선체부착생물관리와 수중제거기술 (Ship's Hull Fouling Management and In-Water Cleaning Techniques)

  • 국제해사기구는 선체부착생물의 위험성을 인식해서 2011년 '선체부착생물에 의한 외래위해종 이동 저감을 위한 관리 및 제어 가이드라인'을 공표하였고, 향후 이를 강제화하기 위한 국제 협약을 계획하고 있다. 본 연구에서는 향후 강제화 될 국제협약에 효과적으로 대응하기 위해 선체부착생물관리 관련 선도국 사례를 소개하고 수중제거에 대한 환경 위해성 평가 기법에 대해서도 알아보았다. 선체부착생물관리 관련해서 선도국인 호주와 뉴질랜드는 수중제거 시나리오 의거해 수행한 생물 및 화학 위해성 평가를 근간으로 선체부착생물관리규제안을 마련하였다. 자국 정부의 특별한 규정이 없는 대부분의 유럽 국가들은 국제해사기구의 선체부착생물 규정에 따라 수중제거를 수행하는 것으로 확인되었다. 우리나라인 경우 선체부착생물에 대한 국내법은 존재하지 않고, 해양 생태계법에 의거해서 약 17종의 해양생태게교란생물만 지정해서 관리하고 있다. 선박 선체에 대한 수중제거는 외래생물 확산 및 수생 환경으로의 화학 물질 방출을 수반하므로, 생물학적 위해성평가와 화학적 위해성평가를 별개로 수행한 후 이 둘의 평가를 종합하여 수중제거 수용 여부를 판단하였다. 생물학적 위해성평가는 수중제거과정에서 외래생물 유입에 영향을 미치는 핵심요소를 기반으로 40 code의 수중제거 시나리오 작성하고 위해성우선순위(Risk Priority Number, RPN) 점수를 산정하였다. 화학적 위해성평가는 수중제거 시 용출되는 구리(Copper) 농도를 기준으로 MAMPEC(Marine Antifoulant Model to Predict Environmental Concentrations) 모델 프로그램을 사용하여 PEC(Predict Environmental Concentration) 값과 PNEC(Predict No Effect Concentration) 값을 산출하였다. 최종적으로 PEC/PNEC 비의 값이 1 이상이면 화학적 위해성이 높음을 의미한다. R/V 이어호가 부산감천항에서 수중제거를 수행한다는 가정하에 위해성평가를 시범 실시한 결과, 생물학적 위해성은 RPN이 <10,000 이어서 저위험으로 판단되었으나, PEC/PNEC 비의 값이 1 이상으로 화학적 위해성이 높아 최종적으로 수중제거가 불가능한 것으로 평가되었다. 따라서 우리나라도 선도국 사례를 참조해서 수중제거기술을 개발하고 또한 국내 항만 현실에 맞는 선체부착생물규제 국내법을 제정해야 할 필요가 있을 것이다.

  • 철도차량의 화재안전성능을 향상시키기 위해 최근 성능평가 방법의 도입을 추진하고 있으며, 피난도 큰 부분을 차지하고 있다. 그런데 철도는 공공교통수단이므로 평가에 교통약자를 포함해야 하지만, 일반적으로 피난에 관한 평가를 수행할 경우 대부분의 경우가 교통약자들을 고려하고 있지 않은 것이 현실이다. 장애인중 보행이 어려운 지체장애인의 화재 시 철도차량에서의 피난에 대한 실험을 수행해보았다. 철도차량으로는 현재 운행 중인 새마을과 무궁화를 대상으로 하였다.

  • In Korea, asbestos removal has been actively carried out nationwide since 2015 when asbestos was completely banned as a first-class carcinogen. Since scattering dust generated in the process of removing asbestos causes fatal diseases such as asbestos lung disease and lung cancer, concerns are growing over the safety of construction workers and building users undergoing dismantling. For this reason, regulations on asbestos sites have been strengthened and prior studies on safety and risk assessment have been conducted, but research on actual site data collection and process planning is insufficient even though safety is reduced due to delay in site construction period. Therefore, it is necessary to analyze the work and delay factors of the asbestos dismantling process and develop an optimized process plan model for workers. This study is an initial step to develop an optimized process plan model that considers the safety and productivity of asbestos dismantling work, and aims to help establish an optimized process plan for asbestos dismantling process using website clone simulation.

화학물질관리법 조사·보고자료를 활용한 화학물질취급 안전보건관리에 대한 효율적인 체계 마련 (The Development of a Management System for the Safe Handling of Chemicals and Health Protection Using Reporting Data under the Chemical Control Act)

  • Objectives: The purpose of this study is to develop a management system for the safe handling of chemicals and related health management based on reporting under the Chemical Control Act (CCA). It is used to search handling information by constructing data linked to the name of companies, chemicals, products, etc. Methods: Due to the differences in submission periods for each reporting regulation of the Chemical Control Act, the data used is as follows: A statistical survey collected 26,222 companies in 2014 and 2016, Pollutant Release Transfer Registers (PRTR) collected 4,234 companies in 2015-2017, performance reports by handlers of hazardous chemical substances collected 14,658 companies in 2016-2018, and declarations for import of toxic chemicals collected 892 companies in 2016-2017. The total information on 36,080 companies is standardized based on company ID, name, business registration number, address, and more. The data were classified into information such as company, chemical, and product name and amounts handled and released, and then extracted according to criteria to establish relationships among classified information. Results: A search service was developed for handling information on chemical substances for reporting data by linking four reporting data: statistical survey, PRTR, performance report by handler of hazardous chemical substances, and declaration for import of toxic chemicals under the CCA. It was composed of five menus to search by regulation type, reporting regulation, companies and chemicals, and system management. Conclusion: It is necessary to use data linked by company, region, and chemical to respond and to prevent chemical accidents. In addition, these items can be utilized to perform handling and safety management of chemicals according to whether regulations under the CCA may be implemented.

Determining the reuse of metal mine wastes based on leaching test and human health risk assessment

  • Meeting the regulations based on the short-term leaching tests may not necessarily assure the environmental and human health safety of reusing mine wastes. This study investigated heavy metal leachability of four metal mine waste samples (e.g., Z, Y, H, and M) and human health risk of reusing them as construction materials. The heavy metal leachability did not depend on the total heavy metal contents. For example, the Z sample contained greater amounts of As and Fe than Zn, but the leachates contained only Zn at a detectable level. This can be attributed to the crystalline structure and heavy metal fractions of the mine wastes. The leaching test results suggested that the four mine waste samples are potentially reusable. But the Z and M samples reused in industrial areas imposed carcinogenic risks. This was largely attributed to As that is exposed via dermal contact. The Y and H samples reused in residential areas imposed carcinogenic risk. The major exposure route was the ingestion of crops grown on the mine wastes and Cr was the major concern. The two-stage assessment involving leaching tests and risk assessment can be used to promote safe reuse of mine wastes.

학교 급식종사자를 대상으로 한 위험성평가의 실효성에 관한 연구 (A Study on the Effectiveness of Risk Assessment for School Food Service Workers)

  • 2017년부터 학교 급식업무에 대한 산업안전보건법이 전면 적용되고 그에 따라 2019년부터 위험성평가가 시행되었으나 타 업종에 비해 도입이 늦고 비전문가인 영양(교)사에 의해 평가되고 있어 제도 정착의 한계가 있었다. 서울시교육청 산하 모든 학교에서는 고용노동부의 학교 급식업무의 산업안전보건법 및 고용노동부 고시에 따라 매년 안전보건공단에서 제공하는 위험성평가 지원 시스템의 KRAS 기법을 적용하고 있다. 이렇듯 법적 규제에 따라 위험성평가를 적용하고 있으나 위험의 빈도와 강도 기준이 정성적이고 주관적이어서 평가자에 따라 다른 결과를 도출하여 위험성평가의 실효성이 의문시되었으나 지금까지 학교 급식업무에 대한 위험성평가와 관련된 연구는 없었다. 본 연구에서는 급식종사자의 재해통계를 바탕으로 위험의 빈도와 강도 기준을 정량적이고 객관적으로 제시하고 급식업무 중 일부 작업에 대해 새로운 산정기준을 적용하여 위험성평가를 실시하고 기존 위험성평가 결과와 비교하였다. 그 결과 위험도가 높아지고 그에 따른 개선방안이 구체적으로 제시되어 실효성 제고가 확인되었으므로 급식업무 전체에 대해 시범평가를 확대하고 타당성을 확인하여 모든 학교에 확대 적용함으로써 위험성평가의 실효성과 작동성 제고에 기여하기를 기대한다.

전리방사선 노출과 관리 (Exposure Assessment and Management of Ionizing Radiation)

  • Objectives: To investigate safety and health management, conditions in factories or facilities handling radiation-generating devices and radioactive isotopes were reviewed in terms of regulations of radiation safety control in Korea. Radiation exposure levels generated at those facilities were directly measured and evaluated for establishing an effective safety and health management plan. Methods: Government organizations with laws and systems of radiation safety and health were investigated and compared. There are three laws governing radiation-related employment such as occupational safety and health acts, nuclear safety acts, and medical service acts. We inspected 12 workplaces as research objects:four workplaces that manufacture and assemble semiconductor devices, three non-destructive inspection workplaces that perform inspections on radiation penetration, and five workplaces in textile and tire manufacturing. Monitoring of radiation exposure was performed through two methods. Spatial and surface monitoring using real-time radiation instruments was performed on each site handling radiation generating devices and radioactive isotopes in order to identify radiation leakage. Results: According to the occupational safety and health act, there is no legal obligation to measure ionizing radiation and set dose limits. This can cause confusion in the application of the laws, because the scopes and contents are different from each other. Surface dose rates in radiation generating devices such as implanters, thickness gages and accelerators, which were registered according to nuclear safety acts, using surveymeters, and seven of 36 facilities(19.4%) exceeded the international standards for surface radiation dose of $10{\mu}Sv/hr$. Conclusions: The results showed that occupational health and safety acts require a separate provision for measuring and assessing the radiation exposure of workers performing radiation work. Like noise, ionizing radiation will also periodically be controlled by including it in the object factors of work-environment measurement.

장외영향평가 및 공정안전관리제도의 통합 안전환경관리방안에 관한 연구 (Offsite Consequence Analysis and safety management system process integration plan of safety management system)

  • The main point of this study is to find out duplicates and differences among various regulations from different organizations. Also, it focuses on creating a reasonably unified regulation system to standardize safety & environment management. In this study, I analyzed the commonalities and the differences of two systems which are typical korean Process Safety Management System and off-site Consequence Analysis. It is confirmed that there are 25 species of overlapped material of those two systems and assessment like handling material information, facilities lists, hazardous substances and list of machine power. Process safety report focuses on onsite workers and facility protect. On the other hand, off-site Consequence Analysis focuses on design, arrangement and management of handling facility from off-site influence. I found difference two system of Enforcement purposes and way. Contradiction of Harmful information of Chemicals Control Act and occupation safety and health acts from same material. To be specific, There are no unit rule of occupation safety and health acts. so it permit inch, psi etc. But Chemicals Control Act provides that m, Mpa units. Therefore, Each regulatory duplication of items for chemicals management, standardization is writing so that you can coordinate overlapping items in the measures the need to be presented.

소규모 사업장 재난안전 프로그램 개발 및 산업안전보건법에의 도입방안: 화재, 폭발, 약품 누출을 중심으로 (Development of Disaster Safety Program for Small-sized Workplaces and Its Introduction to Occupational Safety&Health Act: Focusing on Fire, Explosion and Chemical Spill)

  • 국내 기업에서 발생하는 사고의 98.8%가 50인 미만의 소규모 사업장에 편중되어 있다. 따라서 본 연구에서는 산업안전 및 시설 관련 법령과 활발하게 활용되고 있는 안전관리시스템을 상호 비교분석하여 중소기업에서 이행할 수 있는 재난안전 프로그램을 개발하였다. 재난안전 프로그램에는 적용범위, 조직의 구성, 위험성평가, 비상대응체계, 교육 및 훈련, 안전용품 구비 및 프로그램 평가 등의 내용을 포함하였으며, 각 항목별로 작성방법과 절차를 상세하게 수록하였다. 또한 재난안전 프로그램 운용 시 유의해야 할 사항과 운영 전략을 제시하였다. 이후 연구결과를 산업안전보건법에 도입하는 방안을 제언하였다.

Global trends in regulatory frameworks for animal genome editing in agriculture

  • Revolutionary advancements, such as the reduction in DNA sequencing costs and genome editing, have transformed biotechnology, fostering progress in manipulating biomolecules, engineering cells, and computational biology. Agriculture and food production have significantly benefited from tools like high-throughput microarrays, accelerating the selection of desired traits. Genetic engineering, especially utilizing genome editing, facilitates precise alterations in plants and animals, harnessing microbiomes and fostering lab-grown meat production to alleviate environmental pressures. The emergence of new biotechnologies, notably genome editing, underscores the necessity for regulatory frameworks governing LM (living modified) organisms. Global regulations overseeing genetically engineered or genome-edited (GE) organisms, encompassing animals, exhibit considerable diversity. Nonetheless, prevailing international regulatory trends typically exclude genomeedited plants and animals, employing novel biotechnological techniques, from GMO/ LMO classification if they lack foreign genes and originate through natural mutations or traditional breeding programs. This comprehensive review scrutinizes ongoing risk and safety assessment cases, such as genome-edited beef cattle and fish in the USA and Japan. Furthermore, it investigates the limitations of existing regulations related to genome editing in Korea and evaluates newly proposed legislation, offering insights into the future trajectory of regulatory frameworks.
