Analysis of the Operation of Fire Observers in the Domestic Manufacturing Industry - Focusing on the Revised Occupational Safety and Health Act (국내 제조업 화재감시자 운영 실태 분석 - 개정 산업안전보건법 중심)

  • Welding and cutting, which are representative tasks in handling firearms at industrial sites, are the basis for production and maintenance processes across all industries. They are also essential in the root industry. Specifically, they are widely used in the manufacturing industry, including equipment industries such as shipbuilding, automobiles, and chemicals, and subsequent maintenance work and general facility repair. However, such hot work carries a high fire risk owing to sparks scattering and inadequate management, resulting in a high occurrence of accidents. In response, the government and relevant organizations have recently revised the Occupational Safety and Health Act to prevent accidents during hot work. These revisions impose more stringent regulations than before, which are expected to help prevent actual fire accidents. However, whether the fire observer system, which is the core element of the revision, would be practically applied and maintained is unclear. Therefore, this study compared the fire observer system in the revised Occupational Safety and Health Act with those in the laws and systems of developed countries, conducted interviews with safety and health experts to assess the suitability of the new system for fire observer operations, and improvement plans were derived accordingly. Therefore, the laws and systems of developed countries grant more authority to fire observers compared with those of Korea. Moreover, professional training in handling emergency is required. Interviews with safety and health experts revealed that regardless of company size, the same operating standards were applied, and standards for deploying fire observers in various locations were unclear. Furthermore, there was a lack of professional education and training, and the role and authority of fire observers were limited. These findings revealed a problem in this sector. The results of this study are expected to serve as basic data for establishing a practical system for placing fire observers and supplementing laws, guidelines, and systems for preventing fire accidents.

A Study on the Navigational Competence of Junior Naval Officers (해군 초급장교의 해기능력에 관한 연구)

  • In this paper, mandatory minimum requirements for certification of officers in charge of a navigational watch on ship by international convention on STCW (standards of training certification and watchkeeping for seafarers) were investigated. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. As a result, we have confirmed that junior naval officers from Korean midshipmen had the navigational competence based on the STCW convention by analyzing the courses of Korea naval academy, midshipmen life, training exercise systems, and so on. OCS and NROTC provided a curriculum that did not quite meet the standard of the STCW convention. However, it was sufficient for nurturing basic abilities for navigation safety.

  • For encountered haptic display systems among the virtual training systems for industrial safety, visual-haptic co-location is required for natural interaction between virtual and real objects. In this paper, we performed the user evaluation of the immersive VR haptic system which implement some level of visual-haptic co-location through a careful and accurate calibration method. The goal of the evaluation is to show that user performance (reaction time and distance accuracy) for both environments is not significantly different for certain tasks performed. The user evaluation results show statistically significant differences in reaction time but the absolute difference is less than 1 second. In the meantime, the distance accuracy shows no difference between the virtual and the actual environments. Therefore, it can be concluded that the developed haptic virtual training system can provide inexpensive industrial safety training in place of costly actual environment.

A Study on Motion Sickness Incidence due to Changes in the Speed of the Training Ship Kaya (실습선 가야호의 선속 변화에 따른 뱃멀미 지수에 관한 연구)

  • In this paper, the motion performance in waves for the training ship Kaya of Pukyong National University is obtained by using a computer program based on Strip method. To guarantee the pleasant seafaring in ocean, the vertical acceleration of ship motion is calculated according to the location of the ship. The results of calculation by changes of ship speed are compared with the guideline of MSI(Motion Sickness Incidence). The degree of motion sickness is shown and discussed through the comparison between calculated vertical acceleration spectrum and MSI guideline. The computational results of MSI were as follow; when ship speed increased in the order of 5 knots, 10 knots, 12 knots and encounter angle became the bow quartering sea of $120^{\circ}$ compared to $180^{\circ}$ and $150^{\circ}$, the vertical acceleration values grew higher.

  • If examining utilization by completion of National Competency Standards development, efforts are made so as to organize curriculum matched to education or training and perform subjects based on competence unit educationally in specialized high schools, colleges and university. However, National Competency Standards is insignificantly utilized in enterprises and on the spot due to characteristics of occupation type and diversity of process. This thesis intended to measures of safety efficiency improvement of final enterprise through the human resources assessment system of National Competency Standards based enterprise. Therefore, various methodologies were introduced and results of analysis by Balanced ScoreCard method were suggested for policy measures improving final safety efficiency. The results of this analysis are expected to make contribution to improving the effectiveness of the government's industrial safety and health policies through the establishment of systematic safety and health systems according to the risk level of individual business.

Study on Knowledge and Safety Management of Radiation Workers (방사선작업종사자의 방사선 지식정도와 안전관리에 대한 연구)

  • This study has been carried out to find out current status of understanding radiation safety expertise by workers under the present training scheme and to minimize radiation risks at work as well as to refurbish training systems for mitigation of uneasiness of the people at large in near future. Questionnaire survey asking 30 items was carried out during 3 months from May to July, 2013. The number of the overall respondents were about 500. Overall scores of hath degree of the basic knowledge and of the attitude related with radiation safety could he procured through analysis of the questionnaire data. Results were as followings: The workers of the higher academic level, the larger of the accumulated training time and the worker's personal antecedents, the more accredited license holders showed the larger scores of the basic knowledge of radiation as well as the attitude related with the radiation safety. The group having higher basic knowledge also showed the higher score in attitude related with radiation safety. The overall scores obtained from the radiation workers in industrial sector were relatively lower, in general, than those of the other sectors. These results suggest that the training program might better be separately implemented. A specific training program implementation might be desirable particularly for the workers in industrial sectors so as not only to reduce radiation risks of workers but also to mitigate the uneasiness arising among the people at large.

Food Safety Culture Assessment of Home Meal Replacement Manufacturer (가정간편식 식품 제조업체의 식품안전문화 평가)

  • Of great importance in food safety culture are the values of an organization regarding food safety that combine the human and material requirements needed to produce safe and hygienic foods. In recent years, efforts have been made to improve the level of implementation of food safety management systems by improving certain cultural elements of food safety. This study investigated the current state of food safety culture in the HMR manufacturing sector. An anonymous survey of 46 HMR manufacturers of various sizes was conducted to evaluate the implementation status of HACCP prerequisite program and food safety culture. The perceived importance of food safety culture factors and their performance were also surveyed. Employees of HMR manufacturers who participated in this survey recognized that the participation of employees and leadership was the most important factor in ensuring food safety. Smaller enterprises are less aware of the importance of such organizational culture. The survey shows that food safety culture indicators in large companies are generally higher than those of small and medium enterprises. Especially, the manager's level of commitment to food safety, resources input, and education and training was significantly higher than that found at small companies (p=0.005). Among the food safety culture evaluation factors, it was found that education and training had significant influence on HACCP prerequisite program performance. Continued employee education and training on food safety and hygiene are important for HMR manufacturers to achieve HACCP certification standards.

A Study on Safety Standards for the Interior of an Artillery Firing Range Considering Probable Error (공산오차를 고려한 국내 포병사격장 안전기준 분석 연구)

  • Safety standards for long-range artillery ammunition test and training sites follow the US artillery shooting range safety zone standards. Although the South Korean geographical conditions of shooting ranges are different from those of the United States, there is no safety standard reflecting the South Korean topographical characteristics. Probable error associated with the shooting range, trajectory should be considered in establishing the safety standards. In this study, we present the safety standards for the ammunition testing site suitable for the Korean situation, with applying a concept of trajectory and probable error differed by ammunition type, which are currently confirmed by the South Korean Army's artillery shooting.

  • To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of US Coast Guard and Japanese Coast Guard As a result, it is suggested that KMPA try to recruit good-quality officers through the diverse route, develop the future-oriented educational, system, adjust the course and curricula to meet KMPA's role and mission for 21st century. Besides, it requires that KMPA establishes its own institute to carry out the recruit training and re-freshening courses for both the officers and enlisted person.

Feature Analysis on Industrial Accidents of Manufacturing Businesses Using QUEST Algorithm

  • The major objective of the statistical analysis about industrial accidents is to determine the safety factors so that it is possible to prevent or decrease the number of future accidents by educating those who work in a given industrial field in safety management. So far, however, there exists no quantitative method for evaluating danger related to industrial accidents. Therefore, as a method for developing quantitative evaluation technique, this study presents feature analysis of industrial accidents in manufacturing field using QUEST algorithm. In order to analyze features of industrial accidents, a retrospective analysis was performed on 10,536 subjects (10,313 injured people, 223 deaths). The sample for this work was chosen from data related to manufacturing businesses during a three-year period ($2002{\sim}2004$) in Korea. This study used AnswerTree of SPSS and the analysis results enabled us to determine the most important variables that can affect injured people such as the occurrence type, the company size, and the time of occurrence. Also, it was found that the classification system adopted in the present study using QUEST algorithm is quite reliable.
