Consumer's preference and microbial inspections on fresh raw beef were carried out to understand the actual market status in Gwanju, Korea. Over 15 questions on questionnaire by 1,111 randomly selected respondents between April and May in 2011, results showed 65.5% positive on eating fresh raw beef, 63.8% negative on good hygiene condition of fresh raw beef, and 72.5% positive on the secure of the hygiene-safety for priority program, respectively. For microbial inspections, a total of 302 samples were collected from fresh raw beef purchased from slaughterhouse (n=122), transport (n=69) and consumer (n=81) stage, from lettuce (n=30) at consumer stage. The aerobic plate count (APC), E. coli count and food borne bacteria such as Salmonella spp., Listeria monocytogenes, Staphylococcus(S.) aureus and E. coli O157:H7 were tested in the samples. As results, the level of count on APC of fresh raw beef ranged $6{\times}10^1{\sim}1.8{\times}10^5CFU/g$ from slaughterhouse, $2{\times}10^2{\sim}8.3{\times}10^5CFU/g$ from transport stage and $1{\times}10^2{\sim}4{\times}10^5CFU/g$ from consumer stage. The level of count on E. coli of fresh raw beef ranged $1{\sim}9{\times}10^1CFU/g$ from slaughterhouse, $1{\sim}7{\times}10CFU/g$ from transport stage and $1{\sim}5.5{\times}10CFU/g$ from consumer stage. In total, 26 S. aureus were isolated, 10 (14.5%) from fresh raw beef at transport stage, 12 (14.8%) from fresh raw beef and 4 (13.3%) from lettuce at consumer stage. Enterotoxin of S. aureus was not detected among 26 isolates. All S. aureus isolates were typed using a DiversiLab$^{TM}$ rep-PCR system for genetic similarity test, showing over 95% of genetic relationship amon isolates.
This study analyzed results of the causes of failure in 1,022 fire trucks currently being used in South Korea (aerial ladder, aerial platform, pumper, and chemical fire trucks). The results show that 46% of aerial ladder trucks have defective in the elevator brake systems, 29% of aerial platform trucks have contamination in the hydraulic oil, 37% of pumpers have defective in the pneumatic cylinders of the air supply system, and 39% of chemical fire trucks have defective in the powder fire extinguishing systems. The principal reasons for malfunctions are deterioration of the apparatuses, and accumulated fatigue from repetitive use of certain components, such as pneumatic cylinders in the air supply system and wire rope jamming in rollers in the ladder apparatus. These manufacturing defects should be improved upon in the manufacturing process. As a result, the fire trucks, which are used for 5 years or more, need precise inspections in accordance with the Regulation on Fire Apparatus Maintenance. Fire apparatuses have a service life of 10 to 12 years or more. They need to be replaced or require life extension, and they should be kept in top shape with the best maintenance for public safety.
Laboratory inspection and diagnosis is a means of investigating and assessing various hazards or the state of research equipment in a laboratory, then taking appropriate safety measures to prevent accidents and injury. In many cases, laboratory inspection and diagnosis carried out by agencies are performed in a perfunctory manner that only barely satisfies the legal requirements. The aim of the present study is to provide clearly established pricing criteria for laboratory inspection and diagnosis, so as to prevent recurrence of laboratory accidents and to establish a safe laboratory environment. In order to clarify previously unclear matters, such as the lower limit for bids submitted by laboratory inspection and diagnosis agencies, technical manpower requirements, and number of laboratories inspected and diagnosed per day, a questionnaire survey was administered to agency personnel. First, when asked what the lower limit for bids submitted by agencies should be in order to improve reliability of inspection and diagnosis results and make up for the shortcomings of the lowest-bidder-wins system, 85.5% of respondents answered that the lower limit for bids should stand at no lower than 90% of the estimated price. The level of technical expertise among the technical personnel committed to laboratory inspection and diagnosis was shown to impact the reliability of results, and questionnaire results indicated a need to vary technical expertise levels depending on the degree of hazard, substances handled, and equipment used in a given laboratory. Level of technical expertise(67.1%) and number of personnel(52.6%) were shown to have a greater impact on reliability of diagnosis than on reliability of inspection. According to the results, it is determined that three persons(specialist, advanced and intermediate) should be committed to inspections, while four persons(professional, specialist, advanced and intermediate) should be committed to diagnoses. The respondents indicated a larger number of laboratories could be inspected than diagnosed per day. This can be attributed to differences in the amount of work each task involves, and the time each task takes. Assuming a six-hour work day not counting transportation, paperwork and rest, it is thought that inspection of up to 36 laboratories will be possible if each laboratory is assigned no more than 10 minutes(34.7%), while up to 24 laboratories could be inspected and diagnosed if each laboratory is assigned 15 to 20 minutes(35.1%).

Although TBM's cutterhead requires design review for fatigue failure due to wear-induced section loss as well as heavy load during excavation, it is difficult to find a case of fatigue analysis for TBM cutterhead at present. In this study, a stress-life design review was conducted on cutter heads with a diameter of 8.2 m using S-N curves as a safety life design concept. Also, we introduced the fatigue design method of construction equipment and the method of assessing fatigue damage and explained the results of the fatigue analysis on the TBM cutter head with a diameter of 8.2 m. The S-N curve has been shown to play a key role in fatigue design and can also be used to assess how much fatigue damage a structure is suffering from at this point in time. In the future, it is necessary to find out when fatigue problems occur during using the equipment and when it is good to conduct safety inspections of the equipment.
There are 17,000 reservoir dams in Korea, of which more than 85% were built over 50 years ago. Old embankment dams are weakened by internal erosion and suffusion phenomena due to preferential leakage paths and this ongoing weakening can cause their failure. Therefore, early warning associated with leakage in an embankment dam is crucial to prevent its failure. An electrical resistivity survey is a non-destructive, real-time and in-situ technique for detecting the development of leakage zones and general conditions of embankment dams. Because of its advantages, the electrical resistivity survey is widely used for reservoir safety inspections. However, the electrical resistivity survey is still not officially included in the precise safety inspection of reservoir dams because it cannot present a quantitative index of dam safety. In this study, we propose a method for calculating the leak index according to the water content evaluated from the electrical resistivity survey and/or induced polarization survey. Particularly, by proposing a quantitative leak index calculation method from monitoring surveys and independent surveys, we provide a theoretical basis for including electrical resistivity and induced polarization surveys as components of the precise safety inspection of reservoirs dams.
The Bayesian network (BN) model was applied to analyze the characteristic variables that affect compliance with safety inspections of farmed eel during the production stage, using the data from 30,063 cases of eel aquafarm safety inspection in the Integrated Food Safety Information Network (IFSIN) from 2012 to 2021. The dataset for establishing the BN model included 77 non-conforming cases. Relevant HACCP data, geographic information about the aquafarms, and environmental data were collected and mapped to the IFSIN data to derive explanatory variables for nonconformity. Aquafarm HACCP certification, detection history of harmful substances during the last 5 y, history of nonconformity during the last 5 y, and the suitability of the aquatic environment as determined by the levels of total coliform bacteria and total organic carbon were selected as the explanatory variables. The highest achievable eel aquafarm noncompliance rate by manipulating the derived explanatory variables was 24.5%, which was 94 times higher than the overall farmed eel noncompliance rate reported in IFSIN between 2017 and 2021. The established BN model was validated using the IFSIN eel aquafarm inspection results conducted between January and August 2022. The noncompliance rate in the validation set was 0.22% (15 nonconformances out of 6,785 cases). The precision of BN model prediction was 0.1579, which was 71.4 times higher than the non-compliance rate of the validation set.

On July 31, 2008, the Government issued the construction and operation permit for the first low and intermediate level radioactive waste disposal facility in the Republic of Korea. In this paper, the fundamental regulatory framework, regulatory requirements and technical standards of the disposal facility are introduced, and the phased review process adopted for evaluation of the safety of the facility is briefly described. The Atomic Energy Act sets forth a stepwise regulatory framework for the whole life-cycle of the disposal facility such as siting, design, construction, operation, closure and institutional control. More detailed regulatory requirements and technical standards are stipulated in the subsequent regulations of the Atomic Energy Act and a series of Notices issued by the Ministry of Eduction, Science and Technology. The Korea Institute of Nuclear Safety, as entrusted by the Ministry under the Atomic Energy Act, conducted safety review on the disposal facility, and evaluated the compliance with relevant criteria in all technical elements(i.e. siting and structural safety, radiological environmental impact, operational safety, systems and components, quality assurance, and total systematic performance assessment, etc.). The overall safety review process can be phased into inception phase, initial review phase, main review phase and completion phase. The review results were reported to and deliberated by the five Sub-committees of the Special Committee on Nuclear Safety, and then reported to the Ministry. The Ministry issued the construction and operation permit of the disposal facility through the deliberation of the review results by the Nuclear Safety Commission. Hereafter, the safety of the repository will be reassured by a series of subsequent regulatory inspections and reviews under the Atomic Energy Act. In addition, the licensee's continuous implementation of the "Safety Promotion Plan" may also enhance the long-term safety of the repository and contribute to build-up the confidence of the safety case.
As the radiation is used in various fields, the number of radiation workers is on the increase and there has been an increasa in interest in the radiation worker's safety. In South Korea, it is focusing on securing safety of workers through KISOE system and owner's report. In advance study, We determined that in assessing the risks of securing safety for workers and businesses, the assessment of other items as well as exposure doses would be effective and develops the Radial Scale Analysis Model. So, data from the actual radiographic testing companies were applied to the radial scale analysis model to determine the risks of the actual companies. And, we selected 4 companies to confirm the applicability. Risk assessments of all 56 companies were conducted and improvements and inspections were anticipated for each company's problems. The results of the study are expected to be utilized by radiographic testing companies and regulatory for self-assessment and regulation criteria.

Related to the previous paper on the typical crack pattern of tunnel lining with NATM, the characteristic defects in reinforced cement concrete lining of NATM tunnel have analyzed with the precise inspection with safety and diagnosis (PISD) by KISTEC. Depending on the reinforcing materials, steel rebar, steel fiber, and glass fiber have been implemented to reinforcing lining in various NATM tunnel constructions. Reinforcing lining with rebar are prevailed on NATM tunnel to countermeasure the weak geological circumstances, to pursuit the economical tunnel sections, and to resist the risk of tunnel deterioration. By the special act on the safety control of public facilities, the reinforced NATM tunnels for more than 1 km length are scrutinized closely to characterize defects; crack, reinforcement exposure, and lack of lining. Crack resistance by reinforcing is shown in comparison with the normalized crack to the length of tunnel. Typical exposed reinforcements in lining have exemplified with various sections. The lack of lining due to the mal-construction, spalling, fire, earthquake and leaching has been analyzed. The cause and mechanism with the field inspections and other studies has also been verified. Detailed cases are selected by the above concerns as well as the basic information from FMS (Facilities Management System). Likewise the previous paper, this study provides specialized defects in reinforced lining of NATM and it can be widely used in spreading the essential technics and reporting skills. Furthermore, it would be advised and amended for the detail guideline of Safety Diagnosis and PISD (tunnel).

Under the Act amended on August 4, 2011, a special fire-fighting investigation was conducted by the relevant person (owner, manager, oil refineries), and the responsibility was also given to the relevant person. Instead of directly entering all existing fire-fighting targets and investigating the maintenance and management status of fire-fighting facilities, the fire-fighting agency selects and visits some targets every year, checks the maintenance and management status of fire-fighting facilities, corrects them, and imposes fines, etc. Reasons for the introduction of the system were the establishment of a private autonomous correction system by strengthening the responsibility of officials, lack of firefighting professionals, possible corruption due to frequent public contact, and responsibility of fire agencies. However, many problems arose even after the introduction of a special fire investigation system. A special fire investigation, one of the fire safety systems, checks whether related public officials and especially fire officials are properly installed, maintained and managed in accordance with relevant laws. Special firefighting investigations were introduced as firefighting inspections at the time the firefighting law was enacted in 1958, and have undergone a revised process more than 30 times until recently. Firefighting Facility Installation, Maintenance and Safety Management Act", the existing firefighting inspection was changed to a special firefighting investigation and accepted. At the time of enactment of the Fire Service Act in 1958, a special firefighting investigation was introduced as a firefighting inspection, and until recently, more than 30 revisions have been made. In 2003, as the existing fire fighting system was divided into four laws, it was approved by changing the existing fire fighting inspection to a special fire fighting investigation in the "Fire Fighting Facility Installation, Maintenance and Safety Management Act".
