Case Studies of Comparing EN 954-1 and EN ISO 13849-1 Standard for Design of Industrial Machinery Safety Control System

  • Objective: The aim of this study was to compare old standard EN 954-1 and new standard EN ISO 13849-1 through case study and provide necessity of adaptation of EN ISO 13849-1 in Korea. Background: International and EU harmonized standard EN ISO 13849 "safety of machinery - Safety-related parts of control system" is classified into Part 1: General principles for design and Part 2: Validation. EN ISO 13849-1 standard was introduced in Official Journal of the European Union on September 8, 2009 as harmonized standard, and old standard EN 954-1 was withdrawn on December 31, 2011. So, EU decided to use of EN ISO 13849-1 standard forcibly from January 1, 2012 for safety of machinery. New machines need to be CE marked if they are to be placed on the market in the European Economic Area(EEA), Switzerland or Turkey, and Korean machine builder should apply EN ISO 3849-1 standard for safety of machinery accordingly. However, current Korean Safety Certification system(KCs mark) for dangerous machinery is not referred to EN ISO 13849-1 standard as safety standard. There is a need of research for adaptation of EN ISO 13849-1 standard in Korea as safety standards for new design of safety-related control system which use mostly electronic components. Method: Five case studies of representative designs for safety-related control system in accordance with EN 954-1were selected according to safety category from B to 4. And these five representative designs were tried to change new design in accordance with EN ISO 13849-1 standard. The results of comparison were analyzed in aspect of economy and technical complexity. Results: The results showed that EN ISO 13849-1 provided quantitative method of application and it enabled designers to create safety-related control systems that require fewer components and less wiring, with many of the components being to a lower specification and, therefore, less costly. Conclusion: EN ISO 13849-1 standard is good for electronic safety-related control systems compare to EN 954-1. By considering the importance of application of EN ISO 13849-1 and benefits, the application of EN ISO 13849-1 as safety standard for safety of machinery is urgent in Korea. Application: The results of comparing EN 954-1 and EN ISO 13849-1 standard might help to determine the adaptation of EN ISO 13849-1 standard for safety of industrial machinery in Korea.

곤돌라의 안전인증기준 개발 방법에 관한 연구 (Development of the Safety Standard for Suspended Access Equipments)

  • The safety standard for suspended access equipments(SAE) is developed. During the development of the safety standard, consideration was given to a close examination of the standards existing in other industrialized regions and nations such as the Eu.opean Union(EU), the United States, and Japan, as well as the existing domestic safety regulation. Also, a consideration was given to the appraising of the technical level and market conditions of the domestic industry. After careful examination of the current safety practices and issues, it was decided that the standard under development should closely follow those of the EU safety standard. The EU standard provides a detailed account of the calculation methods, safety and stability factors, testing apparatus and procedure, all under unified framework. A number of specific safety requirements have been modified in an effect to properly reflect the difficulties faced by the domestic industry. It is hoped that the safety standard developed here can serve as a valuable tool for policy decisions regarding worker safety.

해저 송유배관 유지관리를 위한 기준 보완 제시 (Supplementation of Regulation on the Offshore Oil Pipeline for Maintenance)

  • The study aims to supplement facility management plan and safety regulations & standard of oil pipeline by searching and reviewing related regulation & standard inside and outside of the country. Korean regulation & standard is reviewed based on harbor and fishery design standard of the ministry of maritime affairs and fisheries, general technology standard of oil pipeline safety regulation, gas excavation construction and safety maintenance indicator of Korea gas corporation. Global regulation & standard is reviewed based on U.S standard inspection for offshore pipeline and Europe/Mexico standard inspection for offshore pipeline. The contents of offshore pipeline installation is inserted into pipeline sector for objected facilities of safety inspection regulation & standard and, the standard of safety inspection for offshore pipeline is newly presented into pipeline maintenance part of the planning facilities management with its inspection period and method.

건설재료의 안전적 제어를 위한 표준물질 (Standard Reference Materials) 도출 (Study on the Development of Standard Reference Materials for Safety Control of Construction Materials)

  • The purpose of this study is to develop standard reference materials for safety control of construction materials considering the required performance of standard materials including flow performance incorporating particles. The flow characteristics of concrete are very complicated depending on mixing proportions of constituent materials, admixtures, amount of mixing, type of mixer, time of mixing, temperature and so forth. Uncertainties and multidimensional properties of concrete have been evaluated through various studies but there are few researches for the development of standard reference material. In this study, based on the rheological concept, the flow performance of construction materials was evaluated to understand the properties of standard reference materials and was finally obtained representing materials which simulate the standard reference materials.

  • An industrial injury prevention has a basis on fundamental spirit of human respect rather than only injury prevention in company. The employer should recognize employee as a core part of an industrial management and use as a starting point of safety and health management rather than means of production. There are many reason for unsafety action without safety operation. The reason is no standard safety operation in company or the workers never get a enough education. Standard safety operation is prepared by paper for accurate directions and orders and operators must read the paper to prevent an error of action. Also an essential particular is safety of equipment and machine must be assumed to establish standard safety operation then safety of operations will be possible.

열차제어용 표준 통신 프로토콜의 안전 특성 분석 및 평가 (Safety Characteristics Analysis of Korean Standard Communication Protocol for Railway Signalling)

  • The communication protocol for interface among railway signalling systems is designed and established as national standard in Korean from a few years ago. So the communication link for information transmission among railway signalling system can be a good example of application of this standard. Communication protocol which is standardized among Korean railway signalling is considered to apply information transmission. And we confirmed there is no the states of deadlock of livelock in std. protocol which is applied formal verification which is one of the analytic method for inspection of safety characteristics in the design course of protocol. But the safety of protocol has to necessarily accomplish this normal analysis approach about satisfying requirement matters with such this analytic approach. In this paper we analyzed the safety characteristics of standard protocol for Korean Railway signalling through the requirement matters for safety transmission of railway transmission system which is required in international standard. So through this study we confirm whether it satisfies safety requirement matters of the level which require in international standard and tried to confirm whether standard protocol has enough safety character in the real railway field.

  • System is the organization of hardware, software, personnel and facilities needed to perform a designated function within a stated environment with specified results. The trend of modern systems is getting more complex and larger. The system is necessary for modern society but the minor malfunction of the system can result the enormous human and material losses. Recently it is being heightened the concern for system safety and required to be built and applied Safety Engineering standard Guideline for safety of complex and large-sized system. This paper describes the System Engineering Process model integrated with Safety Engineering and the establishment of standard safety guidelines for safety of product development using DMADOV Methodology of the Lean 6 Sigma.

  • The existing Europe Standard, EN 50159 with respect of safety of railway signalling communication protocol has been changed into International Standard, IEC 62280. This Standard presents the requirement for safe communication between safety-related devices which connects with transmission system, there are both closed and open transmission system. Regardless of this international Standards, the communication protocol for interface between CTC communication server and external facilities has been standardized several years ago in our country, so this is applied to integrated CTC system in KORAIL. Two Standards are currently standardized as a protocol between CTC and external facilities, these standard protocols are also required high level safety as a communication link which is transmitted vital control information in common with the train control system. For that reason, we have made analysis of requirement for the safe transmission required by international standard. Under this analysis, we have studied safety features of communication protocol applying to our standard. In other words, we have researched that how many the requirement from international standard for safe transmission is reflected in domestic standard protocol, and also whether our standard makes sure of safety enough or not.

안전기준 분류에 따른 효과적 안전관리 (Effective Safety Management by the Classification of Safety Standard)

  • 본 연구는 다양한 안전사고와 관련된 법령들 간의 적용되고 있는 많은 안전기준을 분석하고 검토하여 사용자들이 활용할 수 있게 안전관리를 체계화하는 것이다. 안전관리를 체계화하기 위하여 안전기준체계를 일본, 미국, 독일 3개 국가의 기준체계를 살펴보고 안전관리(KOSAM) 개체관계도를 도출하였다. 개체관계도는 안전기준범위, 안전관리법령, 안전관리기준, 안전관리대상, 안전사고원인, 안전사고요인, 안전관리조직 개체들로 형성된다. 다음으로 각 개체들의 코드를 부여하였고 끝으로 개체관계도들 토대로 KOSAM 안전관리 조건검색화면을 설계하였다. 본 연구는 향후 안전기준 DB구축 및 안전관리 시스템개발 수행을 통해 안전기준 관리 및 운영에 대한 전반적인 향상을 가져올 것으로 판단된다.

선박 해양용 본질안전 LED 방폭 조명 표준화를 위한 가이드 개발 연구 (A Guideline on Development of LED Convergence Intrinsic Safety Luminaire for Marine Plants & Ships and It's Standard)

  • Offshore plants should be managed at a high level of safety condition. Because the offshore plant has cramped space and has difficult access when a fire occurred, a fire can be critical to the plants. LED lighting can reduce the risk of fire by its lower energy consume suitable to intrinsic safety and lower heat radiation that can reduce the possibility of ignition. Also LED has a long lifetime. Though LED luminaire has various advantages for offshore plants, an international standard for the luminaire has not provided because it is new technology. Because there is no international and domestic standard specially provided for the LED luminaire, a guideline is required for developing the LED light and for the future establishment of an international standard. This study was conducted to develop the guideline for LED luminaire for offshore plants. Firstly, relevant standards were analyzed for the guideline. Then we found that there are editorial differences between international standards and domestic standards. So the guideline was developed based on international version and the differences between the domestic and international standard were provided to let Korean developers recognize the differences.
