A Study on the Actual Status of Accident and Measure of Water Safety (수상 안전사고 실태와 안전대책에 관한 조사 연구 - 1998년~2000년 전국 익수 사고자를 중심으로 -)

  • The purpose of this study is to investigate the actual status of occurrence of near-drowning accident by regions, sex, causes, places, months and days through Bureau of Statistics for 3 years from 1998 to 2000. 1. As the results of the drowned persons for 3 years from 1998 to 2000, the total number of them were 5,058 persons and 1,686 persons the yearly mean experienced near-drowning accidents. In the actual status of drowned persons by regions, 255 persons(15.1%) of Kyung-Ki regions are highest, 27 persons(1.62%) of Che-Ju regions are lowest. 2. In the actual status of drowned persons by sex, the yearly mean 1324 male persons(78.58%) and 362 female persons(21.42%) of 1,686 persons the yearly mean are drowned and the number of male drowned persons is 3.7 times higher than that of female. 3. In the actual status of drowned persons by age, among 1,686 drowned persons the yearly mean, 467 persons between fifteen and nineteen are drowned(9.23%). 4. In the actual status of drowned persons by causes, the major causes due to the poor swimming skills are 43.4%. 5. In the actual status of drowned persons by places, the major places are rivers and riversides(50.0%). 6. In the actual status of drowned persons by months, among 1,686 drowned persons the yearly mean, 319.33 persons(18.94%) on the July and 403.66 persons(23.94%) on the August had the highest the drowning accident. It is one of major cause of seasonal accidental death especially in summer. 7. In the actual status of drowned persons by day of the week, among 1,686 drowned persons the yearly mean, most of near-drowning accidents are happened on weekend(56.62%).

A Study on the Facility Accessibility of the Wheelchaired Persons for the Concept of Universal Design (휠체어 사용자의 Universal Access를 위한 시설 접근성 연구)

  • Objective: The current study aimed to investigate the accessibility and usability of the disabled person while using the everyday facility. Background: The national laws regulated accommodation of persons with disabilities, but our knowledge on the practical usefulness of the laws and acceptance by the users is still far from complete. Method: Compliance with laws was checked throughout the actual measurement of 87 engineering designs in the facilities of a national university, and the practical usability of the facilities was investigated by in-depth interviews with eight disabled persons. New design solutions were developed by the anthropometric methodology for better accommodation. The target-specific anthropometry database such as sitting knee height with wheelchair was employed. Results: First, the statistic showed that 28.7% of facility designs comply with the law, 29.9% of facility designs doesn't comply with the law, and 41.4% of facility designs doesn't have related law or regulation. Second, the law of table height(71cm in current) can accommodate only 49.3% of wheelchaired population. The following test for 95% accommodation revealed that the table with 80cm high is required. Third, the current law in the door width(90cm) can only accommodate 82.6% of disabled persons, so the new design solution was calculated and suggested that 100cm in the door width is necessary for 99% accommodation of disabled persons. Conclusion: Even with the laws and regulations for the disabilities it was clear that the accessibility and usability of the disabled persons in everyday facilities was still limited. An investigation for the new solutions about a wide range of facilities is necessary for better practical accessibility and usability of the handicapped persons. Application: The results of current study can be a basement of developing a new guideline or regulation of the facility design for the disabled persons.

  • It is estimated that about 2,515 persons have been injured by conveyor for the past five years(2013 ~ 2017). Conveyors used in various industrial sites for transporting iron ore, coal, courier goods, etc., have various incidents such as a worker putting on or pulling a part of the body or work clothes on the driving part during maintenance. It is necessary for preventing similar accidents to conduct various researches. In order to propose the basis for revising laws and standards for the safety standards of the full cord switch to prevent conveyor accidents, this study compares Korea's Industrial Safety and Health Law (KISHL) with those of IEC, EN, Canada, and Australia. In addition, surveys of conveyor use plant and full cord switch domestic and foreign manufacturers was conducted. In this study, domestic and overseas related laws and technical standards compare and analyze to prevent conveyor accidents. In addition, we propose extension of safety certification for full code switch, establishment of safety inspection standard, and improvement of working method regulation through actual working condition investigation. It can be used as a basis for revising the occupational safety and health regulation and related notices, and thus contributing to enhancing the safe atmosphere of the conveyor business and improving the safety consciousness of the concerned persons.

Evaluating Staircase Safety Using BIM-based Virtual Simulation: Focusing on the Elderly in the Republic of Korea

  • As the population is aging, accidents involving elderly people are also increasing (2014:11,667 persons; 2018: 11,797 persons). In the case of the elderly population, falling accidents are the primary direct or indirect causes of death; in particular, they face an elevated risk of staircase falls. This study proposes a method of evaluating the safety of staircases using Building Information Modeling (BIM)-based virtual simulation. By making a virtual user with the behavioral characteristics of the elderly respond to a staircase in a BIM model, its safety performance can be evaluated. The evaluation criteria were derived from regulations, elements, and characteristics relevant to the safety of staircases. To validate the proposed method, safety evaluation tests were simulated on actual staircases. The evaluation result of the test simulation shows the safety scores of 1.97 points for the elderly user and 2.95 points for the average male adult user against a required safety score of a minimum of 2 points. That is, safety is relative to users as the safety of the same staircase can be different depending upon the different behavioral characteristics of users. The study suggests that the risk of staircase-related fall accidents to the elderly can be reduced by improving staircase designs through the proposed method.

Effects of Ground Faults on the Safety of Persons and Low-voltage Installations in 22.9 kV-Y Distribution Systems (22.9 kV-Y 계통에서 지락고장이 인체 및 저압설비의 안전에 미치는 영향)

  • This paper presents experimental results on the safety of persons and protection of low-voltage equipments of the sub-station due to a single-phase ground fault in 22.9 kV-Y distribution system. In order to evaluate the hazard voltages and the stress voltage of the low-voltage(LV) equipment due to faults between high-voltage systems and earth based on the newly prescribed KS C IEC 60364 standard series, the verification tests in a 22.9[kV] neutral multiple grounding system were carried out. From the experimental results, we introduce serious problems causing some discomfort when applying KS C IEC 60364 standard series to the existing domestic distribution system and the effective protective measures against temporary overvoltages due to a ground fault in the common grounding which is combined the 22.9 kV-Y grounding and the customer's installation grounding are proposed. As a consequence, it was found that the equipotential bonding is an important prerequisite for the effectiveness of the protective measures for the safety of persons and LV equipment in the combined 22.9 kV-Y and low-voltage grounding system.

  • This study aimed to investigate whether protestant religious facilities are maintained appropriately for people and regular inspections are conducted. As a study method, survey and site investigation were conducted. The survey questionnaire aimed to know the perception of users or responsible persons about safety management and current status of safety management systems while the site investigation aimed to inspect structural conditions by a visual inspection such as proper installation of fire protection equipment and whether regular inspection were conducted. It was found, through the inspection of the current safety management status, that the safety management related persons did not know which parts and how much they manage incorrectly, and did not know the follow-up actions in case of accidents. Therefore, it is essentially required to assign a proper person to the facilities for safety management and to have safety consciousness education. Furthermore, although more than 80% of the surveyed subjects responded that they were familiar with the way to use safety management related facilities and overall instructions, the respondent were concerned about the correspondent training for emergent circumstances.

  • This paper dealt with developing conceptual model for making public policy on consumer product safety. The matters of consumer safety, public health and environmental protection are essential parts of making policy for consumer products. Moreover, policy authority should consider all measures based on consumer safety. In the process making regulations, policy authority has to have some methods to prevent errors on treating eligible persons as persons disqualified under uncertainty decision making of public policy. To recognize and ensure fairness on public policy, policy authority needs to establish basic policy making and fundamental concepts. Therefore, we developed conceptual model for consumer products safety, CPSPcon in this paper. The conceptual model is one part of SSM(Soft System Methodology) and can support specific policy target. The CPSPcon model can assist in evaluation of responses to an adapting or considering model.

  • The industrial accidents in the construction business have decreased on the basis of the accreditation of KOSHA 18001, one of the occupational health and safety management system. However, the interest and investment into the KOSHA 18001 has grown down because of the worsened construction business so that the construction companies that maintain the system as a mere formality has begun to be displayed. In this regard, this study performed the interview with the internal and external review board as well as the question investigation from the persons concerned in order to apprehend the current problems in the KOSHA 18001. First of all, the internal reviewers in the KOSHA are lack in the comparison with the number of new and renew accreditation. Secondly, many persons concerned with the KOSHA has required the quantitative criteria for the accreditation. Consequently, the manpower supplement associated with the external reviewers, the grading evaluation would be strong solutions to improve the effectiveness of KOSHA 18001.

Also, see significant difference that analyzes interrelation between leading persons about human mistake in semiconductor industry and connect interrelation of mistake by this. Continuously, dictionary road map to human error theoretical background to basis traditional accidental cause model and modern accident cause model and leading persons. I wish to present model and new model in semiconductor industry by backbone that leading persons of existing scholars who present model of existent human error deduce relation. Finally, I wish to deduce backbone of model of pre-suppression about accident leading person of the person center.

  • This paper presents experimental results on the safety of persons due to a ground fault in 22.9 kV-Y distribution system In order to evaluate the touch voltages due to internal ground faults in a step down transformer based on the newly prescribed KS C IEC 60364 standard series, the verification tests in a 22.9 kV multi-grounded neutral system were carried out From the experimental results, it was found that there will be significant potential rise jeopardizing LV equipment insulation in case of separate grounding between HV and LV system and the effective measures against hazardous touch voltages due to a IN side ground fault in the common grounding system between HV and LV system are proposed. As a consequence, it was found that the equipotential bonding is an important prerequisite for the effectiveness of the protective measures for the safety of persons in the common ground system between 22.9 kV-Y and low-voltage grounding system.
