SCALING ANALYSIS IN BEPU LICENSING OF LWR

  • "Scaling" plays an important role for safety analyses in the licensing of water cooled nuclear power reactors. Accident analyses, a sub set of safety analyses, is mostly based on nuclear reactor system thermal hydraulics, and therefore based on an adequate experimental data base, and in recent licensing applications, on best estimate computer code calculations. In the field of nuclear reactor technology, only a small set of the needed experiments can be executed at a nuclear power plant; the major part of experiments, either because of economics or because of safety concerns, has to be executed at reduced scale facilities. How to address the scaling issue has been the subject of numerous investigations in the past few decades (a lot of work has been performed in the 80thies and 90thies of the last century), and is still the focus of many scientific studies. The present paper proposes a "roadmap" to scaling. Key elements are the "scaling-pyramid", related "scaling bridges" and a logical path across scaling achievements (which constitute the "scaling puzzle"). The objective is addressing the scaling issue when demonstrating the applicability of the system codes, the "key-to-scaling", in the licensing process of a nuclear power plant. The proposed "road map to scaling" aims at solving the "scaling puzzle", by introducing a unified approach to the problem.

A Study on the Preceding Researches for the Safety Behavior in Construction (건설업 안전관리를 위한 행동적 연구 동향 분석)

  • While the reduction of industrial accidents has been stagnant, many researchers have been studying and focusing on safety behaviors including safety perception, attitude and safety culture as a new solution as well as a turning-point of this issue. However, we do not pay attention to those studies and researches in Korean construction. Therefore, this study is to introduce preceding researches and case studies in other countries and suggest a new direction to Korean construction. This study found out the current situation and problems in Korean construction studies after tracing the safety perception, attitude and safety culture in Korea and reviewing the background and trend of overseas studies and researches with regard to safety behaviors. Fundamental researches and systematic studies must be conducted in Korean construction with the reference and research data of this study.

Development of a design issue management system(DIMS) for human factors engineering in nuclear power plants (원자력발전소의 인간공학 설계 지원을 위한 설계 현안 관리 시스템(DIMS) 개발)

  • This paper describes the developement of a Design Issue Management System (DIMS). Although human factors engineering has been recognized as one of the critical activities in the design of man-machine system, it has been hardly successful nor effective in practice to cope with the hyman factors requirements by regulations. For supporting the human factors engineering in nuclear power plants, DIMS ahs three major modules : Design Requirements Data Base, Design Issue Tracking System, Issue Evaluation Support System. These modules function as formal verification architects that the licensing authority requests for verifying the safety of the equip- ment and facilities in nuclear power plants. An example application to an operator support system, named Critical Function Monitoring System, during its independent review of the human factors shows the usage and the benefit of DIMS.

The Issue-network: A Study of New User Research Method in the Context of a Car Navigation Design (이슈 네트워크를 활용한 사용자 조사 방법론: 자동차 내비게이션 디자인을 중심으로)

  • Existing user research methods are subject to a variety of research conditions such as the amount and variety of data collected and the expertise of the facilitator of a group research session. In this study, we propose a new user research methodology using an 'Issue-Network' system, which is developed based on the theory and methods of social network analysis. The Issue-Network is designed to define problem spaces from the issues raised by users in a group research session in a form of an interactive network graph. The system helps to break out of ordinary perspectives of looking into problem spaces by enabling an alternative and more creative way to connect issues in the network. In this study, we took a case study of generating the Issue-Network on behalf of the problems raised by users in various driving-related situations. We were able to draw three navigation usage scenarios that cover relatively important problem spaces: safety and being ready for the unexpected, smart navigation and notifications, making use of the spare time. In the future, the Issue-Network system is expected to be used as a tool to identify problems and derive solutions in group research sessions involving a large number of users.

Balance and Effectiveness of Direct Regulations on Manufacturers and Users of Industrial Machines (산업용 기계 제조자와 사용자 대상 직접규제의 균형과 실효성 분석)

  • This study first addresses the ineffectiveness of indirect regulation on industrial machines. Analysis of causes of industrial accidents associated with industrial machines further reveals the fact that technical causes need to be resolved at the manufacturing stage to reduce the frequency and strength of industrial accidents. Balanced safety certification on manufacturers and safety inspection on users of industrial machines are then suggested to effectively resolve such technical causes. The effectiveness of such safety certification and safety inspection can be justified by cost-benefit analysis. Particularly, balance in expected benefits of safety certification and safety inspection is a key issue for validity of such analysis. The accumulated benefit-costs for press brake and portable sawing machine confirm the effectiveness of such safety system.

The Effects Manufacturing Company's Leader-Member Exchange on Employee's Job Commitment and Safety Behavior (제조업체에서 상사-구성원 교환관계가 부하직원의 직무몰입과 안전행동에 미치는 영향)

  • In manufacturing company, safety is a important issue because it can cause many cost and problems of company. So reduce safety accident can increase manufacturing company's productivity. Safety accident has close relationship with employee's behavior, which is 'safety behavior'. In this study, researcher try to find out role of leader-member exchange and employee's job commitment effect on safety behavior in manufacturing company. A total of 279 responses were collected from manufacturing company's employees. The result of this empirical study show us that leader-member exchange has positive effect on employee's job commitment and safety behaviot. And job commitment has positive effect on safety behavior. Base on this empirical result, researcher provide critics and manageric implication for manufacturing companies.

An Analysis of Trends on the Safety Area Utilizing Big Data : Focused on Fake News (빅데이터를 활용한 안전분야 트렌드 분석 : 가짜뉴스(fake news)를 중심으로)

  • As of March 2017, fake news is largely focused on political issues. Outside the country, main issues of the fake news have been a hot topic in the US presidential election in 2016 and emerged as a new political and social problem in countries like Germany and France. In Korea, issues of the fake news are also linked with political issues such as presidential impeachment and prosecution, impeachment quota, early election, etc. This phenomenon has recently led to the production and spread of fake news related to safety and security issues as well as political issues in connection with various methods of generating articles and sharing information. As a result, there is a high possibility that the information will be transformed into information that can cause considerable confusion to the public. Therefore, the recognition of such problems means that it is important at this point to consider the related situation analysis and effective countermeasures. To do this, we tried to make accurate and meaningful analysis for the diagnosis, analysis, forecasting and management of issues utilizing Big Data. As a result, it is found that the fake news is continuously generated in relation to the safety and security issue as well as the political issue in the South Korea, and differs from the general form occurring outside the country.

A Study on the Analysis and the Improvement of the Safety and Health Consciousness between the Regular Employees and Non-regular Employees (정규직 근로자와 비정규직 근로자의 안전보건의식 실태 분석 및 개선방안 연구)

  • This study is perform to improve the current point at issue of the non-regular employees, comparing the safety and health consciousness of between the regular employees and non-regular employees in manufacturing factory. The investigation is carried out using the statistical analysis. The study presents that most of the non-regular employees answer in the negative the current job satisfaction, work load, work risk, concern on the safety and health, education, occupational safety and health system than the regular employees. For the improvement of these problems, the government's safety and health policy should be changed and acknowledgement of the employer and employee on the safety and health should be improved.

Current Status and Issues of Nuclear Safety Culture

  • Objective:The aim of this paper is to discuss the nuclear safety culture in Korea. Background: Recently, Korean nuclear field has met a strong anti-nuclear trend after a few happenings, as well as Fukushima accident, which are turned out to be caused by organizational pitfalls and safety culture defects in general. Method: We review the concepts and constructs of safety culture based on the brief history of the nuclear safety culture that IAEA mainly raised after the Chernobyl accident in 1986. Additionally, we give a comparative discussion on the approach to the safety culture with U.S. Results: Finally, we discuss the three technical domains and propose six selected domestic issues related to the nuclear safety culture for coping with the demanding requests on nuclear safety in Korea. Conclusion and Application: We suggest several recommendations and a research direction in the form of a re-start line for the nuclear safety culture in Korea.

  • The objective of this study is to improve safe execution of the management plan in Construction Technology Promotion Act. This research addresses the issue how to prevent the collapse of facilities under construction and after completion, improve the examination system, and execute Improvement of Safety Management Plan. To achieve this goal, research providing insights into understanding the ways in which creating and presenting safety checks and deploying safety training measures effectively is imperative.
