Korea is the only country in the world where the regulation of vehicle homologation has been changed from "Type Approval" to "Self-Certification". But there are some regulations that have not been fully changed, so they became double-regulations. In this research, we find out double-regulations in Self-Certification systems focused on "Specification Notice Procedure", and suggest a proposal of amendment to avoid duplication. Through the research, we can reduce unnecessary requirements about homologation, management of vehicle and administrative procedure significantly.

Under the necessity certification of railway supplies, an applicant should check the procedure of urban railway law and the new railway safety law. Currently, the Korean railway standards (KRS), formerly managed by Korea Railroad, have been managed by the Korean Ministry of Construction and Transportation. According to Korean railway safety law and its ordinances, which were committed to Korea Railroad Research Institute. It were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components. In this investigation, the detailed management procedure will be introduced for the effective management of Certification of Railway Supplies.

This paper presents a documentation and development method to facilitate the certification of scientific computing software used in the safety analysis of nuclear facilities. To study the problems faced during quality assurance and certification activities, a case study was performed on legacy software used for thermal analysis of a fuelpin in a nuclear reactor. Although no errors were uncovered in the code, 27 issues of incompleteness and inconsistency were found with the documentation. This work proposes that software documentation follow a rational process, which includes a software requirements specification following a template that is reusable, maintainable, and understandable. To develop the design and implementation, this paper suggests literate programming as an alternative to traditional structured programming. Literate programming allows for documenting of numerical algorithms and code together in what is termed the literate programmer's manual. This manual is developed with explicit traceability to the software requirements specification. The traceability between the theory, numerical algorithms, and implementation facilitates achieving completeness and consistency, as well as simplifies the process of verification and the associated certification.

Purpose: The ramp is an important facility for the barrier free access and vertical circulation of users of various buildings, including users of walker, wheelchair users, stroller users, and baggage carriers. The installation standards for ramps in Korea have various problems during construction and BF certification. It is necessary to improve the criteria for ensuring practical mobility and safety. Method: Korean standard, International Standard(ISO 21542, 2011), German Standard(DIN 18040-1, 2010), Austrian Standard(OENORM B 1600, 2017), Swiss Standard(Norm SIA 500, 2009), Canadian Standard(Building Standards Guide, 2017), American Standard(ADA Standards, 2010) were investigated and analyzed. A comprehensive improvement of the ramp installation standards is proposed. Results: The ramp is a necessary facility for the barrier free access and vertical circulation of the disabled. It shall be installed with comprehensive consideration of the appropriate slope of the ramp, the distance of the continuous slope, the handle and upstand for pedestrian safety. In order to improve convenience, setting the proper slope and limiting the length of the slope are very important, and improvements are required to the levels presented by international and foreign standards. The unclear standards of Korean law and BF certification standards should be clearly improved so as not to be misinterpreted in construction and Barrier Free Certification. Implication: International and foreign standards should be reviewed to ensure practical mobility and safety. And comprehensive improvement measures should be presented through continuous research.

우리나라에서 GAP인증제도가 시행된 지 10년이 지났고, 정부는 2022년까지 전체 재배면적의 25%까지 GAP인증을 취득토록 하겠다는 목표를 가지고 있다. 2017년말 기준으로 전체 재배면적의 6.3%, 전체 농가의 8.1%가 인증을 취득했는데 인증확대의 정도는 기대보다 느린 실정이다. 이에 본 연구에서는 GAP인증 농가에 대한 설문조사와 현장점검을 통해 GAP인증의 확대가 더딘 원인을 규명하고 GAP인증의 확대를 위하여 현 제도의 문제점 분석에 따라 발전방안을 제시하고자 수행하였다. 인증농가는 농산물 안전과 위생에 대한 필요성은 인식하나 실제 현장실천방법에 대해서는 부적합 사항이 다수 존재하였다. 이는 인증기준의 모호성과 생산자에 대한 교육방법의 오류에 기인한 것으로 판단된다. GAP인증이 농가에 확대되는 속도가 느리고 소비자의 인지도가 낮은 이유는 GAP인증제도 운영의 구조적 문제로 생각되며, 이에 따른 개선방안이 필요하다. 국가주도형의 GAP인증제도를 국가주도형 민간인증제도로 전환을 할 필요가 있다. 국가는 정책, 연구 및 사후관리에 중점을 두고, 그 외 인증 및 교육, 홍보 등에 관한 실무는 출연기관 형태의 별도조직을 신설하여 담당케 할 필요가 있다. 국가는 GAP인증 확대를 위한 중장기적인 계획을 수립하여 체계적으로 수행할 필요가 있다. 우리나라의 영농 규모에 비해 지나치게 많은 인증기관은 지정기준을 강화하여 통폐합할 필요가 있으며, 인증기관의 재정 자립도와 올바른 인증업무 수행을 위하여 신청수수료를 현실화해야 한다. 또한 인증심사원의 자격기준을 강화하고 교육체계를 정비하여 양질의 심사원을 육성해야 한다. 법령 중심의 단순화된 인증기준은 실제 실천방안 중심으로 세분화할 필요가 있다. GAP인증제도의 발전적 개선을 위하여 산학관의 전문가로 구성된 위원회를 통해 밀도있는 토의가 필요하며 구체적인 발전방안을 도출하여 시행함으로써 안전안심농산물 생산을 통한 국민의 먹거리 안전성에 기여를 할 수 있을 것이다.

This study aimed to verify the validity of the evaluation items and weight determination of the indoor environmental safety area, which has the most frequent accidents, among the safety certification evaluations of educational facilities by the Ministry of Education of the Republic of Korea, which has been conducted since May 2021. As a preceding study, the evaluation items of the school safety evaluation checklist being implemented in the US state of Vermont were compared, and the causes of accidents judged by teachers in the accident experiences written by 200 Korean teachers were compared with the safety certification evaluation items belonged to the Ministry of Education. In addition, research literature using the AHP analysis technique on safety risks of elementary and secondary schools in China and safety evaluation index study cases of 539 elementary school children in Indonesia were analyzed. Through these preceding studies, measures to add and adjust evaluation items were derived and the validity and importance rankings of evaluation items were calculated through AHP questionnaires to teachers and safety experts. In addition, a survey was conducted on 104 ordinary people to verify the results of expert analysis. As a result of expert AHP analysis, 'safety education and disaster response training (.396)' was the highest priority for the relative importance of the first layer, followed by 'safety measures (.387)' and 'building materials'. Safety (.216)' was found to be the highest priority. In the overall importance ranking of the 13 second-tier screening items, safety accident prevention education had the highest priority and disaster preparedness training ranked second, proving that the Ministry of Education's review weight was underestimated. In addition, slip and collision accident countermeasures, which were not in the existing Ministry of Education review items, ranked 4th, laboratory practice room safety measures ranked 6th, and sanitation, cleanliness, hazardous substance management, and cafeteria/cooking room safety measures ranked 9th, indicating a significant level of importance. Referring to the importance ranking, which is the result of this study, it is suggested that it is necessary to review the weight of each review item again.

2009년 4월 27일 일본과 미국은 항공기 및 부품의 감항성인증을 상호수락하기 위한 항공안전협정(BASA) 및 감항성이행절차(IPA)를 체결하였다. 항공안전협정이 해당 민간항공당국이 수행해야 하는 법적 책임을 경감시키지는 않는다. 다만, 역량있는 상대국가의 감항당국이 해당 민간항공당국을 대신하여 자국의 항공기 인증제도에 필적할 만한 방법으로 수행한 인증기능을 인정하는 방법을 통하여, 해당 민간항공당국은 적합성판정을 함에 있어서 대체방법으로 활용하는 것이다. 이를 통해 항공안전협정은 안전을 저해하지 않으면서 여러 국가의 인증에 소요되는 비용과 시간을 경감시키면서 교역을 촉진하는 데 기여하고 있는 것이다. 본 논문에서는 가장 최근에 미국과 BASA를 체결한 일본의 항공기 인증제도 및 항공안전협정 체결 현황에 대하여 제시한다.

전력 공급과 전기안전은 전체 시스템과 네트워크에 대한 필수적인 요소이다. 전기안전기술은 u-IT, u-City 기반 기술의 발전과 함께 전력 u-IT 융복합화 제품개발은 제품에 대한 평가와 인증에 관한 연구가 필요하다. 본 논문에서는 전력기기와 u-IT기기의 융복합화 제품을 u-City에 적용시킬 전기안전 통합감시시스템을 개발하기 위해, 전력기기 단말에서 가장 많이 사용되는 아울렛에서 접속불량 검출장치가 내장된 전력 u-IT 융복합화 기기를 만들었다. 또한 전기안전 통합감시시스템에서의 원격 안전점검을 위한 ZigBee, RFID의 센서를 이용하여 통신모듈과 제품의 기능에 대한 성능 평가를 하고, 누전, 고전압, Arc, 화재 검출 센서 진단 시스템에서 성능 실험 및 평가를 하여 적합판정을 받은 제품은 KS, 전기안전제품 인증을 한다.

연구목적: 기업문화를 매개로 ISO 22301과 ISMS 인증 요구사항이 기업성과에 영향을 미치는지를 연구하고자 하였다. 연구방법: ISO 22301과 ISMS 인증 기업 대상으로 설문조사 및 자료를 수집하여 연구목적에 적합한 통계프로그램 SPSS18와 AMOS18 프로그램을 사용하였다. 연구결과: ISO 22301과 ISMS 인증 요구사항중 BCP, BCM운영, 경영, 조직, 접근통제는 기업성과에 영향을 미치는 것을 확인하였고 접근통제만이 기업문화를 매개로 기업성과에 영향을 미치는 것으로 확인하였다. 결론: ISO 22301과 ISMS 인증 요구사항이 기업문화를 매개로 기업성과에 영향을 미치는 것을 도출하고 개선방안을 제시하였다.

The issue of using information system to ensure competitive power in the market is rising. The outsourcing methods that entrust activities of information system of companies to other expert agencies are increasing as the enterprises make a lot of efforts to put their resources to their heart of business in the process of adopting information system. Recently, ASP(Application Service Provider) as a new information technology outsourcing method appears due to the development of network technology and spreading of peculating software. ASP defines as a software leasing service which is supplied through networks instead of purchasing application software with high price. For successful implementation of ASP, it is necessary to develop a certification program to ensure safety and reliability of ASP. This paper provides the safe and reliable certification program for ASP. In order to develop it, the critical issues related to service quality and certification of ASP are identified and then evaluation methodology for the ASP certification program is proposed. This paper presents service provider(service environment) certification as the part of the ASP certification program.
