선박의 의장시스템에 대한 안전성 및 Redundancy 평가 방법론 연구 (The Study on Risk and Redundancy Assessment Methodology of Ship Machinery System)

  • According to the new rules and regulations (New SOLAS), major safety critical systems are to be designed to be redundant, which is called 'Redundancy Design'. This paper was to quantitatively analyze the degree of influence of the redundancy design applied to major safety critical systems using IMO's FSA(formal Safety Assessment) method. For the purpose of this study, the diesel engine system, which is actually one of major safety critical systems, was dealt with FMEA, FTA and ETA technique. In addition, whether the redundancy was met or not was verified and the degree of safety, or redundancy, was represented in terms of reliability. In conclusion, the safety of propulsion systems is possibly assessed systematically by estimating the risk level in terms of frequency and fatality.

  • One of the objectives of any task design is to provide a safe and helpful workplace for the employees. The safety and health module may include means for confronting the design with safety and health regulations and standards as well as tools for obstacles and collisions detection (such as error models and simulators), Virtual Reality is a leading edge technology which has only very recently become available on platforms and at prices accessible to the majority of simulation engineers. The design of an automated manufacturing system is a complicated, multidisciplinary task that requires involvement of several specialists. In this paper, a design procedure that facilitates the safety and ergonomic considerations of an automated manufacturing system are described. The procedure consists of the following major steps. Data collection and analysis of the data, creation of a three-dimensional simulation model of the work environment, simulation for safety analysis and risk assessment, development of safety solutions, selection of the preferred solutions, implementation of the selected solutions, reporting, and training. When improving the safety of an existing system the three-dimensional simulation model helps the designer to perceive the work from operators point of view objectively and safely without the exposure to hazards of the actual system.

손상 선박의 안전성 향상 설계 기술 개발 (Development of Design Technology for Safety Enhancement of Damaged Ship)

  • Loss of human lives and properties including environmental damage due to large scale accidents requires change of our perception to marine safety. IMO is trying to re-establish overall marine safety system through long term plan such as GBS. Along this line, current regulation based safety evaluation is in process of changing into performance based methods, and for this transition, simulation based safety evaluation during design stage considering damage is highly necessary. In this paper, first, damage scenario is developed from IMO regulations and accident case studies. Then an integrated and simulation based safety evaluation prototype system considering both damage stability and structural safety is developed for the use during ship design process.

외면부식 직접평가법 개발 및 국내 도입 연구 (The Development and Introduction of External Corrosion Direct Assessment Measures for Urban Gas Pipelines)

  • 매설배관의 부식위험성을 최소화하고 음극방식의 효율극대화를 위해 다양한 비굴착 간접검사기법들이 수십년 전부터 이용되고 있으며, 미국에서는 굴착을 통한 매설배관 외면부식 직접평가법을 CFR 코드에서 규정하고 있다. 국내의 경우에는 도시가스사업법 관련 4개의 기준(KGS Code)에서 배관의 손상여부를 측정할 수 있는 장비를 이용하여 배관의 상태를 점검, 측정하고 이상부위에 대하여 누출검사를 한 경우 매설배관의 기밀시험을 한 것으로 보고 있을 뿐 배관외면부식 직접평가에 대한 규정은 없다. 본 논문에서는 미국, 영국 등 국외의 매설배관 건전성 관리 기준 및 방법을 조사하고, 국내의 매설배관 방식관리 실태 및 피복손상탐지 장치 이용실태 등을 조사한 후 국내 실정에 맞는 매설배관 외면부식 직접평가법을 제시하였다. 본 논문에서 제시한 매설배관 외면부식 직접 평가법은 국내에서 중압배관의 정밀안전진단 제도를 도입하는데 기초 자료로 활용되었다.

An External Dose Assessment of Worker during RadWaste Treatment Facility Decommissioning

  • Background: Kori unit #1 is permanently shut down after a 40-year lifetime. The Nuclear Safety and Security Commission recommends establishing initial decommissioning plans for all nuclear and radwaste treatment facilities. Therefore, the Korea Atomic Energy Research Institute (KAERI) must establish an initial and final decommissioning plan for radwaste-treatment facilities. Radiation safety assessment, which constitutes one chapter of the decommissioning plan, is important for establishing a decommissioning schedule, a strategy, and cost. It is also a critical issue for the government and public to understand. Materials and Methods: This study provides a method for assessing external radiation dose to workers during decommissioning. An external dose is calculated following each exposure scenario, decommissioning strategy, and working schedule. In this study, exposure dose is evaluated using the deterministic method. Physical characterization of the facility is obtained by both direct measurement and analysis of the drawings, and radiological characterization is analyzed using the annual report of KAERI, which measures the ambient dose every month. Results and Discussion: External doses are calculated at each stage of a decommissioning strategy and found to increase with each successive stage. The maximum external dose was evaluated to be 397.06 man-mSv when working in liquid-waste storage. To satisfy the regulations, working period and manpower must be managed. In this study, average and cumulative exposure doses were calculated for three cases, and the average exposure dose was found to be about 17 mSv/yr in all the cases. Conclusion: For the three cases presented, the average exposure dose is well below the annual maximum effective dose restriction imposed by the international and domestic regulations. Working period and manpower greatly affect the cost and entire decommissioning plan; hence, the chosen option must take account of these factors with due consideration of worker safety.

  • $\cdot$저준위방사성폐기물처분시설의 운영, 폐쇄, 폐쇄 후 관리에 관한 세부요건을 수립하기 위해 기본적인 사항들을 검토하고 초안을 제시한다. 처분에 관한 관계법령, 다른 기술기준, 안전성평가 등과의 연계성을 강조하며, 현행 방사성폐기물 인도규정과 더불어 향후 바람직한 발전 방향을 모색한다.

  • It is necessary to develop the requirement management system that could trace hazards and manage safety requirements for risk control of railway accident as low as reasonably practicable. In this paper, the requirement management system for control of railway accident risk is introduced. The requirement management system is containing the railway system configuration and safety activity related with identified hazards. The system shall be used to derive safety requirements for risk controland support the traceability of hazards on railway's operation & management. In the future, the system will be applied in the areas such as risk assessment and management, performing safety assurance and revising national regulations etc. for continuous safety improvement in the railway.

  • In these days, almost urban railway vehicle has been serviced under the random load application. But it is very important that fatigue lift prediction fur structures is major factor of safety. So do this, it is required that fatigue assessment method for cumulative damage approach while Korea domestic regulations only has endurance limit approach. With this endurance limit approach, fatigue lift prediction is impossible. In this research, it will be present that fatigue assessment for urban transit structure by using of cumulative damage approach method and related theories.

  • 안전밸브는 정압기지 내에 정압기의 파괴 또는 관 내 수분의 응축 등으로 인한 관내 압력의 비정상적인 증가를 자동적으로 완화시켜주는 메커니즘을 가지고 있는 밸브이다. 따라서 정압기지의 안전을 위해서 안전밸브의 유동 특성과 유동 형태를 살펴보는 것은 매우 중요하다. 본 논문은 안전밸브의 분출용량과 필요분출면적에 따른 유동 특성을 수치해석을 통해서 분석하였다. 본 결과를 국내 외 안전밸브 관련 규정인 미국의 API(America Petroleum Institute), 유럽 연합의 EN(European Standard), 프랑스의 NF(Norme Francise)를 이용하여 분석, 비교하였다. 또한 안전밸브의 최대 필요 분출 면적을 이용하여 국내 및 국외 규정을 각각 적용하였을 때의 안전밸브의 필요 설치 수량에 대한 고찰을 해보았다.

국내 해체공사 안전관리 관련 법령의 체계적인 개선방안 (Systematic Improvement of Safety Management-Related Laws in Domestic Demolition Works)

  • 해체공사는 건설행위에 의해 건립된 건축물의 수명이 평균 22년 이상 경과한 후에 시행되는 후행 건설공종이다. 90년대 이후 해체대상물이 고층화, 대형화됨에 따라 그에 대한 중장기적인 대비가 없었으며, 해체산업 관련 제도나 법 등이 체계적으로 마련되어 있지 않았다. 본 연구에서는 국내 해체공사 안전관리 관련법의 개선방안을 마련하고자 3가지 법령 개선(안)을 제안하였으며 그 내용은 다음과 같다. 첫째, 건설기술관리법의 안전관리계획 수립에서 해체공사 대상의 기준에 대하여 방안을 제시하였다. 둘째, 산업안전보건법의 해체공사표준안전작업지침의 문제점을 보완한 개선방안을 마련하였으며, 셋째, 건설기술관리법의 안전관리계획과 산업안전 보건법의 유해 위험방지계획의 중복성에 대한 통합화 방안을 제시하였다.
