승용차 정면충돌에서 에어백 전개가 운전자 손상에 미치는 영향 (The Effect that Air Bag Deployment in Car Head-on Collision on Injury to Driver)

  • The purpose of this study was to evaluate the effect of air bag deployment in passenger car head-on collisions on injuries to the driver. The drivers in head-on collisions who were brought to the emergency rooms of two hospitals from January 2011 and October 2014 were evaluated, as were the vehicles involved. The driver injury level were assessed by utilizing Collision Deformation Classification (CDC) codes, and the Abbreviated Injury Scale (AIS) and Injury Severity Score (ISS), respectively. In this study, it was shown that the chest ISS and AIS were significantly high when an air bag only is deployed. A statistically significant difference was found in the crush extent when the driver who fastened the seatbelt was found to be affected more than the ISS 9. Even when an air bag is deployed in a head-on car collision, injury severity can vary according to accident circumstances and crash severity. Accordingly, first aid can be rapidly given, and the injured person can be quickly referred to a hospital, only if the assessment of persons involved in a vehicle accident is accurately carried out.

  • 차세대 재난망 기술로서 언급되고 있는 PS-LTE는 LTE 기술을 근간으로 공공안전 통신에 필요한 단말 간 통신, 그룹통신 등을 지원하는 통신기술이다. 현재 우리나라는 구축계획을 수립하여 PS-LTE 시스템을 설치하고 있으며, 국제적으로도 PS-LTE를 활용한 재난망 시스템 구축에 많은 노력을 하고 있다. 그러나, 관련자만 접속할 수 있는 폐쇄망의 특성상 기존 상용망과 별도 구축이 필요하며 많은 기간과 비용의 소요가 예상된다. 효율적으로 재난안전통신망을 구축하기 위해서는 무조건적인 신규 구축보다는 기존 LTE망에 보안 및 접속우선권 등의 문제를 보완하여 신규 구축하는 PS-LTE망의 연동을 고려해야 할 것이며 이를 위한 사전 검토가 매우 필요하다.

소형어선용 팽창식 구명뗏목 성능기준 개발에 관한 연구 (A Study on the Development of Inflatable Life Raft Performance Criteria for Small Fishing Vessels)

  • 본 연구에서는 해상에서의 저체온증 사망위험을 감소시키기 위해, 배의 길이 20미터 미만의 우리나라 소형어선에 비치하기 적합한 구명뗏목의 성능기준을 제안했다. 우리나라에는 소형어선용 구명뗏목이 사용되고 있지 않으며 관련 성능기준도 없다. 국내외 및 국제표준의 성능기준을 비교하고, 외국산 구명뗏목 및 본 연구로 개발된 가방형 시제품(2 4인승)의 성능 평가결과를 분석했다. 그 결과, 근해어선의 구명뗏목에는 ISO 9650-1 기준을 적용하고, 연안어선의 구명뗏목에는 ISO 9650-2보다 기준을 낮추어 적용하는 것이 적절할 것으로 판단된다.

설문에 의한 도시가스 사용가구의 안전의식도 조사 (An attitude survey on the safety of the household utilities with the urban gas)

  • 도시가스를 사용하고 있는 사용가구에 대한 설문조사 결과 10가구 당 7가구 꼴로 도시가스가 안전한 것으로 인식하고 있지만 이 중 $30\%$는 향후 가스 안전사고가 자신의 집에서 발생할 가능성이 있다고 인식하고 있어 도시가스이용이 상대적으로 안전하기는 하지만 여전히 사고의 위험성이 상존하고 있다는 것을 도시가스를 사용하는 가구 구성원들이 인식하고 있는 것으로 나타났다. 이러한 도시가스 소비자의 가스안전에 대한 인식은 연령, 성별, 소득수준 등과는 무관한 것으로 분석된 반면, 고학력자이며, 직, 간접적인 가스안전사고 경험이 있고, 가스안전점검요령을 미숙지하고 있는 사람일수록 도시가스사용의 안전성에 대한 인식이 상대적으로 낮게 나타났다. 한편, 대다수의 도시가스사용가구가 최소한의 가스안전점검방법을 알고 있는 반면, 단지 $60\%$만이 자율점검을 실시하고 있는 것으로 나타나 소비자가 자율적인 안전점검에 대해 매우 소홀히 하고 있음을 알 수 있다. 특히 자율점검을 실시하지 않는 이유로 대다수의 응답자가 "외부로부터 안전점검을 받기 때문에 자율점검의 필요성을 못느끼고 있다"라고 응답한 점을 감안할 때 소비자들의 외부에 대한 안전점검의 의존성향을 변화시키기 위해서는 도시가스사 직원의 정기 안전검사시 안전점검 외에도 자율점검의 필요성 및 방법 등에 대한 올바른 교육 및 적극적인 홍보활동이 필요하다.

탄약저장시설 지하화에 따른 안전거리 축소방안 연구 (Study for Reducing Safety Distance by Installing Ammunition Storage Facility in Underground)

  • 지하형 탄약고에 대한 관심이 증가하면서, 관련된 설계 결과가 다수 도출되고 있다. 그러나 터널 민간 전문가들뿐만 아니라 탄약관련 군 실무자들도 안전거리 기준을 완벽하게 숙지하지 못하여 안전거리 기준을 모두 준수한 신뢰성 있는 설계 결과는 도출되고 있지 않고 있는 실정이다. 또한 안전거리를 과하게 적용하여 부지를 비효율적으로 활용하거나 시공불가판정을 받는 사례도 보고되고 있다. 본 연구에서는 지하형 탄약고에 대한 안전거리 기준을 정리하고 이를 준수하면서 효율적으로 설계할 수 있는 방안에 대해 연구하였다. 또한 여러 방법 중 안전거리를 획기적으로 저감시킬 수 있는 방법을 도출하여 향후 지하형 탄약고 설계 및 시공 시에 적용할 수 있도록 데이터를 마련하였다.

가력 인원수에 따른 군중하중의 크기에 관한 실험적 연구 (The Size of Crowd Pressure According to Number of Persons)

  • The resistance of crowd pressure is an important performance to be influential on safety of facility users among performances required for light weight walls of public facilities. This study has empirically evaluated the estimation of size of crowd pressure to be applied to a wall of structure. For the load analysis test, the force plate with stiffness of 28 kN/cm was designed and manufactured. For inspectors, 15 males in the age of 20s were selected. The action of putting load was set as instantaneous push of plate and continuous push. As the load was increased linearly from the weight of inspector, the size of load was indicated as the load ratio. In case of instantaneous force, about 1.18 times the weight of pushing personnel was acted as a load. In case of continuous push, about 0.80 times the weight of pushing personnel was acted as a load.

선적개방에 따른 나용선등록제도에 관한 고찰 (A General Study on Bareboat Charter Register in opening Ship's Registration of Shipping Countries)

  • Bareboat Charter Register or Dual Registration under a Demise Charter scheme, does not in fact sanc-tion the alternative use of flags of different states, but rather it authorises the use of the flag of the coun-try where the ship is temporarily flagged only. Bareboat Charter Register is not intended to miselead third party states or persons dealing with the ship in respect of its nationality. Bareboat Charter Register gives a shipwner a more flexible and attractive package, for example mortga-ging facilities might be more attractive in one state because of its stronger laws relating to recovery of liens, whereas the manning requirements might be attractive in another state. By using Bareboat Charter Register, a shipwner/manager can avail himself of both advantage instead of settling for a compro-mise. Ships on a Bareboat charter Register would be subject to the safety, manning and anti-pollution require-ments of the second flag state and would carry that state's right to fly a flag of the original state be withd-rawn and the effect is to suspend the registration during the period of demise charter except in so far as relates to Title transactions.

  • This paper reflects on the ergonomical criteria for a humane working atmosphere in industrial buildings while respecting and paying close attention to the physical, mental, and stressful demands of the work environment. It describes effective construction codes and standards of practice and their importance in ensuring a safe environment for working people. Also addressed are the objectives for a productive work environment and its organization. The paper considers the significance of a proper working environment, the use of dangerous working materials, the use of proper ventilation, climate, and lighting to ensure that the productivity of the enterprise is met with common goals shared between employer and employee. The connection between the legal foundation and the design of industrial construction is the focus of this paper. It shows that the planning and executive persons are obliged to observe the relevant construction laws and regulations including standards and codes of practice. Additionally discussed are the possible solutions and consequences for development in the productional, constructional, and ergonomical fields of design.

농약작업자의 농약에 대한 노출과 작업복 현황에 관한 분석 (Conditions of Chemicals Exposure and Work Clothing for Farm Workers Using Agricultural Chemicals)

  • The objective of this study was to analysis the pesticide chemical-using of farm workers and working clothes for diminishing the possible damage by their improper chemicals usages. For the data Questionairs were collected 340 from the farm families of the 3 different districts in Yeoju, Kyonggido, and also inquired of the persons in charge of the chemicals and of the laundry in each family. Among the replies, 233 was classified as useful, and analyzed the frequency, the percentage and correlation. The results were as follows : 1. 64.3% of the farmers were using the chemicals for 5∼20 years, of whom 33.6% experienced stopping of chemicals-using for health. 2. The applicators experienced poisoning symptoms such as habitual fatigue, hadache, dizziness, chest discomfort, eye irritation, skin irritation, blurred vision, vomiting, nausea etc. after chemical work. 3. 74.7% answered they did not obtained educational information for the care of chemicals contaminated clothes. 69.1% said they need to obtain educational information about safety awareness of agricultural chemicals.

노인주거의 설계지침에 관한 연구 (A Study on the design guidelines of the Elderly Housing)

  • The number of aged persons, which would account for 7.1% of total population of 200 year in south korea means that our country would have entered into aging society and that a demand for elderly housing in korea would have been increase rapidly. From this point, this study investigated the present situation of elderly housing in korea, types of those to be provided generally by private and public firms, and the preferred housing types, the location of them and housing sizes of old singles and couples on existing surveys by several firms and organizations. finally, this study suggested several design guidelines to be taken into account in the elderly housings of korea on the basic function of safety, convenience and comfortability and the cultural aspects of leisure life and wealth. Those suggested here will be applied to design guidelines of elderly housing in future.
