Comprehensibility of Newly Introduced Water-sport Prohibitive Signs in Korea by Koreans and Westerners

  • Objective: The goal of this study is to evaluate the comprehensibility of the newly introduced water-sport prohibitive signs by the Ministry of Knowledge Economy (MKE, later merged into the Ministry of Trade, Industry and Energy) among Koreans and westerners, and to check whether the comprehensibility is affected by cultural differences. Background: The Ministry of Knowledge Economy had newly introduced fourteen water-sport prohibitive signs at the end of 2011 to alert people to potentially dangerous situations. However, no studies had been found so far to review or assess their comprehensibility. Method: Comprehensibility tests of fourteen water-sport prohibitive signs were conducted with forty Koreans and forty Westerners in two sequential sessions. In session I, participants were asked to guess the meaning of each sign verbally in an open-ended test. In session II, participants were encouraged to provide feedback for each sign after its intended meaning was given. Results: Only two out of fourteen signs satisfied the comprehension rate (67%) recommended by ISO standard for both groups (Koreans and Westerners). Cultural difference between Koreans and westerners significantly affect the comprehension rates of the investigated signs, and Westerners exhibit better overall comprehension than Koreans. Five poorly comprehended signs for both Korean and Western groups were identified. Conclusion: The recently introduced water-sport prohibitive warning signs by MKE still need a lot of improvements in order to be implemented nationally or internationally. There were significant differences in the signs' comprehensibility between Koreans and westerners. Application: The findings may serve as a useful input for researchers and watersport sign designers in creating easy-to-comprehend safety signs.

가변속도 표출기의 속도저감 효과평가에 관한 연구 (An Evaluation of Speed Monitoring Display about Reducing Traffic Speed)

  • 도로상에서 과속과 그로 인한 교통사고를 방지하기 위하여 교통안전시설물 뿐만 아니라 여러 가지의 속도저감 장치 및 교통공학적인 운영기법이 적용되고 있다. 그러나 우리나라에서 속도 저감 및 과속방지를 위하여 무작위 속도단속에 치중하여 온 것이 현실이다. 하지만 최근 ITS기술을 접목하여 속도를 운전자에게 표출시켜 운전자 스스로 자신의 속도를 자각하게 하여 차량의 주행속도를 저감시키는 가변속도표출기가 도입되어 있다. 따라서 본 연구에서는 가변속도 표출기의 개념과 사례를 살펴보고 우리나라의 과천에서 설치된 가변속도표출기의 효과를 운영전과 운영중으로 나누어 가변속도표출기가 차량속도 저감에 미치는 영향 분석해 보았다. 또한 다른 속도 저감장치 즉, 속도제한표지, 스쿨죤 안내표지와의 비교를 통한 유효성을 검증하였다.

사고 및 충돌유형에 따른 원형교차로 화물차 사고모형 (Truck Accident Models of Circular Intersections by Type of Accident and Conflict)

  • This study deals with the traffic accident of truck at circular intersection. The purpose of this study is to develop the truck accident models based on type of accident and conflict. In pursuing the above, the study gives particular attentions to selecting the appropriate models among Poisson and Negative binomial models using statistical program LIMDEP 8.0. The traffic accident data from 2007 to 2014 are collected from TAAS data set of Road Traffic Authority. Such the dependent variable as number of truck accidents and the 24 independent variables as geometry, traffic volume and others are used. The main results are as follows. First, 5 Poisson models (${\rho}^2$ of 0.164~0.351) which are all statistically significant are selected. Second, the common variable based on type of accident and conflict is analyzed to be truck apron width. The specific variables are, however, evaluated to splitter island, area of splitter island, speed limit sign, truck apron, number approach road, circular intersection sign, speed hump and traffic volume. Finally, widening the truck apron width and improving the above specific variables are analyzed to be important for truck accident reduction at circular intersections.

제한속도정보제공장치(SLIF)에 대한 한국 환경 평가 분석 (A study on Korea road conditions assessment for Speed Limit Information Function(SLIF))

  • Exceeding the speed limit during vehicle driving is a key factor in the severity of lots of road accidents, and SLIF(Speed Limit Information Function) application is in the initial phase in Korea. SLIF helps the drivers to observe a speed limit when they are driving by providing alert and informing the current limit speed information based on external data using camera and/or digital map, for that reason, environmental conditions could be causes of SLIF malfunctions. In this study, design adequacy analysis of SLIF in respect of false recognition as the Korea traffic environment has been performed. As tentative results, road conditions and structure of speed limit sign as well as system performance often caused misrecognition.

  • This study examined the Korean drivers' acceptance of SAS(Speed Assistance systems) and traffic sign conditions in Korea roads for SLIF(Speed Limit Information Function) that is a part of SAS. Exceeding the speed limit is a factor in the severity of many road accidents and SAS would help the driver to observe a speed limit by warning and/or effectively limiting the speed of the vehicle. SAS are in the initial phase in Korea, Korean drivers could not be familiar with automatical speed limiting during driving, SAS interface design would be considered to be more readily acceptable to the public. And advanced SAS have been introduced onto the market which are able to inform the driver of the current speed limit based on camera and/or digital maps based SLIF. These systems are based on external data using sensors, so environmental conditions are an important factor which could cause malfunction of SLIF functions.

A Study on Process Safety Incident Precursors to Prevent Major Process Safety Incidents in the Yeosu Chemical Complex

  • Process safety incidents and loss events can be prevented if we identify and adequately take measures on process safety incident precursors in a timely manner. If we look into and take action against the process safety hazard factors causing the incident in the refinery and petrochemical plant, major process safety incidents can be prevented through eliminating or decreasing hazardous factors. We conducted a survey for the major process safety incident precursor to look specifically into the potential process safety hazardous factors of refineries and petrochemical plants in the Yeosu chemical complex. A self-assessment checklist, which was published by Center for Chemical Process Safety "Recognizing catastrophic incident warning signs in the process industry" on major incidents warning sign, was used for the survey. Through this survey, the major process safety incident leading indicators in the process industry were found by process safety management elements, and each site and/or facility can use these leading indicators for activities for process safety incident prevention. In addition, we proposed action items required to eliminate the root cause of those process safety incident leading indicators.

지하수위에 따른 철도사면의 안정성 변화 (The Variation of Slope Stability by Ground Water Level in Railway Lines)

  • Slope stability is affected by various factors. For safety management of slopes, monitoring systems have been widely constructed along railway lines. The representative data from the systems are variations of ground profile such like ground water level and pore water pressure etc. and direct displacement measured by ground clinometer and tension wire sensor. Slopes are mainly effected by rainfall and rainfall causes the decrease of factor of safety(FOS). Because FOS varies linearly by the variation of ground water level and pore pressure, it has a weak point that could not define the time and proper warning sign to secure the safety of the train. In this study, alternative of FOS such as reliability index and probability of failure is applied to slope stability analysis introducing the reliability concept. FOS, reliability index, probability of failure and velocity of probability of failure of the slopes by variation of ground water level are investigated for setting up the specification of safety management of slopes. By executing case study of a slope(ILLO-IMSUNGLI), it is showed to be applied to specification of safety management.

주행시뮬레이션을 이용한 고속도로 공사장 주의구간 교통안전표지 설치 방안 연구 (A Study on the Safety Countermeasures in Advanced Warning Area by Analyzing Driving Simulation in Work Zone)

  • 고속도로 공사장 교통관리구간 중 주의구간은 공사구간으로 진입하는 차량이 차로 변경을 수행해야 하는 구간으로 감속과 함께 안전한 차로변경이 가능하도록 교통안전표지가 설치되어야 한다. 본 연구에서는 주행시뮬레이션 분석을 통해 주의구간 내 운전자의 반응특성으로 고려한 교통안전표지 설치의 적정성을 평가하였다. 교통안전표지 위치 변경 및 제거를 통해 시나리오를 구성하고, 시나리오 별 교통안전표지의 설치 위치 적정성을 제한속도 순응률과 차로변경 안전도를 통해 비교 평가하였다. 분석 결과 제한속도 규제표지를 주의구간 상류부에 설치하여 공사구간 진입차량의 속도를 미리 감소키시고, 차로변경 주의표지를 주의구간 하류부에 설치하여 차로 변경을 최종적으로 유도하는 것이 운전자의 인지도 및 순응도 향상에 있어서 가장 효과적인 대안인 것으로 확인되었다. 본 연구의 결과는 향후 고속도로 공사장에서 발생하는 교통사고 예방을 위해 교통관리기준의 개정 시 유용하게 사용될 수 있을 것으로 기대된다.

오적산 혼합단미엑스산제와 혼합단미연조엑스제의 안전성 평가를 위한 단일 기관, 무작위 배정, 교차 연구 (Safety of Ojeok-san Extract Powder and Soft Extract in Healthy Male Volunteers, Single Center, Randomized Controlled, Cross-over Study)

  • Objectives The purpose of this study is to evaluate the safety of Ojeok-san extract powder and soft extract in healthy male volunteers. Methods Randomized controlled, cross over study was carried out in healthy male volunteers. Total 27 of 31 subjects meeting the inclusion criteria were enrolled and three subjects for waiting were included. To each group 12 subjects were randomly allocated by random number table. Group A took the extract powder in the first period and then took the soft extract in the second period. Group B took the medicine in the opposite order. Trial was conducted through two times of hospitalizations and all subjects had a seven-days of wash out period. Vital sign and laboratory test were checked before and after the medication. The mean difference of safety evaluation variables were analyzed by paired t-test (p<0.001) or wilcoxon signed rank test (p<0.05). The mean difference between two groups were analyzed by independent t-test (p<0.05) or Mann whitney test (p<0.05). Results As a result of all data related to vital sign and laboratory test in both group, There were no significant differences associated with the clinical trial drug between before and after the medication. And there was no adverse event associated with the clinical trial drug. Conclusions Both Ojeok-san extract powder and soft extract were found to be safe for healthy male volunteers.

안전보건표지의 관리 실태와 이해 용이성 (Management and Ease of Comprehension for Safety and Health Signs)

  • The safety and health signs as an important communication tool can help employees recognize the harm and risk information and take proper actions easily and fast. This study investigated the management of safety and health signs in 75 workplaces and also conducted a survey for the level of subjective comprehension of safety and health signs with 150 employees in Korea. In total, 69 safety and health signs containing alternative signs by KS S ISO 7010 were used for the survey for the ease of comprehension. At the results, the frequency of education on the signs was relatively high, but it was difficult to systematically manage those in the small-sized workplaces. In addition, the results of the ease of comprehension survey showed that proportion of alternative signs was high in the upper rank, and also several alternative signs showed significantly high mean compared with safety and health signs. And the means of alternative signs tended to have higher at the categories of prohibition, instruction, and guidance. Although there are some methodological limitations, it is important that the recent management and the level of comprehension for safety and health signs were empirically identified.
