Knowledge Management and Safety Compliance in a High-Risk Distributed Organizational System

  • Background: In a safety perspective, efficient knowledge management is important for learning purposes and thus to prevent errors from occurring repeatedly. The relationship between knowledge exchange among employees and safety behavior may be of particular importance in distributed organizational systems where similar high-risk activities take place at several locations. This study develops and tests hypotheses concerning the relationship between knowledge exchange systems usage, knowledge exchange in the organizational system, and safety compliance. Methods: The operational context of the study is petroleum drilling and well operations involving distributed high-risk activities. The hypotheses are tested by use of survey data collected from a large petroleum operator company and eight of its main contractors. Results: The results show that safety compliance is influenced by use of knowledge exchange systems and degree of knowledge exchange in the organizational system, both within and between units. System usage is the most important predictor, and safety compliance seems to be more strongly related to knowledge exchange within units than knowledge exchange between units. Conclusion: Overall, the study shows that knowledge management is central for safety behavior.

연구 실험실 안전보건 관리제도 비교 - 한국과 독일 사례 고찰 (Comparison of Regulatory Systems for Safety and Health Management in Research Laboratories - Case Review between Korea and Germany)

  • Objectives: This study aimed to compare the regulatory systems for laboratory safety and health management between Korea and Germany and discuss the implications. Methods: Laboratory safety and health regulations for legal enforcement and relevant technical guidelines in Korea and Germany were reviewed. Results: Lab safety and health management is enforced by the Act on the Establishment of Safe Laboratory Environment in Korea. Most provisions focus on supervisory control, that is, the principal's liability is emphasized. In addition, there is a lack of laboratory-specific procedures for safety and health management in the act since it is stipulated that other relevant regulations apply to some technical contents. Non-compulsory technical guidelines for lab safety and health management are also provided by the Korea Occupational Safety and Health Agency (KOSHA) in order to enable researchers to follow safe procedures. There is no independent regulation for lab safety and health in Germany, and it is also governed by several regulations. The German Social Accident Insurance Institute provides technical guidelines on lab safety and health, and these contain more specific content to allow them to be followed more easily compared to the KOSHA guidelines. The most remarkable differences between the regulation of each country were contents of the risk assessment and specific protect measures from hazardous agents. Conclusions: Regulatory control is an essential way to prevent accidents, but it is more important to create an environment in which all stakeholders, including individual lab members, are allowed to participate actively in safety and health management activities.

사업장의 안전·보건관리 유형별 산업재해 발생현황 비교 (A Comparison of the Occupational Accident Status by Safety and Health Management Type in Workplaces)

  • Objectives: This study is aimed to illustrate the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate by safety and health management type in workplaces. Methods: In order to analyze the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate of different safety and health management types in workplaces, selected data from the Occupational Safety and Health Research Institute were used. Results: The occupational accident rate in workplaces where safety and health managers had been appointed was lower than in those where safety and health management was entrusted to other organizations, while the result was the opposite in regards to the fatality rate per 10,000 workers caused by accident. However, the occupational fatality rate per 10,000 workers in workplaces where safety and health managers have other roles was 426% higher than those where safety and health management was entrusted to other organizations. Moreover, the musculoskeletal disorder rate of the workplaces where safety and health managers have other roles was 15% higher than those where health management was entrusted to other organizations. Conclusions: It is necessary to review the effectiveness of systems in which safety and health managers can concurrently engage in other roles.

중소기업의 「중대재해처벌법」과 ISO 45001의 연계방안 연구 (A Study on the Link between the Severe Accident Punishment Act and ISO 45001 of SMEs)

  • 연구목적: 중소기업에서 「안전보건경영시스템」의 유지와 실행만으로 「중대재해처벌법」의 요구사항에 적합하도록 「중대재해처벌법」과 「안전보건경영시스템」연계방안을 제시하고자 한다. 연구방법: 문헌조사와 같이 이론적 접근을 수행한다. 먼저 이론적 접근으로 「중대재해처벌법」의 안전보건관리체계를 살펴보고, 「안전보건경영시스템」의 요구사항을 분석하였으며, 그리고 2024년 「중대재해처벌법」이 적용되는 5인 이상 49인까지의 중소기업의 통계와 사고 사망자수를 조사하였다. 연구결과: 「안전보건경영시스템 (ISO 45001)」요구사항과 「중대재해처벌법」의 안전보건관리체계의 연계하는데 문제점이 발견되지는 않았다. 결론: 「안전보건경영시스템」인증을 받기 위한 시스템 구축과 실행으로 「중대재해처벌법」의 안전보건관리체계의 요구사항을 충족할 수 있으리라고 판단된다.

방폭설비 성능유지 실태분석을 통한 관리방안 연구 (A Study on the Management Plan through Performance Maintenance Analysis of Explosion-proof Facilities)

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.

국제표준 경영시스템 통합이 경영성과에 미치는 영향에 대한 실증적 연구 - 품질, 환경 및 안전·보건 경영시스템 중심으로 - (An Empirical Study on the Effect of International Standards Management System Integration on Business Performance - Focused on Quality, Environment and Health & safety management system-)

  • Purpose: This paper studied about the integration for management system of representative international standard related to sustainable development. The well-known International standards such as ISO 9001, ISO 14001 and OHSAS 18001 (ISO 45001) can be operated in accordance with the organizational situation individually, or in a variety of ways of integration. It can be applied to help organizations utilizing the newly established "ISO IEC Directive Part1 Annex SL", when integrating quality, environmental and safety & health management systems based on international standards. Methods: We conducted an empirical survey of management executives and experts to study how three factors (management systems, organizational capabilities and integration methods) could affect business performance. Results: The questionnaire was analyzed using AMOS structural equation model. Quality, environmental and safety and health management systems affected management performance, and integration methods of management system affected business efficiency, risk performance and financial performance. Integration method is also important because organizational competence affects various aspects of integrated management. However, factors that affect integration should also be considered in terms of organizational capabilities. This is because organizational capacity influences the integration plan. Conclusion: To integrate the document system at the strategic level, management should actively participate in integrated operations to integrate organizations, eliminate duplicate tasks, and foster document integration experts to reflect the characteristics of individual standard. In the case of document integration, quality management is focusing, but once ISO 45001 is issued, the use of Annex SL is increasing, and Quality, environment and safety & health integration will also be expanded. It is possible to increase the effect of integration by strategically approaching and establishing organization document system rather than simple integration according to management system standard arrangement.

중소규모 사업장용 안전보건경영시스템의 인증 심사방법 개발 (Development of the Judgment Method of the Occupational Safety & Health Management System for Small & Medium Enterprises)

  • The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) has many difficulties to set up the OSHMS system because of limited natural and human resources. In this study, the rating system as a judgment method of an OSHMS based on the certification standard of the OSHMS was suggested for SMS to adopt voluntarily the OSHMS, certify KOSHA 18001, and improve the safety and health level.

중소 제조업의 끼임 재해분석 및 위험성평가 연구 - 경인지역 50인 미만 제조업을 대상으로 - (A Study on the Accident Analysis by Nip Points and Risk Assessment in the Medium and Small Enterprise)

  • As preventive measures have received tremendous attention to prevent any possible accident in advance, many work places have introduced safety and health management systems. However despite of this government's effort, the industrial accident rate of small-scale businesses with less than 50 employees does not decline, which is mainly because the projects are not differentiated according to the risk level of individual business. To evaluate the risk level of small-scale businesses with less than 50 employees and then establish effective safety and health management systems according to the risk level, this study has conducted the following processes. The small-scale businesses with less than 50 employees were evaluated through accident type, and potential accident risk factor was evaluated through location, business type, and business size. The results of this analysis are expected to make contribution to improving the effectiveness of the safety and health management supports to small-scale businesses with less than 50 employees.

Safety-II and Resilience Engineering in a Nutshell: An Introductory Guide to Their Concepts and Methods

  • Background: Traditional safety concept, which is called Safety-I, and its relevant methods and models have much contributed toward enhancing the safety of industrial systems. However, they have proved insufficient to be applied to complex socio-technical systems. As an alternative, Safety-II and resilience engineering have emerged and gained much attention for the last two decades. However, it seems that safety professionals have still difficulty understanding their fundamental concepts and methods. Accordingly, it is necessary to offer an introductory guide to them that helps safety professionals grasp them correctly in consideration of their current practices. Methods: This article firstly explains the limitations of Safety-I and how Safety-II can resolve them from the four points of view. Next, the core concepts of resilience engineering and Functional Resonance Analysis Method are described. Results: Workers' performance adjustment and performance variability due to it should be the basis for understanding human-related accidents in socio-technical systems. It should be acknowledged that successful and failed work performance have the same causes. However, they are not well considered in the traditional safety concept; in contrast, Safety-II and resilience engineering have conceptual bases and practical approaches to reflect them systematically. Conclusion: It is necessary to move from a find-and-fix and reactive approach to a proactive approach to safety management. Safety-II and resilience engineering give a set of useful concepts and methods for proactive safety management. However, if necessary, Safety-I methods need to be properly used for situations where they can still be useful as well.
