FDTD를 이용한 인체 두부모델의 SAR 분포특성 해석 (Analysis of SAR Distribution Characteristics in a Head Model using FDTD)

  • This paper presents an analysis of SAR(Specific Absorption Rate) distribution characteristics in a head model using FDTD(Finite Difference Time Domain). In this study human head was modelled in four elements-layered structure, consisting of skin, fat, skull and brain. To calculate the electromagnetic fields wihtin the head model, FDTD method was used. In the FDTD method, the electromagnetic wave is analyzed by solving a Maxwell's equations repeatedly. For the calculation, distance between power source and head model increased by 10[m]. Power density and incident electric field intensity were calculated. Based on the incident electric field, the program which calaculated internal electric fields intensity and SAR calculation of the head model were developed. The results of developed program using FDTD were compared with those of a commericial programs, which showed the availability and usefulness of the suggested scheme in this paper.

  • The incidents related to transporting hazardous materials may cause serious impacts on neighborhood and surrounding areas. It is essential to have a real-time safe management system for incidents prevention of transporting hazardous materials. Currently, the system is not integrated into one channel, which makes it difficult to control an incidents response. Another problem is that event status is not appropriately shared among authorities having responsibilities taking down the incidents. This paper investigates previous studies covering the real-time safety management system for hazard material transports and suggests an integrated management system that helps communicate effectively and promptly.

  • It is necessary to analyze the railway accidents and incidents for the purpose of understanding present safety state and enhancing its system. Korea National Railroad has its accident/incident reporting codes, but it is relatively not sufficient for detail classification and investigation of accident and incident compared with foreign countries. This paper suggests how to classify the railway accident/incident, and describes the analysis result for domestic recent railway accidents and incidents according to the new suggested classifying system.

미국의 사과법 및 디스클로져법의 의의와 그 시사점 (An Overview and Implication of Apology Law and Disclosure Law in U.S.A.)

  • 최근 우리나라에서는 연속적으로 발생한 환자안전사건으로 인해 환자안전에 대한 사회적 관심이 높아졌다. 더불어 환자안전사건 발생 후 의료인 및 의료기관의 대응방식이 논란이 되면서, 사과법 및 디스클로져법 도입의 필요성이 제기되고 있다. 본 연구에서는 미국의 사과법과 디스클로져법 내용을 분석하고, 우리나라의 입법 움직임에 대하여 비판적으로 검토하고자 한다. 먼저 사과법은 의료인 등이 환자측에게 불편감, 통증, 손상, 사망 등에 대해 사과나 위로, 공감 등을 표하는 경우, 사과 등의 표현은 민사재판 및 행정절차에서 법적인 증거로 사용할 수 없도록 하는 것을 그 주요 내용으로 한다. 사과법은 실수, 오류, 잘못, 책임, 법적 책임의 표현과 같은 규범적 평가요소를 증거법의 보호 범위에 포함하는지 여부에 따라 '완전한 사과법'과 '부분적 사과법'으로 구분된다. 한편, 디스클로져법은 의료기관이 심각한 위해가 발생한 사건 등에 있어 사건의 공개, 발생원인, 보상계획, 재발방지대책 등에 관하여 환자 측과 소통하는 것을 법률상 강제하거나 자율적으로 유도하는 것을 그 주요 내용으로 한다. 한편, 최근 우리나라에서도 환자안전사고에 관한 관심이 증폭되고, 의료인 측과 환자측의 의사소통의 중요성이 인식되면서, 위와 같은 미국의 사과법 또는 디스클로져법을 수용한 "환자안전법" 개정법률안이 국회에 제출되기도 하였다. 본 연구에서는 미국의 사과법 및 디스클로져법의 분석을 토대로 위 개정법률안의 내용을 비판적으로 검토함으로써 향후의 입법방향에 시사점을 제시하고자 한다.

Comparative Analysis of Terminology and Classification Related to Risk Management of Radiotherapy

  • We analyzed the terminology and classification related to the risk management of radiation treatment overseas to establish the terminology and classification system for Korea. This study investigated the terminology and classification for radiotherapy risk management through overseas research materials from related organizations and associations, including the IAEA, WHO, British group, EC, and AAPM. Overseas risk management commonly uses the terms "near miss", "incident", and "adverse event", classified according to the degree of severity. However, several organizations have ambiguous terminologies. They use the term "near miss" for events such as a near event, close call, and good catch; the term "incident" for an event; and the term "adverse event" for the likes of an accident and an event. In addition, different organizations use different classifications: a "near miss" is generally classified as "incident" in most cases but not classified as such in BIR et al. Confusion might also be caused by the disunity of the terminology and classification, and by the ambiguity of definitions. Patient safety management of medical institutions in Korea uses the terms "near miss", "adverse event", and "sentinel event", which it classifies into eight levels according to the severity of risk to the patient. Therefore, the terminology and classification for radiotherapy risk management based on the patient safety management of medical institutions in Korea will help in improving the safety and quality of radiotherapy.

HCFC-123의 급성 독성간질환 발생 사례에 따른 노출기준 및 법 관리 필요성 권고 (Recommendation of an Occupational Exposure Limit and Legal Control Following an Acute Hepatotoxicity Incident from HCFC-123)

  • Objectives: This study was performed to propose a domestic occupational exposure limit(OEL) following a health hazard assessment, calculation of a non-carcinogenicity reference concentration worker($RfC_{worker}$) value, and examination of international agencies' exposure limits. It also recommends legal management within the Occupational Safety and Health Act for HCFC-123, which caused an acute hepatotoxicity incident. Methods: An acute hepatotoxicity incident due to the fire extinguishing agent HCFC-123 was investigated. Toxicological hazard and health hazard classifications were examined and a non-carcinogenicity $RfC_{worker}$ value was calculated for HCFC-123. An OEL and the necessity of legal management were recommended as well. Results and Conclusions: An OEL for HCFC-123 of 10 ppm($62.5mg/m^3$), which considered the $RfC_{worker}$ value, 5.56 ppm, produced in dose-response assessment and the exposure level of 19.1-20.9 ppm measured as an eight-hour TWA(time-weighted average) in the incident place, is recommended. HCFC-123 is urged to be included as a chemical requiring legal management in the Occupational Safety and Health Regulations. In addition, it is recommended that a peak exposure of ACGIH be adopted in the Notice of the Ministry of Employment and Labor.

입사각을 고려한 장대교량의 지반-구조물 상호작용 해석 (Analysis of Soil-Structure Interaction of a Long-Span Bridge Considering Incident Angle of Input Ground Motion)

  • In a long-span bridge which is constructed on soft soil, it is requested to make a plan considering soil-structure interaction, and soil-structure interaction is partially under consideration at the actual bridge plan. Many researches on dynamic behavior of a bridge affected by soil-structure interacting have been accomplished, but it is difficult to estimate dynamic behavior of a bridge on soft soil accurately because of many uncertainties. This paper presents the results about dynamic response of a long-span suspension bridge in the site composed of soft soil considering incident angle of input ground motion. The effect of soft soil was evaluated by the use o computer program SASSI and a long-span suspension bridge was modeled by finite element program MIDAS. The effect of incident angle of input ground motion was investigated on the dynamic response of a long-span bridge.

항공사고조사위원회의 업무개선에 대한 제언 (Suggestions for the Improvement of Aviation and Railway Accident Investigation Board in Korean)

  • ICAO Universal Safety Oversight Audit Programme is a comprehensive evaluation for aviation safety matters, including aircraft operation, licensing and aircraft incident/accident investigation. As this programme is measures aviation safety level of States, there is a need to meet international standards, especially in the field of aircraft incident/accident investigation. This research discusses points required to satisfy international standards, which are independence and autonomy of an accident investigation board, the lack of the enough number of investigators and efficient management of those personnel, the effective composition and use of an investigation report, an accident investigation itself to build big data and the creation of a cooperation system among States. This paper suggests various opinions in order to enhance aviation safety especially through aircraft accident investigations, using case studies from the US, UK and Japan.

스마트도로 안전성 향상 효과의 정량화 연구 (Quantitative Analysis of Safety Improvement on Smart Roads)

  • 첨단도로 안전시설물, 첨단교통관리기법 등을 기반으로 하는 다양한 첨단 교통서비스는 교통사고 등의 돌발상황을 감소시킬 것으로 예상되며, 이에 따라 도로의 지 정체 역시 감소될 것이다. 따라서 안전성 향상에 따른 지 정체 감소효과를 편익항목에 포함시킬 수 있다. 그러나 현재 우리나라의 투자평가지침에서는 이를 편익으로 계상하지 않고 있다. 스마트도로에서 제공하는 첨단 교통서비스는 인프라의 초기 투자비용을 상승시키지만 새로운 서비스로 인한 편익이 계상되지 않아 비용/편익 분석 시에 경제성을 확보하지 못하는 문제점을 가지게 된다. 따라서 본 연구는 과거 3년간의 고속도로 사고 자료를 이용하여 평균 차로차단시간을 추정하고, 미시적 시뮬레이션을 이용하여 구축된 자료와 회귀분석기법을 통해 지체시간 추정모형을 개발하였다. 또한 개발된 모형이 투자평가기법에 적용될 수 있도록 계량화에 필요한 원단위(평균용량감소비율 등)를 제시하였다. 개발된 방법론을 스마트하이웨이사업 사례에 적용 결과, 스마트 안전시설로 인한 사고감소율을 10%로 가정하였을 경우, 30년 동안 총 안전성 향상 편익은 1,392억 원에 이르는 것으로 분석되었다.

  • Incident investigation is one of the most important processes among various other safety management methods to prevent industrial accidents. Finding the root causes of accidents, eliminating hazards, and improving safety are the most important purposes of investigating accidents. During the investigation process, root cause analysis (RCA) techniques are used to effectively identify RCA. Over the past few decades, over 30 RCA methods have been developed. These techniques are being widely used in some industries, such as the nuclear and aircraft industries; however, most of the RCA techniques require professional knowledge and special training, making it difficult for safety managers in their respective fields to understand and apply them. Therefore, managers of general industrial sites are rarely present at the scene of actual accident investigations, and they cannot contribute much to the purpose and effectiveness of these investigations. In this study, to address these issues, we developed an RCA technique to facilitate root cause investigation of accidents in real-world industrial sites. To develop new techniques, Systematic Cause Analysis Technique (SCAT), one of the RCA techniques, was used to investigate incidents in the enterprise over three years. We also utilized feature analysis and other papers from existing RCA techniques. To verify its effectiveness, the technique proposed was also applied to the accident case. The technique developed can easily identify and analyze the root cause of an accident and help industrial managers. It can also identify the root cause category where accidents are concentrated and use this data to establish guidelines for preventing future accidents and, thus, focus on prioritizing improvement initiatives.
