussed. In the conclusion, we present what is necessary for the activities of public interest detectives specializing in missing persons cases.

  • Subway is electrified railway system nowadays, in which liquid dielectric transformers have been widely used, though mold type transformers are replacing it. The transformers supplies large electric power and have innate hazards causing accidents under operation. A number of researcher have carried out on failures of it and have oriented to identify transformer's failure causes and how to maintain it healthy state. The transformer failures can cause serious accidents which can provoke economic loss and leads persons to kill. In this paper, we carried out a safety activity to reveal hazards and to estimate risk of subway liquid dielectric transformers using FMEA, HAZOP and What-if methods. In case of installing safety devices in oil immersed transformer, we tried to evaluate an effect on a subsystem's failure rate. We proposed how to design subsystem failure rate and safety device failure rates.

Analysis of Safety Alarm Mechanism for RF -based Equipment for Casualty Protection by Railway Maintenance Vehicle

  • When doing maintenance works at the trackside of railway, the method which delivers information on approaching of train to maintenance workers through alarm devices such as the flag or indication light, etc., is being used by locating persons in charge of safety alarm in addition to the maintenance workers at fixed distances in the front and rear of the workplace. Workers maintaining at the trackside may collide with the train since they cannot recognize the approach of train although it approaches to the vicinity of maintenance workplace because of the sensory block phenomenon occurred due to their long hours of continued monotonous maintenance work. The clash or rear-end collision accidents between many maintenance trains called motor-cars can be occurred since there are cases where the signal systems for safe operation of motor-car such as track circuit etc. are blocked or not operated normally. We developed the new safety equipment for protection of trackside maintenance workers using radio frequency signals and bidirectional detection mechanism. The developed safety equipment must analyze the several operational mechanism for each different operation situations. In this paper the analysis results are represented.
