  • 지하상가와 같은 지하구내에 설치된 전기설비는 침수피해의 가능성이 상존한다. 그러므로 침수상황에서 재난복구를 위해 투입되는 인력에게 미칠 수 있는 2차 재해에 대한 안전성을 평가하고, 생명과 재산의 피해를 최소화 할 수 있는 적절한 대책이 필요하다. 본 연구에서는 먼저 지하구내 침수사고사례 조사를 통해 사고의 패턴을 분류하고 전기적 위해요소를 도출한다. 그리고 그것을 바탕으로 퍼지추론을 적용해서 침수상황을 통제하고 안전성을 평가하는 알고리즘과 시스템을 제안한다.

  • 경주 방사성폐기물 처분시설은 향후 80만 포장물을 처분할 계획이며 다양한 처분방식 및 관리형태를 가진 복합계가 될 것이다. 본 논문에서는 전체부지 처분용량(80만 포장물) 처분시설의 단계별 개발에 따른 영향을 평가하기 위하여 처분시설 종합개발계획(안)에 따른 예비안전성평가를 수행하였다. 각 시나리오에 대한 안전성평가결과 처분시설의 성능목표치를 만족하였다. 다만, 전체처분시설의 안전성 평가결과에 중준위 방사성폐기물로 인하여 1단계 동굴 처분시설이 가장 크게 영향을 미치므로 처분시설의 안전성 향상을 위하여 처분방사능량제한 설정 등 관리방안이 필요하다. Safety Case 단계별 구축을 통하여 중 저준위 방사성폐기물 처분시설 종합개발 과정에서 인지된 불확실성을 저감하여 안전성을 증진 시킬 수 있을 것으로 판단된다.

  • The facility diagnosis technique of past subjective judged the technical expert and interpreted stably mainly. The facility the periodical civil official becomes indispensability consequently with the law and the system and objectivity inspection which relates with a this and development of diagnosis technique were necessary. Currently the evaluation elements which relate with an inspection and diagnosis technique depended to the subjectivity of each facility quality, data statistics, diagnosis know-how, various circumstance and the technical expert and the evaluation item came to decide. But the evaluation score distribution of marks of each item depended plentifully in data analysis result and experience. The past method is weak in logically because the objection theoretical background and basis are insufficiency. Consequently in order to apply a data analysis result and an experience logically, it used AHP(Analytic Hierarchy Process) method from this research. It is visible with the fact that the application result reconfirmation and complement process will be necessary the technique which is suitable in the multi facility management. Also it is expected with the fact that the application characteristic from the next relation technique will be excellent.

국가지정 입원치료 격리병상 시설적격성 평가분석에 관한 연구 (A Study on the Facility Eligibility Inspection of National Inpatient Isolation Units)

  • During the progression of this study, we visited 17 medical institutions. These medical institutions underwent inspection for facility eligibility of national inpatient isolation units to care for patients. Seventeen consultation meetings were held to gather expert opinions, and conferences were held with the medical institutions and local levels of government. Based on these facts, we established a field application model of the criteria of safety-management and conducted a study on this method in order to create more scientific and systematic safety-management criteria including criteria regarding facilities maintenance and methods of equipment inspection. According to an analysis on the 17 medical institutions examined, facility eligibility of 17 national inpatient isolation units was found to be 78.3% on average. Through analysis of the present domestic and foreign conditions of medical institutions, we proposed improvements for when remodeling becomes necessary and established criteria for safety-management in national inpatient isolation units for the care of patients in accordance with the domestic healthcare system.

  • 지하형 탄약고에 대한 관심이 증가하면서, 관련된 설계 결과가 다수 도출되고 있다. 그러나 터널 민간 전문가들뿐만 아니라 탄약관련 군 실무자들도 안전거리 기준을 완벽하게 숙지하지 못하여 안전거리 기준을 모두 준수한 신뢰성 있는 설계 결과는 도출되고 있지 않고 있는 실정이다. 또한 안전거리를 과하게 적용하여 부지를 비효율적으로 활용하거나 시공불가판정을 받는 사례도 보고되고 있다. 본 연구에서는 지하형 탄약고에 대한 안전거리 기준을 정리하고 이를 준수하면서 효율적으로 설계할 수 있는 방안에 대해 연구하였다. 또한 여러 방법 중 안전거리를 획기적으로 저감시킬 수 있는 방법을 도출하여 향후 지하형 탄약고 설계 및 시공 시에 적용할 수 있도록 데이터를 마련하였다.

PARAMETRIC STUDIES ON THERMAL HYDRAULIC CHARACTERISTICS FOR TRANSIENT OPERATIONS OF AN INTEGRAL TYPE REACTOR

  • Transient operations for an integral type reactor, SMART-P, have been experimentally investigated using a thermal-hydraulic integral test facility, VISTA (Experimental Verification by Integral Simulation of Transients and Accidents), in order to verify the system design and performance of the SMART-P, a pilot plant of SMART. The VISTA facility was subjected to various accident conditions such as feedwater increase and decrease, loss of coolant flow, and control rod withdrawal accidents in order to elucidate the thermal-hydraulic responses following such accidents and finally to verify the system design of the SMARTP. Full functional control logics have been implemented in the VISTA facility in order to control the required control action for an accident simulation. As one of the sensitivity tests to verify the PRHRS performance, the effects of the initial water level in the compensation tank are experimentally investigated. When the initial water level is 16%, the water is quickly drained and nitrogen gas is then introduced into the PRHR system, resulting in deterioration of the PRHRS performance. It is thus found that nitrogen ingression should be prevented to ensure stable PRHRS operation.

안전사고 예방 교육에 대한 공업고등학교 학생들의 인식 연구 (A Study on Technical High School Students' Perception of Prevention Safety Accidents)

  • The purpose of this study is to collect and analyze their opinions to found solutions for reducing safety accidents since it is important to educate the students to recognize the importance of safety. We surveyed 350 students from mechanical and metal engineering departments of an engineering high school located in Seoul, and divided them in two categories and asked them about prevention of safety accidents in laboratories. It is found that further directions and educations are needed for the students as to emergency measures in case of safety accidents. Safety education before laboratory classes is crucial, helpful and effective for prevention of safety accidents. Facility factors that further education is needed for students who don't experiments in orderly manner.

영양부추 생산농가의 소규모 수확후 처리시설 적용과 위생교육에 따른 미생물학적 안전성 향상 효과 (Effects of Small Scale Post-Harvest Facility and Hygiene Education on the Level of Microbial Safety in Korean Leeks Production)

  • 위생적인 수확후처리를 통하여 안전한 농산물 생산을 유도하기 위하여 영양부추를 대상으로 수확후 처리시설 모델을 개발하였으며 개발된 수확후 처리시설 설치와 위생교육이 미생물 안전에 미치는 효과를 검증하고자 본 연구를 수행하였다. 이를 위하여 양주지역 영양부추 생산 농가의 수확 후 처리시설 환경과 영양부추에서 위생지표세균(일반세균수, 대장균군, E. coli)과 병원성미생물(Escherichia coli O157:H7, Salmonella spp., Staphylococcus aureus, Listeria monocytogenes, Bacillus cereus)을 조사하였다. 그 결과, 빗, 칼, 도마 등 수확후 처리시설에서 사용하는 작업도구의 일반세균수 오염수준은 수확후 처리시설 설치농가(A, B)에서 수확후 처리시설 비설치농가(C) 보다 1.44~2.33 log CFU / 100$100cm^2$ 정도 낮았다. 특히 도마의 경우 A농가에서 1.00 log CFU / 100$100cm^2$이하, B 농가에서 2.23 log CFU / $100cm^2$인데 반해 C 농가에서는 6.03 log CFU / $100cm^2$로 농가간의 위생 상태에 따라 B. cereus의 오염수준이 차이가 크게 나타났다. 또한 지하수에 침지 한 영양부추에서 침지 전 보다 대장균군이 0.57~1.89 log CFU/g이 증가하였다. E. coli는 영양부추, 침지한 후 지하수, 토양에서 검출되었으며, E. coli O157:H7, Salmonella spp., L. monocytogenes는 검출되지 않았다. 따라서 본 연구의 결과를 통하여 소규모 수확 후 처리시설 설치와 위생교육을 통하여 농가 내 수확후처리 환경의 위생을 개선하는데 효과적이라 판단된다. 이와 더불어 유해미생물에 의한 식중독사고를 사전에 예방하기 위해서는 수확 후에 오염된 유해미생물을 저감화 할 수 있는 세척, 소독 기술의 개발과 도입이 필요할 것으로 사료된다.

Development of a Probabilistic Safety Assessment Framework for an Interim Dry Storage Facility Subjected to an Aircraft Crash Using Best-Estimate Structural Analysis

  • Using a probabilistic safety assessment, a risk evaluation framework for an aircraft crash into an interim spent fuel storage facility is presented. Damage evaluation of a detailed generic cask model in a simplified building structure under an aircraft impact is discussed through a numerical structural analysis and an analytical fragility assessment. Sequences of the impact scenario are shown in a developed event tree, with uncertainties considered in the impact analysis and failure probabilities calculated. To evaluate the influence of parameters relevant to design safety, risks are estimated for three specification levels of cask and storage facility structures. The proposed assessment procedure includes the determination of the loading parameters, reference impact scenario, structural response analyses of facility walls, cask containment, and fuel assemblies, and a radiological consequence analysis with dose-risk estimation. The risk results for the proposed scenario in this study are expected to be small relative to those of design basis accidents for best-estimated conservative values. The importance of this framework is seen in its flexibility to evaluate the capability of the facility to withstand an aircraft impact and in its ability to anticipate potential realistic risks; the framework also provides insight into epistemic uncertainty in the available data and into the sensitivity of the design parameters for future research.
