건설공사 안전 보건관리가 안전점검평가 사후관리에 미치는 영향관계 (A Study on the Effect of Construction Safety and Health Management on the Post-management of Safety Inspection Evaluation)

  • 건설현장의 밀착형 안전관리를 위해 중대재해처벌법이 시행됨에 따라서 종합적 안전관리체계가 요구되고 있다. 안전관리수준평가관리는 건설기술진흥법에 따른 안전관리와 산업안전보건법에 따르는 보건위생 관리 체계와 안전경영시스템 등의 종합적 관계분석이 필요하다. 연구목적: 중대재해처벌법에 따른 안전. 보건관리의 종합적 분석 및 관계를 연구하여 보건위생관리의 안전평가수준향상에 궁극적 목적이 있다. 연구방법: 건설현장 전문가와 안전 관리자 대상으로 2차 델파이분석을 통해 설문항목의 타당성을 확인 후 구조방정식 예비모형을 통해 안전경영, 안전관리, 보건관리, 안전점검실행에 대한 잠재변인이 존재하는 회귀계수확인과 경로분석을 통해 총 효과(직접효과, 간접효과)로 매개효과를 확인하였다. 결과 및 결론: 구조모형에서는 안전관리, 보건체계, 안전경영에서 안전점검실행으로 가는 회귀계수(89%) 와 적정한 관찰변수의 람다 값이 확인되었다. 경로분석에서 보건계획수립적절성과 사후점검관리의 관계에서 보건위생을 매개하여 총 효과(.809)를 확인하였으며, 가설구조물안전성의 경로계수(.82)가 확인되었다.

교육시설 안전 등급 인증과 학교 안전도 심사에 대한 연구 (A Study on Indoor Environment Safety Level Certification of Educational Facilities and School Safety Level Evaluation)

  • This study aimed to verify the validity of the evaluation items and weight determination of the indoor environmental safety area, which has the most frequent accidents, among the safety certification evaluations of educational facilities by the Ministry of Education of the Republic of Korea, which has been conducted since May 2021. As a preceding study, the evaluation items of the school safety evaluation checklist being implemented in the US state of Vermont were compared, and the causes of accidents judged by teachers in the accident experiences written by 200 Korean teachers were compared with the safety certification evaluation items belonged to the Ministry of Education. In addition, research literature using the AHP analysis technique on safety risks of elementary and secondary schools in China and safety evaluation index study cases of 539 elementary school children in Indonesia were analyzed. Through these preceding studies, measures to add and adjust evaluation items were derived and the validity and importance rankings of evaluation items were calculated through AHP questionnaires to teachers and safety experts. In addition, a survey was conducted on 104 ordinary people to verify the results of expert analysis. As a result of expert AHP analysis, 'safety education and disaster response training (.396)' was the highest priority for the relative importance of the first layer, followed by 'safety measures (.387)' and 'building materials'. Safety (.216)' was found to be the highest priority. In the overall importance ranking of the 13 second-tier screening items, safety accident prevention education had the highest priority and disaster preparedness training ranked second, proving that the Ministry of Education's review weight was underestimated. In addition, slip and collision accident countermeasures, which were not in the existing Ministry of Education review items, ranked 4th, laboratory practice room safety measures ranked 6th, and sanitation, cleanliness, hazardous substance management, and cafeteria/cooking room safety measures ranked 9th, indicating a significant level of importance. Referring to the importance ranking, which is the result of this study, it is suggested that it is necessary to review the weight of each review item again.

해운선사 안전관리 평가지표 개발에 관한 연구(2) : 안전경영 지표 평가항목 개발 (A Study on the Development of Evaluation Index for Safety Management Level of Shipping Company(2) : Development of Evaluation Items for Safety Management Index)

  • 본 연구는 '해운선사 안전관리 평가지표 개발에 관한 연구'의 후속연구로서 선행연구에서 도출한 '안전관리 평가지표'의 '안전가점' 지수에 해당하는 안전경영 지표의 평가항목을 개발하고, 적정성을 평가하는데 목적이 있다. 이를 위해 해상화물운송사업장에서 일하는 안전관리 담당자를 대상으로 의견을 수렴하여 안전경영 지표별 11개의 평가항목을 개발하였다. 식별된 11개 평가항목에 대한 적정성 검토를 위해 설문조사를 실시하고, 사업형태별(내항해상화물운송, 외항해상화물운송), 사업규모별(보유선박수)로 응답자의 적정성 인식의 차이를 통계적 기법을 활용하여 분석하였다. 그 결과, 평가항목에 대한 적정성 인식의 차이는 사업형태와는 무관하였다. 그러나 사업규모에 따라서는 소(小) 중(中) 대(大) 3개의 그룹 간 평가항목의 적정성에 인식의 차이가 존재했다. 따라서 향후 안전경영 지표를 활용하여 선사를 평가할 경우, 사업형태별로 동일하게 평가하되 사업규모별로는 보유선박수에 따라 그룹화하여 평가하는 것이 타당하다는 결론을 얻었다.

연안여객선사 안전관리 운영 효율성 분석 : 안전경영지표 평가항목 개발을 중심으로 (Analysis of Safety Management Efficiency by Coastal Passenger Ship Companies : Development of Safety Management Evaluation Standards)

  • 본 연구는 연안여객선사의 안전관리 운영 효율성을 분석하기 위한 기초연구로 적절한 안전경영지표 평가항목을 설계하고 연안여객선사를 대상으로 평가항목의 유효성을 검증하는데 목적이 있다. 이를 위해 먼저 연안여객운송사업자의 안전관리책임자, 공무원(선박검사관), 여객선 운항관리자 등으로 구성된 전문가 그룹을 통해 연안여객선사의 자발적 안전관리 활동을 평가하기 위한 5개의 평가항목과 14개의 세부 평가요인을 선정하고 사전검증 및 테스트를 통해 객관성을 제고하였다. 이 안전경영지표 평가항목을 이용하여 44개 연안여객선사에 대한 자발적 안전관리 수준을 평가하였다. 그리고 평가항목의 유효성을 검증하기 위하여 안전경영지표 평가항목 결과와 중대해양사고 비율을 비교분석하여 평가항목의 타당성을 확인하였다. 이를 통해 자발적 안전경영 수준이 높은 업체일수록 중대해양사고가 발생하지 않고 자발적 안전관리에 무관심하거나 소홀한 업체는 상대적으로 높은 중대해양사고가 발생하고 있는 것을 알 수 있었다. 이처럼 안전경영지표 평가항목 선정을 통해 연안여객선사의 안전관리 운영 효율성을 분석하는데 중요한 항목을 객관적인 관점에서 도출하였다. 따라서 향후 안전관리 효율성 분석을 위한 기초자료로 활용될 수 있을 것이다.

AHP를 이용한 철도종사자의 안전업무 수행도 평가에 관한 연구 (A Study on Performance Evaluation about Safety Work of Railway Employees using AHP)

  • It is known that human factors account for 80 percent of all railway accidents. To reduce human errors must be the most efficient shortcut to railway safety. For public transportation employees like railway, the more delicate safety management should be executed in individual level. However, there are rarely efforts to improve safety performance of workers who are the subject operating the railway system. This paper develops a hierarchy model to evaluate the human safety performance in railway industry. To evaluate the model, AHP (Analytic Hierarchy Process) methodology is adopted. The hierarchy model is composed of four levels which are objective, two criteria, specific factors of criteria, and rating scales. In addition, since employees for evaluation are over 10, the pairwise comparisons for rating scales are carried out by the absolute measurement. We explore the applicability of AHP to the performance evaluation of railway safety workers by an example and also investigate the changes of alternatives that are railway employees according to the changes of human characteristic which is one of criteria.

소규모 철강사업장의 안전관리 활동 평가항목 개발 (A Development on Assessment Criteria for Safety Management of Small Steel Works)

  • Steel industry in Korea is a key national industry that has led economic growth for a long time. And accidents occurred from a variety of causes has endlessly made as much as remarkable achievements of steel industry. It is a fact that research achievements of disaster prevention in steel industry has not been significantly, compared to production technique achievements. And the level of interest on safety management in the steel industry is conspicuously low. Although support activity for a various safety management are provided reasonably to prevent disasters occurring with subcontractors. A method capable of quantitative evaluation, applied to subcontractors in most business places are relatively rare except parent firms-leading places. This study is to make and show safety management activities to purcue in advance in conjunction with a parent firm through development of a more systematic and quantitative evaluation model for disaster prevention with steel industry subcontractors, and to contribute to disaster prevention in domestic steel industry through advanced safety management method, by applying a proposed evaluation model of safety management activities as subcontractors in steel industry.

공공체육시설 안전관리 인식도 측정을 위한 도구 개발 및 지방자치단체 인식도 비교 (Developement of Tools for Measuring the Awareness of Safety Management in Public Sports Facilities and Comparison of Local Goverments Awareness)

  • The use rate of sports facilities in Korea is increasing every year, which means that accidents are also increasing. However, it is difficult to determine the level of safety management necessary to prevent accidents because there are no measurement tools to evaluate such management of sports facilities. Accordingly, in this study, tools and models to evaluate the safety management level of public sports facilities were developed based on public company management evaluation guidelines and the EFQM Excellence Model. A comparative analysis of the proposed tools and models between local governments showed no difference in awareness of safety management by group. This means that active safety management activities are needed to improve the low level of interest in safety of public sports facilities. We hope that this model will be widely used for the safety management of public sports facilities and to identify improvements and priorities in safety management.

건설업 산업재해발생률 산정·평가기준 개선방안 연구 (The study on improving the regulation for industrial accident rate level assessment of construction companies)

  • The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.

FRAT을 이용한 재해평가지수 연구 - 건설업을 중심으로 - (A Study on Calamity Index Evaluation Based on FRAT - Construction Safety -)

  • The construction industry by its nature retains higher level of danger where the smallest of error may lead to a major catastrophe endangering many workers and public safety as well as provoke social criticism. With the aid of quantitative statistical data on safety-related calamity analyzed till this day, this paper handled in depth the analysis of diseases other than the accidents, and selected new variable indexes that influence the indirect sections of calamity that are mostly concealed and incorporated them in a new model. For the factor selection of new calamity evaluation model, FRAT(Frequency, Recency, Amount, Type of merchandise/service)technique of customer-related management in marketing was applied, and as for the significance of each factor in the weight selection of variables. Consequently, considering the graveness of the FRAT itself through safety management experts, the related researches must be expanded.

ESG 안전 평가지표 개발에 관한 연구 (A Study on the Development of ESG Safety Evaluation Index)

  • 산업에서 발생할 수 있는 각종 위험을 발굴하고 제어하는 리스크관리에서 기업의 지속 가능한 발전을 목표로 ESG(환경·사회·지배구조)경영을 도입하고 있다. 앞으로는 기업 지속가능성에 대한 가치 판단 도구로써 ESG 평가가 더욱 활용될 것이다. 이러한 ESG 평가를 활용하여 기업의 사고 예방 정도를 관리하고 있다. 현행 ESG 평가체계에 대한 형태소 분석을 통하여 안전에 대한 평가항목을 분석하여, ESG에서 활용 가능한 정량적 '안전평가지표'가 미흡함을 알았다. 본 연구에서는 국내외 산업 사고 데이터를 분석하고 집중 관리가 필요한 '사고 기여 인자'를 도출했으며, 해당 결과를 기반으로 보완이 필요한 주요 안전관리 항목을 선정했다. 선정한 항목들은 '사고 예방 관리'에 적합한 평가 요소로 최적화시키는 과정을 거쳐, ESG 안전 평가지표를 개발하였다.
