  • Work Guideline of Construction Quality Management was revised in July 2017, and it has changed the perception of scaffolding in South Korea. The on site investigation and survey was performed on manufacturers, leasing companies, and quality inspection agencies regarding the compliance with the guideline for the scaffolding and the related components brought to the site. Moreover, the related guidelines and identified unsatisfactory quality management items were analyzed by each subject. As a result, the major factors that cause the problems were reasonably deducted. The related regulations to prohibit the delivery of faulty scaffolding components to the construction site in order to secure the safety of the temporary structure was suggested.

  • The overall management for explosives in domestic and regulation for blasting is managed by the control Act of guns, sword, explosives etc. On the details for handling and method, delivery, storage, use and management for explosives and work safety for the accident prevention is recommended to the related business site through Standard safety work guideline of blasting which set by safety & health 27 Act handling. In this study, It reviews the standard safety work guideline of blasting notified by Ministry of employment & labor. We propose the new products introduced into domestic explosives market, definition of explosives word when the newest blasting technology is revised, emulsion explosives, bulk explosives and electronic detonators which increased in the latest. Indeed, We propose a typical handling method of non-electric detonator and electronic in order to make the renewed Standard safety work guideline of Blasting on work guideline.

  • Sodium is a component of salt and naturally taken in the process of taking in table salt. For food processing, salt is very important. In general, salt adds flavor and taste including a salty taste and rheologically, it plays an important role in forming tissues. Also, it helps in improving preservability of food by controling growth of microorganisms. But excessive intake of salt has been blamed for outbreak of high blood pressure, heart disease, stroke, osteoporosis, kidney stone, stomach cancer and others. For this reason, there are active efforts to reduce sodium of processed foods all around the world. In Korea, a guideline for sodium reduction in 27 items and 44 kinds of foods including confectionery was suggested as part of the 'processed food sodium reduction guideline development project', which has been conducted since 2012.

  • This paper suggests an example guideline of a safety zone layout for the domestic LNG Truck-To-Ship (TTS) bunkering. The safety zone is one of the controlled area in LNG bunkering and its layout is required as a fundamental safety barrier. While the international standard provides a layout methodology of the safety zone, its detail application is not user-friendly and only possible with a level of the process engineering. In the domestic case, the enforcement regulations are applied for LNG bunkering but the safety zone is not properly defined for TTS operation. Considerations are made for the intuitive approach of the safety zone layout and an example guideline is suggested for application in the domestic TTS bunkering. A technical background of the guideline is described and its applicability is demonstrated with regard to the characteristics of TTS bunkering. The findings of the study are summarized in association with a practical layout of the safety zone, contributing to the safety culture in the domestic LNG bunkering.

A Design Guideline of Sign System Based on DPD Concept in Traditional Heritage Villages

  • Sign system currently used for traditional heritage villages in Korea does not have any well-defined concept and method so that somewhat improper signs can be developed like for general urban or tourism area. In this paper, we present a new method or guideline of sign system based on DPD(disaster prevention design) concept for our traditional heritage villages. We can enhance both safety of residents and satisfaction of visitors throughout this guideline. According to our investigations on the heritage villages, sign systems in Korea are mainly developed for tourism, on the other hand, sign development in Japan mainly focuses on prevention or protection against big disasters like earthquakes. Considering residents and their safety, we can submit a proper guideline to develop sign system for our traditional heritage villages based on the concept of DPD which can be applied to each space. Asan 'Oeam Village' and Beppu 'Onsen Village' are used as application sites compared between Korea and Japan.

  • In a PWR (Pressurized Water Reactor), the appropriate heat removal from the surface of fuel rod bundle is important for ensuring thermal margins and safety. Although many CFD (Computational Fluid Dynamics) software have been used to predict complex flows inside fuel assemblies with mixing vanes, there is no domestic regulatory guideline for the comprehensive evaluation of CFD software. Therefore, from the nuclear regulatory perspective, it is necessary to perform the systematic assessment and prepare the domestic regulatory guideline for checking whether valid CFD software is used for nuclear safety problems. In this study, to provide systematic evaluation and guidance on the applicability of CFD software to the domestic nuclear safety area, the results of the sensitivity analysis for the effect of the discretization scheme accuracy for the convection terms and turbulence models, which are main factors that contribute to the uncertainty in the calculation of the nuclear safety problems, on the prediction performance for the turbulent flow distribution inside the fuel assembly with split-type mixing vanes were explained.

Study on Developing Assessment Guideline for Safety and Performance of Electric Cupping Apparatus (전동식 부항기에 대한 안전성 및 성능평가 가이드라인 개발연구)

  • Objectives : We developed and proposed a guideline for safety and performance assessment of electric cupping apparatus(Class 2 medical device). Methods : We drafted the guideline for safety and performance assessment of electric cupping apparatus by referring the existing standards and guideline, based on online questionnaire for Korean medical doctors and measurement data from commercially available products. Physical dimension of cups and inner vacuum pressure were acquired for the measurement in order to achieve the purposes. Results : This guideline only can be applied to electric cupping apparatus for enhancing blood circulation by employing negative pressure generated by electricity. Seven items of appearance and label, operation test of pump, variation test of input electricity, vacuum level test, vacuum sustain test, cup-size dependent test, noise level test are suggested for evaluation subjects and methods required for electric cupping devices. Requirements for the design and development of electric cupping devices are suggested: vacuum level indicator, vacuum generation rate, pressure control, valve detachment stability, cup comparability, safety measure, surge protection, user friendliness, instruction for use (IFU). Conclusions : We proposed a guideline for safety and performance assessment of electric cupping apparatus to improve the quality of relating products and aid the commercialization of them, by aiming higher industrial competitiveness of the medical device sectors in Korea. Discussion with related institutes such as industry, academy and government is further required. Public hearings also need to be held prior to the establishment of a final guideline and standard.

  • Objectives : We developed and proposed a guideline for safety and performance assessment of electric moxibustion apparatus (class II medical device). Methods : We drafted the guideline for safety and performance assessment of electric moxibustion apparatus by referring the existing standards, guidelines and measurement data from commercially available products. Temperature characteristics such as maximum temperature and ramp time, and physical characteristics such as weight, noise and diameter were measured. User friendliness was also evaluated for commercial devices. Results : This guideline only can be applied to the electric moxibustion apparatus where moxa is being heated by electricity for medical proposes. Maximum temperature of higher than $50^{\circ}C$ can be achieved mostly. Ramp rate of temperature seems to be reliable. Control of temperature is needed to be improved. Moxa and its derivative products seem to be regulated for reliable temperature performance for clinical application. Requirements for design and development of electric moxibustion apparatus are suggested : temperature indicator, temperature control and its accuracy, safety measure, surge protection, user friendliness and instruction for use (IFU). Design recommendation of the reduction of noise level and energy loss are suggested for better products. Conclusions : We proposed a guideline for safety and performance assessment of electric moxibustion apparatus to improve the quality of relating products and aid their commercialization by aiming higher industrial competitiveness of the medical device sectors in Korea.   • With the recent rapid growth of RFID technologies, the Application of RFID systems into the medical or the military industries as well as into the distribution and logistics industry are now attempted continuously. The government and private sectors plan to carry out various small and large scale projects related to RFID systems. However, many companies attempting to apply RFID systems applications into their organizations are encountering many several difficulties because of the lack of installation experience and the absence of an useful guideline. This paper focuses on identification and classification of typical barriers to the successful application of RFID systems according to the five-step method of system application process. Moreover a "barrier map" is produced by conducting a survey and interviews by specialists. In addition, a practical guideline to overcome such barriers is presented and discussed.

  • The present paper reviews the notion and comparison of the Korea Food and Drug Administration(KFDA) general pharmacology and the International Conference on Harmonisation (ICH) safety pharmacology. General pharmacology or safety pharmacology is termed the study to determine the potential of a compound to induce adverse pharmacological effects. KFDA general pharmacology studies have been considered an important component in drug safety assessment and these were originally referred to those designed to examine effects other than the primary therapeutics effect of a drug candidate. The KFDA notified the Guideline for General Pharmacology in 1997. Safety pharmacology studies were focused on identifying adverse effects on physiological functions. In the ICH came into place S7A Safety Pharmacology Studies for Human Pharmaceuticals in 2001. A new chemical entity should be assessed for its side effects, initially in those physiological systems which are generally agreed to be the key systems that are essential for life; these "core system" include the central nervous system, cardiovascular system and respiratory system in safety pharmacology studies. These studies should be performed in compliance with Good Laboratory Practice (GLP).
