  • Certification is the process of issuing a certificate to indicate conformance with a standard, a set of guidelines or some similar document. Any organization or individual may issue a certificate. In some cases a certificate may be required for legal reason. In such circumstance the certificate takes on the role of a licence from a statutory authority. In railway industry safety has always been the first concern. To achieve certification, specific safety management is required. In this paper, different types of safety management process through out the world are mentioned, and safety management structure appropriate to our circumstance is represented.

  • The purpose of this study is to attempt a Analysis of a pointed-end Equipment Arm Safety-Accident for Fault Tree Analysis. Three major techniques were used first problem is Z-Model by which accident Analysis & prevention of a pointed-end Industry can be made, Fault Tree Analysis(FTA) bywhich quantification of a pointed-end Equipment accident Analysis can be made it 5 years in past and the third, manual-written by which minimal cut set to accident can be Identified. A example has been made of issue point a pointed-end Equipment that the Arm in loader happen to Injuries. According to the Analysis lack of safety knowledge, unsafety-behavior seem to be the primal cause of accident. Comparision of the accident cause to actual report demonstratesthat the FTA a efficient tool for Industrial Accident prevention.

  • Human factors is a key issue in the maritime industry including ship design and navigation safety. Human factors for ship design is to optimize safety and convenience of crews and passengers. And human factors for navigation safety is to minimize marine accident occurrence by human and organizational error. There are several technical requirements to incorporate human factors and marine system Risk analysis. human behaviour analysis and human M&S(modeling and simulation) are examples of technical requirements.   • 본 논문의 목적은 엘리베이터에 대한 위험요인 중에서 사고가 재발되고 있는 도어 안전장치(인터록)를 해석하였으며 도어의 안정성을 확인하기 위하여 3차원 유한요소해석 코드인 ANSYS를 이용하여 $40{\sim}100kg$ 하중을 가하여 응력(stress), 변형률(strain)을 구함으로서 안전성을 평가하였다.

Probabilistic tunnel face stability analysis: A comparison between LEM and LAM

  • It is a key issue in the tunnel design to evaluate the stability of the excavation face. Two efficient analytical models in the context of the limit equilibrium method (LEM) and the limit analysis method (LAM) are used to carry out the deterministic calculations of the safety factor. The safety factor obtained by these two models agrees well with that provided by the numerical modelling by FLAC 3D, but consuming less time. A simple probabilistic approach based on the Mote-Carlo Simulation technique which can quickly calculate the probability distribution of the safety factor was used to perform the probabilistic analysis on the tunnel face stability. Both the cumulative probabilistic distribution and the probability density function in terms of the safety factor were obtained. The obtained results show the effectiveness of this probabilistic approach in the tunnel design.

  • This research aims to examine and analyze behavior of consumers in pursuit of safety the basis of data Korea Consumer Agency in 2007 2,000 male and females older than 20 years old in Korea. In particular, this study investigates the impact of and life styles of consumers in pursuit of safety. Results of this research could be summarized as follows. First of all, Korean consumers tend to place emphasis on factors such as price and freshness rather than safety in the purchase of vegetables, meats, rice, and fruit.Second, the safety consciousness of consumers is high among female young consumers among consumers showing intermediate positions for the issue of opening domestic markets for foreign agricultural products. Third, this study also examines the impact of life styles on consumers' behavior in pursuit of safety. Such behavior is high among consumers emphasizing values on family and current consumption and showing negative attitudes opening domestic markets for imported foreign agricultural products. Finally, behavior in pursuit of safety is high among female, high school graduated, family-oriented consumers and valuing leisure and showing negative attitudes opening domestic markets for foreign agricultural products. However, safety consciousness of consumers do not generate direct impact on patterns of pursuing safety.

  • Many researchers in South Korea have conducted regarding the safety climate and concluded that the safety climate effect on the safety performance. However, the survey tools that were used in domestic research were developed by individuals or designed by reconstituting, translating from previous studies. In addition, the safety climate as a low factor of organizational culture showed up in different types depending on business scale. In order to solve this issue, the objective of this study is to analyze the safety climate level of construction company depending on business scale in South Korea. first, the survey is conducted by NOSACQ-50 for construction workers. Second, it is analyzed how organizational culture affected the safety climate. Finally, the improvements are suggested on the level of safety climate. In the future, this study will be used as a baseline for the effects of the safety climate on the safety performance in construction site based on business scale.

  • Key concepts in South Korean nuclear safety regulation are safety and risk. Nuclear regulation in South Korea has required reactor designs and safeguards that reduce the risk of a major accident to less than one in a million reactor-years-a risk supposedly low enough to be acceptable. To date, in South Korean nuclear safety regulation has involved the establishment of many technical standards to enable administration enforcement. In scientific lawsuits in which the legal issue is the validity of specialized technical standards that are used for judge whether a particular nuclear power plant is to be licensed, the concept of uncertainty law is often raised with regard to what extent the examination and judgment by the judicial power affects a discretion made by the administrative office. In other words, the safety standards for nuclear power plants has been adapted as a form of the scientific technical standards widely under the idea of uncertainty law. Thus, the improvement of nuclear safety regulation in South Korea seems to depend on the rational lawmaking and a reasonable, judicial examination of the scientific standards on nuclear safety.

북한 핵문제와 우주군축 (The North Korean Nuclear problem and disarmament of Outer Space)

  • 핵문제는 국제레짐(resime)의 지구화를 보여주는 좋은 예이다. 1945년 8월 일본에 최초로 핵폭탄이 투하되면서 핵무기가 인류를 절멸시킬 수 있다는 역사를 통해 평화에 대한 갈망은 더욱 절실해졌다. 자국의 안보를 위한 군비증강은 국제사회에서 자존의 문제이지만, UN헌장의 목적이기도 한 국제평화와 안전을 유지하기 위해 군축 또는 군비통제는 전 인류의 평화 실현과 직결된 가장 중요한 과제일 것이다. 오늘날 군축은 국제분쟁의 평화적 해결, 집단안전보장제도와 함께 국제평화와 안전을 유지 촉진하는 중요한 수단이다. 완전한 군축 실현이 항구적인 인류의 과제일 수는 있으나, NPT 서문에서 일반적이고 완전한 군축이 표현된 것처럼 국제사회는 완전 군축을 위한 노력을 천명하고 있다. 따라서 핵문제에 대한 국제레짐과 북한의 핵문제에 대한 주요 경과를 살펴봄으로써 핵문제의 지구화 현상을 소개하고, 핵 군축을 위한 국제사회의 노력을'인류의 공동유산'개념과 우주공간 평화이용위원회 및 핵무기의 통제를 중심으로 검토한 후, 대한민국과 국제법에 직결된 사안인 북한의 핵문제를 우주법 내지 군축법적인 관점에서 평가해 보고자 한다. 또한 북한의 핵문제를 위해서는 비확산 반확산정책과 함께 집단안전보장제도가 지속적으로 강조 시도되어야 할 것이다.

핵폐기장 유치에 대한 텔레비전 뉴스 프레임 분석 -KBS, MBC의 전국 및 지역(전북지역) 뉴스를 중심으로- (Framing an Issue of Building a Nuclear Waste Site on Television News)

  • 본 연구는 2003년도 중요란 국책사업의 하나로서 첨예한 사회적 갈등이 나타났던 핵폐기장 유치 이슈를 텔레비전 뉴스보도가 어떠한 시각에서 다루고 해석, 평가함으로써 이슈에 대한 성격을 어떻게 규정하고 있는지 살펴보고자 하였다. 이를 위해 본 연구는 핵폐기장 유치선언이 있던 2003년 7월 11일부터 유치 재검토가 발표된 12월 10일까지 5개월 동안 보도된 핵폐기장 유치이슈에 대한 KBS, MBC 저녁종합뉴스의 전국 및 지역(전북지역) 뉴스에 대한 프레임분석을 실시하였다. 분석결과 중요한 국책사업으로서 사회적 논란이 많았던 핵폐기장 유치 이슈는 길 등의 원인과 해결보다는 주민들의 시위와 사회적 혼란만 부각시키는 양상을 보였다. 따라서 갈등의 근본원인이자 이슈의 보다 본질적인 사안이라 할 수 있는 선정 절차상의 정당성 문제라든가 위도지역의 지질 적합성, 안전성 문제, 에너지 정책 등의 문제는 제대로 다루어지지 않았다. 결국 텔레비전 뉴스보도에서 핵폐기장 유치이슈는 국가정책적 이슈라기보다는 지역 내 집단간 분쟁으로 그 성격이 규정되고 있음을 알 수 있다.
