Safety Measure Developed Through Analysis of Firefighters' 『Investigation Report on Accidents to On-Site Workers』

  • The study has suggested a way to minimize safety accidents found in on-site firefighting activity by analyzing firefighters' [investigation report on accidents to on-sie workers]. The study result is described as follows. First, the result of [investigation report on on-site workers] shows that while accidents are found to most frequently have occurred to low-ranking firefighting officers such as Sobangsa and Sobanggyo and firefighting officers with career of less than 5 years, fire-extinguishing activity proved to be the most prone to accidents in the category of activity. Second, analysis performed to identify variance between injury extent and area based on cause of accident shows statistically significant variance. In addition, the result of verifying difference in cause of accident based on category of activity shows significant difference with 'falling over and sliding' being the highly likely cause of accident in fire containment and rescue activities and 'reckless move' being highly likely case of accident in emergency activities. Third, the result of verifying factors behind the extent of injury done to on-site workers shows that when accident is caused by 'incomplete behavior', it was found that the extent of injury is substantial. It was also found that rescue activity is accompanied by substantial extent of injury. As a solution to this, the study suggested ways to establish, extend and operate safety-specific curriculum for entrants, develop materials regarding risk prognosis training and explicate training-related regulations, set up safety management measure for a single squad team, upgrade performance of private protection equipment, institutionalize SOP by on-site activity stage, materialize and activate swift rescue team and increase objectivity and proficiency of safety accident investigation.

아동의 식품안전 및 위생에 대한 지식 및 행동 평가 (Evaluation of knowledge and behaviors towards food safety and hygiene of children)

  • This study examined the children's knowledge and behaviors towards food safety and hygiene. The data were collected from 521 elementary school students in Youngnam region by the self-administered questionnaires. Frequencies and analysis of variance (ANOVA) were conducted by SPSS WINDOWS. The results of the survey were as follows: first, the knowledge level of child towards food safety and hygiene was not that high. Additionally, behavior level was various according to the category of food safety and hygiene. Second, the knowledge and behavior levels for food safety and hygiene were high proportionated to the interest levels for them. Third, there were significant relationships between the knowledge and the behaviors for food safety and hygiene. These results suggest that the education for food safety and hygiene should be performed for the elementary school students to improve the levels of knowledge and behaviors of them.

  • As the life standard has enhanced, food products has incomparably advanced both in quality and variety to meet the consumer's choice. Despite of high quality and variety, appropriate food safety system has not been established yet in food manufacturing. With Product Liability issuance effective on July 2002, consumers are demanding far higher food safety level than what it used to be. The food manufacturers are seeking food safety assurance system. HACCP system is a pivotal product safety system providing the infrastructure to PL. By the time in the early 1970 when HACCP was developed suitable for food, it comprised the category of Risk, in fact it was quantitative sequence system. In a preparatory phase of HACCP, decision mostly depends on the quantitative analysis. In a recent study, the introduction of Risk Analysis is being reviewed for Food Safety system. In this study, FTA, FMEA are also reviewed in comparison with HACCP which have been utilized in Safety Engineering.

이륜자동차 창닦이기장치 등의 국내안전기준 개발 (The Development of the Korean Motor Vehicle Safety Standards for Windscreen Wiper Systems of Motorcycles)

  • Two-wheeled motorcycles rarely use windscreen wipers in general. However, if two or more wheeled motorcycles with upper body employ windscreen wiper systems, clear visibility should be ensured regardless of weather conditions. The windscreen wiper systems include washers, defrosting, and demisting. As demands for the personal mobility are rapidly increased, the related global safety standards for motorcycles with upper body have been revised accordingly. Currently only EU regulations issue the provisions of windscreen wiper systems for L-category vehicles, which characterize two or more wheeled motorcycles. Therefore, in order to agree with international safety standards, it is necessary to revise KMVSS (Korea Motor Vehicle Safety Standards) for motorcycles. Here, KMVSS regarding windscreen wiper systems for motorcycles are studied considering the EU regulations. It is expected that the findings in this study are useful for future amendment of KMVSS.

Case Studies of Comparing EN 954-1 and EN ISO 13849-1 Standard for Design of Industrial Machinery Safety Control System

  • Objective: The aim of this study was to compare old standard EN 954-1 and new standard EN ISO 13849-1 through case study and provide necessity of adaptation of EN ISO 13849-1 in Korea. Background: International and EU harmonized standard EN ISO 13849 "safety of machinery - Safety-related parts of control system" is classified into Part 1: General principles for design and Part 2: Validation. EN ISO 13849-1 standard was introduced in Official Journal of the European Union on September 8, 2009 as harmonized standard, and old standard EN 954-1 was withdrawn on December 31, 2011. So, EU decided to use of EN ISO 13849-1 standard forcibly from January 1, 2012 for safety of machinery. New machines need to be CE marked if they are to be placed on the market in the European Economic Area(EEA), Switzerland or Turkey, and Korean machine builder should apply EN ISO 3849-1 standard for safety of machinery accordingly. However, current Korean Safety Certification system(KCs mark) for dangerous machinery is not referred to EN ISO 13849-1 standard as safety standard. There is a need of research for adaptation of EN ISO 13849-1 standard in Korea as safety standards for new design of safety-related control system which use mostly electronic components. Method: Five case studies of representative designs for safety-related control system in accordance with EN 954-1were selected according to safety category from B to 4. And these five representative designs were tried to change new design in accordance with EN ISO 13849-1 standard. The results of comparison were analyzed in aspect of economy and technical complexity. Results: The results showed that EN ISO 13849-1 provided quantitative method of application and it enabled designers to create safety-related control systems that require fewer components and less wiring, with many of the components being to a lower specification and, therefore, less costly. Conclusion: EN ISO 13849-1 standard is good for electronic safety-related control systems compare to EN 954-1. By considering the importance of application of EN ISO 13849-1 and benefits, the application of EN ISO 13849-1 as safety standard for safety of machinery is urgent in Korea. Application: The results of comparing EN 954-1 and EN ISO 13849-1 standard might help to determine the adaptation of EN ISO 13849-1 standard for safety of industrial machinery in Korea.

농업인 건강 및 안전을 배려한 인간공학적용에 관한 연구동향 (A Review of Studies on the Farmer's Safety and Health in Korea on the ergonomic perspective)

  • 농업의 유구한 역사와 달리 농작업자에 대한 배려와 관심이 다소 뒤쳐진 현실에서 농작업에서 인간공학 적용의 현재 상태를 점검하였고 향후 농작업자들의 안전보건과 작업능률 향상을 위하여 진전된 연구가 필요한 항목을 제언하고자 한다. 이를 위해 웹과 관련 학회로부터 2000년부터 2014년 현재까지 발표된 자료를 수집하였다. 검토 결과, 농작업장비설계분야 26.4%, 안전관리분야12.1%, 보건건강분야55.0% 그리고 제품설계분야 6.4%로 분류되었다. 4개 범주 중에서 보건건강분야가 가장 많은 비중을 차지한 반면 제품설계분야가 가장 적은 비중을 차지하였다. 농작업장비설계분야는 편이장비의 보급, 보건 건강관리분야는 작업관련 근골격계질환의 발생과 예방에 관한 연구가 가장 큰 비중을 차지하였다. 향후, PL가능성. 작목, 작업형태별 적정 작업시간과 휴식시간의 산정과 같은 직무설계, 방한작업복 및 작업보호구 설계에 관한 연구가 보강되어야 할 것으로 판단된다.

Acute and Subchronic Inhalation Toxicity of n-Octane in Rats

  • Objectives: We have investigated the toxic effects of the inhalation of subchronic and acute levels of n-octane. Methods: The rats were exposed to n-octane of 0, 2.34, 11.68 and 23.36 mg/L (n = 5 rats/group/gender) in an acute inhalation test (Organization for Economic Co-operation and Development (OECD) TG 403), or to 0, 0.93, 2.62 and 7.48 mg/L (n = 10 rats/group/gender) for a subchronic inhalation test (OECE TG 413), to establish a national chemical management system consistent with the Globally Harmonized Classification System (GHS). Results: Acutely-exposed rats became lethargic but recovered following discontinuation of inhalation. Other clinical symptoms such as change of body weight and autopsy finds were absent. The LC50 for the acute inhalation toxicity of n-octane was determined to exceed 23.36 mg/L and the GHS category was 'not grouping'. Subchronically-treated rats displayed no significant clinical and histopathological differences from untreated controls; also, target organs were affected hematologically, biochemically and pathologically. Therefore, the no observable adverse effect level was indicated as exceeding 7.48 mg/L and the GHS category was 'not grouping' for the specific target organ toxicity upon repeated exposure. Conclusion: However, n-octane exposure should be controlled to be below the American Conference of Industrial Hygienists recommendation (300 ppm) to prevent inhalation-related adverse health effects of workers.

일 종합전문요양기관 간호사의 핵심역량 도출 및 근무지 특성별 중요도 인식 비교 (Defining the Core Competencies of the Nurses in A Tertiary Hospital and Comparing Different Units based on Their Respective Characteristics)

  • Purpose: The purpose of this study was to define the core components required of nurses to provide quality nursing care to patients and analyze the significance of these components in the hospital's various units to maintain a high level of competence among nurses. Method: The study evaluated 3 categories included 35 subcategories with 148 core components that were derived from literature review and interviews of nursing professionals. The nursing professional category included 18 subcategories with 98 components, the organizational culture category included 4 subcategories with 16 components, and the temperament-attitude category included 13 subcategories with 34 components. The study included 335 nurses with more than one year of hospital experience and measured disparities among different hospital units. The data was analyzed with SPSS-Win 10.0, differing perceptions of the importance of general traits among the participants were measured using standard deviation, and differing perceptions of the importance of professional traits among the participants were assessed using ANOVA and subsequently with the Bonferroni Test. The reliability of the aforementioned research tools were evaluated using the Cronbach's ${\alpha}$. Result: The results of the study were as follows: 1. Among the three categories, temperament-attitude category was perceived to be the most important, followed by nursing professional category and organizational culture category. Among the ten most important subcategories within the three categories, safety and infection prevention as well as responsibility were perceived to be the most important, followed by promotion of physiologic adaptation, document management and presentation, self-control, ethics, observance law, coping with emergency, humanity, and medication. 2. The relative importance of category associated with the core competencies within the hospital unit were as follows : 1) The units that rated nursing professional category as being the most significant were: internal medicine, surgical unit, mother-child unit, emergency room, intensive care unit, and operating room, in that order. 2) The units that rated the organizational culture competencies as being the most significant were: mother-child unit, internal medicine, surgical unit, emergency room, operating room, and intensive care unit, in that order. 3) The units that rated temperament-attitude category as being the most significant were: internal medicine, surgical unit, emergency room, mother-child unit, operating room, and intensive care unit, in that order.

환자 안전 역량을 위한 수혈 시뮬레이션에서 간호학부생의 오류 발생과 복구 수준 (Nursing Students' Error and Recovery in Transfusion Simulation for Safety Competency)

  • Purpose: The purpose of this study was to identify the types of errors that occurred and were recovered in a simulated transfusion scenario by nursing students. Methods: Twenty-eight teams of a total of 89 nursing students participated in a transfusion simulation using a high fidelity simulator. Data were collected by observing rule based errors and built in errors recovered according to the framework of Eindhoven model. Reflective journaling was used to identify perceived safety-threatening errors and commitment to improvement. Data were analyzed using descriptive statistics. Results: All teams committed the rule based errors in the scenario. The most common errors occurred in the coordination category related to communication with physician. Most of students perceived the transfusion reaction as a safety-threatening error. Conclusion: The findings indicate that students lack patient safety competence. The simulation training to decrease errors and improve safe practice provides nursing students with an effective strategy to develop patient safety competence.

FMEDA 기법을 적용한 SIL 등급 판정에 관한 사례연구 (Case Study on the Assessment of SIL Using FMEDA)

  • As the number, complexity and interaction of electrical, electronic and programmable electronic (E/E/PE) systems increase, a growing emphasis has been placed on the concept of functional safety during product development. IEC 61508 provides guidelines and standardized procedures in the development of reliable and dependable E/E/PE systems to assure functional safety. Determining risk classes (i.e., safety integrity levels, SILs) associated to a specific E/E/PE item may be recognized as one of the most crucial activities in the product development per IEC 61508 since SILs are used to specify necessary safety requirements for achieving an acceptable residual risk. This article presents a case study on the assessment of SILs applying failure modes, effects and diagnostic analysis (FMEDA) from which failure rates may be derived for each important failure category by combining a standard FMEA with online diagnostic techniques.
