항공안전증진을 위한 항공정비인적요인 교육훈련 개선방안 연구 (A Study on Improvement of Aviation Maintenance Human Factors Training for Aviation Safety Promotion)

  • 이 연구의 목적은 항공 정비사의 업무수행능력이 항공운항의 안전 및 효율에 큰 영향을 미치고 있는 추세를 반영하여 항공정비인적요인 교육훈련기준을 수립하는데 있다. 이를 위해 인적요인의 개념에 대한 선행연구들을 고찰하였으며, 국제민간항공기구(ICAO), 미연방항공청(FAA) 및 유럽항공안전청(EASA) 등의 선진해외항공국의 인적요인 교육훈련기준과 우리나라 항공안전법의 운항기술기준과 비교분석하였다. 또한 2곳의 대형항공사(FSC)와 4곳의 저비용항공사(LCC)의 인적요인 교육훈련실태를 조사하였다. 본 연구를 통해 우리나라의 인적요인 교육훈련기준이 국제기준에 비해 미약한 것으로 나타났으며, 대부분의 항공사 또한 인적요인 교육훈련을 체계적으로 실시하지 못하고 있는 것을 확인할 수 있었다. 이러한 연구 성과를 통해 현행 우리나라 항공정비인적요인 교육훈련기준의 문제점을 보완하고, 국제기준에 적합한 항공정비인적요인 교육과정의 표준모델을 제시할 수 있었다.

완구 안전검사 기준을 적용한 강아지 로봇의 낙하 해석 (Drop Simulation of Puppy Robot by Toys Safety Standards)

  • Many impact or drop test researches of home appliances are published, but those of toys cannot be found easily. External impacts are the primary causes of fracture of toys. For impact proof design, the finished product should pass an impact test after molding design. There are several international toy safety standards or requirements such as US CPSC(Consumer Product Safety Commission), ASTM F963-96a, EN71 and so on. The puppy robot which patrols around the house, namely, the watchdog was selected to investigate toy safety because it has considerable weight and outer panels are made of plastics. First the model of watchdog robot was obtained by 3 dimensional scan. Surface data can be generated from 3D polygon data of the watchdog. A reliable drop simulation method for the watchdog was established using Pam-crash program according to Korean toy safety standards. When there is a low impact allowance value, the molding design should be reinforced or changed. It was found that the maximum impact stress reaches the ultimate stress of panel material.

A Study on the control system for the Unintended Car Movement Protection Means to meet the International Standards of lifts

  • As the number of tall buildings is increasing, the high-speed lift is necessary in the modern world. Therefore, the further considerations for associated safety devices of lifts were required by the International Standards. In order to stop the moving of cage and keep it, the lifts have to be provided with means that can detect the unintended car movement. Therefore, the International Standard Safety Rules for the construction and installation of lifts had been revised. This paper describes the operation principles of the Rope Brake to fit the Unintended Car Movement Protection (UCMP) means required by the International Standards. This paper confirmed that the performance of these devices was suitable in the scope of the safety standards. This paper also analyzed that the shocks on working of these devices in a car would be dangerous to each passenger differently. Thus, this paper proposes a new design that the circuit diagram of the Unintended Car Movement Protection systems should be improved from the existing design to solve these internal shock problems. So, it is expected to protect passengers from the internal shocks by working of Rope Brake due to irrelevant factors.

Contemporary Safety Management of Virtual Golf in South Korea

  • Purpose: The purpose of this study is to provide implications for virtual golf safety management in Korea through the literature review of current safety issues of virtual golf industry. Research design, data, and methodology: This study employed a qualitative approach to review prior studies and related documents presenting current safety perspectives of virtual sports facility management. First, the study reviewed the experiences of virtual golf players and safety criteria suggested from previous literatures. Second, two experts in sport facility management reviewed the manuscript including implications and provided their opinions including major implications and insights for virtual sport industry. Views of experts were added to the final manuscript. Results: This study found that installation standards and safety and hygiene standards by industry are enacted for the safety management of sports facilities, however, there is a need for standards to be adjusted because the contents are general, abstract, and lack detail, thus causing difficultly to secure effectiveness. Conclusions: For virtual golf courses, it is necessary to develop a safety inspection checklist that suits the characteristics of indoor virtual golf. In this line, safety criteria need to be developed with the consideration of characteristics of screen golf to establish an efficient safety management system and create a safe use environment.

한국철도표준규격 국제규격 부합화 : 자동연결기 (The Conformity of Korean Railway Standards with International Standards : Automatic Coupler)

  • The Korean railway standards (KRS), formerly managed by Korea Railroad (Korail), have been managed by the Korean Ministry of Land, Transport and Maritime Affairs (ML TM). According to Korean railway safety law and its ordinances, which were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components, was committed to Korea Railroad Research Institute (KRRI). Currently, a total of 195 standards has been managed from the various railway applications including track, electrical, and vehicle areas. Moreover, according to the guideline on the management of KRS, the conformity of KRS with international standards is encouraged for the enlargement of international trade. In this investigation, a brief management activity of KRS and the recent activities on conformity of KRS with AAR standards on automatic coupler will be introduced.

조립형 비계 및 동바리 부재 기준에 관한 연구 (A Study on Standards for Components for Tied Post System Scaffolding and Shoring)

  • System scaffolding and shoring are temporary structures in which vertical members, horizontal members, bracing members and trusses are assembled and installed. In order to ensure quality and safety, the quality test shall be carried out in accordance with the Guidelines for Quality Management of Construction Works (MOLIT Notice No. 2020-750). The quality test method (national standard) for Components for tied post system scaffolding and shoring is based on the Korean standards (KS F 8021) and the Safety certification standards (MOEL Notice No. 2021-22). However, the two standards differ in some aspects such as performance standards and etc, so cause confusion when applying them on-site. In addition, the standard for truss are applied only to trusses for shoring and cannot be applied to trusses for scaffolding. Therefore, this study aims to unify the two national standards and establish realistic standards.

가정용 섬유제품 중 기타 제품류의 폼알데하이드 위해성평가 연구 (Formaldehyde Risk Assessment in Other Household Textile Products)

  • Background: Appropriateness issues have emerged regarding the non-application of hazardous substance safety standards for items classified as 'other textile products'. Objectives: Testing for formaldehyde (HCHO) and risk assessment were conducted on 'other textiles products' to provide reference data for promoting product safety policies. Methods: Testing was conducted on five items (102 products) classified as 'other textile products' according to relevant standards (textile products safety standards), and the risk of each product was assessed using the evaluation methodologies of the European Centre for Ecotoxicology and Toxicology of Chemicals (ECETOC) and European Chemical Agency (ECHA). Results: Out of the 102 products tested, HCHO was detected above the quantification limit in five. Based on these results, the screening risk assessment indicated that three products exceeded the criteria. Upon reassessing the emission and transfer rates of products exceeding the criteria, it was confirmed that there were no instances of exceeding the criteria. Conclusions: Risk assessment results can be used as supporting data for non-application of hazardous substance standards. However, it is deemed necessary to transition towards a management approach based on risks in order to addressing emerging trends such as convergence/new products.

농어촌민박의 안전관리 기준 및 안전지표에 관한 연구 (A Study on the Safety Management Standards and Safety Indicators Private Lodging in Farming and Fishing Villages in Rural Area)

  • 농어촌 민박 이용객의 증가와 정부의 관련 정책에 대한 다양한 지원이 이루어지고 있다. 그러나 농어촌 민박의 숙박 서비스에 대한 안전기준이나 안전지표가 부족하여 2018년 12월 강릉 펜션 일산화탄소 누출사고, 2020년 1월 동해 펜션 가스폭발사고 등 대형사고가 발생하고 있으며 국민의 안전을 위협하고 있다. 숙박업소와 달리 농어촌 민박의 경우 소화기와 화재경보기 등의 일정 요건을 갖추면 영업이 가능하도록 되어있다. 농림축산식품부는 농어촌 민박 제도개선 대책으로 농어촌정비법 개정을 통해 가스와 전기안전 전문가가 안전점검을 하고 그 확인서를 제출하는 제도를 도입하고 있다. 본 연구의 목적은 농어촌 민박의 숙박시설에 대한 안전기준과 안전지표를 제시하여 농어촌 민박과 관련한 지방자치단체와 정부의 운영관리와 점검에 필요한 기준을 제시하는 데 있다. 숙박시설의 안전관리는 국민의 가장 기본적인 안전과 직결된다. 따라서 농어촌 민박에 대한 적절한 안전기준을 제시하고 신고필증을 배부할 필요가 있으며 지속적인 수시점검과 안전교육 및 소방, 질식사고 등에 대한 사전예방을 위한 대책을 세울 필요가 있다. 본 연구를 통해 농어촌 민박의 안전관리 실태에 대한 조사와 분석 결과를 바탕으로 안전관리 기준 및 안전지표, 수시점검 방법, 사고예방 교육을 제공하고 제도화 할 필요성이 있는 것으로 나타났다. 농어촌 민박의 숙박이용 국민에 대한 안전확보를 위해 반드시 안전관리 기준과 교육을 제도화하는 것이 시급한 것으로 보인다.

  • Related to the on-going "Train Control System Project of Pilot Line Construction for Urban MAGLEV Train", activities by each phase shall be conducted to achieve SIL4 level and obtain safety certification from the Independent Safety Assessment(ISA), based on the IEC standards((IEC 62278/62279 and IEC 62425) for the first time in Korea. This thesis describes the introduction of IEC standards, system assurance activities (such as plan, analysis, test, verification and validation) in compliance with requirements management and project life-cycle and relations with the safety assessment activities; and certification activities (such as document reviews and audits) through system RAMS activities, software quality assurance activities and safety assessment, for the purpose of achieving a successful safety certification at the time of completing the project as system assurance activities including software and safety certification activities in order to acquire the safety certification for train control system which does not exist at all in domestic cases. It is believed that overall system safety assurance activities in this project will contribute to develop more upgraded products of the domestic train control system on the quality and safety point of view, find overseas markets and establish a bridgehead in the future.
