Safety Levels Apportionment in Railway System

  • The creation of a single European rail transport market it is important to increase confidence between the actors on the market and between member states who shall ensure that railway safety is generally maintained and, where reasonably practicable, continuously improved. For this purpose the European railway safety directive introduces a mechanism to adopt a Common Safety Targets (CST) expressed in risk acceptance criteria for individuals and for society. This paper focuses on the apportionment of safety targets for European railway system. We develop a generic approach based on the Functional Hazard Analysis (FHA), to analyse the safety of railway systems for a unified European network and to comply with the CSTs required by the European railway Safety Directive. We suggest to combine the FHA technique with the functional railway architecture to allocate the safety targets to the railway functions.

Insecticide Targets: Learning to Keep Up with Resistance and Changing Concepts of Safety

  • Pest insect control is dependent on about 200 insecticides that work by relatively few mechanisms. The targets they disrupt are mostly involved in the nervous system, respiratory chain, growth and development, or the gut. The major nerve targets are: acetylcholinesterase for the organophosphates and methylcarbamates; the nicotinic acetylcholine receptor for the neonicotinoids; the $\gamma$-aminobutyric acid receptor for several chlorinated hydrocarbons and fipronil; the voltage-gated sodium channel for DDT and pyrethroids. Selection of resistant strains often confers cross-resistance to some or all other insecticides working at the same site. The toxicological properties of different compounds acting on the same target are increasingly considered together, summating the risk even though the compounds are of quite diverse chemical types. Continuing attention is also being given to secondary targets not involved in the primary mechanism of toxicity but instead in side effects that must be considered in the overall safety evaluation. Research on insecticide targets is important in learning to keep up with resistance and changing concepts and policies on safety. These relationships are illustrated by recent studies in the Environmental Chemistry and Toxicology Laboratory of the University of California at Berkeley.

  • The potential use of ranging sensors for reducing the occurrence of accidents in real environment is explored by many companies and laboratories. Most of the sensors under investigation utilize the FMCW(Frequency Modulated Continuous Wave) waveforms. The automotive environment presents to the FMCW radar sensor a multitude of moving and fixed targets and the sensor must detect and track only the targets which may pose a threat of collision or passengers accident. The sensor must function accurately in the presence of background echoes generated by moving and fixed targets, ground reflections, atmospheric noises, including rains, fog, and, snow and noise generated within the receiver. False detection of the desired target in this environment may issue false alarms. That may be dangerous to the passenger and the vehicle. A high false alarm rate is totally unacceptable. The false alarm mechanism consists of noise peaks, crossing the threshold and the undesired response of the system to off lane targets which are not potentially hazardous to the radar equipped vehicle. This paper presents an improve technique safety performance for driver-less operation using FMCW radar sensors.

This policy management method and the Six Sigma CTQ Flow Down will make a good combination when their merits are developed and systemized as the management innovation program which enables to set up innovation targets along with management targets in the stage of strategic planning and to participate all the personnel from top management down in achieving th targets. This paper will help the companies implementing Six Sigma improve their management constitutions and achieve better management performances through the integration of policy management and Six Sigma.

Validation of a New Design of Tellurium Dioxide-Irradiated Target

  • Production of iodine-131 by neutron activation of tellurium in tellurium dioxide ($TeO_2$) material requires a target that meets the safety requirements. In a radiopharmaceutical production unit, a new lid for a can was designed, which permits tight sealing of the target by using tungsten inert gaswelding. The leakage rate of all prepared targets was assessed using a helium mass spectrometer. The accepted leakage rate is ${\leq}10^{-4}mbr.L/s$, according to the approved safety report related to iodine-131 production in the TRIGA Mark II research reactor (TRIGA: Training, Research, Isotopes, General Atomics). To confirm the resistance of the new design to the irradiation conditions in the TRIGA Mark II research reactor's central thimble, a study of heat effect on the sealed targets for 7 hours in an oven was conducted and the leakage rates were evaluated. The results show that the tightness of the targets is ensured up to $600^{\circ}C$ with the appearance of deformations on lids beyond $450^{\circ}C$. The study of heat transfer through the target was conducted by adopting a one-dimensional approximation, under consideration of the three transfer modes-convection, conduction, and radiation. The quantities of heat generated by gamma and neutron heating were calculated by a validated computational model for the neutronic simulation of the TRIGA Mark II research reactor using the Monte Carlo N-Particle transport code. Using the heat transfer equations according to the three modes of heat transfer, the thermal study of I-131 production by irradiation of the target in the central thimble showed that the temperatures of materials do not exceed the corresponding melting points. To validate this new design, several targets have been irradiated in the central thimble according to a preplanned irradiation program, going from4 hours of irradiation at a power level of 0.5MWup to 35 hours (7 h/d for 5 days a week) at 1.5MW. The results showthat the irradiated targets are tight because no iodine-131 was released in the atmosphere of the reactor building and in the reactor cooling water of the primary circuit.

  • For automated vehicles, the integrity and fault tolerance of environment perception sensor have been an important issue. This paper presents radar, vision, lidar(laser radar) fusion-based fault detection algorithm for autonomous vehicles. In this paper, characteristics of each sensor are shown. And the error of states of moving targets estimated by each sensor is analyzed to present the method to detect fault of environment sensors by characteristic of this error. Each estimation of moving targets isperformed by EKF/IMM method. To guarantee the reliability of fault detection algorithm of environment sensor, various driving data in several types of road is analyzed.

소규모 노후 건축물 안전관리 실태분석 및 효율화 방안 (Current Status Analyses and Efficient Strategies Subjected to Safety Management of Small-Scaled Old Buildings )

  • 본 연구는 소규모 노후 건축물을 대상으로 현행 법 제도적 한계와 문제점을 파악하고 관리대상, 관리조직, 예산 측면의 개선방안을 도출하고자 하였다. 이를 위해 관련 법령인 「건축물관리 조례」, 「건축 조례」에서 규정하는 안전점검 대상, 지역건축안전센터의 안전관리 업무 및 조직 구성, 건축안전특별회계의 재원 조성 등에 관한 사항을 조사하였다. 또한, 전국 지방자치단체를 대상으로 지역건축안전센터 및 건축안전특별회계의 설치 및 운영에 대한 현황을 분석하여 법적 규제에 기반하여 현 안전관리 실태를 진단하였다. 결과적으로 점검대상 측면에서 법적 안전점검 대상에 포함되지 않는 안전관리 사각지대 건축물이 존재한다는 문제점을 도출하였고, 관리 조직 및 예산 측면에서 지역건축안전센터의 운영을 위한 전문인력 확보의 어려움과 건축안전특별회계 운용을 위한 재원 부족으로 설치 및 운영에 대한 한계를 파악하였다. 해당 문제에 대한 개선 안으로 소규모 노후 건축물의 점검 대상 범위 확대에 따른 안전관리 사각지대 축소, 전문인력 보수 규정 개선 및 준전문 인력 양성, 재원 확보를 위한 이행강제금 최소 비율 규정 및 건축허가 수수료의 단계적 상향 조정 등을 제시하였으며 이를 바탕으로 소규모 노후 건축물 안전관리 효율성 제고에 기여하고자 하였다.

고정목표에 대한 자율주행자동차 시험방법에 관한 연구 (A Study on the Test Method of Autonomous Vehicle for Fixed Targets)

  • Recent, the issue of the fourth industrial revolution triggered by technological advances has changed the automobile industry centered on internal combustion engines, and quantitative growth of the global automobile market, which has grown rapidly, has been slowing since 2015. These advances in technology are expected to develop beyond the advanced driver assistance system to autonomous driving technology. According to SAE-J3016 published by the Society of Automotive Engineers, the technology of autonomous vehicles is divided into a total of six stages according to the driver's intervention and automation level from 0 to 5. Securing safety for autonomous vehicles is important. But, research on safety evaluation theory and autonomous vehicle evaluation method based on real vehicle test is insufficient. In this study, the longitudinal distance theory equation and continuous test scenario were proposed for the test method of autonomous vehicles for fixed targets, and the real vehicle test was conducted. When comparing the theoretical values compared to the measured values, it was determined that it was reliable with a minimum error rate of 0.484% and a maximum error rate of 7.391%. Using the proposed theoretical equation, it is judged that it can be used as a safety evaluation method in an environment where real vehicle test is not possible because it can grasp the trend in the longitudinal direction in the development stage.

Development of the Assessment Indicators for Railway Safety

  • This study proposes a model for railway safety assessment with which the safety of whole railway system can be evaluated. The purpose of the assessment model is to generate safety indicators which quantitatively represent the degree of railway safety. Safety indicators were proposed as three indicators according to their functions; accident indicators, safety management indicators, and safety culture indicators. This paper describes the first result on the safety target which will be a key starting point toward the development of safety assessment model. It is recommended that the safety target to be composed of several sub-targets are apportioned to constituent components. It is concluded that the classification of safety target has influence on deciding components or attributes that constitute each sub-indicators; accident indicators, safety management indicators, and safety culture indicators. Based on this study, a railway safety assessment model will be developed in the following study.
