Correlation Analysis of Stress to Industrial Safety Regulatory Compliance, Human Error and Job Satisfaction (산업안전규제 순응 스트레스, 인적오류, 직무만족도간의 연관성 분석)

  • This study aims to suggest a measure to reduce industrial accident and secure adaptation to the industrial safety regulation policies by empirically establishing the effects of stress from adaptation to the industrial safety regulation on the human error, one of direct causes of industrial accident to the target groups of the industrial safety regulation policies. This study as for content range examines the stress from adaptation to the industrial safety regulation, job satisfaction, human error, and as for spatial range, this study performed an empirical research on the workers of 24 companies located within Chungcheong region centers district among 153 companies nationwide that uses 7 chemicals by introducing PSM (process safety management) system of the Ministry of Employment & Labor as of January 2012. Based on these results and suggestions there are five(5) necessities to reduce industrial safety regulations adaptation stress and human error generation, first(1st) is the necessity of understanding influential factors to stress, second(2nd) is the necessity to customized vocational training, third(3rd) is improving enhance system of job satisfaction, forth(4th) is preparing stress-reduction program, and fifth(5th) is introducing on-site restrictive action of advanced country as politics items.

  • The purpose of this study is to improve the industrial safety education and training act based on comparing industrial safety and health act with facility safety act, construction safety regulation. The new industrial safety and health act is proposed by deleting inefficient education and training regulation which is double checked act by different organization of the government.

Effectiveness of Direct Safety Regulations on Manufacturers and Users of Industrial Machines: Its Implications on Industrial Safety Policies in Republic of Korea

  • Background: Despite considerable efforts made in recent years, the industrial accident rate and the fatality rate in the Republic of Korea are much higher than those in most developed countries in Europe and North America. Industrial safety policies and safety regulations are also known to be ineffective and inefficient in some cases. Methods: This study focuses on the quantitative evaluation of the effectiveness of direct safety regulations such as safety certification, self-declaration of conformity, and safety inspection of industrial machines in the Republic of Korea. Implications on safety policies to restructure the industrial safety system associated with industrial machines are also explored. Results: Analysis of causes in industrial accidents associated with industrial machines confirms that technical causes need to be resolved to reduce both the frequency and the severity of such industrial accidents. Statistical analysis also confirms that the indirect effects of safety device regulation on users are limited for a variety of reasons. Safety device regulation needs to be shifted to complement safety certification and self-declaration of conformity for more balanced direct regulations on manufacturers and users. An example of cost-benefit analysis on conveyor justifies such a transition. Conclusion: Industrial safety policies and regulations associated with industrial machines must be directed towards eliminating the sources of danger at the stage of danger creation, thereby securing the safe industrial machines. Safety inspection further secures the safety of workers at the stage of danger use. The overall balance between such safety regulations is achieved by proper distribution of industrial machines subject to such regulations and the intensity of each regulation. Rearrangement of industrial machines subject to safety certification and self-declaration of conformity to include more movable industrial machines and other industrial machines with a high level of danger is also suggested.

  • The objective of the Maintenance Rule (MR) is to require monitoring of the overall continuing effectiveness of licensee maintenance programs to ensure that the safety related and certain nonsafety-related SSCs are capable of performing their intended functions. In Korea, as risk informed applications and regulation become active, the necessity of Performance Based Regulation (PBR) has increased. The objective of this article is to study the effectiveness of MR based on performance and feasibility of MR adoption at Korean Nuclear Power Plants (NPPs) for effective maintenance and regulation.

  • A passenger ship is consist of five(5) constituents; passenger, sea, crew, port and ship itself and the rule & regulation which is applicable to passenger ship are differently required as their objects of constituents. the basic concept of rule & regulation can be defined all activities to keep safety of ship and her constituents. Especially, the rule & regulation for passenger ship design and construction shall be considered not only safety of ship itself but also safety of lives, so its are required more severe than commercial vessel. Recently, the IMO have finished the rule making work on the 'passenger ship safety' since it has been discussed last 2000 and next MSC meeting will be adopted the results. In this paper, the application method of rule & regulation are treated and the new rule which were made by IMO are introduced. The rule & regulation for passenger ship is one of the most important things. therefore, it is required to careful consideration to apply on the rule application.

  • Safety regulation of railway embankment is restricted by safety factor in dry season or rainy season in Korea. Safety factor which is results from the limit equilibrium analysis is varied by various external conditions. And because it has no reflection point, it is very difficult to manage the safety of trains. Safety regulation such like warning sign, reduce speed and train stop is the best choice to reduce the damage of embankments where it is worried about occurrence of disasters. In this study, additional index is proposed to support present safety standards based on unsaturated soil mechanics and reliability analysis. It is velocity of failure probability. It has an apparent reflection point near present safety regulation. It is possible to modify the regulation for safety management and monitoring system of embankments by using this index.

  • This paper reviews the pivotal phases of the evolution of the current technology-dependent nuclear power safety regulation in the United States. Understanding of this evolution is essential to the development of any future regulatory paradigm, including the technology-neutral regulatory approach that the U.S. Nuclear Regulatory Commission (NRC) has recently embarked on to develop. The paper proposes and examines the implications of a predominately rationalist and best-estimate probabilistic regulatory framework called safety goals-driven performance-based regulation. This framework relies on continuous assessment of performance of a set of time-dependent safety-critical systems, structures and components that assure attainment of a broad set of technology-neutral protective, mitigative, and preventive goals. Finally, the paper discusses the steps needed to develop a corresponding technology-neutral regulatory system from the proposed framework.

Determining factor about the regulation compliance of inspection on harmful machine, instrument and equipment (위험기계.기구 및 설비 검사의 규제 순응 결정 요인)

  • This study was planned to investigate what the main factor of the regulation compliance of inspection on harmful machine, instrument and equipment by industrial safety and health act is. This study subject was composed of three groups as employers, employees of manufacturing and using the harmful machine and safety inspectors. Manufacturing workplace were 236 places, using workplace were 201 places and the safety inspectors were 100 people. The study subject was sampled by stratified random sampling considering the type of harmful Machine. Data for analysis is collected from each sample using interview with structured questionnaires. Compliance is measured by 2, 3, and 4 point scale composed by 8 sub items such as general perception, understanding, clearness, necessity, relevancy, implementation, penalty, and general compliance of the regulation. The level of 8 items of employer's compliance are not differentiated among three groups. The determining factors for inspection observance of the workplace using the harmful Machine were understanding, penalty and cognized compliance. The determining factors for inspection observance of the workplace manufacturing the harmful Machine were understanding and object conformity. These results show that the strategy to adapt the regulated group to inspection regulation will be the elevation of understanding for regulation first of all.

Methodology for Optimizing Parameters of Vehicle Safety Regulation on Pedestrian Protection (보행자-차량 충돌안전기준 매개변수 최적화 방법론 개발 및 적용)

  • Traffic accident involved with the vulnerable pedestrian is one of the significant concerns, which has higher possibility of fatality than any other accident types. Worldwide significant efforts have been made to establish a vehicle safety regulation, which is internationally agreed, in order to reduce pedestrian casualties in pedestrian-vehicle collisions. One of the key issues in deriving the regulation is how to effectively select the parameter values associated with the regulation. This study firstly develops a method to optimize parameter values. An optimizing problem in terms of maximizing safety benefits, which are life-saving effects by the regulation, is formulated. Extensive actual accident data analysis and simulations are conducted to establish several statistical models to be used in the proposed optimization procedure. A set of parameter values that can produce maximizing life-saving effects is presented as the outcome of this study. It is expected that the proposed method would play a significant role in determining parameters as a decision support tool toward ensuring better pedestrian safety.

Reduction Plan for nip accidents by a Roller Machine (산업용 로울러기의 협착재해 감소방안)

  • The roller machines installed in the industrial field are operated under hazardous conditions due to no safety devices available, human error during operation, defective safety devices, and inadequate regulation even in case that safety devices are provided. Up to now, most roller machines installed in domestic field are provides with band breaking system as a safety device. In this study, the emergency stop distance is measured within the limit of domestic regulation but violates a foreign regulation(EN1417). Consequently, it is concluded that the roller machines with a band breaking system have high possibility of death or serious injury of the operator and the system should be improved with the introduction of additional safety devices. This thesis suggests the safety measures suitable for the roller machines with different drive systems based on the experiment results. The use of the newly developed safety system has been tested on many cases.
