The final goal of ITS and ETC will be to improve the traffic efficiency and mobile safety without new road construction. DSRC system is emerging nowadays as a solution of them. China DSRC standard which was released in May 2007 has low bit rate, short message and simple MAC control. The DSRC system users want a long lifetime over 1 year with just one battery. In this paper, we propose the SoC of very low power consumption architecture. Several digital logic concept and analog power control logics were used for very low power consumption. The SoC operation mode and clock speed, operation voltage range, wakeup signal detector, analog comparator and Internal Voltage Regulator & External Power Switch were designed. We confirmed that the SoC power consumption is under 8.5mA@20Mhz, 0.9mA@1Mhz in active mode, and under 5uA in power down mode, by computer simulation. The design of SoC was finished on Aug. 2008, and fabricated on Nov. 2008 with $0.18{\mu}m$ CMOS process.

The Ministry of Oceans and Fisheries is providing maritime safety services through the operation of the Korean e-Navigation service, and research is continuously needed to improve reliability and quality to secure the competitiveness of the system. In order to secure such competitiveness, we presented the basic design for the big-data maritime information gateway system for minimizes thereal-time operation impact of the Korean e-Navigation service, and a theoretical hardware structure diagram including pseudonymization procedures to implement the overall system and solve privacy security issues. However, the proposed structure diagram and design include only the overall concept, to link real-time maritime information, required detailed privacy security method to satisfy the Privacy Act of the Republic of Korea. To solve this problem, this study will identify factors to violate the Privacy Act within the real-time maritime information(privacy of shipowner, shipping company, captain, navigator, fisherman, etc.) linked by the big-data maritime information gateway system, and research the method to link the secured information to other institutions by encrypting identified the factors.

We describe the improvement of insulation performance and the prevention of electrolyte leakage in a single cell in order to prevent the fuming phenomenon caused by leakage of electrolyte in a lithium secondary battery in a submerged weapon (torpedo) operated in Korea. A torpedo using lithium secondary battery as a main power source (propulsion battery) can induce the heat and fuming phenomenon, which makes it inconvenient for naval equipment operation in Korea. In the simulation test, the electrolyte of some battery cells leaked in the battery pack unit, leading to a short circuit between the main power circuit and the terminal tab of the high voltage part. We analyzed the characteristics and mechanism of the lithium secondary battery during this heat generation and fuming phenomenon. In order to prevent leakage of the electrolyte in the lithium secondary battery, the design was improved via fundamental (terminal tap enhancement) and complementary (insulation block selection and installation) measures. Comparison of the performance test before and after the improvement showed that the tensile strength of the tap terminal was improved about 2 times and the withstand voltage characteristic was improved. The application of quality improvement measures resulted in no fuming even after more than 3 years of field operation. This result is expected to improve the operation and storage stability of the torpedo propulsion cell.

The number of ships using liquefied natural gas (LNG) as fuel is increasing to respond to the International Maritime Organization's (IMO) air pollutant emission regulations. At the same time, the need to expand LNG bunkering infrastructure for stable fuel supply and demand for ships is emerging. LNG bunkering is carried out in three ways: truck to ship (TTS), pipe to ship (PTS), and ship to ship (STS). In foreign countries, all three methods are being carried out, but in Korea, LNG bunkering is carried out only with the TTS method owing to the lack of infrastructure. LNG bunkering is a high-risk operation. For safe bunkering operations, the competence of the workers is extremely important, and a professional training course is required to strengthen the competence. This study was conducted to design training contents for LNG bunkering workers for fostering LNG bunkering experts and performing safe and systematic bunkering work. To this end, the current status of LNG-fueled ships and bunkering was identified, and related domestic and abroad educational contents were analyzed. In addition, opinions on the importance of educational contents were collected through expert questionnaires. Consequently, we designed training contents suitable for various training targets and divided them into basic and advanced training courses, with a duration of 4 days, and proposed. Based on the designed training contents, if additional research is conducted by sufficiently reflecting Korea's bunkering environment, it will be of great help to improve the competence of LNG bunkering workers and to foster human resources.

The design, construction and performance test of a convenient multi-purpose irradiator is described. A multi-purpose irradiator using Cesium-137 has been developed for studies of low dose radiation effects in biology and for calibration of Thermo Luminescent dosimeter(TLD). During the operation, three rods of radioactive material which are 10cm in length revolve 180 degrees and irradiate biological samples, or TLD, and return to their shielded position, after the programmed time. A programmable Logic Controller(PLC) controls the sequence of operation, interlock, motor rotation and safety system. The rotation speed of biological samples can vary up to 20 RPM. A real time monitoring system was also incorporated to check and control the operation status of the irradiator. The capacity of the irradiation chamber was 4.5 liters. The isodose distribution at arbitrary vertical planes was measured by using film dosimetry. The dose-rate was 0.13 cGy/min in air and 0.11 cGy/min in water equivalent material in the case of Cesium-137. Range of activity was 2 Ci. The homogeneity of dose distribution in the chamber was ${\pm}$7%. The actual radiation level on the surface was within permissible levels. The irradiator had a maximum 0.35 mR/min radiation leakage on its surface.

The result of a questionnaire survey conducted on fishermen using coastal fish traps shows that fall accidents during trap dropping and pulling constitute the highest proportion of accidents at 42.1 %, whereas slipping accidents on the deck or stricture accidents to the body due to the trap winding device constitute 21.1 % each. In addition, 53.2 % of all surveyed subjects responded that trap pulling is the most dangerous task, followed by fish sorting 33.8 %, and trap dropping 9.1 %. As for the main items requested by fishermen for improving the trap winding device, 36.8 % indicated a method to easily lift the trap from the water to the work deck, and 31.6 % indicated a method to overcome the rope tension and prevent slip when pulling the trap to reduce the accidents. The small trap fishing vessel winding device proposed herein can increase the winding force by strengthening the rope contact area and friction coefficient via an appropriate contact angle between the driving roller of the winding device and the rope. When the contact angles between the driving roller and the rope are 1°, 5°, 9°, 14° and 19°, the rope tension showed a difference according to each contact angle. When the contact angle is 9°, the rope tension is the highest at 392.62 kgf. Based on these experimental results, a prototype winding device is manufactured, and 25 traps are installed on a rope with a total length of 100 m at 4 m intervals in the sea, and then the rope tension is measured during trap pulling. As a result, the rope tension increases rapidly at the initial stage of trap pulling and shows the highest value of 31.89 kgf, which subsequently decreases significantly. Therefore, it is appropriate to design the winding force of a small trap fishing vessel winding device based on the maximum tension value of the rope specified at the beginning of the trap pulling operation.

Jack-up drilling rigs are widely used in offshore oil and gas exploration industry. It is originally designed for use in the shallow waters less than 60m of water depth; there is growing demand for their use in deeper water depth over 150m and harsher environmental conditions. In this study, global in-place analysis of jack-up rig leg for North-sea oil well is performed through numerical analysis. Firstly, environmental conditions and seabed characteristics at the North-sea are collected and investigated measurements from survey report. Based on these data, design specifications are established and the overall basic design is performed. Dynamic characteristics of the jack-up rig for North-sea are considered in the global in-place analysis both leg and hull and the basic stability against overturning moment is also analyzed. The structural integrity of the jack-up rig leg/hull is verified through the code checks and the adequate safety margin is observed. The uncertainty in jack-up behaviour is greatly influenced by the uncertainties in the soil characteristics that determine the resistance of the foundation to the forces imposed by the jack-up structure. Among the risks above mentioned, the punch-through during pre-loading is the most frequently encountered foundation problem for jack-up rigs. The objective of this paper is to clarify the detailed structure and installation engineering matters for prove the structural safety of jack-up rigs during operation. With this intention the following items are addressed; - Characteristics of structural behavior considering soil effect against environmental loads - Modes of failure and related pre-loading procedure and parameters - Typical results of structural engineering and verification by actual measurement.
The loss of Residual Heat Removal System (RHRS) event during reduced inventory operation for the Korean Standard Nuclear Power Plants (KSNPPS) is simulated by RELAP5/MOD3 and RELAP5/MOD3.1 Tn cases are considered : Base case for an intact Reactor Coolant System (RCS) with no tent and a vent case for an open system. Comparative simulations of base case are peformed by RELAP5/MOD3 and RELAP5/MOD3. 1 computer codes. The results of too simulations are generally in good qualitative and quantitative agreement. However, since the results of RELAP5/MOD3 simulation reveals the deficiency of RELAP5/MOD3 wall heat model, the RELAP5/AOD3.1 computer code is used for the simulation of the vent case. The analysis result of base case show that two steam generators are insufficient to remove decay heat at one day after shutdown, where the RCS is closed. The RCS pressure increased continuously and reached the RCS temporary boundaries design pressure of 0.24 MPa around 4,000 seconds. In the vent case with a flow capacity equivalent to three times the capacity of Pressurizer Safety Valve (PSV), it is shown that the RCS Pressure does not reach 0.24 MPa and core uncovery does not occur until 10,000 seconds. The detailed discussions on the results of this study suggest the feasibility of RELAP5/AOD3.1 as an analysis tool for the simulation of the loss of RHRS event at reduced inventory operation. The results of this study also provide insight for the determination of proper vent capacity.
Almost all companies have paid much attention to the safety management ranging from maintenance to operation even at the stage of designing in order to prevent accidents, but fatal accidents continue to increase throughout the world. In particular, it is essential to systematically prevent such fatal accidents as fire, explosion or leakage of toxic gas at factories in order to not only protect the workers and neighbors but also prevent economic losses and environmental pollution. Though it is well known that accident probability is very low in NPP(Nuclear Power Plants), the reason why many researches are still being performed about the accidents is the results may be so severe. HRA is the main process to make preparation for possibility of human error in designing of the NPP. But those techniques have some problems and limitation as follows; the evaluation sensitivity of those techniques are out of date. And the evaluation of human error is not coupled with the design process. Additionally, the scope of the human error which has to be included in reliability assessment should be expanded. This work focuses on the coincidence of human error and mechanical failure for some important performance shaping factors to propose a method for improving safety effectively of the process industries. In order to apply in these purposes into the thesis, I found 63 critical Performance Shaping Factors of the eight dimensions throughout studies that I executed earlier. In this study, various analysis of opinion of specialists(Personal Factors, Training, Knowledge or Experience, Procedures and Documentation, Information, Communications, HMI, Workplace Design, Quality of Environment, Team Factors) and the guideline for construction of PSF were accomplished. The selected method was AHP which simplifies objective conclusions by maintaining consistency. This research focused on the implementation process of PSF to evaluate the process of PSF at each phase. As a result, we propose an evaluation model of PSF as a tool to find critical problem at each phase and improve on how to resolve the problems found at each phase. This evaluation model makes it possible to extraction of PSF succesfully by presenting the basis of assessment which will be used by enterprises to minimize the trial and error of construction process of PSF.

Structural design and analysis of a coiling arm unloading machine for submarine cable have been originally conducted in this study. Three-dimensional CAD modeling process is practically applied for the structural design in detail. Finite element method(FEM) and multi-body dynamics(MBD) analyses are also used to verify the safety and required motions of the designed coiling arm structure. The effective moving functions of the designed coiling arm with respect to rotational and radial motions are achieved by adopting bearing-roller mechanical parts and hydraulic system. Critical design loading conditions due to its self weight, carrying cables, offshore wind, and hydraulic system over operation conditions are considered for the present structural analyses. In addition, possible inclined ground conditions for the installation of the designed coiling arm are also considered to verify overturn stability. The present hydraulic type coiling arm system is originally designed and developed in this study. The developed coiling arm has been installed at a harbor, successfully tested its operational functions, and finished practical unloading mission of the submarine cable.
