Grounding systems set the reference voltage level of electric circuits and suppress the Ground Potential Rise (GPR) by flowing fault currents to the ground safely. There are several parameters which evaluate the performance of grounding systems as ground resistance, touch voltage and step voltage. The touch and step voltages, which is called "risk voltage", are especially important to ensure the safety of human body. This paper dealt with the influence of current sources with the different frequency components on the touch and the step voltages. Three types of current sources as commercial frequency, square wave, and surge with the fast risetime of $50\;ns{\sim}500\;ns$ were used to analyze the risk voltages in a grounding system. The risk voltages showed remarkable difference in the same current amplitude depending on the current sources, and increased linearly with the current amplitude in the same current source. From the experimental results, it was confirmed that the risk voltages can be evaluated by a small current application in large-scale grounding systems and the possible largest risk voltage can be calculated by a surge current with the risetime of 200 ns or a current source with the same frequency component as the surge current.

One of the most important parts in constructing radioactive waste repository may be its safety aspect. The fundamental function of the repository is to isolate completely and forever the radioactive wastes disposed of in it. However, since either normally or abnormally nuclides are to be released from the repository with a certain causes. The hydraulic conductivity is related to transportation of nuclide in soil. However, hydraulic characteristics research in unsaturated soil is not enough at present time. A fast and easy procedure for estimating unsaturated flow parameters is presented. The estimation is based on direct measurement of the retention characteristics combined with inverse estimation of the hydraulic conductivity characteristics from one-step outflow experiment.
This paper is aimed at predicting the life of rubber insulating gloves under normal operating stresses from relatively rapid test performed at higher stresses. Specimens of rubber insulating gloves are subject to multiple stress conditions, i.e. combined electrical and thermal stresses. Two modes of electrical stress, step voltage stress and constant voltage stress are used in specimen aging. There are two types of test for electrical stress in this experiment: the one is Breakdown Voltage (BDV) test under step voltage stress and thermal stress and the other is lifetime test under constant voltage stress and temperature stress. The ac breakdown voltage defined as the break-down point of insulation that leakage current excesses a limit value, l0mA in this experiment, is determined. Because the very high variability of aging data requires the application of statistical model, Weibull distribution is used to represent the failure times as the straight line on Weibull probability paper. Weibull parameters are deter-mined by three statistical methods i.e. maximum likelihood method, graphical method and least squares method, which employ SAS package, Weibull probability paper and FORTRAN, respectively. Two chosen models for predicting the life under simultaneous electrical and thermal stresses are inverse power model and exponential model. And the constants of life equation for multistress aging are calculated using numerical method, such as Gauss Jordan method etc.. The completion of life equation enables to estimate the life at normal stress based on the data collected from accelerated aging test. Also the comparison of the calculated lifetimes between the inverse power model and the exponential model is carried out. And the lifetimes calculated by three statistical methods with lower voltage than test voltage are compared. The results obtained from the suggested experimental method are presented and discussed.

Currently, local regulations, such as KS Code, do not clearly specify how to calculate the range of hazardous area, so the dispersion modeling program should be used to select dispersion. The purpose of this study is to present a methodology of determining the range of hazardous area which is simpler and more reasonable than modelling by using representative materials and process conditions. Based on domestic and overseas regulations that are currently in effect, variables affecting distance to LFL(Lower Flammable Limit) were selected. A total of 16 flammable substances were modelled for substance variables, process conditions variables, and weather conditions variables, and the statistical analysis selected the variables that affect them. Using the selected variables, a three-step classification method was prepared to select the range of locations subject to explosion hazard.
A simplistic approach towards evaluation of complete load deflection response of Reinforced Concrete (RC) flexural members under post fire (residual) scenario is presented in this paper. The cross-section of the RC flexural member is divided into a number of sectors. Thermal analysis is performed to determine the temperature distribution across the section, for given fire duration. Temperature-dependent stress-strain curves for concrete and steel are then utilized to perform a moment-curvature analysis. The moment-curvature relationships are obtained for beams exposed to different fire durations. These are then utilized to obtain the load-deflection plots following pushover analysis. Moreover one of the important issues of modeling the initial stiffness giving due consideration to stiffness degradation due to material degradation and thermal cracking has also been addressed in a rational manner. The approach is straightforward and can be easily programmed in spreadsheets. The presented approach has been validated against the experiments, available in literature, on RC beam subjected to different fire durations viz. 1hr, 1.5hrs and 2hrs. Complete load-deflection curves have been obtained and compared with experimentally reported counterparts. The results also show a good match with the results obtained using more complicated approaches such as those involving Finite element (FE) modeling and conducting a transient thermal stress analysis. Further evaluation of the beams during fire (at elevated temperatures) was performed and a comparison of the mechanical behavior of RC beams under post fire and during fire scenarios is made. Detailed formulations, assumptions and step by step approach are reported in the paper. Due to the simplicity and ease of implementation, this approach can be used for evaluation of global performance of fire affected structures.

There have been a number of studies conducted in order to compare the efficiencies of recovery rates, utilizing different protocols, for the isolation of L. monocytogenes. However, the severity of multiple cell injury has not been included in these studies. In the current study, L. monocytogenes ATCC 19112 was injured by exposure to extreme temperatures ($60^{\circ}C$ and $-20^{\circ}C$) for a one-step injury, and for a two-step injury the cells were transferred directly from a heat treatment to frozen state to induce a severe cell injury (up to 100% injury). The injured cells were then subjected to the US Food and Drug Administration (FDA), the ISO-11290, and the modified United States Department of Agriculture (mUSDA) protocols, and plated on TSAyeast (0.6% yeast), PALCAM agar, and CHROMAgar Listeria for 24 h or 48 h. The evaluation of the total recovery of injured cells was also calculated based on the costs involved in the preparation of media for each protocol. Results indicate that the mUSDA method is best able to aid the recovery of heat-injured, freeze-injured, and heat-freeze-injured cells and was shown to be the most cost effective for heat-freeze-injured cells.

Background: Self-reported low back pain (LBP) has been evaluated in relation to material handling lifting tasks, but little research has focused on relating quantifiable stressors to LBP at the individual level. The National Institute for Occupational Safety and Health (NIOSH) Composite Lifting Index (CLI) has been used to quantify stressors for lifting tasks. A chemical exposure can be readily used as an exposure metric or stressor for chemical risk assessment (RA). Defining and quantifying lifting nonchemical stressors and related adverse responses is more difficult. Stressor-response models appropriate for CLI and LBP associations do not easily fit in common chemical RA modeling techniques (e.g., Benchmark Dose methods), so different approaches were tried. Methods: This work used prospective data from 138 manufacturing workers to consider the linkage of the occupational stressor of material lifting to LBP. The final model used a Bayesian random threshold approach to estimate the probability of an increase in LBP as a threshold step function. Results: Using maximal and mean CLI values, a significant increase in the probability of LBP for values above 1.5 was found. Conclusion: A risk of LBP associated with CLI values > 1.5 existed in this worker population. The relevance for other populations requires further study.
As domestic buildings have been large-scaled, diversified and high-rise, there have been a consistent demand for design, development of construction technology and accident prevention activity as well as quality enhancement. In spite of governmental and related institutions' efforts for reducing national losses which come from numerous accidents, there have been endless small and large accidents on the construction site and thus, it is urgent to conduct empirical researches in this area. Currently safety supervision system in construction industry has enforced harm and danger prevention planning system, however it merely stick to other existing materials. In addition, it is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM method. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries,' thereby strengthening there competitive edges. Boost of safety control system by PSM method will make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.
There are many countermeasures collected by field experts, safety managers with their subjective decisions, without analysis. Subcontractor does not know which one of those can be more defective countermeasures. More weighted countermeasures should be taken for subcontractor's economical aspects. But there are almost no measures with useful weight so that subcontractors can select some as they need more effective even though there are not many measures at construction sites. AHP technique has been introduced into the analysis of counter measures for subcontractor. Countermeasures which car collected from field-experienced safety engineers have been weighed with frequency rate saying how many responders selected. And then, they are analyzed by AHP Technique for making out relative important level of the countermeasures, by each step such as Direct, Indirect, Management level, and policy level, quantitatively. AHP level in the study is composed of two stories, not three stories, in order to make respondents easier when they are asked. At least 15-year-experienced expert are asked for AHP questionnaire.
This study was conducted to understand the overall status of the monitoring program for pesticide residues in foods of South Korea. Further propositions for its improvement were made, and from this study, the status on this program can be summarized as follows. In South Korea, the Ministry of Food and Drug Safety (MFDS) is responsible for overall control of pesticide residue monitoring. Depending on the time of monitoring (sampling at distribution or production step), the government agency responsible for monitoring is different: MFDS, Regional Offices of Food and Drug Safety and local governments are responsible for monitoring of foods at the distribution step, while the National Agricultural Products Quality Management Service (NAQS) and local governments are responsible for monitoring of foods in the production step (partially at sale and distribution steps). According to purpose of monitoring, domestic monitoring programs could be divided into two types: MFDS's "Residue Survey" and NAQS's "National Residue Survey" are conducted mainly for risk assessment purposes and various monitoring programs by the Regional Offices of Food and Drug Safety and local governments are conducted mainly for regulation purposes. For imported foods, monitoring should be conducted at both steps of customs clearance and distribution: the MFDS and the Regional Offices of Food and Drug Safety are responsible for the former, and for the latter, local governments are also responsible. However, it appeared that systematic and consistent monitoring programs are not being conducted for imported foods at the distribution step. Based on the information described above and more detailed information included in this paper, the following proposals for improving the monitoring program were forwarded: i) further clarification of monitoring program purpose, ii) strengthening of the monitoring program for imported foods, iii) providing the public with monitoring results by publication of an annual report and database. It is thought that exhaustive review on the pesticide residue monitoring program and efforts for its improvement are needed in order to assure both food safety and the success of the recently begun positive list system (PLS).
