방폭설비 성능유지 실태분석을 통한 관리방안 연구 (A Study on the Management Plan through Performance Maintenance Analysis of Explosion-proof Facilities)

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.

  • 연구목적: 재난안전 마스터플랜의 가이드라인을 제시하고, 이를 통한 지역안전지수 향상방안을 도출한다. 연구방법: 재난 관련 법률, 안전혁신마스터플랜, 국제안전도시지표와의 정합성 진단을 통해 지자체의 재난안전 관리체계를 수립하고 지역 특성과 분야별 재난관리 대책을 포함하는 재난안전 마스터플랜 가이드라인을 제시한다. 연구결과: 'G'기초지자체를 선정하여 재난안전 마스터플랜 가이드라인을 적용한 세부정책을 수립하고, 이를 통해 지역안전지수 개선방안을 도출한다. 결론: 지역안전지수 향상을 통해 지자체의 재난대응 역량을 강화한다.

  • 본 연구의 목적은 지반함몰 사고를 예방하기 위한 제도 개선안을 제안하는 것이다. 이를 위해 다음과 같은 수행절차를 따른다. 첫째, 지반침하 및 지반함몰 등의 혼용되어 사용되는 용어를 정의한다. 둘째, 지반함몰 사고 현황 및 원인 분석과 강우량과 지반함몰 원인간의 상관관계 분석을 실시하여 중점관리 원인을 도출한다. 셋째, 중점관리 원인에 대한 제도 개선안을 제안한다. 그 결과, 지하관로 손상과 지하공사 부실이 중점관리 원인으로 규명되었으며, 이를 관리할 두 가지의 제도 개선안을 제시하였다. 본 연구의 결과는 향후 보다 실효성 있는 지하함몰 예방을 위한 제도개선의 기초자료로 활용될 수 있다.

공정안전관리(PSM) 대상 사업장의 안전관리 개선 연구 (A Study on the Improvement of Safety Management in the Workplaces Subject to Process Safety Management (PSM))

  • 연구목적: 우리나라는 1990년대 이후 중대 산업사고 예방을 위해 유해 위험방지계획서 시행, 공정 안전관리 제도 시행 등 여러모로 노력해 오고 있으나 최근의 일련의 중대 산업사고는 그 한계를 보여주고 있다. 그래서 본 연구는 PSM 대상사업장의 안전관리 개선을 위한 대책을 제시하고자 한다. 연구방법: 산업재해 현황, 선행연구조사, PSM 대상사업장 재해 현황과 사고 발생 현황, PSM 대상사업장 안전관리 개선에 관한 선행연구와 사례를 조사하여 기존의 안전관리를 기반으로 PSM 대상사업장 안전관리에 대한 개선방안을 수립하였다. 연구결과: PSM대상사업장의 안전관리 개선을 위한 조직문화구축, 재난발생시 대응시스템, 체계적 안전관리, 노후설비교체 및 점검강화, 안전에 대한 경영자의 확고한 의지등의 대책을 제시하였다. 결론: 본 연구를 통하여 소중한 생명과 피해를 줄이기위한 안전확보 체계화방안을 제시한 것으로 의미를 가지며 각 사업장별로 PSM개선방향을 고찰하는데 활용성을 가질것으로 기대한다.

Developing Improvement Plans for National Defense Safety Directive to Align with the Serious Accident Punishment Act

  • To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

설계안전성 검토(DfS) 발전방안 (Development Plan of Design for Safety in Construction)

  • 본 연구는 발주자 중심의 건설현장 안전관리 방안의 하나로 최근 도입된 설계안전성검토(DfS)의 추진현황을 소개하고 문제점 및 개선방안을 제시한 것이다. 설계안전성 검토는 그동안 시공단계 위주의 시공사 중심의 안전관리에서 발주자 중심의 안전관리체계로 전환하면서 발주자로 하여금 발주자 중심으로 설계단계에서부터 안전을 고려한 설계를 실시토록 하였다. 발주자는 안전을 고려한 설계의 적정성을 검토하고 승인하도록 하였으며, 설계 시 배제하지 못한 위험요소는 시공사로 하여금 시공단계에서 작성하는 안전관리계획 수립 시 위험요소를 제거하도록 계획하고 시공토록 하여 건설현장의 재해를 예방하기 위한 제도이다. 2016년 5월부터 시행된 설계안전성검토 제도를 더욱 발전시켜 현장에서 발생될 수 있는 안전사고 위험요소를 사전에 예방하여 건설공사 사고 저감에 크게 기여할 것이다. 또한 지속적인 위험요소 발굴 및 시스템 개선을 통해 더욱 효율적이고 편리한 제도로 발전시켜가는 방안을 제시하였다.

  • In the future, all kinds condition of industrial safety is a primary need in all advanced countries in which workplace safety is an issue. Furthermore, the increasing complexity of production systems and the rapidity of technological innovation have consolidated the recognition of the strategic value of safety, alongside the traditional competitive factors such as quality, costs, delivery time and flexibility, In this paper, the some critical issues of changes and counter-plan in an adequate safety management were identified by above considerations as follows: needs of systematic identification and analysis of safety factors; requirements to define priorities and budgeting to support the decision-making process; and needs of audit activities and indicators which measure company performance in terms of safety improvements, and so on.

  • In this paper, the fire safety management plan and the emergency action program for the railway safety improvement were reviewed. In the fire safety management plan, a series of preventive methods answering to such as a smoke exhaust installation, a fire warning device and a guide inducement will be come into preparation. Also, the damage reducing methods such as complement of fire safety equipments, establishment of refuge & escape system, consolidation of real-time control on fire response and operation procedure will be required for early repressing fire and minimizing fatality.

공연종사자 피난을 위한 안전시설의 운영전략 연구 (A Study of the Safety Facilities Operation Strategies for Performing Arts Workers Evacuation)

  • The objectives of this study is to classify evacuation types, derive the characteristics of 4 types, develop and discover evacuation routes within the performance hall space, and present the statistical classification results of the evacuation classification model by classification type. To achieve this purpose, the characteristics of each evacuation type's four types are applied through a network reliability analysis method and utilized for institutional improvement and policy. This study applies for the building law, evacuation and relief safety standards when establishing a performance hall safety management plan, and reflects it in safety-related laws, safety standards, and policy systems. Statistical data by evacuation type were analyzed, and measurement characteristics were compared and analyzed by evacuation types. Evaluate the morphological similarity and reliability of evacuation types according to door width and passage length and propose the install position of evacuation guidance sign boards. The results of this study are expected to be used as basic data to provide operation strategies for safety facility evacuation information sign boards according to evacuation route classification types when taking a safety management plan. The operation strategy for the evacuation sign boards installation that integrates employee guidance and safety training is applied to the performance hall safety management plan. It will contribute to establishing an operational strategy for performance space safety when constructing performance facilities in the future.

A Case Study of Disaster Accidents at Construction Site Based on PDCA Theory

  • This study is significant in determining the reduction of safety accidents by applying PDCA's theory by subdividing it into a case analysis technique for construction sites by PDCA's theory. For this study, accidents accounted for the largest proportion of each type of disaster in the construction site were considered, and safety accidents were reduced through the PDCA theory through prior research. The analysis method of this study derived improvement plans by applying PDCA techniques to plan, implement, confirm, review, and improve disaster accidents at construction sites. The conclusions of this study are as follows. In the plan, first of all, measures shall be taken to prepare a safety management plan, to verify the implementation of the plan, and to verify the degree of implementation by the field manager. In the implementation, first of all, it is necessary to introduce a safety education history system to strengthen the safety education curriculum to suit the site, as long-term work is impossible for field workers depending on field conditions. First of all, it is necessary to strengthen the installation of safety facilities, including "work scaffolding" and "conducting prevention facilities" at construction sites. In management review and improvement, the risk assessment system for construction sites needs to be expanded first°.
