A form of consumption has been changed to a form of pursuing rather qualitative sides than quantitative sides according to an improvement of the living level followed by an increase in national income and to an increase in women's advance to society in modern society. The above change had a lot of effects on children play space, a subsidiary means within commercial facilities. However, partial children play facilities have steady children injury cases by a lack of safety management facilities. Therefore, the study investigated indoor children play facilities installed in large-scale distribution stores as department stores and discount stores out of commercial facilities in Seoul. The study investigated actual conditions and collected picture data with a checklist drawn up on the basis of the safety management standard for three months from April, 2008 to June, 2008 by visiting five places under cooperation. The purpose of the study was to grasp actual conditions of safety management of play space within commercial facilities through the contents and picture data of the investigated checklist and to offer basic data in the side of safety management of commercial facilities and various indoor children play spaces by proposing security measures for the problems.

고령화 사회의 도래와 함께 폭발적으로 증가하는 사회복지시설에서의 화재안전은 매우 중요한 사회문제로 대두되고 있다. 근래에 발생했던 노인요양원의 화재를 계기로 사회복지시설에 대한 소방관련법과 기준을 분석하고, 사회복지시설 현장을 방문하여 현장실태조사 및 소방기술인, 교수, 시설운영자, 이용자들을 대상으로 설문조사를 실시한 결과를 분석하여 화재안전관리방안으로 법 개정을 통한 맞춤형 소방시설설치, 소방시설유지관리강화, 소방안전관리 및 관련시설 평가를 통한 소방안전관리방안을 제시하였다.

Even though newly formed schools do struggle to strengthen their security in safety, existed schools have limitations for active response against natural disaster. From analyzing the results of accident cases and states in misfortune and the safety supervision of school facilities, it is said that damages by wind, flood and fire are typical types of disaster accidents. Also, according to the basic law of misfortune and the safety supervision, it emphasizes education, training, and actions that prevent from being a victim of natural disaster. In terms of these finding, establishing disaster safety organization, control system and having students an opportunity to learn how to response against disaster should be critical component in managing disaster safety of school facilities.

This study presents an improved inspection system for slopes adjacent to educational facilities. For this, field investigations for 5 schools and 3 universities were performed to analyze the engineering stability of infrastructures, which ensure the safety of students and educational officers. Educational laws and the relevant enforcement are reviewed to understand the problems of current laws and enforcement. The results reveal that the engineering measures and reinforcement are required for the slopes of 36%. Also, the improvement of social awareness and regular inspection is needed to maintain the educational infrastructures. The suggested inspection system includes the fundamental and detailed checklists and guidance for non-engineering specialists.

Recently, the number of facilities and users of zipline which is the most popular among extreme leisure facilities has been increasing year by year. Zipline is a means of transporting durable wire between two timber or stay and moving the trolley connected to the passenger at high speed in the opposite direction. However, due to the nature of the zip line facility, the risk of accidents is always present and safety accidents are frequently occurring. Therefore, this study investigates the current state of safety management and extract the problem in terms of safety management through analyzing the installation state of zipline facilities in the case of accidents and reviewing of similar facility regulations. In order to solve this problem, we will contribute to establishment of comprehensive and systematic countermeasures and establishment of safety improvement system by suggesting measures to improve safety management through analyzing foreign regulations and safety management regulations for zipline and other extreme leisure facilities.

본 연구의 목적은 장기요양시설의 노인보호를 위한 시설안전 실태를 파악하고, 이를 바탕으로 한국의 장기요양시설 시설안전 정책의 방향을 도출하고자 하는 것이다. 이러한 연구목적을 위해 주요국의 장기요양시설 시설안전 대응정책에 대해서 검토하고, 한국의 요양시설 안전실태를 파악하였다. 분석에서는 수도권 지역(서울, 경기, 인천) 중심으로 장기요양시설의 시설안전 실태를 분석하였다. 분석결과는 다음과 같다. 첫째, 기관의 안전관리 비교결과이다. 관련 규정 및 법률 비교결과에서 장기요양시설은 사회복지시설, 어린이집, 병원 등에 비해 안전관리가 취약한 것으로 나타났다. 둘째, 입지조건 분석결과이다. 수도권 장기요양시설이 건물의 6층 이상에 위치한 시설이 많았고, 개인시설이 법인, 지자체 시설에 비해 입지조건이 취약하다는 것을 확인하였다. 셋째, 기관의 구조/설비 결과이다. 전체적으로 배연창(화재안전창문), 배연설비, 연기 질식대비 방연마스크, 방화담요 등의 배치상태가 미흡하였다. 또, 법적 필수 설치설비가 미비한 곳도 있었고, 개인시설이 지자체, 법인 시설에 비해 시설 구조/설비구조에서 대체로 미비하였다. 넷째, 안전관리 분석에서 대응매뉴얼, 화재대비훈련 등에서 개인설립 시설이 지자체설립 시설에 비해 미흡하다는 것을 확인하였다. 이상 이러한 연구결과를 토대로 본 연구는 노인장기요양보험 장기요양시설에서 입소노인의 안전한 삶을 살 수 있는 시설환경을 위한 사회복지적 함의를 제시하였다.

The main goal of this study is to examine the current status of architectural glass in terms of its risk for inflicting injury in elementary schools, middle schools, and high schools. Through objective analysis of data contributed by the investigation of the cause, degree of seriousness, and bodily location of injury, the hazardousness of architectural glass in educational facilities will be evaluated. Most importantly, this study is an attempt to increase awareness of the need for establishing a safety standard in the installation of safety glass in order to prevent injuries inflicted by architectural glass in educational facilities.

일반용 전기설비의 정기적인 전기안전 점검과 부적합 설비의 개선조치에도 불구하고 전기화재의 80% 이상이 일반용 전기설비에서 발생하였으며 전기안전점검제도에 대한 이해부족, 미점검 수용가 증가, 누전차단기 미설치 및 부적합 시설의 방치 등의 원인으로 전기안전사고를 예방하는 것이 더욱 어려워진다. 본 논문에서는 일반용 전기설비의 전기안전점검 제도, 안전점검결과 및 전기화재 통계를 분석하천 관련 문제점을 도출하였다. 또한 전기안전점검제도, 점검업무 수행 방법, 전기화재 통계 수립 및 전기안전의식, 원격전기안전점검 체계 측면에서 일반용 전기설비 안전관리 개선방안을 제시하였다.

해외의 선진국 사례를 중심으로 스포츠시설 안전관리 네트워크 및 시스템 현황을 분석하여 한국 스포츠시설 안전관리 법적 규제를 마련하고, 안전관리 매뉴얼을 구축하는데 중요한 기초 자료를 제공하는 데 목적이 있다. 또한 스포츠시설 안전관리에 대한 정보를 토대로 각국의 스포츠시설 안전관리 시스템과 대처방안에 대한 구체적인 벤치마킹을 실시하였다. 그 결과, 미국은 국토안보부(DHS)를 필두로 국가의 안전을 위협하는 것으로부터 수호하고자 하는 포괄적인 국가 전략을 감독하고 조직화하고 있는 것으로 나타났다. 독일은 법 규정의 제도화, 스포츠시설 안전 가이드라인, 스포츠시설 안전관리전문가 육성시스템 등 미국과 호주보다 더욱 현실적이고 입체적인 대안을 마련하고 있다. 호주는 주요위험시설(MRF)의 운영자들에게 실용적인 지침을 제공하고 있으며, 특히 비상사태 운영시스템(EMS)을 통해 대규모 재난뿐만 아니라 위험 물질 등에 대한 계획과 협력을 다루고 있다.

안전하고 쾌적한 교육환경 조성 및 교육 질 향상을 위하여, 2021년 「교육시설 등의 안전 및 유지관리 등에 관한 법률」이 제정되었다. 이에 따라 「교육시설 안전 인증 운영 규정」이 수립되었으며, 유치원, 초·중·고등학교 및 특수학교, 대학 및 기타 교육시설의 특성에 따라 3가지 유형으로 분류되어 평가되어진다. 기타 교육시설에는 도서관, 학생수련원이 포함된다. 하지만, 학생수련원, 도서관은 수련, 독서 등의 특수 활동이 발생하는 시설로 학교와 차이점을 두고 있다. 때문에 학생수련원 도서관 시설만의 특수성이 「교육시설 안전 인증 운영 규정」에 반영될 필요가 있다. 이 연구는 기타시설에 해당되는 학생수련원과 도서관의 특수성을 「교육시설 안전 인증 운영 규정」이 어떻게 반영하고 있는지에 대한 분석이 수행되었다. 선행 인증제도 및 가이드라인과 비교 분석되었으며, 현장 조사방법이 이용되었다. 최종적으로 도서관과 학생수련원에 대하여 각각 9가지의 세부 기준 검토가 필요한 것으로 확인되었다.
